Obstruction is the act of a fielder.
1-Not in possession of the ball.
2-Not in the act of fielding a batted ball, which impedes the progress of a batter-runner who is legally running the bases.
If a defensive person is blocking the base or base path without the ball, this is inpeding the progress of the runner and is a obstruction. Prior to this year coaches taught block the base, catch the ball and make the tag.Now we must teach catch the ball, block the plate and make the tag.
Award-Runner is awarded the base they would have obtained.If the runner makes the base they would have obtained and continues to run and is tagged out prior to safely reaching the next base. The runner would be out.
