    Warren Hills Youth Basketball Rules

    Approved for the 2010 Season on 11/18/2009.

    League Organization


    1. Each town or township participating in the Warren Hills Youth Basketball League (WHYBL) is required to identify the director(s) of their basketball program. This director or delegated backup is required to participate in all WHYBL organizational meetings. The initial meeting date for a season will be set at the April meeting of the previous season. The initial meeting should be held in September and the remaining scheduled meetings for that season will be set at this time.

    2. All expenses incurred by the WHYBL will be distributed to each of the participating organizations based on the percentage of the organization’s total number of teams to the total number of teams participating in the league.

    3. Players must play for the town or township they reside in unless otherwise authorized by this league.

    4. Rosters must be submitted to the league by the date set annually and cannot be changed without league approval. Rosters may be filled with younger players in order to field a team. Players cannot “float” between teams. If due to an injury or illness a team losses a player during the season a player may move up to fill the spot but can no longer play on their original team. Roster changes must be reported to the Directors for all of the towns before the player can play for new team.

    5. The league is organized with the following divisions. If there aren’t enough girls to field a team at a particular division, they may play on a boy’s team of the corresponding division with league approval.

    Third and Fourth Grade Girls
    Third and Fourth Grade Boys
    Fifth and Sixth Grade Girls
    Fifth and Sixth Grade Boys
    Seventh and Eighth Grade Girls
    Seventh and Eighth Grade Boys

    6. There is a maximum age limit at each division. Players cannot exceed the maximum age limit for their respective division before the October 1st date prior to the current season. Players in the Third and Fourth Grade and Fifth and Sixth Grade Divisions not meeting the age limit for their division may play in the next higher division.
    Grade Divisions

    Maximum Age by the Oct 1st Prior to Season:
    3rd & 4th: Age 10 Birthdate must be after 9/30/98
    5th & 6th: Age 12 Birthdate must be after 9/30/96
    7th & 8th: Age 14 Birthdate must be after 9/30/94

    Examples: If during the season that runs from January thru March 2010,
    1. a player turns age 11 on September 30, 2009, the player must play in the Fifth and Sixth Grade Division.
    2. a player turns age 11 on October 1, 2009, the player may play in the Third and Fourth Grade Division.

    7. Game Cancellations:
    a. Game cancellations must be made seven days in advance. Any cancellations without at least one weeks notice other than due to weather conditions on the day of the game will result in a $30 forfeit fee. If the cancellation is due to one team, that team will incur the full forfeit fee. If both teams are canceling the game then the forfeit fee will be split between the two teams. Forfeit fees will be payable to the League by the town from which the canceling team(s) reside. The League will be responsible to pay any referee fees incurred from the cancellation.
    b. For all cancellations other than those due to weather the game will not be rescheduled.
    c. The Game Scheduler responsible for the gym where the game was to be played will attempt to replace the team(s) unable to play on the scheduled date from a pool of teams volunteering to play as fill in teams.
    d. For games canceled in advance the Game Scheduler is responsible for notifying the referees of any schedule changes.
    e. For any cancellations made on the day of a scheduled game it is the responsibility of the Home team to notify the referee(s) of the cancellation. The coach should be specific on identifying the time and location of the game.

    8. The home team is responsible for providing a game ball, scoreboard, timing clock, possession arrow, sounding device to indicate the end of each quarter, and a scorekeeper for every game.

    9. Each team is responsible for having its own first-aid kit.

    10. There is to be only one person at the timekeeper’s table.

    11. At the Middle and High Schools the visiting team is responsible to supply an adult hall monitor. Children are not allowed to loiter in the halls.

    12. Schools teams and functions have the first priority to use of gyms. If there is a conflict the school activity takes precedence. No one may take the court prior to school teams completely finishing and cleaning up from their practice or game.

    13. Middle School Usage
    a. Coaches, players, parents and referees must enter the school by way of the door to the public lavatories in the rear of the building. This will be unlocked to afford entrance to the gym area and provide bathroom facilities as well.
    b. There should be no usage of the hallways in the classroom area by anyone.
    c. At the conclusion of the night’s activity everyone should exit the building as promptly as possible with no standing and talking. This will allow the custodial staff to clean the gym area without working later than normal to complete this job.

