NEW MSBL Rules
NEW MSBL RULES AND REGULATIONS (10/13/09)
Note: The rules for the Northeast Wisconsin chapter of MSBL are founded on the national rules and regulations and have been approved by the NEW MSBL Board of Directors. Except as listed below, all other baseball issues will be governed by Major League Baseball rules.
1. UNIFORMS, HELMETS & BASEBALLS
1(a) All teams must have full uniforms consisting of caps, numbered baseball jerseys, baseball pants. Each player's uniform must be of similar design to his teammates' uniforms. Teams that have a sponsor will be allowed to have the sponsor's name on their uniform via patch or sleeve or the back of the cap.
1(b) No player out of uniform will be allowed to play unless that player has the opposing manager's consent, except as listed in l(c).
1(c) All teams should have their uniforms by their first game. A grace period to be defined by the League President will be extended for newly activated players or for new teams to complete their uniform purchase.
1(d) All batters, runners, and catchers must wear helmets. There is no exception to this rule. Full, double ear-flapped helmets are encouraged for batters and runners: but as a minimum, the batter's helmet
must have an earflap facing the pitcher. Catchers must wear a helmet underneath their mask. Offensive team must have all base coaches wear helmets while their team is hitting. No exceptions.
1(e) Each team shall provide two (2) baseballs for each game. Only balls approved by NEW MSBL will be permitted.
1(f) Only wood bats are allowed. Any bat containing metal (for example, handles, but not barrels) must be approved by the game's head umpire.
1(g) Metal cleats are permitted.
2. GAME LENGTH, CANCELLATIONS, AND SUSPENSIONS.
2(a) All regularly scheduled games shall be nine innings, unless the game is tied after nine innings and goes into extra innings (until either a winner is decided or the umpire suspends play for completion at a later time). All games (completed or otherwise) must conform to local ordinances (for example, in many cities teams are required to turn off field lights and vacate the park by 10pm each night).
2(b) If there is a 10-run discrepancy at the end of 7 innings, the game will be ruled final at this point.
2(c) All games may be deemed completed prior to the completion of nine innings when agreed upon by both managers.
2(d) An umpire may, at his discretion, suspend, cancel, or call a game if, in his opinion; the safety of the players is compromised due to weather or darkness or for any other reason. In the event of inclement weather, unless the field is deemed unplayable both managers agree to end the game after 4 1/2 innings or play shall be considerd a complete game. If both managers don't agree then the umpire shall wait a minimum of 30 minutes before canceling or suspending all further play. In regard to rain or darkness or under any other adverse conditions, a game shall be deemed complete after 5 full innings (4 1/2 innings if the home team is ahead). An incomplete game that is stopped by the head umpire or by both managers for any reason associated with player safety may be suspended and continued at a later point in time at the exact at bat where play was suspended, as long as both managers have agreed to suspend play. If either manager does not agree to suspend play for an incomplete game (that cannot be played to completion on a given day or night) for any reason, the game shall be terminated by the head umpire and considered never to have been played in any part and must, if replayed, begin as a new game.
2(e) Any games rained out may be rescheduled by the league. A rescheduled game may be made up at any time not conflicting with previously scheduled games and will be played on a field assigned by the league. All make-up games must be agreed to by both managers and the league. Tie games can be played to completion at a later date, again with the agreement of both teams and league notification.
