2009 RULES AND REGULATIONS

(Issued February 20, 2009)



1. GENERAL REGULATIONS
 
   A. COMPETITION
      1. The league will offer two playing seasons each year.
            a. Summer league play will begin no earlier than May 1st and will be completed by July 31st or as the league determines.
            b. Fall league play will begin no earlier than September 1st and will be completed by October 31st or as the league
                determines.
            c. The league will set the scheduling meetings as early as possible before the season.
      2. The league will offer three divisions of fast pitch competition within the following age groups if enough teams are available
           to participate:
            a. 18 & under - Major and Minor
            b. 16 & under - Major and Minor
            c. 14 & under - Major and Minor
            d. 12 & under - Major and Minor
            e. 10 & under - Major and Minor
      3. The league will offer a 7 & under Micro Division developmental program for 4-7 year olds.
      4. The Major division in each age group will have championship playoffs at the end of the season.
      5. The Minor division in each age group will have a pre-season tournament for all teams that wish to participate.
      6. All scheduled league games in all divisions must be played. The league will have final say if any penalty shall be imposed
 
   B. PLAYER ELIGIBILITY
      1. A player may not be older than the division she is in as of January 1st of that playing season.
      2. Open team rosters are determined by the organization that the team represents.
      3. Players may float to other teams within the same organization under the following conditions:
            a. Younger players may float up to play in older age groups an unlimited number of times as their ability warrants
                and with the consent and advisement of the players parents and/or guardians.
            b. Floating players from Minor-to-Minor or Minor-to-Major teams within the same organization will be allowed at any time.
            c. Floating players from Major-to-Minor teams within the same organization will be allowed only if the Minor team does
                not have enough players.
            d. Floating of rostered players between two Major teams from the same organization that are in the same age group will
                not be allowed at any time during the season and playoffs.
            e. Players may never float down to a younger age group than the age group that they are rostered in.
            f. Players who float up to an older age group, or Minor to Major within the same age group, may only play on one Major
                team if that organization has two or more Major teams in that age group.
      4. Players must be registered on an organization’s roster on or before June 30 in order to be eligible to participate in that
          organization’s league post-season playoff games.
      5. A player may register and participate with only one member organization of the York County Junior Girls Softball League
          per season.
            a. Transfer of a player from one organization to another organization must be submitted in writing to the league
                secretary after official team rosters are turned in to the league.
            b. No player may be released from an organization once the team that the player is currently rostered on, or the
                organization’s team that the player would be transferred to, has played its first game of the season.

C. UMPIRES
      1. Local ASA or USSSA umpire associations will provide two certified umpires for all 12U and older Major Division games;
          and one certified umpire for all 10U Major Division and all Minor Division games.
      2. Teams will split the cost of the umpires at the game site.
            a. Games having two umpires, each team pays one umpire $30.
            b. Games having one umpire, both teams pay the umpire $25.
            c. Each umpire is to receive a $10 appearance fee, if they show up at a field for a scheduled game and the game does
                not start due to rain or poor field conditions.
            d. If the game does start and is not completed,
                  1. Each umpire in a two-man crew receives $6 per completed inning not to exceed $30. There is a $10 minimum
                      fee if two innings are not completed.
                  2. A single umpire receives $10 per completed inning not to exceed $50. There is a $10 minimum fee if the first
                      inning is not completed.
      3. Home team coach is responsible for notifying the umpire assigner of a cancellation due to inclement weather or poor
          playing field conditions at least 1-1/2 hours prior to the scheduled start time of a game.
      4. A forfeiting team will be responsible for all umpire fees.
      5. League games will follow current ASA or USSSA fast pitch rules including the PIAA pitching rule, unless otherwise
          stated in these provisions which take precedence over ASA and USSSA rules.
      6. If either team is ahead by eight (8) runs after five (5) complete innings, or is ahead by twelve (12) runs after four (4)
          complete innings, the game will be considered a complete game. The ASA 15 runs ahead after 3 innings and the
          USSSA 12 runs ahead after 3 innings
rule will not be in effect for league play.
      7. If an ASA or USSSA certified umpire is not available or present at any Major or Minor Division game, teams will
           use their own volunteer umpires:
            a. Home team will provide the plate umpire.
            b. Visiting team will provide the base umpire.
            c. There will be a minimum age of 16 (sixteen) for all volunteer umpires.
            d. Plate umpire is required to wear a face mask.
      8. All 7U Micro Division teams will not use umpires. Teams may use no more than three (3) on-field coaches to direct
           players and control game.

