8U Information 
2009 JGSA LEAGUE RULES BY DIVISION - 8U

· GAME TIME IS ONE (1) HOUR AND 30 MINUTES – no new inning or 7 innings.
· MERCY RULE IS IN AFFECT: (15) RUNS AFTER THREE (3) INNINGS, (12) RUNS AFTER FOUR (4) INNINGS, AND EIGHT (8) RUNS AFTER (5) INNINGS.
· Entire roster will bat at the start of the game. Any player showing up after start of game will be put on the bottom of the batting lineup.
· Number of defensive players shall be ten (10). No player will sit on the bench during defense more than one consecutive inning. Team may play with nine players (9) to avoid the short-handed rule.
· SHORT HANDED RULE: A team may start with eight (8) players, but when another player arrives, they must be inserted into the lineup in the ninth batting position. An out will be called the first time the ninth batting position in the lineup comes up. Subsequent arrivals must be listed in order of arrival up to the maximum of 16 players.
· JURUPA ONLY: All players will bat at least once and play at least six (6) defensive outs. If a player does not get her minimum playing time, she will start the next game and get her minimum for that game plus make up whatever she missed in the previous game. If player is not present and next game, rule does not apply.
· One half (½) inning shall consist of either three (3) outs or five (5) runs scored. If seven (7) innings are reached there will be no limit on runs scored in the last inning.
· NO INFIELD FLY RULE OR DROPPED THIRD STRIKE RULE. HOME PLATE IS CLOSED.
· STEALING IS LIMITED TO ONE (1) BASE PER PITCH. RUNNERS MAY TAKE THEIR LEAD AFTER THE BALL HAS LEFT THE PITCHER’S HAND. IF AN ATTEMPT IS MADE FROM THIRD TO
STEAL HOME ON A PITCH: IF THE RUNNER REACHES HOME SAFELY, THE RUNNER WILL BE RETURNED TO THIRD BASE. IF THE RUNNER IS PUT OUT AT HOME, THE RUNNER IS OUT.
· BALL IS LIVE UNTIL PITCHER HAS POSSESSION OF THE BALL WHILE IN THE CIRCLE.
· “Courtesy Runner” allowed for pitcher or catcher. When using a courtesy runner you will use the player who made the last out. Exception: In the first (1st) inning, with no outs the courtesy runner shall be the last batter in the line-up.
· If a batter or runner becomes injured and cannot complete their turn at bat or time on the bases, a courtesy player/runner will be allowed.
· An unlimited number of “free” substitutions are allowed at anytime, during a dead ball situation, while on defense.
· Any player participating in this division is only eligible for 8U All-Star team selection.
· Players can wear jackets or sweatshirts (must be buttoned and/or zipped) as long as to not interfere with the play. It will be under the umpire’s discretion.
PITCHING RULE:
· The pitching distance is 30 feet. Bases are at 60’ in Jurupa and 55’ in Norco.
· They must pitch underhanded.
· Both feet must be touching the rubber at the start of the pitch.
· PITCHERS IN THE 8U ARE ELIGIBLE TO PITCH 3 INNINGS PER GAME PERIOD. If a pitching change is made in the middle of an inning, both pitchers are charged for that inning.
PLAYER/COACH PITCH: First (1st) Half of Season through April 17, 2009:
o No base on balls. If the pitcher has thrown four (4) balls the adult pitcher will come in and pitch the remaining strikes left on the count. The adult pitcher must pitch from the rubber. If the player pitcher hits the batter, the count will be cleared and the adult will come in to pitch. EACH PITCH WILL BE A STRIKE.
o If a batted ball hits the Adult pitcher a dead ball is called and the batter returns to the plate. A strike will be called.
o NO STEALING DURING COACH PITCH. Batters may not bunt during a Coach pitch.
o Pitching needs to be done by a board approved, uniformed Manager/Coach.
o Two (2) Defensive Coaches and/or Manager may be in the outfield.
PLAYER PITCH ONLY: Second (2nd) Half of Season April 18, 2009 through season end:
o No Coach Pitch.
o No Coach/Manager(s) in the outfield.
o Illegal pitches will be called.
GENERAL:
· ASA approved batting helmets with facemasks and chinstraps are required for all batters.
· Only a Board approved Manager, and no more than three additional Board approved adults. (i.e., assistant coaches or team mom) are allowed in the dugout/BALL FIELD during a game. One of the approved four adults must be of the female gender.
· Coaches may wear shorts and need to dress in same color shirts or team jerseys. Closed shoes must be worn on the field.
· PICK UP PLAYER RULE: SAME LEAGUE, SAME DIVISION OR YOUNGER. MUST PLAY OUTFIELD AND BAT LAST. PICK UP PLAYER MUST WEAR THEIR ASSIGNED TEAM UNIFORM. TEAM MUST FIELD SIX (6) ORIGNAL PLAYERS.
· Home team will be the Official Scorekeeper. Official Scorekeeper is not allowed to be in the dugout. JURUPA ONLY: SCOREBOOK WILL BE IN THE PARK OFFICE. Please hand scorebook to either the next game from your division or to a board member on duty at the park. Last games of the evening please drop off scorebook at office.
