Welcome to the web home of the York County Junior Girls Softball League. The YCJGSL offers competitive and recreational girls fast pitch softball throughout the surrounding communities of York and Adams Counties in south central Pennsylvania and northern Maryland for girls ages 4 through 19.
 
The year 2009 is our 35th continuous year of providing an organized girls softball league in the York County area. Our softball league began in 1975 with three teams. Since then, we have grown to become one of the largest youth softball leagues in the nation. This year, we have 136 teams registered to play spring/summer ball which represents the most teams that we have ever had playing in our league at one time during one season. We also had 53 teams participating in the YCJGSL 2008 Fall Ball League which is also a record high.

To inquire about player registration information for the 2009 Spring/Summer Ball or Fall Ball seasons, please contact any league representative. Contact information for our league reps can be found on the "Contact Info" page under the Main Menu of this web site. 

New teams, clubs, and players are welcome to join our league. Any girls fast pitch softball teams, clubs, or organizations that would like to join the YCJGSL as a new member in 2010, must contact the league president to make their intentions known and have a representative attend a league meeting on October 21, 2009 or March 17, 2010. We offer two levels of competition in each age group with Major and Minor Divisions for girls ages 8 through 19.  The league also offers a modified T-ball/softball program for 4-7 year old girls to introduce them to the game while playing with other girls their age. If you have any questions about the league, please contact any league representative or league officer.

YCJGSL Night with the York Revolution

We are having our 3rd annual end-of-season "YCJGSL Night at the Revs" party for all players, parents, and coaches that will be participating in the 2009 YCJGSL summer season on Thursday, August 6, 2009.  Mark this date on your calendar now!  The York Revolution Group Events department will be blocking the sales of nearly all available seating for our league's members for the August 6th game.  Any league members who  are interested in obtaining tickets for the York Revolution August 6th "YCJGSL Night at the Revs" should contact Michelle Gemmill, the York Revolution Group Events Coordinator, at 717-801-4488 for ticket order information.  Please order your tickets or team group plans as early as possible.  They will release any tickets that are not bought by our league members to the general public as the August 6th date draws near.

We had a much better turn out at the 2008 event than we did in 2007.  It would be great if we could sell out the stadium on August 6th, 2009.  Players are reminded to dress in their team uniforms. We will be having a parade for our teams/players around the field during pre-game ceremonies. Teams are requested to bring along a "team banner" to lead your teams in the parade. If your team does not have a team banner, this would be a great opportunity for your team's players to get together some weekend or week night during the summer and design/make one.

Spartan Softball Announces Fall Play Day

York College will host Dundalk C.C. and Catonsville C.C. in their annual fall play day scheduled this year for Sunday, October 4. The Spartans, who enter the 2010 campaign as one of the top teams in the Capital Athletic Conference, returns all but two starters including all four All-CAC performers. '

2009 League Rule Changes
 
Following are the results of the 2009 YCJGSL proposed rules changes as accepted or rejected by the league's Executive Committee...
 
YCJGSL PROPOSED RULES CHANGES FOR 2009
 
#1.  Any division having 16 or more teams would be split geographically to help reduce travel. Major Divisions affected would qualify 3 teams from each division for playoffs. (Approved)
 
#2.  All age groups - remove 12 runs ahead after 4 innings and 8 runs ahead after 5 innings. (Rejected)
 
#3.  Make 6th inning 8 run limit and 7th inning unlimited runs. (Rejected)
 
#4.  10U Majors - allow batter runner receiving base on balls to continue to second base. (Rejected)
 
#5.  10U Minors - play becomes dead when an attempt has been made to get the ball to the pitcher in the circle. Base runners must stop at the next base reached. (Approved)
 
#6.  14U Minors, 16U Minors, 18U Minors – use dropped 3rd strike rule. (Approved - including 12U Minors)
 
#7.  All age groups - at least 8 players must be listed on a league registered team roster. (Rejected)
 
#8.  Revise Rule 3.C to have assigned (certified) umpires for Minor Division games.  Note - Would need umpire assistance from USSSA and ASA to cover all Major and Minor games. Would also require revisions to all references to ASA in both the “Rules and Regulations” and “By-Laws” documents. (Approved)
 
#9.  10U Minors - Only have six defenders, including the pitcher and catcher, positioned in the infield. (Approved -include minimum distance of 15 feet for the four outfielders to be positioned beyond 2nd base and base lines)

