     League Rules     

    Western PA Elite Baseball (WPEBL)
    Ages 9-15 Travel League
    Updated: April 15, 2009

    Note: These are the WPEBL OFFICIAL set of rules. Any changes or modifications to these rules must be approved by the League President and incorporated through the process of Revision levels (see end of this document). Any rules agreed upon by a specific age division can only be incorporated through the Addendum page and cannot be incorporated into the Official rules without a League vote.

    1.0 Objective:

    To play competitive travel league baseball, while limiting the travel time and expense.

    2.0 Requirements:

    a) Have a dependable team
    b) Furnish / pay umpires (teams to split cost of umpires)
    c) Furnish / pay own insurance

    3.0 Entry Fee: (checks made payable to “WPEBL” - due Mar 1st)

    a) $200:
    1. Administrative Fee
    2. Web Site
    3. All Star Game
    4. Trophies / Awards
    5. Semi’s & Championship Games (field fees & umpires)
    6. Office Supplies

    b) Check for $100 Forfeit Fee (due Apr 1st)
    1. Check will be not be cashed and returned at end of season if team fulfills all games.
    2. Check will be cashed only if team forfeits a game.

    4.0 Team Information Required:

    a) Managers / Coaches Contact Information (due Jan 20th)
    b) Map / Directions to Fields (due Apr 1st)
    c) Team Rosters (initial due Apr 1st – final by May 1st)
    d) Proof of Team Insurance
    e) Copies of Birth Certificates Must Be Immediately Available Upon Request

    5.0 Scheduling:

    a) Teams will play each other in their age division a pre-determined number of games based upon the number of teams in that division. The number of games is agreed upon on a yearly basis.
    b) Each team will design their own schedule.
    c) Teams must submit a complete schedule with all WPEBL games on the schedule to Mike Kosko by:
    (ages 9 -14) March 15th / (ages 15+) May 1st
    d) All teams have approval to play in more than one league, however, the WPEBL games take priority over all Independent (non-league) games. The only exceptions to this rule are the prepaid out of town tournaments.

    6.0 Rosters:
    a) Age cut-off is May 1st - no exceptions (Must be of league age on April 30th)
    b) A player may be on two rosters in different age groups
    c) Maximum of players on roster: (9-14) 16 players (15+) 20 players
    d) Each team must have a copy of current roster at all games that coincided with what the WPEBL league has on file
    e) A rostered player must play at least 8 games to be eligible for playoffs
    f) Initial Rosters due:
    9 - 14: April 1st
    15+: May 1st
    g) Final Rosters due:
    9 - 14: April 15th
    15+: May 15th
    h) If applicable, have rosters on line-up cards.


    7.0 Regular Season:

    a) 9 -14:
    Exhibition Games: Mar / Apr
    Official Season: Apr 19th – Jun 25th
    Opening Day: Apr 19th (field complex to be determined)
    b) 15+:
    Official Season: May 16th to Jul 18th

    8.0 Playoffs / Championship:

    a) All teams will participate unless the weather is a factor. If a complex for each age group can’t be found, the higher seed will be the home team.
    b) Dates:
    9 -14: Each age group will pick a weekend
    15+: tbd

    9.0 All Star Game:

    a) Players voted by coaches (12-15 players per team)
    b) 2 players minimum from each team if playing an Allstar team outside of the WPEBL / 4 players from each team if playing within the WPEBL.
    c) Date scheduled:
    9 - 14: tbd
    15+: tbd

    10.0 General Rules:

    a) Innings:
    9 - 14: 6 inning games
    15+: 7 inning games
    b) Mercy rule: 10 runs after 4 innings (teams may continue play if both managers agree, however the game is official at the point of the mercy rule.
    c) 2-out catcher run rule - Optional (not in game is first option then last out)
    d) Extra Hitter (EH) - Optional and may bat anywhere in the line-up
    e) Designated Hitter (DH) - Optional and may bat for anyone

    11.0 Pitching Rules:

    Note: (Line-up cards MUST be turned in each game to help monitor this)
    a) 9 - 12: (One pitch constitutes an inning)
    No more than 4 innings in one game / 6 total in a day
    2 innings or less may pitch the following day
    3 innings requires a one day rest
    4-5 innings pitched requires a two day rest
    6-7 innings pitched requires a three day rest
    b) 13 - 18 (One pitch constitutes an inning)
    2 innings or less may pitch the next day
    3 innings requires a one day rest
    4-5 innings pitched requires a two day rest
    6-7 innings pitched requires a three day rest
    c) Balks: One warning to each pitcher on balks in March -April-May
    d) Pitching distances:
    15 - 18: 60-90
    14: League games: 60-90 Scrimmage games: 54-80 or 60-90 (agreement by coaches)
    13: 54-80
    11 - 12: 50-70 (leads and steals)
    9 - 10: 46-65 (leads and steals)
    e) If a team has to play on a field that doesn't have the proper parameters, play the game and the Board will then vote on it.

