East
Article I: Name- The name of the organization will be East Islip High School Ice
Hockey Club.
Article II- Purpose of the Club- To field Varsity, Junior Varsity, Freshmen,
and or Developmental ice hockey teams for interscholastic competition. To teach
and develop fundamental and advanced ice hockey skills and sportsmanship.
Article III: Membership- The membership of the East Islip High School Ice Hockey Club will
consist of the Coaches, Board Members and the Parents or Legal Guardians of all
players of all teams of the East Islip High School Ice Hockey Club who remain
in good standing by fulfilling their financial and participatory obligations.
Parents or Guardians are entitled to one (1) vote per player.
Article IV: The Board of Governors- Parents or Guardians of the East Islip High School Ice Hockey
Club shall elect five (5) Board of Governors at the April
General Membership meeting to govern the body of the club. They are the
General Manager, Assistant General Manager, Treasurer, Team Coordinator, and
Secretary and will form the Executive Committee.
Article V: Purpose of the Board- The Board of
Governors shall be the governing body of the East Islip High School Ice Hockey
Club. They shall, by their majority vote, render all decisions on matters
brought before them or originated by them on any and all matters concerning the
best interest of the East Islip H.S. Ice Hockey Club. Each member of the Board
of Governors (Executive Committee) shall have one (1) vote. The Board Members
shall pick the following Non-voting members of the Board: Head Coaches of each
team and High School Moderator. Each team shall elect the Parent Representative
for their team.

Article VI:
Elections
A) Annual election for Board of Governors will be held at the
April General Membership meeting and subject to the majority vote of the
general membership by the way of secret ballot.
B) Nomination of officers will be held at the March membership
meeting. Nomination will come from the floor of the meeting and must be
seconded. A member cannot nominate him/her self.
C) The secretary will record the names and positions of the
nominated members.
D) The secretary will mail out ballots to all voting members of
the club seven (7) days after the March membership meeting. Ballots will be due
back by the April membership meeting by mail or can be brought to that meeting
to be hand counted.
E) The new Board of Governors will begin their term of office one
(1) week after the election.
F) To be elected as a member of the Board of Governors you do not
need to have a child currently participating on or in the East Islip H.S. Ice
Hockey Club.
G) The term of the office shall be indefinite by annual election.
H) More then one family member cannot serve on the Executive
Committee in the same given year.
I) The Board of Governors shall fill any vacancies on the
Executive Committee within seven (7) days by appointment from the general
membership subject to the majority approval of the general membership in
attendance at the next membership meeting.
J) Any member of the board may be removed from office by a
two-thirds (2/3) majority vote of the members of the club. A motion to remove a
Board Member must be brought to the floor at one of the scheduled meetings of
the club. Upon presentation of the reasons for removal a motion must be made to
bring such action to a vote. Should attendance at that meeting be less than
two-thirds (2/3) of the membership the vote will be conducted by a mailed
ballot. Ballots must be returned to the Secretary within thirty (30) days of
the meeting in which the motion to remove the Board Member was brought forward.
K) To avoid conflict of interest, the head coach of any team shall
not be a member of the Board of Governors, unless there are NO other viable
candidates.
Article VII: Definition of Responsibility
A) General Manager (GM): Shall have the overall
responsibility for the well being and operation of the club. The General
Manager shall see to it that the mandates of the Board of Governors are
implemented and carried out according to the Board and will represent the club
at all meetings that need such representation.
B) Assistant General Manager: Shall act, as an aid
to the General Manager and in his/her absence shall assume the General
Manager's duties. Shall be responsible for all fund raising activities for the
club and chair the fund raising committee.
C) Treasurer: Shall be responsible for all monetary
matters of the club. Shall report the financial status of the
club at all general membership meetings with a financial report. Shall be subject to an annual audit on the financial status of the
club. Checks issued by the club shall be signed by both the Treasurer
and the General Manager or Assistant General Manager in the absence of the GM.
D) Team Coordinator: Shall coordinate all team practices,
games and tournaments in all levels of competition and may attend meetings that
the General Manager or Assistant General Manager can't attend.
E) Secretary: Shall record the minutes of the
Board meetings, take an attendance report at each meeting and report those
minutes at subsequent meetings. Shall notify the membership
by mail of the time and location of membership meetings.
Non-Voting Members of the Board
F) Coaches: Each year anyone wishing to coach MUST
submit it in writing to the Board of Governors. The Head coach of each
team will be appointed by the Board of Governors and it shall be the
responsibility of the head coach to appoint up to two (2) assistant coaches.
The head coaches of each team or when absent assistant coaches are encouraged
to attend Board of Governors meetings. All coaches must have a minimum of an
USA Hockey Associate level coaching certification by December 31st of the year
in which the coaching assignment is to begin, if one is not obtained by that
date the coaching assignment may be terminated.
G) Moderator: The Board of Governors shall endeavor
to have the
H) Team Representative: Team representatives will be
elected by each team and shall act as liaison between the team parents the
coaches and the Board. They will be responsible in assisting the Treasurer in
collecting fees and shall assist in the operation of the club by performing
those duties assigned to them by the General Manager. They will aid the
Assistant Manager with fund raising activities and be part of the fund raising
committee.
Article VIII: Fees
1. Before the start of each season, the Board
of Governors shall determine the cost of participation per player. This will
consist of:
1. League fee per player
2. Cost of practice ice per player.
3. General fund fee
B) Fees will be due and payable as follows: An amount to be
determined by the Board at the time of tryouts with all but $25 refundable if
not picked for a team. Half of the balance due by September
30th, the balance by October 31st. If full payment is not made by
October 31st the Board must act on this matter, i.e. suspension.
C) Fees will not include
D) A player cannot rejoin the club unless he/she returns to a good
standing.
Article IX: Ice Time
There are no guarantees of equal ice time. Ice time will be at the
discretion of the coaches. Article X will be followed for any complaint
regarding ice time.
Article X: Complaint Procedure
Members having comments or complaints concerning the club should
voice these to the appropriate Team Representative. The team representative
will bring this matter to the General Manager, who will then act upon it
immediately or bring up the matter to the Board of Governors.
Article XI: Eligibility
Player eligibility shall be in accordance with the Suffolk County
High School Hockey League rules. Students must maintain an academic record
meeting their school sports eligibility criteria similar to other sports.
Senior eligibility is limited to the varsity and will terminate at the end of
the Suffolk County High School League winter season. All students, grades 7th
through 12th are eligible to participate in the ice hockey program.
Article XII: Participation Commitment
All players on each team of the East Islip H.S. Ice Hockey Club
are expected to make a participation commitment to attend all practices and
scheduled games of their team. Failure to meet this participation obligation
may result in disciplinary action at the discretion of the Coach and or the
Board of Governors.
Article XIII:Code of Conduct
In order to put forth the best possible image for the school and
the club, as well as helping to teach our players respect, discipline and good
sportsmanship, the Board of Governors is issuing this code of conduct that each
player must follow:
1. Under no circumstances shall any player
argue with, use abusive language to, or show any signs of disrespect to any
referee, league official, opposing coach or parent. Any player penalized for
such action shall receive an automatic “benching” by his/her coach for such a
period, as the coach deems appropriate.
2. Under no circumstances shall any player
take any action on the ice with the single intention of injuring an opposing
player. Such action will result in either permanent or partial suspension by
the club.
3. Players are expected to attend all games
and practices. In the event, a player is unable to attend a game or practice, it is the players responsibility to contact
his/her coach.
4. All players are expected to wear issued
uniform equipment (jersey and socks) in all games. Should a player’s uniform
become damaged, he/she can request a replacement through his/her coach.
5. There are two (2) basic guidelines for the
parents of all players they are:
a. Please try to attend all parent meetings.
b. Set a good example for all our players by
refraining from abusive language directed at the referee, other teams player and parents.
6. The use of any drugs, alcohol, performance
enhancers, steroids, herbs or any medication not prescribed by a doctor, by any
player is strictly prohibited.
7. If a player is found to be under the
influence of drugs or alcohol (the coach and member of the Board or parent will
verify) the following will apply:
1st offense - Parent notified immediately and a minimum
five (5) game suspension
2nd offense – Suspended for the remainder of the season
and subject to Board review the following year
8. The head coach can suspend for the one (1)
game without a hearing, for any action by a player whom the coach deems
inappropriate behavior. If the offense requires more then a one game
suspension, a hearing will be conducted by the Board of Governors in which the
player, parent or guardian, and coach shall be present within fourteen (14)
days of the offense.
9. If the coach suspends a player, he/she
must be present in full dress and sit on the bench. If he/she is suspended by
the league, he/she is to attend the game.
10. Players
are expected to respect any rink or facility they play, practice or participate
as a spectator in. If a player is caught
causing malicious damage to any facility's property, or ejected by a League
Official because of conduct embarrassing to the East Islip Ice Hockey Club
while watching any other Team play, the player and their parent will go before
the Board for a hearing and be subject to a minimum (1) game suspension for a
first offense and (3) games for additional offenses at the discretion of the
Board of Governors.
Article XIV;
General Meetings
1. All General Membership Meetings will be
held on or about the 2nd Thursday of the month.
2. Meetings will be held on the following months;
September, October, February, March, and April. The time and
place to be determined by the secretary.

