Stark County Minutes from September 24th, 2017

Meeting was called to order at 7:00pm by Grace Shanower

Umpire fees will be raised $5 this year.  If only 1 umpire shows up for a 14U/18U game, then the umpire will receive $50.

Lynn made a motion to move $1500 from the general fund to the scholarship fund.  Ron seconded. Motion passed.

Lynn made a motion that if a previous charter has been out of the league, they must pay the charter fee to rejoin, plus they must get a sponsor from another organization.  Carl seconded.  Motion passed.

Duck made a motion to donate $500 to Greentown for the use of the hall for our meetings.  Ron seconded.  Motion passed.

Proposed Rule Changes for 2018:

1. Allow stealing of home at 10U

2. Every team will be required to play 2 games on Saturday.  The teams will be able to specify which Saturdays they want to play.

3. All infielders will be required to wear face masks in all age brackets.

4. Any girl that is on a travel ball roster must be identified on that teams roster that is submitted to SCGSA.

5. 14U girls can wear steel cleats following ASA rules.

Old Business:

Lynn indicated that the league lost 100 games in May due to weather.

More games were changed this year because teams indicated they didn't have a pitcher.

Lynn wants all teams to play at least 2 Saturday games in eh 2018 season.

A 14UB Division coach was disciplined by the organization.

It was brought to the attention that coaches are using profanity at games.  we need to do a better job of eliminating this type of behavior.

New Business:

Scholarship committee to meet to discuss how much each girl will receive.

New rule to be discussed to require all infielders to wear face masks.

The banquet will be held August 12 at 5:00pm.  RSVP's need to be returned to Grace by August 5th.

We need to work with organizations that supply their 8U umpires before the start of the season to make sure everyone is interpreting the rules correctly

New Business:

There was no 12Uc tournament this year.  Massillon is willing to host next year.

Lynn and Mark Abbuhl have been looking at other organizations and what they pay umpires and are considering increasing fees by $5 for all age groups but 8U.

It was brought to the attention of the board that there is a 14U 'B' Division team playing with more than 2 Travel Ball players.  This violates our rule that they must play in 'A' Division.

Heather is saying she is getting calls from 8U coaches concerning the interpretation of a girl being frozen at 1st base when a play is made.

Scholarship applications are due by June 30th.

Joanne is looking in to acquiring a copier to bring to our April and May meetings

Lynn made a motion to pay Grace $400 for the meal at the April meeting.
Ken Wilzoch seconded. Motion passed.

Ken Wilzoch made a motion that 'When a change to a rule by an individual within one of our charters, then the Commissioner or a Representative of that charter must be at the September meeting to explain the purpose of the rule change'. Jack Slayer seconded. Motion passed.

Rick Annen has indicated ASA is having a difficult time getting umpires because of the conduct of fans and coaches

Carrolton has asked to bring an 18U team in to the organization.  Ken Shanower made a motion to have Carrolton become a member.  Crystal Glota seconded.  Motion was 7 for, 0 against.  Motion passed.  Only organizations with 18U teams voted.

Malvern has asked to bring their organization which at this time consists of 1 8U, 1 10U and 1 12U team.  T. Crawford made a motion to allow Malvern join the organization with each team playing in the 'B' division.  Ken Wilzoch seconded.  Motion was 22 for, 0 against.  Motion passed.

Malvern will play their games in Waynesburg.

Grace indicated that June's meeting will be held on the 18th.

Old Business:

Any person that will be in the dugout during the game, including managers, coaches, scorekeeper, etc., must pass the State of Ohio Concussion Exam.  All persons that has not taken the exam in the past 3 years are required to complete the exam.  The exam is available at https://www.cdc.gov/headsup/youthsports/training/index.html

New Business:

ASA has become USA Softball.

Joanne Tipton resigned her position as the Web Administrator.  She will continue to be the league's treasurer.

Mickey Cogan made a motion to have Heather Bowen become the new Web Administrator.  Carl Fadley seconded.  Motion passed.

Carl Fadley has volunteered to be the new chairman of the scholarship committee.

 

NEW 2017 Season Scheduling Process   ***Please Read***

 

February 26th Meeting:

-          Each commissioner will receive a packet containing certain forms that will need to be handed in over the next couple meetings.  Packet will include a blank ASA Roster form along with an example form already filled out so that each coach will know exactly how this form is to be completed.  Also in the packet will be the ASA Code of Conduct form, Coaches team form, and the Charter recap form.  It will be the responsibility of each commissioner to make copies of these forms for each coach within the respective charter.   Also, it will be the responsibility of the commissioner to make certain these forms have been filled out completely, correctly and legibly before they are handed in to the Board.

SCGSA will no longer be able to keep up with the growing number of teams.  With fewer umpires taking the classes each year it has put Lynn in an impossible position of trying to keep up with every scheduled game each night.  Due to this, the Board is requesting that each team have a minimum of 13 players per team.  Example – if you have 30 players signed up to play 10U in your charter this will result in two teams of 15 – NOT three teams of 10.  However, the Board fully understands that there will be times when a certain number has signed up and the numbers are simply too large for just two teams, i.e. 34 players.  This situation would result in three teams.
 

March 19th Meeting:

 All charters must pay for 8U, 10U, and 12U teams scheduled to play in Stark for 2017(Checks made out to SCGSA).  Coach’s recap form is due along with charter recap form (commissioner responsible for this form) – just 8U, 10U, 12U.  ROSTERS ARE NOT DUE AT THIS MEETING.  I will place a call to each commissioner on March 29th to make certain there are no additional teams to what they have already handed in at the March 19th meeting.  If additional teams are to be added, paperwork and payment MUST be received by the 31stabsolutely no exceptions.  IMPORTANT – any team that has not paid the SCGSA fee for play by the 31st will not be scheduled for the 2017 season.  The “check is in the mail” attitude will no longer be acceptable.
 

April 23rd Meeting:

-          Same as in past.  This year though there will be additional schedulers helping Lynn for each division per age group. There will also be an additional review process for rosters.  Roster reviewers to place stamp at end of list of girls.  No one can leave until they receive their stamped list back.Schedules will be handed out at this time and changes can be made at that time.

 

Carl Fadley will be the complaint department as we move into the 2017 season.  He can be reached via text, email, or phone.  It is imperative that we work better as a team this season in an attempt to make this a positive process for the players and coaches.  Carl will reach out periodically to simply see if there are things we can be doing to help make this a better experience for all.

Lynn has indicated the free umpire classes will be held on the following Sundays at Perry Diamond Dream Sports Academy, 4810 Southway St SW, Canton, OH:

League Fees: $80 per team, $10 to reschedule a game, $10 for not reporting scores within 48 hours

Umpire Fees: 8U - $25, 10U/12U - $35, 14U/18U - $70 for 2 umpires, $45 for 1 umpire

Tournament Fees: 8U/10U - $85 per team, 12U/14U/18U - $175 per team
Lynn reminded all a coach from each team participating in the tournaments must be present at the tournament draw. All tournament fees must be paid prior to the start of the tournament.

The tournament schedule will be:
     8U - June 9th, 10th, 11th
     10U - June 15th, 16th, 17th, 18th
     12U - June 22nd, 23rd, 24th, 25th
     14U - July 20th, 21st, 22nd, 23rd
     18U - July 29th