D. UNIFORMS AND EQUIPMENT
      1. The home team will supply all game balls that are to be marked as either ASA or USSSA certified.
            a. 12-under and older age groups: 12 inch yellow optic cover, raised red stitch, .47 COR, 375 max compression.
            b. 10-under age group: 11 inch yellow optic cover, raised red stitch, .47 COR, 375 max compression.
            c. 7U Micro: 11" soft touch safety ball.
            d. Must finish game with same brand of ball that was used to begin the game.
            e. League logo stamped balls purchased by the league are certified for use in any league game having ASA
                or USSSA umpires.
      2. Older bats that do not bear an ASA 2000 or 2004 approved certification mark will be allowed in league play as long
           as they meet all other legal ASA specifications. Older bats that do not bear a 1.20 BPF rating will be allowed in
           league play as long as they meet all other legal USSSA specifications.
             a. Legal bats shall be marked by the manufacturer with the words "OFFICIAL SOFTBALL" that are legible.
             b. Bats that are marked with the words "LITTLE LEAGUE" and "T-BALL" are not legal softball bats and may not be
                 used in league play.
      3. Use of a double base at first base is optional and not required if the field is not equipped for the installation of a
          double base.
      4. Chin straps and face masks/guards are required to be used on batting helmets. Face masks/guards must appear
          to be commercially manufactured and designed to fit the batting helmets securely but they are not required to be
          marked "meets NOCSAE standards". Any batting helmets found to have missing chin straps or missing face mask
          attachment screws must be removed from the game immediately.

      5. All other uniform and equipment regulations per ASA or USSSA rules apply for the spring/summer season.



2. GAME RULES
  
   A. PRE-GAME RULES
      1. Evening starting time for games is recommended to be 6:30 pm unless predetermined by both coaches for a variance
          in that starting time.
      2. Weekend game start times can be flexible.
      3. Each team will furnish a scorekeeper who will record each player’s first and last name, uniform number, and fielding
          position in the score book. A lineup card is required to be given to the plate umpire at the pre-game meeting prior to the
          start of the game.
      4. Home team shall grant the field to the visiting team 20 minutes before the start of the game for warmups.
      5. Both team coaches shall meet with the umpires 5 minutes prior to the start of the game to go over introductions, exchange
          lineup cards, review ground rules, and clarify any questions concerning game rules.
 
B. GENERAL GAME RULES
      1. The home team coach will determine if a game is to be cancelled due to inclement weather or unplayable field conditions.
          Should the umpires show up at the field, then the fitness of the ground necessary to start the game will be decided solely
          by the plate umpire.
      2. After the game begins, the plate umpire will be the sole determiner of darkness, inclement weather, or poor field
          conditions suitable for the game to be suspended or declare it a regulation game if at least 5 innings are completed.
            a. At the first sight of lightning, no matter how far away from the field, the plate umpire is required to suspend the game
                immediately and request that all players leave the field.
            b. Should bad weather or field conditions improve after a brief period of time, the plate umpire may resume the game at
                the point of pitch.
            c. The 1-1/2 hour time limit will not include time while the game is suspended for inclement weather conditions.
            d. Should the game be suspended before 7 innings have been completed or the 1-1/2 hour time limit is reached, the
                game will be considered a complete game if 5 or more innings have been completed.
                  1. The final score will revert back to the last inning completed and the game will be considered a complete game if a
                       winner can be determined.
                  2. Should the score be tied after the last completed inning, the game is considered a regulation tie game and must
                       be continued at a later date from the point of pitch in the game when it was suspended.
            e. Elite and Major Division games may not end in a tie. The International Tie Breaker Rule will apply should a game be
                tied after 7 regulation innings or the 1-1/2 hour time limit is reached.
            
