    Glen Rock Youth Basketball League 2009-2010
    Recreational Basketball Rules and Regulations

    The purpose of this league is the continued development of our young players. The league encourages all coaches to work on developing and strengthening the players' skills on the court. All coaches and players should maintain the highest standards of good sportsmanship and respect for their fellow teammates, coaches, opponents and referees.
    Please remember this is RECREATIONAL basketball (for FUN and enjoyment of all).

    ***NOTE TO REFEREES***
    PLEASE CALL ALL FOULS (ESPECIALLY SHOOTING FOULS). IT IS DANGEROUS TO ALLOW FOULS TO GO UNCALLED.

    A. GAMES:
    1-A. Coaches given a techincal foul (for other than calling too many timeouts, etc.) shall be ejected from the game and ejected from the gymnasium.
    1. A game shall consist of FOUR 8 MINUTE QUARTERS.
    2. Three minutes between halves.
    3. The clock will be stopped for the last two minutes of EACH HALF for out of bounds, free throws, substitutions, injuries, etc.
    ***THE CLOCK WILL ALSO BE STOPPED FOR ALL SUBSTITUTIONS THROUGHOUT THE GAME***
    4. Each team will have 2 time-outs per half, NO CARRYOVERS. (Calling an extra timeout you do not have results in a technical foul automatically – no exceptions to this rule other than injuries.)
    5. No overtime will occur if a game is tied at the end of regulation play, except during playoff games. In playoff games, there will be a 3 minute running clock. The clock will stop for free throws and substitutions and time-outs.
    (There will be one time out per team in each overtime.)
    All time outs are "use it or lose it" (no carry over between halves or overtimes).
    6. Intentional fouls will result in 2 free throws and the ball then goes to the team that was fouled.
    7. There is a "5-second" lane violation (not a 3-second lane violation) on offensive players.

    B. DEFENSE:
    1. Man-to-man defense must be played. If not, the referee shall call a technical foul for illegal defense.
    a. Defender should be half way between his man and the lane – NOT IN THE LANE unless his man is in the lane as well, but does not have to go past the three point line to defend.
    2. Double Teaming is permitted only in the key.
    a. Picking up the man until the original defender catches up is permitted.
    b. Defensive switching is allowed.
    3. NO ZONE DEFENSES PERMITTED.
    4. a.) Full court man-to-man defense is permitted in the last 2 minutes of EACH HALF AND ALL OF OVERTIME (still no zone defenses) WITH THIS EXCEPTION: IF YOU ARE AHEAD BY 10 OR MORE POINTS YOU MAY NOT PRESS UNTIL YOUR LEAD IS LESS THAN 10 POINTS.
    4. b.) If you are playing defense in the backcourt illegally AND you foul someone in the process, this will be treated as a FOUL (not ignored as it has been in the past).
    C. FOULS:
    1. Each player is allowed 5 fouls before fouling out. (This means that upon committing his 5th foul he is out of the game.)
    2. If there are not enough players, then the player may continue to play, but each foul over 5 will result in 2 free throws AND possession for the opposing team.
    D. PLAYING TIME:
    1. ALL PLAYERS MUST PLAY AT LEAST HALF THE GAME (unless there are more than 10 players present).
    (This is mandatory - not just a polite request.)
    2. Attempt to have each player start at least one game during the season.
    3. If there are less than 5 players from your roster to start the game, a "gym rat" may be used until a fifth player arrives. At that time, the "gym rat" may no longer play. Then the game must continue with five players. NOTE: If a "gym rat" is used, he/she is not allowed to score. If he/she does score, no points will be added, and the ball will be given to the opposing team.
    E. GYM NOTES:
    BOTH COACHES for the last game ARE RESPONSIBLE FOR RETURNING THE TIME CLOCK TO THE BASKETBALL CAGE, and making sure the basketballs and equipment are safely locked up in the cage and rolled into the closet.
    SPECIAL PLAYOFF RULE NOTES:
    -If there are only five players left and one fouls out, he/she stays in the game but may not shoot (automatic turnover), and if he/she fouls, it results in two free throws AND the ball to the opponent (like a technical foul).
    -Gym Rat rules apply throughout the playoffs (see above for details).
    -Non-shooting fouls, deliberate or not, during the last two minutes, do NOT result in free throws, unless warranted by the team fouls, which are kept during the playoffs. (7 & 10 determine the number of shots.) Otherwise, it is just an awarded posession.
    -THERE IS NO DOUBLE TEAMING OUTSIDE THE PAINT AT ANY POINT.
    DURING THE 2 MINUTE "PRESS" PERIODS, FULL COURT MAN-TO-MAN DEFENSE MAY BE USED (NO DOUBLE TEAMING EVER OUTSIDE THE PAINT).
    -Overtime in Playoffs:
    1st Overtime=3 minutes
    2nd Overtime=3 minutes
    All other overtimes=2 minutes
    **Please note: Standings WILL NOT be kept, and the seeding for the playoffs will be picked out of a hat so everyone has an equal chance.
    The idea is to encourage the players to practice and have fun during the season. (Not such an emphasis on winning at all costs.)