#10.  Remove Section 1 (GENERAL PROVISIONS) and Section 2 (MEMBERSHIP AND ELIGIBILITY) from the YCJGSL Rules and Regulations document.  Reason... These two sections are covered in the YCJGSL By-Laws and do not have any bearing on actual “game rules”.  Therefore, these sections are not important to copy coaches and umpires every year as far as game rules are concerned. (Approved)

#12.  Based on problems/complaints I noticed umpiring 10U Minor Fall Ball games, add rule... 10U Minor “AA” and “A”, during coach pitch, the coach on the field to pitch to batters will not interfere with defensive players once the ball is batted in play and will not give verbal instructions to base runners. This coach is on the field for coach pitch purposes only, not to give instructions to base runners during a live ball and cause confusion among the defensive players. (Approved)

USSSA Umpire Registration/Certification Clinic
 
There are two USSSA umpire registration/certification clinics scheduled on Friday, April 17, 2009 and Friday, May 1, 2009 to be held at the Spring Garden Township Municipal Building, 340 Tri Hill Road, York, PA 17403. The time of both clinics will be from 7:00 pm till 9:00 pm. Both of these clinics are recommended for new recruits and experienced umpires as well. Training will be available as needed based on your experience.

If you are interested in becoming a certified USSSA umpire and can not attend either of these two clinics, you may still register by going to the USSSA of Central & Western PA web site at www.usssacentralpa.com , click on the "Umpires Page", and click on the blue bar under any clinic date to print out the registration form. Do not register on-line through the web site. We can not ensure that you register in the proper region unless you let either me or Jeff Moose register you ourselves. The USSSA certified umpire registration fee is $55.00 for adults 18 years and older. The registration fee is $27.00 for youth ages 16 and 17. USSSA umpire registration fees are paid annually and carry liability/injury insurance protection with the registration... which is well worth the fee paid to become a certified umpire. There are no additional charges or fees to join the USSSA Central PA umpires association. There are no monthly meetings required to attend. The vast majority of communication among our umpire members will be set up on a regular basis via email.

By attending either one (or both) of these clinics, you will be a certified USSSA fast pitch umpire eligible to umpire the YCJGSL Minor Division games at the entry level and/or weekend tournaments if you feel comfortable working higher level games. The YCJGSL divisions that we will assign USSSA umpires to are 16U Minor, 14U Minor, 10U Minor "AA", and 10U Minor "A". Game assignments are flexible when you are available to work. Most league games begin at 6:30 pm on weeknights. There may also be some games available on Saturdays and possibly on Sundays. The YCJGSL spring/summer season runs from early May till the end of July. We will also have the league's Minor Tournaments on the weekend of May 16-17 if you are interested in working those games. All YCJGSL Minor Division spring/summer games are single man umpire paying $50 per game.

You will need to purchase an official USSSA uniform, including a USSSA red umpire shirt, heather gray slacks, black/red cap (short or medium length bill for wearing under a face mask... long bill for umpiring on the bases when necessary), and a USSSA black ball bag. Other uniform requirements are to wear a black, red, or white plain under shirt, black belt, black shoes (preferably steel toes for working behind the plate), and black socks. Other equipment that you will need are umpire's face mask, chest protector, shin guards, ball/strike/out indicator, plate brush, and an equipment bag to carry everything. Official USSSA uniforms and umpire equipment can be purchased directly from the www.umpirexpress.com web site and shipped to you within a few days. This may sound like a lot of expense up front, and it very well may be... however, with the more games you umpire as soon as you can, you will quickly recoup your registration, uniform, and equipment expenses.

Any softball organization that has a multiple group of parents/coaches 18 and over and/or youth ages 16 or 17 years old and a facility for me to hold an umpiring registration/certification clinic in your area, I will gladly do that for you. Just provide me with a date and a facility and I will set that up if I have a free date on my calendar.

Softball Umpires Wanted
  
Beginning with the 2009 YCJGSL spring/summer season, the league will be using the services of certified umpires from both local ASA and USSSA softball affiliations to cover ALL of the league's MAJOR DIVISION and MINOR DIVISION games. Anyone who previously umpired the league's Minor Division games on a volunteer basis, will have the opportunity to become a certified umpire in order to continue umpiring league Minor Division games. The certification process will include registering as either an ASA or USSSA umpire (or both), attending clinics and meetings, receiving the softball affiliation's rule book, taking a test, and purchasing uniforms and umpire equipment gear. The level of softball games to start umpiring would be at the league's Minor Divisions. Advancement to higher levels such as the league's Major Divisions, weekend tournaments, high school JV and Varsity games, etc. is based on how quickly you learn and whether or not you want to advance to higher levels.

