Carrollton PONY Baseball will follow the Sporting News major league
rules. The following CPB rules/notes
will override the above book.
1.
Home team of first game sets up the bases
and scoreboard controller. Home team of last game puts up the bases and puts
away scoreboard controller. Home team is
listed first on the schedule.
2.
Home team is assigned the first base
dugout and visitors are assigned the third base dugout
3.
Get names of umpires BEFORE the game
starts. Let the umpires know which
division your team is in, so they can apply the correct rules to the game.
4.
Have scorebook signed by opposing
coach after the game.
5.
Both Teams must report the score on
the website.
1.
Scorebook is signed by opposing team
manager to verify pitching and audit his own team’s play.
2.
Innings pitched must be recorded - one
pitch equals an inning.
3.
Pitchers are allowed:
a.
(9 & 10) 3 innings per day, 7
innings per week.
b.
(All older) 7 innings per day, 10
innings per week.
4.
[Week begins Monday at 12:01 a.m.]
5.
Pitching rule violations are subject
to game forfeitures as deemed necessary by the league, as well as player/coach
suspensions under the discretion of the league.
6.
The 40-hour rest rule does not
apply. Any pitcher pitching 3 innings in
a game may return the next day to pitch.
7.
Pitcher’s warm up:
a.
Start of game: 8 pitches
b.
New pitcher: 8 pitches
c.
Same pitcher between innings: 5
pitches or 1 minute (whichever is less) or umpire’s discretion.
1.
Courtesy runner for pitcher anytime is
OK.
2.
MANDATORY courtesy runner for catcher
ONLY after 2 outs. However, you can run
for the catcher at any time.
a.
National League teams may option to
NOT run for the catcher.
b.
Runner will be last out, or next to
last out if pitcher is the last out.
3.
Malicious contact rule will be
enforced. Sliding is not required, but
suggested on close plays.
4.
(Avoid contact; umpire judgment is
final determination during the game.)
5.
Head first sliding is allowed.
6.
(9 & 10) Limit of 6 runs per
inning.
1.
Game time starts when the first pitch
is thrown.
2.
Regulation games will be:
a.
Mustang (9-10) - six (6) innings, or 1
hour 45 minutes.
b.
Bronco (11-12) - seven (7) innings, or
1 hour 45 minutes.
c.
Pony (13 -14) - seven (7) innings, or 1 hour 50 minutes
d.
Colt/Palomino (15 - 18) seven (7) innings, or 1 hour 50
minutes
3.
No new inning shall begin after the
time limit has passed. When a game is
tied at the end of regulation time, it is considered a tie game and will not be
played off in extra innings, unless time remains in time limit. Tie games count in the standings as 1/2 win
& 1/2 loss.
4.
Ten run rule is in effect (the game is
considered complete) after:
a.
Ages 8 - 18 four (4) innings, three
and one-half (3 &1/2) innings if home team is winning.
1.
If a game is called for any reason
before it is a complete game, it is considered a suspended game and will be
resumed from the point of curtailment at a time scheduled by the League Vice
President. No suspended games
will be rescheduled if it is determined that those games have no effect on the
final standings.
1. Postponed
games will be rescheduled by the League Vice President under these guidelines:
2.
Make-up in same week when possible.
3.
Make-up games will be rescheduled in
the same order in which they were originally scheduled, if at all possible.
4.
Wednesdays and Sundays may be utilized
for make-up games.
1.
Each player must play a minimum of two
(2) defensive innings, but these do not have to be consecutive.
2.
If minimum play is not accomplished,
the player will start next game and play four defensive innings.
1.
All teams involved in a scrimmage due
to forfeiture will vacate the playing field at least 1/2 hour before the next
scheduled game.
2.
Umpires are not allowed to remain for
any scrimmage, which may result from forfeited games.
3.
A team failing to field at least eight
(8) uniformed players within the grace period must forfeit the game. If a team starts the game with only 8
players, the missing 9th player will be an automatic out until he enters the
game. This occurs in the ninth batting
position. Teams are allowed 15 minutes
(grace period) after the regularly scheduled game time to field the required
number of uniformed players. The clock
starts running at the regularly scheduled game time.
1.
Final team standings will be
calculated by best overall win/loss/tie records over the season or point
system, whichever is in place for the season.
1.
In the event of a tie, tie breakers
will be determined as follows.
1.
First Tie Breaker = Head-to-head (best
win/loss/tied records in games between the two teams)
2.
Second Tie Breaker = Best
win/loss/tied record in games played within the teams’ division.
3.
Third Tie Breaker = One game playoff
to be scheduled by the League Vice President.
1.
If two teams remain tied after a third
team is eliminated during any of the following steps the tiebreaker reverts to
the two-team format.
2.
First Tie Breaker: Head-to-head (best win/loss/tied record among
the teams)
3. Second Tie
Breaker: Best win/loss/tied record in
games played with the team’s division.
1.
HUDDLES: No more than three players shall “huddle” on
the playing field at any one time during the game. Umpires should discourage such “huddling”
when it tends to delay a game.
2.
COACHES LEAVING COACHING BOX: No coach is allowed to leave his coaching box
or dugout and enter the playing field without first receiving permission from
an umpire.
3.
TIME OUTS:
4.
Offensive and defensive time outs,
where the manager or coach confers with his players, or in the opinion of the
umpire, has instructed his players to request a “time-out” for the purpose of
relaying strategy or managerial instructions to his players on the field, are
limited to one per inning.
5.
Any additional requests are ignored
and play continues.
6.
All time outs, offensive and
defensive, are limited to 60 seconds.
7.
During a time of suspended play, at the
discretion of the umpires, all team personnel will return to their respective
areas immediately until play resumes.
Failure by any team personnel to do so can result in the ejection of
manager or coach.
