    2009 70' 12U Lancer Classic Rules
    (1) Game Play & General Rules
    (a) Both the home and opposing teams Head Coach will meet 5 minutes prior to game time for Ground Rules.
    (b) Game will be six (6) innings in length with no time limits, except for those concerning sunlight.
    (c) Any rule not specifically addressed in the amended rules will automatically be referred to the 2008 Cooperstown Rulebook.
    (d) Any protests or rules in question must be addressed immediately during the game with a Tournament Official (Dressed in red).
    (e) A ten-run mercy rule is in effect after 3 complete innings if the home team is winning and every complete inning after that.
    (f) Since run-differential is factored into the championship round, the winning team in a mercy situation will have one run added to their score for each inning they did not bat. (i.e. If mercy is called at 10-0 in the bottom of the fourth, the score will be recorded as 13-0)
    (g) Head-to-Head, least runs allowed, run differential, runs scored, and coin flip will be used as tiebreakers

    (2) Offensive Rules
    (a) All teams will bat ten players only during the course of the game. All teams must use an EH. An out will be recorded any time a team drops below nine (9) players.
    (b) The EH is used as a tenth defensive player (on the bench) and can be freely substituted for any other defensive player as long as the batting order does not change.
    (c) A team will not record an out if it only has nine players on the bench. However, the opposing team may choose to bat nine (9) players to negate any advantage the team may have.
    (d) Stealing/ Leadoffs. A team may attempt to steal any number of bases per inning. Stealing is allowed at all bases. There will be leadoffs and free release stealing in this tournament.
    (e) A player removed from the game may reenter the game only once, in his original place in the batting order or in a spot that does not bat until after 10 batting spots have passed. A player who did NOT start the game may not re-enter after he is removed.
    (f) There will be no head first slides except when immediately returning to a base upon a pick-off attempt.
    (g) Teams may choose to bat their entire bench with open substitution. If any batter cannot take his at-bat, that at bat is considered an out.

    (3) Pitching Rules
    (a) No Pitcher may Pitch more than six (6) innings in any calendar day. A Pitcher may only pitch 12 innings in a tournament.
    (b) One Pitch in any inning constitutes one inning pitched.
    (c) A Pitcher who has been removed from the mound may not reenter the game as a pitcher. He may, however, play any other position on the field.
    (d) The Pitchers plant foot must stay in contact with the rubber at all times during a pitch. Any pitch deemed to be illegal by the umpire will be called a “ball”.
    (e) Pitchers must wear protective helmets while warming up.
    (f) Pitchers must be dressed in full uniform and may not wear wristbands or undershirts which are not of like color to their uniform.
    (g) Innings pitched must be recorded in each scorebook after each game and signed by the opposing coach and umpire. Failure to obtain these signatures will result in forfeiture upon protest.
    (h) There is no hits batsmen rule. A pitcher is not required to be pulled from the mound upon any number of hit batsmen.
    (i) A pitcher will receive one dead ball balk warning. After the warning has been issued, umpires will call balks according to the NFHS/ Cooperstown rulebook.

    (4) Tie Breakers
    (a) Division Standings will proceed as follows;
    (1) Record
    (2) Head-to-Head standing
    (a) Head to Head will be used when any two teams are tied.
    (b) Head to Head will also be used if three teams are tied, but one team has beaten both teams that are tied in the division. (ex. Team A, Team B, Team C all are 2-1, Team A has beaten both Team B and Team C, lost to Team D, Team A would get the higher ranking based on Head to Head)
    (3) Runs allowed
    (4) Runs differential (Runs Scored minus runs allowed)
    (5) Runs Scored

    (5) Pletcher Road Park Ground Rules
    (a) Any ball hit in fair territory over the fence is considered a home run.
    (b) Any ball hit in the field of play that bounces or rolls off the bat either over or under the outfield fence will be a ground rule double.
    (c) Any ball touched by a fielder in fair territory which goes out of play after the fielder has made a play on the ball (IE Overthrow, kicked ball out of play), will result in the runners advancing to the base they were going to plus one base.
    (d) Any ball hit in the field of play that rolls or bounces over the bike path (Yellow and Red Diamonds) will automatically be called and the runners will advance according to the batter to the base they were going to plus one.
    (e)Any ball that is hit on the fly onto or over the bike path, parking lots, skate park, or any other field obstruction will be considered a home run. (Distance to Bike Path on Yellow: about 240’: Distance to bike path on Red: 205’ down right, 245’ center: Distance to Parking Lot on Yellow/ Red: About 265’.
    (f) Park Benches and trees lining the bike path on Yellow are in play.


