he Midget Division will follow the National Federation of High School rules with the following exceptions:
• The Critical dimensions of the playing filed are:
o 52 feet pitching distance
o 70 feet between bases
• A Regulation game is seven innings or:
o Game will be terminated during the bottom of 5th inning if home team leads by 10 runs.
o Game will be terminated after five full innings if visiting team leads by 10 runs.
o After the 5th inning, the game will end when either team leads by 10 runs and the losing team has completed their turn at bat.
o Regular season games ending in a tie after becoming official will be counted as a tie.
• Pitching rules:
o No player may pitch more than 4 innings per calendar day.
o One pitch constitutes an inning.
o Each pitcher coming into the game shall be allowed up to 8 warm-up pitches.
o There will be no intentional walks.
o Balks will be called with instruction from the Umpire on the first offense.
o No pitcher shall deliberately throw a curve ball. If in the Umpire’s judgment a curve ball is thrown, a no pitch will be declared and a warning issued to the pitcher and manager. If another curve is thrown the pitcher will be removed from pitching. No conference will be will be charged to the defensive team.
o No pitcher may pitch more than 2 innings in an Association All-Star game.
• The Wildcat batting order shall be used. All players are on the offensive line-up card. Unlimited defensive substitution shall be allowed providing the playing time rule has been complied with.
• The playing time rule requires that by the end of the fourth inning, all players who were present at the start of the game must have been inserted into the field on defense for six outs. All managers, especially first year managers should seek clarification of this rule from the Division Director. Failure to comply with this rule or encouraging players to be absent or late shall result in a protest of the game.
• The negative 3 differential bat rule shall be waived. The maximum barrel size of any bat will be 2 ¾ inches. No wooden bats are allowed.
• A coach may be granted 1 trip to the mound per pitcher each inning. If a second trip to the mound is granted in the same inning, the pitcher must be removed as a pitcher. The player may be moved to any other position on the field or to the bench. Any player who is removed as a pitcher may return, in a later inning, to pitch as long as the innings pitched rules are followed.
• A courtesy runner for the catcher must be used when there are two outs. A courtesy runner for the pitcher may be used only if there are two outs. The courtesy runner will be the player who made the last out.
• Ether team may request, and must be granted by the umpire, a 10 minute warm-up before the start of the game. All warm-up time that occurs after the scheduled start time will count as part of the two hours and fifteen minute time limit.
• The Home Team will:
o Occupy the first base dugout.
o Take pre game warm-ups last
o Provide 2 new game balls to the Umpire.
o Set up the bases and pitching rubber, if necessary.
o Furnish Official Scorer and scorebook, which must be signed by the Umpire at the end of the game.
• The following time constraints will be observed:
o No new inning of any regular season game or a first round playoff game may begin after 2 ¼ hours from the scheduled start time of the game.
o Beginning with the second round of the playoffs and through the Championship game, there will be no time limit for the game.
o At Dogwood Park, on days immediately prior to a school day, no new inning may begin after 10 PM.
o At Dogwood Park all teams will cease play at 10:45 PM.
• Forfeits will be declared by the Umpire when:
o A team fails to field at least 8 players in uniform within 15 minutes of the scheduled start time for the game.
• In the even of a rainout, the home team manager must contact the Division Director to schedule the make up game within one day of the originally scheduled game. Failure to comply will result in the Division Director scheduling a new date and time which will be adhered to regardless of availability problems of either team.
• Incomplete games which are terminated by the Umpire for any reason, when the score is tied or if one or more balls have been pitched, and before the completion of the official number of innings;
o Will be resumed at the point that they were stopped.
o All line-up will remain intact, however, if a player from the interrupted games is not present for the continuation game no penalty will be imposed.
o All players on the roster are eligible to play in a continuation game.
o If a player was not at the original game, the player will be added to the end of the batting order for the continuation of the game.
o The Home team is responsible for notifying the Division Director of the need for a continuation game and will furnish a first and second choice of dates for the continuation game. The continuation game must be played within 10 days of the originally scheduled game.
o If one team does not show up at a rescheduled or continuation game, a win shall be declared for the team that does show. If both teams fail to show, both teams will be given a loss.
• Game may be protested in the following manner:
o The protest must be requested prior to the first pitch after the play being protested.
o The Umpire, visiting team Manager, and the home team Manager must honor all protests.
o Both Managers and the Umpire must note the Protest in the Official Scorebook at the time of the protest.
o A formal protest must be in writing and submitted to the VP for Division Play (Protest@rbba.org) within 48 hours of the end of the game.
o A fee of $25 must be included with the written protest. The money can be given to any board member.
• Managers are personally responsible for snack bar coverage on their team’s assigned days and times. Failure to provide adequate coverage for scheduled times will result in suspension of the team manager for one game. The RBBA President will make a further review to determine whether additional action is required.
• A manager must bring a first aid kit to all practices and games. |