f. Minor Division games may end in a tie.
            g. Should any game be suspended due to rain or darkness before 5 innings are complete, the game must be continued
                at a later date from the point of pitch.
            h. Once a game has started, it can never be restarted from the beginning.
      3. Home team coach is responsible for calling game cancellations to the visiting team coach. A scheduled league game
          may not be canceled for reasons other than rainouts. If EXTREME circumstances arise, the league may decide to allow
          rescheduling.
      4. The team at the playing field ready to play will be awarded a forfeit win if the other team does not show by the scheduled
          game time with enough players. Both teams will be allowed a five (5) minutes grace period.
      5. Rained out games must be re-scheduled within three (3) weeks following the original game date and played before the
          last day of the regular season. If both coaches can not agree on a make up date, either team must call the league
          President to reschedule the makeup date or both teams will receive a forfeit loss. An extension may be granted if the
          league feels there are legitimate reasons.
      6. Coaches, players, substitutes, attendants, umpires or other bench personnel shall not use alcohol or tobacco products
          in any form. Penalty: The umpire shall issue a warning to the coach of the team involved and the next offender on that
          team shall be ejected.
      7. Major Division teams may list 9, 10, or 11 batters in their batting lineup to start the game. Up to two additional batters in
          the starting lineup may be listed as an Extra Player (EP). The Extra Players may be inserted anywhere in the lineup
          batting order.
            a. Teams must use the same number of batters that they started the game with for the entire game.
            b. All players in the batting order may be interchanged in the field at any time without using up a substitution.
            c. Should injuries or other circumstances (with the exception of an ejection) reduce the number of players available to
                less than the number of batters listed in the starting lineup at the beginning of the game, an out must be taken
                whenever a vacant spot in the batting order is reached.
            d. Substitutions and re-entries will apply per ASA or USSSA rules.
      8. Minor Division teams must use a continuous batting order with free defensive substitutions.
 
   C. POST-GAME RULES
      1. Following the completion of every game, all players and coaches will form a line to thank the opposing team
          members for a good game. Failure to do so will be considered a form of unsportsmanlike conduct subject to
          penalties under the league’s Zero Tolerance Policy.
      2. Winning coaches are responsible for reporting final game scores per current league policy.
      3. All protests must follow all rules listed under PROTEST PROCEDURES.


3. PROTEST PROCEDURES
   A. PROTEST SITUATIONS
      1. Umpire judgement calls, i.e. fair/foul, safe/out, ball/strike, etc., are not subject to being protested.
      2. If you believe that an umpire had made a call based on the misinterpretation of a playing rule or you believe an
          ineligible player is in the game:
            a. Protesting coach must notify the plate umpire and the opposing coach at the time of infraction that you are
                playing the game under protest and state the nature of the protest. The plate umpire will have the opportunity
                to change the call should a proper ruling interpretation be determined. In any case, the game will continue.
            b. Protesting coach has 48 hours to verbally notify league president of the protest.
            c. Written details must then be filed with the league President within one week of the protested game date. Make
                note of inning, outs, score, number of base runners, game time expired, count on the batter, etc.
            d. Failure to comply with any of the above protest procedures will void any protest considerations.
      3. If you believe an opposing team is using an ineligible player:
            a. A protest of player eligibility can be made at any time.
            b. During a game, the umpire will make no judgement or determination of player eligibility and will allow the
                game to continue.
            c. Protesting coach will notify the league President of the ineligible player protest and submit written details of
                the protest, copies of the game from the score book that the alleged ineligible player participated in, and the
                opposing team’s line-up card.
            d. Failure to provide score book and line-up card copies having proper first and last names of the players listed,
                will void any protest considerations.
 
