situation: runners on 2nd and 3rd (first is open). Pitcher is in the stretch position, winds, steps to 3rd but fakes the throw. Balk or no balk? Also, does this answer change if first is occupied?

Also, out of the windup position, if the pitcher moves his pivot foot, he is just an infielder, correct? does it matter if the foot moves back off the rubber or forward towards home plate?

Situation #1 - balk. This is new this year. You cannot feint a throw to 3rd base. This does not change if there is a runner on 1st.

Situation #2 - From wind-up if the pitcher steps off the rubber backwards with his pivot foot he becomes an infielder. Stepping forward with your pivot foot is bad mechanics. Is it a balk? I'll leave that to Kevin.

1. I am not aware of a rule that states you cannot fake a throw to 3rd? As far as I'm aware the only base you must throw to is 1st base. I know there has been some confusion about this but anythign that I have been told is that you can't fake a throw to 3rd and in the same motion wheel around to 1st to get the runner. Wes is a AAA coach so maybe this is how the WABA guys are enforcing the rule so I'll clarify but I have no idea why with no runner on 1st you can't fake a throw to 3rd base, that has not changed from what I know.

2. As for the pivot foot, if he steps back off the rubber with it he becomes and infielder and he is no longer protected by the rubber so any overthrow at this point would be a 2 base award, not 1. He can step forward if he is facing the batter, plant his pivot foot, before delivering the pitch.

Balks and pitching mechanics are very tough to describe in writing one of those things you have to see to get a full understanding of what is happening.
I'll verify the fake to 3rd and repost

I have recieved offical word from the Head UIC for Manitoba that you MAY NOT fake to any base now with the exception of 2nd base. So while touching his rubber with runners on base he fakes to 3rd base it is a balk just like it has been for 1st base.

Thanks, I was getting tripped up on the "...throw to first" part of the rule change. The way you have described it, that part of the explanation is irrelevant. It now mirrors the Lefty pitcher move to first. makes sense.