1.
Full roster batting will be used in
age groups 14 and under.
2.
In any division where full roster
batting is utilized, if a player becoming injured or unable to play, his spot
in the order will not be considered an out unless the batting roster falls
below 9 players.

Appeal play may be used in a
game. See Official Baseball rules for
process.
2.
When a decision is made by an umpire
that is in conflict with established baseball rules, a coach may request “time”
to approach the umpire responsible for the decision.
3.
It is then up to the discretion of the
head umpire to reverse the call. Based
on the final decision of the umpire, the coach may choose to take whatever
action is provided for under the rules governing the procedure for filing a
protest. The fee for filing a protest is
$100. This is a non-refundable fee. Judgment calls cannot be protested.
4.

1.
Any coach, who requests “time” and then
once it is granted, proceeds to question, dispute, argue, or in any way
displays disapproval with a judgment call such as, but not limited to, balls,
strikes, safe, out, fair, foul, obstruction, interference, unsportsmanlike
conduct, or balks, shall be removed from the game and required to leave the
confines of the playing and spectator areas.
2.
The parking lot is the closest the
ejected person can be to the field. For
failure to leave, the head umpire has the option of forfeiting the game to the
other team.
3.
Any ejected coach or manager is
subject to suspension from the next game played by that team, at the League VP
discretion. Any coach or manager ejected
by an umpire for a second time will be suspended for 4 games, beginning with
the next game. The third time a coach or
manager is ejected by an umpire, the coach or manager will be removed from
their position as coach or manager for the remainder of the season.
4.
If a manager or coach makes any
physical contact with an umpire in an effort to show disagreement with a
decision:
a.
That manager or coach shall be ejected
from the game and required to leave the confines of the playing and spectator
areas.
b.
A minimum four-game suspension comes
into effect beginning with the next game.
c.
Any subsequent ejection for physical
contact will result in the coach/manager’s dismissal for the season.
5.
Control of spectators is the direct
responsibility of coaches and their respective teams.
a.
If an umpire warns any spectator to
refrain from continuous verbal or physical disagreement/harassment, the coach
or manager of the spectator’s team is directed to control his spectator. The individual will be warned that continued
action will result in his or her ejection.
b.
If ejected, the individual must leave
the premises within 2 minutes, or the game will be forfeited.
1.
A player ejected from the game is
subject to a one game suspension, subject to appeal to the League Vice
President.
2.
A player ejected for a second time
will be suspended for 2 games, beginning with the next games played by the
player’s team.
3.
Ejected players are required to remain
in the dugout.
4. Suspended
players are required to serve their suspension in the dugout during the games
for which they are suspended.
1. CLEATS:
a. (12 and under)
Only rubber cleats are allowed.
b. (13 and over)
Metal cleats are allowed.
2.
HELMETS: Batting helmets are allowed to have a
player’s number, team logo and player’s name on the outside of the helmet
only. There are no decals or stickers of
any kind unless they are for the above named.
3.
JEWELRY: Players are not allowed to wear jewelry,
except for medical information/identification.
4.
SUNGLASSES: Only prescription sunglasses are allowed
while a player is at bat. Any type of
sunglasses may be worn in the field.
1.
(9 - 10)
2.
Flagrant balks will be called in the
National Division. Balks will not be
called in the Central and American division.
3.
(11 - 12), (13 - 14)
4.
Balks will be called in the National
Division.
5.
Flagrant balks will be called in the Central
and American Division.
6.
A balk is a judgment call and
therefore cannot be argued or disputed.
7.
(15 - 18)
8.
Balks will be called.
1.
A player may not be added to a team’s
roster without prior board approval.
2.
Any player added to the roster of a
team after the first game of the season is ineligible to pitch or catch without
board approval. All roster additions
must be approved by league Vice President.
3.
Paperwork on all roster additions must
be provided before the player plays in any game.
4.
Players can only play on one team in
Carrollton PONY Baseball. However, a
player may play on one Carrollton PONY Baseball team and another team that does
not play in Carrollton PONY Baseball such as a “select” or “traveling” team.
1. Limit
of 5 runs per inning.
2. No
one may play the same position more than 2 innings and 4 innings on the infield
(this includes pitcher and catcher - in other words don't leave the same kids
in the outfield all the time).
3. Play
10 on field (4 outfielders in umbrella - no rovers).
4. Limit
of 2 innings pitched per game, 1 pitch constitutes an inning pitched, no rest
requirement.
5. Player
pitches, if 3 strikes then batter is out, if 4 balls then coach comes in and has
3 pitches (no matter how bad or if the player fouls the 3rd one off).
6. If
a batter is hit by player, then first base is awarded (not if hit by own
coach).
7. Pitcher
must be replaced if he hits 2 batters in an inning or maximum 3 in a game
(technically he can hit one in one inning and one in his second inning and
still pitch the full 2 innings).
8. No
lead offs, stealing or dropped third strike rule.
9. We
encourage the kids to try to make a play, so only one base on an overthrow (if
1st base is overthrown but not far away, the runner advances to second and a
throw is made there and goes out into left field, the runner cannot run to
third).
10. When
a ball is hit to the outfield, once it comes back into the control of any
infielder on the infield, then the runners must stop. If the runner is
not half way to the next base the umpire has the authority to send the runner
back to the previous base. (This is a judgment call by the umpire.)
11. Games
are 1 hour 25 minutes. No new inning
will start after 1 hour 25 minutes, but the inning will be completed if it
started before the 1 hour 25 minute limit. 5 inning games.
12. No
bunting. When the player is pitching, if a batted ball is a fair ball
even in front of home plate it is played. When the coach comes in to
pitch to the kids, the ball must travel 10 feet or it is considered a foul
ball.
13. 60