   B. PROTEST REVIEW PROCEDURES
      1. Protests will be settled by the Executive Board.
      2. Protests will be settled as soon as possible and prior to the end of the season.
      3. If necessary, the protesting coach, opposing coach, and the umpire involved will attend a protest hearing.
         a. Each coach and umpire will be heard at the protest.
         b. All coaches and umpires will leave the room while the Board reviews the protest.
         c. If protesting coach fails to show up at the designated time, the protest will be invalid.
         d. If opposing coach or umpire fails to show up, the protest will be reviewed and decided upon without their comments.
      4. All decisions by the Board will be final. No explanations or reason for their decision will be necessary.
         a. If any protest is determined to be invalid, the final game score stands and no further action shall be required.
         b. If a protest for misinterpretation of a playing rule or illegal player is upheld, the game will be resumed at the point
             of protest with the ruling corrected.
         c. If an ineligible player protest is upheld, the offending team will forfeit all games won that the ineligible player
             participated in during the season.

   E. 14U Major

      -- PIAA pitching rule is allowed
      -- Teams may list 9, 10, or 11 batters in the starting lineup
   F. 14U Minor

   H. 12U Minor

      -- PIAA pitching rule is allowed

      -- Teams must use a continuous batting order and free substitution on defense

   I. 10U Major
      -- Official game: 1-1/2 hour time limit or 7 innings, whichever comes first, or at least 5 innings are completed and
          game can not be continued due to darkness, inclement weather, or poor field conditions

      -- 5 run limit per inning

      -- Stealing one base only allowed. A runner may steal home only if any defensive player makes a play on or attempts
          to pick off the runner who was at third base at the time of the pitch.
      -- Batters receiving a base on balls are awarded first base only and may not continue advancing to second base

      -- No infield fly rule

      -- No dropped third strike rule

      -- Teams will use 9 players on defense

      -- PIAA pitching rule is allowed
      -- Teams may list 9, 10, or 11 batters in the starting lineup
   J. 10U Minor "AA" and "A"
      -- Official game: 1-1/2 hour time limit or 7 innings, whichever comes first, or at least 5 innings are completed and
          game can not be continued due to darkness, inclement weather, or poor field conditions

      -- 5 run limit per inning

      -- No stealing

      -- No infield fly rule

      -- No dropped third strike rule
      -- One additional player is allowed on defense to make a 10 player team. Only six defenders, including the pitcher
          and catcher, will be allowed to be positioned in the infield. All other defensive players are considered outfielders
          and must be positioned a minimum distance of 15 feet beyond the base lines.

      -- Batter is not out for stepping on home plate when making contact with a batted ball

      -- Teams must use a continuous batting order and free substitution on defense

      -- Coach will enter the game to pitch to his/her batters when:
            1. the player pitcher’s count reaches a count of 3 balls and 0 strikes
            2. the count reaches 4 balls
            3. the batter is hit by a pitch

      -- All batters must hit the ball or strike out. Batters will not advance to first base on a base on balls or hit by a pitch.

      -- Pitcher must be positioned within the pitcher’s circle at the time of coach pitch to the batter

      -- PIAA pitching rule is allowed
      -- Ball becomes dead when any infielder has control of the ball and makes no play on an offensive base runner.
          Defensive players will be allowed the opportunity to make a play on any base runner. If they make an attempted
          play, the ball becomes dead on an overthrow. In either case, base runners must stop at the base that they were
         attempting to reach.
   K. 7U Micro
      -- Official game: 1-1/2 hour time limit or 4 innings, whichever comes first
      -- 50 foot base paths
      -- All players on the team will bat through a continuous batting order each half inning regardless of how many outs are
          made. The first batter in the lineup leads off the first inning. Batter #4 leads off the second inning. Batter #7 leads off
          the third inning. Batter #10 leads off the fourth inning.
      -- No stealing
      -- No infield fly rule
      -- No dropped third strike rule
      -- No more than 10 players allowed on defense
      -- Batter is not out for stepping on home plate when making contact with a batted ball
      -- Use 11" yellow soft touch Safety ball (Diamond FlexiBall, Easton Incrediball, etc.)
      -- Baserunner must hold on base until the ball is hit
      -- Coach of the team at bat pitches to their own batters 30 feet from home plate; coach may move closer to batter if
          necessary
      -- Each batter gets no more than three swings from coach to hit ball fair; then no more than two swings off a Tee
      -- Ball becomes dead when any infielder has control of the ball and makes no play on an offensive base runner.
          Defensive players will be allowed the opportunity to make a play on any base runner. If they make an attempted
          play, the ball becomes dead on an overthrow. In either case, base runners must stop at the base that they were
          attempting to reach.
      -- No more than three offensive coaches allowed on the field; one pitching, one in foul territory on first base side,
          and one in foul territory on third base side.
      -- No more than three defensive coaches allowed on the field; two in fair territory and one behind the catcher.
      -- On close safe or out plays, baserunners will be assumed safe and allowed to remain on base for experience purposes.
      -- Pitcher must be positioned within the pitcher’s circle at the time of coach pitch to the batter.
      -- Any game rules may be altered by mutual agreement of both coaches prior to the start of a game