If you like the outdoors, are in good athletic condition, and would like to supplement your income with a flexible, part-time job, this could be a great opportunity for you. Previous umpiring, coaching, or playing experience is an advantage but not a requirement. All you need is a basic knowledge of the girls fast pitch game of softball and the willingness to learn and gain experience by actually working game assigments. Training will be provided for you to become a girls fast pitch softball umpire. Your game assignment schedule is flexible, based on your availability to umpire games on evenings during the week or on weekends.  Men, women, and youth (boys and girls) 16 years of age or older may apply.

Face masks/guards on batting helmets
All coaches, players, and parents are advised that the ASA will require face masks/guards on batting helmets effective January 1, 2005. The York County Junior Girls Softball League will strictly enforce the ASA face mask/guard rule on batting helmets just as we are doing with the required chin straps. No players will be allowed to bat or run the bases in our league play with a face guard/mask and chin strap properly attached to the batting helmet.

There is currently some confusion about the new ASA rule stating that all batting helmet face mask/guards must have a NOCSAE approved stamp on them as well as the helmet. Many commercially produced face mask/guards are NOCSAE approved, however, they were being manufactured without the NOCSAE approved stamp on them prior to 2005 when the league had advised teams to begin purchasing that safety equipment before it became mandatory.  The NOCSAE stamp on the face guard/mask is not required in league play.  However, the face guard must appear to be commercially manufactured and fit the batting helmet properly.  The face guard must also be properly attached meaning that there should be no loose or missing screws. 

The National Federation of High Schools (NFHS) also required face masks/guards on batting helmets at the high school level effective January 1, 2006.   Here is the link to the News Release from the NFHS.




Used Softball Equipment Donations Wanted

Do you have any softball equipment that you are no longer using? Do you have "lost and found" items that have not been claimed? Don't throw it away... DONATE YOUR USED SOFTBALL EQUIPMENT TO US!

The York County Junior Girls Softball League is participating in a used softball equipment collection campaign in 2005. This is our second year of participation in this project in an effort to help the ISF (International Softball Federation) send used softball equipment and uniforms to underdeveloped countries around the world. The ISF has 124 member nations. These members are the softball federations/associations of different nations all over the world. Many of these national federations/associations such as the United States (Amateur Softball Association - ASA), Softball Canada, the Japanese Softball Association, Softball Australia and the Chinese Softball Association are very large and able to take care of themselves as far as equipment and facilities are concerned. But the majority of ISF's members are still developing the sport in their country to some extent and struggle to either afford or gain access to equipment. Softball is a game that requires a lot of equipment in order to play and many of ISF's member federations/associations need help in getting equipment and uniforms.

The equipment will eventually be sent to the ISF Director of Development in Florida with recognition from the York County Junior Girls Softball League as the donor. However, individual or group contributions to this league project will receive recognition on a special page that is posted on our league web site. Hopefully, during the coming year, this project will grow to the point of receiving much publicity from local newspaper press as it did in 2004.

If you have any used softball equipment or unclaimed "lost and found" items - balls, bats, gloves, helmets, catching gear, equipment bags, umpire gear, and/or uniforms - WE NEED IT! No matter what condition this equipment is in, or how old you might think it is, the ISF can always use it. Please help out some of ISF's member nations with their efforts to play and develop our great game of softball by donating your used softball equipment and uniforms.

We collected 1,681 items of used (and new) softball equipment from York County area communities in 2004 just to start this project! We also received about 500 items from a collection drop off location at the Greek Women's Olympic Softball event in York on July 16, 2004. There were also about another 500 items collected at the Greek Women's Softball event in Allentown, Pa on July 19, 2004, that were brought to our York collection point.

On October 18, 2004, we shipped 2,681 items in 104 cartons to the ISF in Plant City, Florida with the help of free shipping provided by Dave Persing, ASA of PA District 4 Commissioner.

Since 2005, we have collected an additional 1500 items, bringing our grand total to 4,181 items collected since we kicked off this project in 2004!!!

The York County Junior Girls Softball League Online Store is now open for business. Through the Cafepress.com web site, members of our league can now purchase various items having the cool YCJGSL logo on it. The site option that was chosen for our league is free to our league. There are no costs involved in promoting the merchandise in our league online store. When you order one or more items, you pay for the cost of the merchandise as shown on the online store web site plus any shipping and handling charges.

Higher priced items have a higher margin of profit. All profits from sales of merchandise through the league online store benefit the league as a fund raiser.
