A. The
Harundale Youth Sports League, Inc. is deemed to provide recreation for the
youth of our communities, therefore the Leagues will abide by the following
rules of play:
1. All
players must play three (3) innings or nine (9) consecutive outs (exception Colt
League play).
2. Any
runner is out when the runner does not
avoid malicious bodily contact with a fielder who has the ball and is waiting
to make the tag (exception Colt League play).
3. HYSL
By-Laws, Article IV, Section D:
“In the event of any HYSL member or player
being ejected from a game of any sport, they will be considered suspended for
the remainder of that game, as well as, the next scheduled game, not affected
by postponement or cancellation. In the
event of a second occurrence, the individual will be considerd suspended, for
no less than three (3) scheduled games, until the individual is brought before
an Emergency Executive Board Meeting, to determine the individual’s membership
status.”
B. Each
League is responsible for maintaining the respective set of rules and
regulations as per Pony League, Inc.
Harundale Youth Sports League, Inc. rule
book will supersede any conflicts between Pony League’s individual rules
and regulations and Harundale’s rule book. North County Girls Softball rules and regulations
shall supersede any conflicts between North County rules and Harundale’s rules.
1. Pony
League Baseball/Softball options must be approved by the respective Board of
Directors.
2. All
disciplinary actions must be made in accordance to Harundale Youth Sports
League, Inc. By-Laws (reference Article VI, Section I (eye)).
C. During
the period of April 1 through May 31, no game shall start after 6:05 pm and no
inning shall start after 8:00 pm.
During the period of June 1 through August 31, no
game shall start after 6:20 pm and no inning shall start after 8:15 pm. As the game approaches the time limit, the
umpire will observe the time when the third out of the home inning is
made. If the time has surpassed the
time limits above, the game shall be considered complete, unless, the
score is tied or not enough innings have been played to be considered an
official game. At this point, the game
will be considered suspended (reference E.6.c). When a game is called, for whatever reason,
the score at the end of the last completed inning shall be the determining
factor for the final score, if the game meets the requirement of a “completed game”. Any partial inninngs not completed shall not
be considered in the score unless the game is considered “suspended” at which time
the game shall be resumed at a later date. The umpire, or any Board Member at their own discretion, may
suspend the game due to darkness, inclement weather, or any other safety
factor, at any time.
D. Any
player that plays for Harundale Youth Sports League, Inc. is permitted to participate in any other
sport for another League or team. The
player’s first responsibility is to Harundale Youth Sports League, Inc. If the player misses practices or games
because of other League or team committments, they will be subject to the
Baseball/Softball Board review. There
will be no recourse by either the youth or the parents and no registration fees
will be refunded. School athletics will
be the only exception.
E. Managers
and Coaches:
1. Selection
of Managers:
a) All
perspective managers must submit
applications to any member of the Baseball/Softball Board of Directors. All
managers must be approved by the Baseball/Softball Board of Directors, from the
submitted applications only.
b) Teams
shall be assigned based upon the following criteria:
1. Returning,
approved managers, shall be assigned their returning team.
2. Approved
managers shall manage the team in which their youth is rostered.
3. In the
event that the two (2) above conditions are not met, approved managers shall be
assigned randomly selected teams.
2. President
and any Commissioner may manage a team as long as it is approved by the
Executive Board of Governors.
3. Any
team member or adult who withdraws a team from the playing field and refuses to
play a game to completion, forfeits all rights to protest that game and is
subject to suspension.
4. An
umpire has total responsibility for the conduct of all players, coaches,
spectators, etc. within the playing area, and including the adjacent spectator
area. Managers, Coaches, League Board,
and Executive Board members shall assist the umpire to control spectator
behavior. An Umpire, Board of Director,
or Executive Board member shall have the right to remove a spectator from the
field.
5. A
Protest fee of $25.00 shall be payable from the protesting manager to the
Baseball Commissioner within forty eight (48) hours of the start of the
protested game. If the protest is lost,
the fee will go to the League fund. If
the protest is won, the fee will be refunded.
6. Forfeits:
a) If a
team fails to show up for a game, or cannot field a legally rostered team,
twenty (20) minutes after the scheduled game time, the game is forfeited by
that team. A legally rostered team
shall consist of a minimum of eight (8) players. In the event of eight (8) players, the team shall receive an out
when the ninth player is due to bat.
b) In the
event of rain, and the game has not been cancelled by, the Vice President of
the respective Division, Commissioner, or the Field Maintenance Manager, and
both teams fail to show up, each team will be credited with a one half (1/2)
game loss (forfeiture).
c) Any
game that is either suspended or posponed due to rain or darkness, being played
Monday through Thursday, must be rescheudled to play by Sunday. Any game suspended or postponed being played
on Friday or Saturday, may be played by Sunday or the next available date. Baseball Commissioner shall reschedule all
games and times. Only pitchers, who
have been removed from the suspended game during the normal course of play,
will not be permitted to pitch in the resumed game. The pitcher who was pitching when the game was “called” may
resume pitching, provided that they have sufficient innings of eligibility
remaining in the calendar week. Any
child that was not in the suspended game may be added during the
resumed/completion of that game.
F. Batting
roster is mandatory in Shetland (T-Ball), Pinto , and Mustang Divisions. If a child leaves the game for any reason,
that position in the batting roster will not be counted as an “out” when that
turn occurs. If the child is injuried
and remains “in the line-up”, or “on the bench”, they may return to the game at
any time both defensively and offensively.
Under a suspended or postponed game, the player that left the previous
game may re-enter the resumed game at their respective position in the
line-up. If a child arrives at any
point during the game, for teams required to bat roster, the child will be
added to the bottom of the batting roster and allowed to bat at their appropriate
time in the line-up without penalty.
G. No
equipment or property owned by Harundale Youth Sports League, Inc. shall be
lent, given, or sold without prior approval of the Executive Board.
H. Tournaments:
1. Harundale
Youth Sports League, Inc. without the written approval of the Executive Board
and the League Board of Directors shall host no tournament.
2. Any
Harundale Youth Sports League, Inc. team that wants to participate in an
outside tournament must receive written approval from the Baseball/Softball
League Board of Directors.
3. Any
Harundale Youth Sports League, Inc. teams must consist of Harundale Youth
Sports League, Inc. players. No school
teams shall be allowed in tournaments hosted by Harundale Youth Sports League,
Inc. A school team is defined as a Junior
Varsity or Varsity team of interscholastic play.
4. Tournament
teams shall consist of a minimum of twelve (12) man rosters. In the case of eight (8) or more teams
within a division, two (2) teams shall be represented. In the case of less than eight (8) teams, a
minimum of one team shall be comprised.
All divisional teams shall be represented by a player on one (1)
tournament team, but in the case of two tournament teams, not necessarily
represented on both tournament teams.
The Baseball Board has the final determination on the number of
Tournament Teams in each division that will be comprised.
5. Tournament
player selections shall be determined by a culmination of votes, collected
throughout the playing season, cast by the active managers, within their own
age division. Upon the completion of
the season, all collected votes will be tallied. The twelve- (12) players with the highest vote count will be
considered the “A” Tournament Team. The
next twelve (12) players with the highest vote count, will be considered the
“B” Tournament Team (if required - Reference H.4). All player and team assignments require
Baseball Board approval.
6. The Baseball Board shall have sole determination as to the selection of the Tournament Team Manager for each age division. The board will determine, in their opinion, the best eligible candidate for that position. Some qualities that influence the selection will be (1) Ability of the individual and (2) Attitude that will best serve the children and the representation of the league. Qualified candidates shall be chosen for all active managers within the age division (including managers outside of the intramural program.
