· Games consist of four, ten minute quarters. Games will have a running clock except for the last two minutes of the second half. A one minute break will be given between periods.
· If a game goes into overtime, the teams will play a three-minute overtime period.
· If there is no winner after the first overtime, a second three-minute overtime period will be played in a “sudden death” format. The first team to score a basket in the second overtime period will win the game.
· If no winner is decided after two overtimes, the game will end and be declared a tie.
· Each overtime period will begin with a tip-off.
· Each team will be awarded one 30 second timeout for each overtime period.
· The clock will stop for fouls in all overtime periods.
· Tip-offs, clock and timeout rules are the same as the regular season overtime rules.
· If there is no winner after the first overtime period, consecutive overtime periods will be played until there is a winner. No sudden death format will be used for playoff games.
· Coaches will have two timeouts per half and one timeout per overtime period.
· Unused timeouts do not carry over into subsequent periods.
Standard FHSAA Basketball Rules will be observed unless otherwise noted in this section.
· Officials will stop the game at the five-minute mark of each quarter for substitutions.
· Coaches may substitute a player at any time, but the player must check in at the scorer’s table and the official must admit them to the game.
· During the regular season and All-Stars, coaches are required to observe an “equal playing time” rule. All players should have equal playing time unless they are unwilling or unable to play.
· For playoff games, all players must be given the opportunity to play at least half the game.
· This rule is in effect for U13 divisions and higher.
· Any child that is not attempting to dribble the ball while moving will be immediately called for a travel violation. As long as a child is attempting to dribble the ball, travelling will be called at the discretion of the official. The official should consider the skill level of the player, prior verbal warnings, and proximity to the basket when enforcing this rule for beginning players.
· Travelling will be strictly enforced for playoff games without exception.
· Double-dribbles will be strictly enforced at all times.
Travelling and double-dribbling should be called immediately and strictly for all divisions above U7.
· Players will be disqualified on the fifth foul of the game. If a team has only two players remaining due to disqualifications, they will immediately forfeit the game.
· A player or coach will be disqualified from the game on their second technical foul.
· If a coach gets three technical fouls in a season, he or she will be suspended until a review is conducted by the WCAA Basketball Committee.
· Officials will be allowed to assess a technical foul to a team due to a disruptive parent or spectator. If a parent or spectator is responsible for a second technical foul, they will be asked to leave the game venue.
· Players, coaches and spectators that are ejected are automatically suspended from further league activities until a review is conducted by the WCAA Basketball Committee. The committee reserves the right to bar any player, coach or spectator from future participation in league play or events as a result of ejection from a game.
· Enforcement of these rules is in effect for U13 divisions and higher.
· U7, U9, U10 and U11 divisions will shoot free throws from 12 feet. All other age divisions will shoot free throws from 15 feet (standard rule.)
· Not allowed in U7, U9, U10, and U11 divisions. Permitted in all other divisions.
· Not allowed in U7, U9, U10 and U11 divisions. Permitted in all other divisions.
· Not allowed in U7, U9, U10 and U11 divisions. Permitted in all other divisions.
· No pressing will be allowed by any team that has a 20 point or greater lead in the second half of the game.
A matching set of wrist bands will be provided to both teams and will be used to enforce man-to-man match-ups during the game.
· A player may guard an opposing player with a matching wrist band color only.
· If a player attempts to guard an opposing player with a non-matching color, the official will issue a verbal warning and award the ball to the team in possession of the ball at the time of the violation.
· This rule will not be enforced on defenders attempting to stop a fast break.
· Players should be matched up according to their skill level. Coaches from both teams should agree on the match-ups. If there is a dispute, the game official will have the authority to designate match-ups.
· Coaches are permitted on the court during the game to coach the players.
· Picks and screens are not allowed.
· Defense can be played inside the 3pt. line only.