4. Purpose of meetings

5. The Board can call for a special meeting
for any reason they so deem.
6. The meeting date can be changed but all
members must be notified by mail within fourteen (14) before said change, if
the change was not announced at the prior meeting.
7. Meetings will be conducted as per Roberts
Rules of Order.
8. The membership can request for the Board
to call for a special membership meeting by a signed petition of no less then
25% of the membership. The meeting will take place within fourteen (14) days
after the board is in receipt of this petition.
9. 1/3 of members must be present for voting
on any club issues that are brought to the floor. A simple majority vote is
need for passage. This is true for all cases except for that which involves the
removal of a Board member or By-law changes.
10. A copy of the prior meeting’s minutes will be made available to
any member in good standing.
Article XV;
Amendment of the By-Laws
These By-Laws may be amended or changed at the October membership
meeting by a simple majority vote of those attending said meeting.
Article XVI;
Committees
The Board of Governors will oversee the creation of the following
committees at the April membership meeting;
1. Fund raising
2. Scholarship
3. By-Laws/Rules
4. Awards dinner
A Board Member shall head each committee with no more then six (6)
but no less the two (2) members of the general membership. Committees can be
added or deleted as the Board so deems.
Article XVII; Miscellaneous
The official team colors shall be red, black, and white. The team
name will be the East Islip Chiefs. The Board of Governors shall determine any
matters that are not covered by the articles in these By-laws. A copy of the
By-laws shall be made available to any member in good standing.