5. RULE CLARIFICATIONS
 
   A. Per basic fast pitch rules, the ball is "live" at all times, unless a dead ball situation occurs, i.e. ball hit foul, batter
        hit by pitch, interference on a play, a legitimate time out is called by any player or coach, etc. If the pitcher has
        control of the ball while in the 8’ radius pitcher’s circle, the Look Back Rule will apply to all base runners who are
        not on base. NOTE: Play becomes dead in 10U Minor games and 7U Micro games when any infielder has control
        of the ball and does not make a play on a base runner, or an overthrow has been made on an attempted play: in
        these cases, base runners must stop at the base that they were attempting to reach.
    
   B. When a defensive player has control of the ball and the runner remains on her feet and deliberately, with great force,
       crashes into the defensive player, the runner shall be called out and ejected from the game.
 
   C. Throwing of equipment will not be tolerated:
      1. First offense - a warning will be given to both the player and the coach.
      2. Second offense - the player is removed from the game and is considered disqualified, not ejected. A new player
          assumes position on field, or bases, or ball-strike count if batting.
      3. This rule applies to any throwing of any equipment by an offensive or defensive player, or coach.
   
   D. If a base runner is hit by a batted ball, that in the umpire's opinion, is not playable by an infielder (excluding the pitcher)
        then the base runner is not out and may continue to run the bases.
   
   E. Run ahead rule: If after five (5) complete innings either team is ahead by eight (8) runs, or if after four (4) complete
        innings either team is ahead by twelve (12) runs, the game will be considered a complete game. The ASA and USSSA
       
runs ahead rule after 3 innings will not be in effect for league play.
 
   F. After entering the batter box, the batter must remain in the box with at least one foot between pitches and while taking
       signals if the catcher immediately returns a pitched ball to the pitcher.
 
   G. International Tie Breaker Rule: For Major and Elite games only, if a game is tied at the end of 7 complete innings or
       the 1-1/2 hour time limit is reached, the International Tie Breaker rule will be used to continue the game until a winner
       is determined. Starting the next inning, each offensive team will begin its turn at bat with the player who completed the
       last at-bat the previous inning being placed on second base. This will continue each inning until the tie is broken and
       the home team has had its last at bat.

   H. Teams may use a courtesy runner for the pitcher or catcher.
      1. A player may not be used as a courtesy runner for a pitcher and a catcher in the same game.
      2. Major teams may only use players as a courtesy runner who are not listed in the starting lineup, or have not participated
          in the game as a substitute.
      3. Minor teams using a continuous batting order, may use any player in the batting order as a courtesy runner. However,
          any player may be a courtesy runner only once per game.
 
   I. Lineup cards must be presented to the home plate umpire and the other team scorebook before the game begins.
       Teams must have at least eight players available to begin a game. If there are only eight players available, the 9th
       position in the batting order will be an automatic out. Lineup cards must list the first and last names, uniform numbers
       and positions of all starting players in the batting order. Substitutes may be listed by first and last names and numbers.
       An eligible roster player may be added to the substitute list at anytime during the game.
   