    14. Setup and breakdown
    a. Town gyms: The home team for the first game is responsible for the setup of team benches, spectator areas, and scorer’s table and equipment. The home team for the last game of the night is responsible for putting away the team benches, spectator areas, and scorer’s table and equipment.
    b. Middle School and High School: Both the visitor and home coaches for the first game are responsible for setup of player benches, scorer’s table and equipment, and spectator bleachers. Both visitor and home coaches for the last game are responsible for breakdown, which includes player benches, scorer’s table and equipment, spectator bleachers and general cleanup. Coaches should be aware that if they are not the last scheduled game but no one has arrived for the next game they should breakdown the area. If teams for a subsequent game that night arrive later they will be responsible for setup.

    15. There will be no food at all allowed in any of the gyms used by the league. The only drinks allowed in the gyms are those contained in personal ‘water’ bottles. Drinks in store bought containers are not allowed.

    16. If a player is disrespectful of a referee in a way that does not warrant an immediate technical foul, the player and player’s coach will be warned that with the second incident involving the player a technical foul will be assessed and that on the third offense, along with technical foul the offending player will be ejected. The referee will notify a Town Director of a player’s ejection within 48 hours.

    17. If a coach is disrespectful of a referee, the coach will be warned and informed that if he/she is involved in any subsequent incident that they will be ejected and will have to leave the building. If the coach is ejected and there is not an assistant coach available, the game will be forfeited to the opposing team. The referee will notify a Town Director of a coach’s ejection within 48 hours. Coaches are to refrain from getting into arguments with the referees. If a coach has a problem with a referee, the coach should contact a Town Director with the specifics of their complaint.

    18. If a spectator is disrespectful of a referee, the spectator will be warned and informed that if he/she is involved in any subsequent incident that they must leave the building.

    19. When notified of a player’s ejection the Town Director will notify all other Town Directors of the incident. After a player’s second game ejection, the Town Directors will meet within one week with the player’s coach and the referees involved to review the matter. The Town Directors will determine what, if any, disciplinary action will be taken.

    20. When a Town Director is notified of a coach’s ejection, a meeting consisting of the Town Directors, the ejected coach and the referee involved will be scheduled within one week to review the matter. The Town Directors will determine what, if any, disciplinary action will be taken.

    21. When a Town Director is notified of a coach’s complaint against a referee, a meeting consisting of the Town Directors will be scheduled within one week to review the matter. The Town Directors will determine what, if any, action will be taken.

    22. The referee scheduler for the Middle and High Schools must attend one of the preseason League meetings as well as the mid-season meeting.

    23. It is mandatory for referees to attend the League referee clinic.

    24. The referees will be supplied with the coaches phone numbers for the games they are responsible for. If a referee gets a replacement for a game, it is the new referees responsibility that the home team coach is notified and is given a number to call if there is a cancellation.

    25. The league will schedule referees for all games played at the Middle and High School Gyms. Each town organization will provide referees for all games played at their local gyms. Each of the individual town organizations will submit their initial referee assignment schedule and changes when feasible to the league referee scheduler for review.

    26. Age requirements for referees:
    a. 3rd & 4th Grade: 14 years old with an approved referee mentor or 16 years old working alone.
    b. 5th & 6th Grade: 16 years old having prior experience or 18 years old
    c. 7th & 8th Grade: 18 years old

    27. Referees are not prohibited from working games where a relative is participating however the relationship is not to be used as a factor when determining the referees game schedule.

    28. Payment of the referee fee by the coaches, either cash or voucher, should be done prior to the start of the game.

    For the Third & Fourth grade games where there should be one referee (see table below) the home team is responsible for paying the referee $15.

    For the Fifth & Sixth grade and Seventh and Eighth grade divisions there should be two referees working the game. The home team is responsible for paying one referee $20 and the visiting teams is responsible for paying the other referee $20. If only one referee is working a Fifth & Sixth grade or Seventh and Eighth grade game then both the home team and visiting team will pay the referee $15 each.

    If the scheduled referee(s) are not present at game time, the game should be rescheduled unless a referee is found that is mutually agreed upon by both coaches. These referees are eligible for the referee fee stated above.

