Yes there is a 10 run mercy rule in all levels of baseball from Mosquito to Midget (A to AAA). The details are spelled out on Page 89 of the Baseball Manitoba Handbook.
For Pee Wee the 10-run mercy applies after 5 innings complete (4.5 if the home team is winning).