   J. In the 10-Under Minor "AA" and "A" Divisions, a coach will enter the game to pitch to his/her players every inning when:
       a) the player pitchers count reaches a count of 3 balls and 0 strikes or
       b) the count reaches 4 balls after the batter has a strike, or
       c) the batter is hit by a pitch. The batter will then hit coach pitch and will either bat the ball in play or strike out. There are
           no bases awarded to the batter on a base on balls or hit by pitch. The offensive team’s coach who is on the field to
           coach pitch is there for that purpose only. He or she shall not interfere with any defensive players once the ball
           is batted in play and will not give verbal instructions to base runners while on the field of play unless a time out
           is called.
The coach quickly exits the field and the player pitcher then pitches to the next batter until and if the count
          goes to 3 or 4 balls again or a batter is hit by a pitch.
 
   K. Chin straps and face masks/guards on batting helmets are required for league play. Face mask/guards on batting
        helmets are not required to be marked "meets NOCSAE standards" if purchased prior to 2005. However, all face
        masks/guards must appear to be commercially manufactured and designed to fit the batting helmet properly and
        securely, and must not be bent or damaged. Any batting helmet found to have missing face guard attachment
        screws or missing a chin strap, must be removed from the game immediately.
 
   L. The PIAA pitching rule allows the pitcher to start the pitching delivery with the pivot foot on or partially on the top surface
       of the pitcher’s plate and the non-pivot (striding) foot in contact with or behind and off of the pitcher’s plate. Once the
       hands are brought together, the pitcher must step forward towards the batter with the non-pivot (striding) foot. Any step
       backward with the non-pivot foot shall begin while the hands are separated and before the hands come together.


6. GUIDELINES FOR MAJOR DIVISION LEAGUE CHAMPIONSHIP PLAYOFFS
 
   A. Regular season league games must be completed by July 31st or as the league determines. Any league games
       not played or scores not called in by the end of the season, will result in a forfeit loss for both teams. The League
       championship playoffs for each Major Division will be held the first weekend of August or as the league determines.
      1. Playoff seedings for age groups with one division of 15 teams or less will have the top four (4) teams competing
          in a single elimination tournament in this manner:

            a. First place seed plays fourth place seed.

            b. Second place seed plays third place seed.

            c. The two winners of the first round play for the league championship.
      2. Playoff seedings for age groups with two geographical divisions of 8 or more teams in each division will have
           the top three (3) teams in each division competing in a single elimination tournament in this manner:
            a. East second place seed plays West third place seed.
            b. West second place seed plays East third place seed.
            c. Both first place seeded teams receive first round bye.
            d. If both second place seeds or both third place seeds win their first round games, they will each play first
                place seed in other division.
            e. If a second place seed wins one first round game and a third place seed wins the other first round game,
                then the second place seed will play first place seed in other division; the third place seed will play first
                place seed in same division..
            f. The two winners from the second round play for the championship.

      3. Ties for any playoff seeding positions will be resolved in this manner:

            a. 1st tie breaker -- Head to head won-loss record
            b. 2nd tie breaker – Head to head runs scored differential
            c. 3rd tie breaker -- Best won-loss record against teams placed higher in the standings
            d. 4th tie breaker -- Fewest average runs allowed per game from all actual games played during the regular
                season (does not include forfeit scores)
            e. 5th tie breaker -- Play-in game
      4. The higher seeded team for each playoff and championship game will have the option of choosing to be the
           home or visiting team.Should two teams having the same seed from two geographically split divisions play
           each other, a coin flip shall determine which team will have choice of being the home or visiting team.
      5. The higher seeded team for each playoff and championship game will take the first base bench/dugout area. The
           lower seeded team will take the third base bench/dugout area.
 
   B. Times, dates, rain-dates, and site will be announced at the league scheduling meeting.
      1. Championship playing site will be decided by bid to the league.
      2. The organization hosting the championship games will be in charge of all preliminary field lining and set up
           responsibilities including concessions.
 
   C. Two certified umpires will be scheduled to officiate at each playoff game with the league treasury paying for the
        umpiring services.
 
   D. The league will furnish two new leather covered official softballs for each playoff game.
 
   E. League rules supercede ASA or USSSA playing rules in all post-season playoff games.
 
   F. All league awards will be presented at the conclusion of each playoff game when necessary.
      1. Awards may be trophies, plaques, medals, or other form of recognition as determined by the Board of Directors.
      2. Team awards will be presented to the first and second place finishers in each Major division season final standings.
      3. Individual player awards will be presented to all players that participate in the league playoffs.
      4. Player-of-the-game awards will be presented by each team to a player on the opposing team after each playoff game.
 