    Coach’s Responsibilities:

    1. Scheduling of timekeepers for home games. Should have backup timekeepers available in case primary timekeeper is late.

    2. Having a knowledgeable scorekeeper for each game. The scorekeeper should be located on the team bench and not in the stands.

    3. Be respectful of referees and opposing team players and coaches.

    4. Be sure that players and players’ families know and understand the Spectator’s Responsibilities.

    5. Keep team basketballs in bag during games in which team is not participating.

    6. Bring copy of League Rules to all games.

    7. The coach of the Home team is responsible for reporting the results of the game within 48 hours by using the reporting method designated by the league. The information must include the date of the game, the division, and the score for each team.

    Referee Responsibilities:

    1. On fouls, the referee will clearly identify to both teams the number of the player who committed the foul.

    2. If a player is disrespectful of a referee in a way that does not warrant an immediate technical foul, the player and player’s coach will be warned that with the second incident involving the player a technical foul will be assessed and that on the third offense, along with technical foul the offending player will be ejected.

    3. If a coach is disrespectful of a referee, the coach will be warned and informed that if he or she is involved in any subsequent incident that they will be ejected and will have to leave the building. If the coach is ejected and there is not an assistant coach available, the game will be forfeited to the opposing team.

    4. If a player or coach is ejected, the referee is to notify a Warren Hills Youth Basketball League Director with the details of the ejection within 48 hours.

    5. If a spectator is disrespectful of a referee, the spectator will be warned and informed that if he or she is involved in any subsequent incident that they must leave the building.

    6. Referees are not to allow anyone other than players from the teams scheduled to use the court during the pre-game warm up or at anytime during breaks in the game.

    7. Referees are not to allow any playing with balls on the sidelines during game play.

    8. Referees are required to wear an official referee shirt.

    Spectators’ Responsibilities:

    1. Spectators are to be respectful to opposing team players, coaches, game officials and school employees.

    2. Only players participating in current game are allowed on court.

    3. There should be no walking the halls other than going to and from the gym.

    4. Jumping off or walking behind bleachers is not allowed.

    5. Playing with or bouncing balls on sidelines is not allowed.

    6. There will be no food at all allowed in any of the gyms used by the league. The only drinks allowed in the gyms are those contained in personal ‘water’ bottles. Drinks in store bought containers are not allowed.

    7. Upon failure to comply with any of the above Spectator rules the individual will be asked to leave the building.

    Tournament:

    1. A single elimination tournament will be held for the 5th & 6th and 7th & 8th Grade Divisions. The tournament will be scheduled to take place as soon as possible after the original completion date of the regular season. The tournament schedule will take precedent over any rescheduled regular season games played after the original completion date of the regular season.

    2. Tournament Seeding:
    a. Teams will be seeded based on their regular season record at the designated seeding cutoff date set each year. Each team will receive two points for a win and one point for a tie.
    b. Seeding Tie breaker Procedures:
    i. Two Teams:
    1. Head to head record.
    2. Best won-lost-tie point value versus common opponents.
    3. Team pulled from hat for higher seed.
    ii. Three or More Teams
    1. Head-to-head sweep (applicable only if one club has defeated each of the others, or if one club has lost to each of the others).
    2. If two teams remain tied after a third or additional teams are eliminated, the tiebreaker reverts to step 1of two team format.
    3. Best won-lost-tie point value versus common opponents.
    4. If two teams remain tied after a third or additional teams are eliminated, the tiebreaker reverts to step 1 of two team format.
    5. Teams pulled from hat in higher to lower seed order.

    3. Home Team for each of the tournament games is the higher seeded team, the number one seeded team being the highest. The Home team is responsible for the official scorebook.

    4. Overtime: If at the end of regulation the game is tied a four minute quarter will be played with running time until the last minute. If subsequent overtimes are need they will be two minutes in length unless it is the finals which will continue to use 4 minute overtimes. There will be one time out per team allowed in each overtime. There will be no time between overtime periods.

    Game Rules:

    1. High School basketball rules will apply except where modified by the following rules.

    Note: The exceptions to the high school rules listed on these pages are made to fit our individual league circumstances such as gymnasium size and the average skill of a player in a division. There will always be differences of interpretation and opinions. Please don’t hesitate to ask your league representative any questions you may have. Constructive criticism and suggestions for the betterment of this program are always welcome.