    12.0 Bat Restrictions:

    a) 15 -18: -3 (no exceptions)
    b) 14: League games: -3 bats Scrimmage games: -5.5 or less
    c) 13: no bat restrictions (big barrel allowed)
    d) 9 - 12: no bat restrictions

    13.0 Uniforms

    a) Cleats:
    9 - 12: No metal cleats
    13+: Metal cleats allowed
    b) Shirt numbers are required and must coincide with roster handed in at start of season.
    c) Appropriate attire is required for all coaching staff – team shirt is preferred.

    14.0 Extra Hitter:

    a) We will use the EH. The EH is optional for each in a game. Either, neither or both teams can use it. If you start a game with the EH you must finish with the EH (10 players in the batting order). If you choose to start with 9 players (no EH) you must finish with 9.
    b) Treat the EH like a defensive player in that you can rotate players in and out. The EH is just like any other player in that you can rotate players in and out of a defensive position (except pitcher).
    c) You must maintain the same batting order: a player must bat in the same spot in the batting order.

    15.0 Substitutions:

    a) We do use the starter-reentry (starter may re-enter for sub only, and must stay in the same spot in the original batting order). If the starter re-enters the game the sub is not permitted to go back into the game under no circumstances.

    16.0 Designated Hitter:

    a) This also is optional and the DH may bat for anyone in the line-up. Follow High School rules for additional DH rules.

    17.0 Batting Entire Line-Up

    a) This is an option for teams that want to bat their entire team.

    18.0 Official Game

    If a game is called due to rain or other acts of God and cannot be resumed, it is an official game if:
    a) In a six inning game, if four innings have been completed or if the home team has scored more runs in two and one-half innings than the visiting team has scored in four innings.
    b) In a seven inning game, it is five innings and follows the same criteria as above.
    c) Games that have progressed beyond the inning limits stated in the above will also be declared official providing the same criteria has been met.
    d) All other games not meeting the above criteria will be treated as a suspended game and picked up at the point the game was suspended.

    19.0 Players Required:

    a) A team must start the game with (9 roster players) any less or a non-roster player will result in a forfeit. Also a team may finish with 8 roster players however the spot in the voided line-up is an automatic out regardless of an injury or ejection.

    20.0 Intentional Walks:

    a) 9 -12: May be initiated from the catcher to the umpire (no pitches).
    b) 13+: Pitchers must pitch to the intentionally walked batter.

    21.0 Game Cancellation Policy: ** PLEASE READ IN DETAIL **

    Not having your best players, or your team played in a tournament and all your pitchers are tired are not reasons to cancel a game. This happens in every league and it’s a big problem that this organization will not allow to interfere with the production of this prominent league.

    a) Reasons acceptable for a cancellation:
    1. Weather that damaged the field (only reason) unless the cancellation is a week prior to the scheduled league game. Calling later than a week before will result in a forfeit unless the other coach agrees to play. The team will lose their $100 and be required to turn in another $100 to participate in future games / league tournament. Two forfeits is an automatic ejection from the league.

    b) Procedure for cancellations:
    1. Home team determines whether game is cancelled due to weather conditions.
    2. The home coach will call the opposing coach using good judgment on how far they are traveling. Teams that only have to travel a ½ hr or less can take a chance compared to a team that travels up to an hour. DON’T depend on emails to cancel games. Get on the phone and call. (send a message to Mike Kosko so there is a record of the cancellation in the event of discrepancies at the end of season).
    3. The umpire will have final decision whether the game will be cancelled because of playing conditions once game has started.
    4. If a team cancels and gives the proper amount of days (7), then the opposing team gives the team 3 open dates to play. If they can’t accommodate one of the dates, it will be considered a forfeit. Please email Mike Kosko the dates so he has them on record. The reason the week rule is in place is that it gives teams a chance to get another game.
    5. If a team cancels on your team, Mike Kosko needs to know that day to process the information.

    22.0 League Tie Breakers:

    a) Head to Head
    b) Least runs allowed
    c) Total runs scored
    d) Run/Differential
    e) Coin toss

    23.0 League Point System:

    a) Win: (2) points
    b) Tie: (1) point
    c) Forfeit: (-2) points
    d) Team forfeited against: (+2) points
    e) Points will determine the league champion and seeding for play-offs.

    24.0 Tie Games (darkness / rain)

    If game is tied and game is called on agreement of both managers, or if umpire calls game, the following options can occur:
    a) Game can be counted in standings as a tie game equaling one (1) point for each team.
    b) Game can be continued on next date of play at point where game left off.

    25.0 Umpires

    a) Home team arranges for 2 sanctioned umpires for each game.
    b) Umpire fees will be split 50/50 by both teams.
    c) All umpires fees are to be paid prior to first pitch of any game.
    d) Once the game has started, the umpire has jurisdiction to determine whether the game will be cancelled because of playing conditions.

    26.0 Protests

    a) The umpire is the league official for each game. There will be no protests of the official
    playing rules. All disagreements will be finalized on the field- with the final decision being
    made by the field umpires for that given game. Any league rule protests need to be
    communicated to the umpire at the point of infraction, and filed with the league president. League President has final decision.

    27.0 Reporting Scores

    a) Winning team is to report scores of each game via email to Division Coordinator within 24 hours of game. Copy of the email must also include the opposing team manager.
    b) Division Director will email compiled division results to mikekoso@aol.com by Sunday evening.