   G. Practices for league championship play are unrestricted and may be held at the discretion of each coach at any time,
        date or field.
 
   H. Teams that qualify for the playoffs must submit their playoff rosters to the league president one week prior to the playoffs
        to confirm player eligibility.
         1. No more than four players from a younger age group will be allowed to participate in a team’s playoff games unless
             that team’s pre-season roster had less than six players listed.
         2. Any team that does not have enough eligible players must forfeit their playoff berth and allow the next highest finishing
             team in the playoffs.


7. GUIDELINES FOR FALL LEAGUE COMPETITION
 
   A. Fall league play begins no earlier than September 1st and ends no later than October 31st or as the league determines.
   
   B. Teams must be registered by the third Wednesday in August by using the team registration form found on the league
        web site.
      1. Fall League registration fee is $30 per team. Any teams that cannot provide proof of ASA team registration for the current
          year, will pay an additional $15 ASA team registration fee.
      2. The registration fee is due with submission of the team registration form.
      3. Checks are to be made payable to "York County Junior Girls Softball League".
      4. All teams will be registered ASA and USSSA.
      5. In forming Fall League teams:
            a. Teams will have the option of playing in the age group that they played in during the current spring/summer season
                or that they will play in next year.
            b. There will be a minimum of four teams in any division.
            c. Teams will be open roster as determined by the organization that they represent.
            d. League member organizations may combine players from their own spring/summer league teams to form a team
                for the fall league.
            e. League member organizations may combine players from their teams with other league member organization’s
                teams after the spring/summer season ends, to form a team for the fall league.
            f. Outside organizations (non-YCJGSL members) may submit teams to participate in the YCJGSL Fall League with
                approval from the league’s Board of Directors.
 
   C. If a team can not provide their own home field playing facilities, their scheduled home games will be played at the
       opposing team’s field or at a neutral field in agreement by both teams.
 
   D. No uniform rules will be in effect. However, umpires will have authority to use judgement concerning jewelry that is
       determined to be dangerous to participants and the improper wearing of a uniform.
 
   E. One certified ASA or USSSA umpire will be provided and scheduled by the umpire’s association for each fall league game.
      1. Teams will split the cost of the umpire at the game site.
            a. Both teams shall pay the umpire a $35 for the scheduled double header.
            b. The umpire is to receive a $10 appearance fee, if he/she shows up at a field for a scheduled double header and
                the first game does not start due to rain or poor field conditions.
            c. If the first game does start and is not completed, the umpire receives $10 per completed inning not to exceed $70.
                There is a $10 minimum fee if the first inning is not completed.
      2. Home field coach must call umpire assigner with no less than 48 hours notice to cancel games (for reasons other
          than rain outs) and avoid having the forfeiting team pay forfeit fees.
 
   F. Fall game rules:
      1. Games will be scheduled as weekend doubleheaders as determined by the teams at an announced scheduling
          meeting for all coaches.
      2. The team scheduled as the home team will supply two official game balls for the doubleheader.
      3. No inning will start after a 1 hour and 15 minute time limit.
      4. All age groups and divisions will use the following game rules:
            a. 5 run limit per inning.
            b. Teams must use a continuous batting order and free substitution on defense.
            c. PIAA pitching rule is allowed.
            d. The infield fly rule and dropped third strike rule will be used in all age groups except 10-under.
      5. Games that are tied at the end of regulation play (7 innings or 1 hr.-15 min. time limit) will remain tied and end as a
           tied game.
      6. Rained out games will not be made up unless agreed to be rescheduled by both team’s head coaches.
      7. Forfeited games can not be rescheduled.
 
   G. No game scores will be reported to the league and division standings will not be recorded .
 
   H. No playoffs will be held at the end of the Fall League season. However, a weekend tournament may be scheduled if
         at least four teams are interested,
 
   I. Any rules concerning the Fall League as covered in Regulation 9, will supercede spring/summer season league rules,
       ASA rules, and USSSA rules.