    2. The decisions of the referees is final, there are no protests.

    3. All games shall start at the designated time. No grace period will be permitted. A “Running Clock” will be used with 8-minute quarters. For the first 7 minutes of the quarter the clock stops ONLY for foul shooting and time outs. During the last minute of each quarter the clock will stop on every whistle.

    4. There will be a one-minute break between quarters and a four-minute break at the half.

    5. If the game has not been completed and has not reached the 2-minute mark by 10 minutes before the hour, the clock shall be set to 2 minutes and play shall continue. This rule is designed to ensure that the game is completed by the end of the hour. If one or both of the teams come late or the game starts late, the game will be shortened. The subsequent game(s) will not be penalized and will begin on time.

    6. During the regular season any games tied after the regulation period will end as ties, no overtime will be played.

    7. All substitutions must report to the scorer’s table before a dead ball and be beckoned onto the court by the referee.

    8. If not enough players are present at game time the game is forfeited unless both coaches agree to loan a player or players and this becomes binding. The loaned player must be from the team participating in the game in question. The referee must be notified of this agreement before the start of the game. A game must start with 5 players per team but may continue with fewer if a player is lost due to injury. A loaned player must be returned to his or her team as soon as the team can field five players.

    9. If the last available player fouls out of the game he or she may continue to play so that the game won’t be forfeited, however, a technical foul will be assessed then and on all subsequent fouls committed by that player. This technical shot is in addition to any shots awarded by the foul and may be attempted by any player on the court at the time of the foul.

    10. Any player receiving a technical foul must sit out for the next five minutes of the game. The ejected player must remain on the bench under the coach’s direct control and oversight for the remainder of the game.

    11. There will be no body piercing, bracelets or jewelry of any kind allowed on any player. No band-aid or coverings of any kind will be allowed.

    Grade Level Rules:

    3rd & 4th Grade Girls and Boys


    1. All players must play at least one half of every game. Each player must sit out of the game at least 8 minutes unless the team only has five players. All players on the bench must enter the game every four minutes. The Referee will stop the game on the first change of possession after the four-minute mark of each quarter to allow for substitutions. If there are more than five players on the bench, the players who do not enter the game at a substitution break must enter at the next break. The only exception would be when a coach needs to discipline a player by benching him. If you need to do this you must inform the opposing coach prior to the start of the game.

    2. This level will use the junior or size 5 basketballs and baskets with the rim height of 8’6”.

    3. In the Brass Castle gym, players will play on a modified playing area. Once the team in possession of the ball crosses the half court line into their frontcourt, the half court line will revert back to the foul line nearest the opponent’s basket. In effect, this will give the players three quarters of the entire court to play offense.

    4. The 3rd & 4th grade level must play a zone type defense in the first, third and fourth quarters and man to man during the second quarter. The zone defense must be where all 5 players are playing separate zones. For example: a box and one type of defense where 4 players are in a zone and one man plays man to man is not permitted. At the start of the second quarter and at the four minute substitution stoppage during the second quarter, players should line up along the half court line so coaches can quickly assign the defensive assignments to each player. Each player should be assigned their own player to guard. While there will be times when a players must leave their man to help on defense, “double teaming” should not be used constantly to deny a player a chance to participate in the offence.

    The defenses may not extend beyond the top of the key extended to the sidelines unless there is a loose ball situation. If on a loose ball the offense regains possession the defense must return to behind the top of the key. The offense will have 10 seconds to penetrate below the top of the key with the ball. This rule is to help teams generate an offense and not to be used as a stall tactic. If a coach feels like another team is using it to stall the game they should notify their respective director after the game.

    5. On all changes of possession the defense must retreat into their physical half of the court and set up in their zone. Fast breaks are not permitted. Since the defense must retreat into their zone, the offense is obligated to not aggressively drive the ball down court. If the offense does not wait the referee should stop play and the clock and have the offense inbound the ball from the modified half court line.
    Exception: In the last 10 seconds of the game:
    1. the clock will stop on all change of possessions and will not be started until the ball crosses the half court line.
    2. the defense can pick up the offense at half court.
    3. fast breaking is allowed

    6. 3-point baskets will NOT be allowed at any gym.

