    HRHL Rules & By-Laws

    LEAGUE RULES

    1. All regular season games will consist of a three minute run-time warm up (to start as soon as the Zamboni leaves the ice), and two fifteen minute stop time periods.

    2. There will be no time outs during the regular season.

    3. Slap shots are permitted.

    4. There will be no red line.

    5. Body contact is not permitted.

    6. High sticking the puck results in a whistle and the face-off is in the offending teams defensive zone.

    7. A total of 6 minutes in penalties will result in an ejection from that game.

    8. A player who receives a fighting major will be ejected from the game and is suspended for the next five scheduled games.

    9. Dropping of the gloves with the intent to fight or to goad another player into a fight without actual contact brings an automatic fighting major, ejection from that game, and a suspension for the next three scheduled games.

    10. A player who receives a major penalty (other than fighting) will be ejected from the game. If the major penalty occurs within the last five minutes of the game, the player will be suspended for the next scheduled game.

    11. A player that receives a match penalty will be ejected from that game and suspended for the next three scheduled games.
     
    12. A player that receives a gross penalty will be ejected from that game and suspended for the next scheduled game.

    13. A player that leaves the bench to join an altercation will be ejected from the game and suspended for the next scheduled game.

    14. Any player that physically or verbally abuses a league official or committee member will be suspended indefinitely and will be reviewed by the disciplinary committee.

    15. Any Off-Ice threats to any player will result in a three game suspension.

    16. All suspensions as listed above are FINAL and MINIMAL. Reviews for increases in these suspensions may be requested by team captains only.

    17. All suspensions will result in having the name of the offender added to a Probation List. This list will be reviewed by the team captains at the end of the season to decide on whether a player will be invited back the next season.

    18. CHA rules apply where not already stated.


    LEAGUE BY-LAWS

    1. All Players must be 30 years of age as of September 1, 2009. Any player who has previously played in the HRHL and is not yet 30 will be allowed to play.

    2. To be eligible to play in the play-offs a player must have played 13 of his teams 25 regular season games (If a player is suspended for any reason these games count as missed).  An exception will only be made in the case of a serious injury.

    3. The draft will consist of 14 rounds. The coaches will be ranked to a certain round and therefore lose a pick. There will be a draw of cards to decide the order of drafting, with the team picking first in the first round picking last in the second, and first again in the third. To be guaranteed your spot the following year a player must have played at least 5 of the regular season games and must return your jersey.

    4. Teams can play as many players as they have registered in the regular season.

    5. A team must ice a minimum of six players to start the game, or the opposing team will be awarded a 1 to 0 win.

    6. Protests must be filed in writing,  the night of the game,  to any member of the Administrative & Disciplinary Committee, by a team captain.

    7. All players must be registered and paid in full on registration night.

    8. There will be no carded players eligible for the draft. If a player becomes carded during the season no refund will be given.

    9. If a player is injured or moves away etc. no refund will be given. If it is deemed acceptable by the committee, the player may be replaced.

    10. Trades have to be called in to the League Committee by 10:00pm, December 30. Trades must consist of an even amount of players or draft picks between teams, and players have the right to refuse if they are asked to play a different position.

    11. All goaltenders are eligible to play for any team if their regular goaltender is not available. The League Committee will decide if a non-league goaltender is requested to be used in an emergency situation.

    12. Suspended players are not permitted on or near the bench.

    13. If teams are tied at the conclusion of the season, the tie breaker formula will be as follows:
    a. Team with most wins                           b. Team with best head to head record
    c. Team with the best plus/minus            d. Team with the most goals
    e. Team with the least goals against       f. Team with the least penalty minutes
    g. A coin flip  

    14. The Administrative & Disciplinary Committee will be made up of the 3 representative captains (Kevin Prime, Tim MacEachern, Bob Webber).  All decisions will be by majority decision of those present at the meeting. It is expected that all reviews will be accompanied by a full report of the Officials.