    7. Coaches or players only may call 2 time outs per half of one minute in length.

    8. The 3rd & 4th grade level will shoot free throws from a modified 12 foot foul line. A maximum of 6 players in addition to the shooter will line up along the lane for foul shots. All other high school rules regarding the free throw apply. The 3-second area remains its normal area.

    9. The following rule applies only to games played in January. During the first half of the game on all offensive violations, except for out of bounds, the referee should be sure the player(s) involved understand(s) the violation and return possession to the offensive team. During the second half of the game possession should be awarded to the defensive team on all offensive violations. For games played after January all offensive violations are awarded to the defensive team in both the first and second halves.

    5th & 6th Grade Girls and Boys

    1. During the regular season all players must play at least one half of every game. During the year-end tournament all player must play at least one quarter of every game with a minimum of two four consecutive minute stretches. If a team has more than 10 players then a coach should do his best to play everyone equally. The only exception would be when a coach needs to discipline a player by benching him. If you need to do this you must inform the opposing coach prior to the start of the game.

    2. This level will use the women’s or size 28.5 basketball.

    3. In the Brass Castle and Franklin gyms, players will play on a modified playing area. Once the team in possession of the ball crosses the half court line into their frontcourt, the half court line will revert back to the foul line nearest the opponent’s basket. In effect, this will give the players ¾ of the entire court to play offense.

    4. During the second and third quarters teams must play man to man defense. During the first and fourth quarters the type of defense played is optional. Man to man, zone, or any combination of these may be used. The offense is allowed to fast break.

    5. The defense is only obligated to retreat into their physical half of the court when the opposing team inbounds the ball after a score, foul or out of bounds call. Once the offense has crossed the physical half court line with the ball the defense may cross the physical half court line to play defense.

    Exception: During the last minute of the game this rule is suspended and the teams will be allowed to full court press.

    6. 3-point baskets will NOT be allowed at any gym.

    7. Coaches or players only may call 2 time outs per half of one minute in length.

    8. The 5th & 6th grade level will shoot free throws from a modified 12-foot foul line. A maximum of 6 players in addition to the shooter will line up along the lane for foul shots. All other high school rules regarding the free throw apply. The 3-second area remains its normal area.

    9. Whenever a team has a lead of at least 20 points, that team must play a zone defense and can no longer press, trap, or fast break. If the trailing team presses, the leading team is allowed to beat the press but must not attempt to score until the other team is able to set up a defense. Failure to follow this rule will first result in a warning and subsequent violations will result in a 2-shot technical foul and loss of possession. This restriction is in effect for the duration of the game or until the lead drops below 15 points. It is reinstated each time the lead reaches 20 points.

    7th & 8th Grade Girls and Boys

    1. All players must play at least one quarter of every game. If a team has more than 10 players then a coach should do his best to play everyone equally. The only exception would be when a coach needs to discipline a player by benching him. If you need to do this you must inform the opposing coach prior to the start of the game.

    2. The girl’s teams will use the women’s or size 28.5 basketball and the boy’s teams will use a men’s regulation size basketball.

    3. During the second and third quarters teams must play man to man defense. During the first and fourth quarters the type of defense played is optional. Man to man, zone or any combination of these.

    4. Three point baskets will be allowed at gyms marked with 3-point lines only.

    5. Coaches or players only may call 2 time outs per half of one minute in length.

    6. Whenever a team has a lead of at least 20 points, that team must play a zone defense and can no longer press, trap, or fast break. If the trailing team presses, the leading team is allowed to beat the press but must not attempt to score until the other team is able to set up a defense. Failure to follow this rule will first result in a warning and subsequent violations will result in a 2-shot technical foul and loss of possession. This restriction is in effect for the duration of the game or until the lead drops below 15 points. It is reinstated each time the lead reaches 20 points.

    7. The 7th & 8th grade level will shoot free throws from the regulation 15-foot line.

    Rule update summary:

    1 Grade Level Rules. .

    Modified Rule 4 to read:


    The 3rd & 4th grade level must play a zone type defense in the first, third and fourth quarters and man to man during the second quarter. The zone defense must be where all 5 players are playing separate zones. For example: a box and one type of defense where 4 players are in a zone and one man plays man to man is not permitted.