    2009 16U Lancer Classic Rules
    · Tie Breakers are as follows
    1. Head to Head match up
    2. Fewest Runs Allowed
    3. Run Differential
    4. Coin Flip
    · All Bats must be NFHS approved (no more than –3 weight/ length ratio.
    · All games have a 2 hour time limit, used at the umpires discretion. No inning can start after two hours have passed.
    · No Pitcher may pitch more than 14 innings in the entire tournament, and no more than 7 innings in one day.
    · All teams must use an EH, or Extra Hitter, meaning that each team will bat ten players. The EH can be substituted in any field position with no penalty as long as the batting order is not affected. In the case of any team dropping below nine players, the team will record an out every time batter nine comes to bat. If a team only plays with nine (9) players, the opposing team may choose to bat nine to negate any offensive advantage that may be gained. A team that bats ten must bat ten for the entire game. If a player is ejected, or leaves the game for any reason, if no substitute is available an out will be recorded into the 10 slot.
    · Any player removed from the game may return only in the original place in the batting order or a spot in the batting order which will bat no fewer than ten (10) batting slots from the original spot in the order. A substitute cannot reenter the game once removed. Violation of this rule is an automatic out after a completed pitch, with the game situation returning to the pre-pitch setting.
    · A pitcher removed from a game is ineligible to return to the Pitchers mound but may be substituted into any other position as long as the Batting Order is not affected.
    · A catcher speed up rule may be used, but is not mandatory. With two outs, in an effort to speed up the game, a catcher can be pinch ran for by a bench player.
    · There will be a ten-run mercy rule in effect after 4 ½ (bottom of the fifth) innings are completed if the home team is winning, and every other complete inning after that. There is also a 15 run Slaughter rule if a team is winning by 15 after 3 ½ innings.
    · Mike Dashineau, Tournament Director, can be reached at any time at 870-2106 for in-game rulings or disputes. All Scores must be reported to the Scorekeeper at each Park and called in to Mike Dashineau.
    · All protests must be handled immediately.
    · Only tournament rules can be protested, not an umpires judgment.
    · All Pitching Innings must be kept in each teams Official Score Book by each coach, signed by the umpire and opposing coach, and presented before each Championship Round Game. Failure to obtain these signatures will result in a forfeit loss upon a protest.
    · Any rule not listed on this sheet will be referred through National Federation of High Schools (NFHS) rulebooks.
    There is a ZERO- TOLERANCE policy at all Lewiston Parks. Any coach, player, spectator, or any other person ejected from the game must leave the confines of the park immediately and is ejected from the remainder of the tournament.


    2009 9U Lancer Classic Rules
    (1) Game Play & General Rules
    (a) Both the home and opposing teams Head Coach will meet 5 minutes prior to game time for Ground Rules and a coin flip to determine Home/ Away
    (b) Game will be six (6) innings in length with no time limits, except for those concerning sunlight.
    (c) Any rule not specifically addressed in the amended rules will automatically be referred to the 2007 Little League Rulebook.
    (d) Any protests or rules in question must be addressed immediately during the game with a Tournament Official (Dressed in red).
    (e) A ten-run mercy rule is in effect after 3 complete innings if the home team is winning and every complete inning after that.
    (f) Head-to-Head, least runs allowed, run differential, runs scored, and coin flip will be used as tiebreakers.
    (g) Any team who mercies another team will have one run added to their total for each inning they did not bat.

    (2) Offensive Rules
    (a) All teams will bat all uniformed players during the game and defensive substitution is unlimited except for the Pitcher position. A team may choose to bat either the bench, or the number of batters the opposing team is batting to negate any advantage a team with fewer players may have.
    (b) Any team that bats fewer players than on his bench (Number matching the total of the opposing team) may substitute players into any slot in the lineup. Starting players may re-enter the game only once into a spot in the order which bats after his original spot in the lineup has already batted.
    (c) A team will be forced to record an out if at any time his lineup drops below nine (9) batters for any reason.
    (d) A batter will record an out if (1) He swings and misses three pitches, (2) He takes three called strikes, (3) He is forced out at any base, (4) He is tagged out at any base, (5) A ball is caught in foul or fair territory, (6) He throws his bat after a warning is issued. (7) Use of illegal equipment
    (e) There is open stealing at second and third when the pitch crosses the plate.
    (f) At no time will a player advance home on a steal situation or passed ball. Runners must be batted home. This rule trumps all other rules including, but not limited to, obstruction, interference, out-of-play calls, and any other game-play rule that would allow a player stealing third to advance home.
    (g) To protect our kids, Sliding is Mandatory on all close plays. It is the Umpires judgment to determine which plays are close and if a player not sliding has interfered with the defensive play, or influenced the defensive players ability to make a play when a slide was in order.

    (1) Defensive Rules
    (a) Defensive Positioning. Teams may field ten players on defense. Three/Four outfielders, four infielders, a pitcher, and a catcher. Baseball purists may choose to play three outfielders.
    (b) Catchers must be in full protective equipment.
    (c) Each Outfielder should be placed outside of the framework of the infield, knowing that the spirit of the rule dictates that there shall be NO Fifth infielder.

    (2) Pitching Rules
    (a) No Pitcher may Pitch more than six (6) innings in any calendar day. A Pitcher may only pitch twelve (12) innings in a tournament.
    (b) No Pitcher shall throw more than three (3) innings in any game.
    (c) One Pitch in any inning constitutes one inning pitched.
    (d) A Pitcher who has been removed from the mound may not reenter the game as a pitcher. He may, however, play any other position on the field.
    (e) The Pitchers plant foot must stay in contact with the rubber at all times during a pitch. Any pitch deemed to be illegal by the umpire will be called a “ball”
    (f) Pitchers must wear protective helmets while warming up.
    (g) Pitchers must be dressed in full uniform and may not wear wristbands or undershirts which are not of like color to their uniform.
    (h) Innings pitched must be recorded on both teams’ official scorebooks and signed by both the coach and umpire, and Scorekeeper (if available) after each game. Failure to properly record pitching stats will lead to disqualification of pitchers upon appeal.
    (i) Any Pitcher who beans three batters in a game must be removed from the Pitcher Position.

    (3) Tie Breakers
    (a) Division Standings will proceed as follows;
    (1) Record
    (2) Head-to-Head standing
    (a) Head to Head will be used when any two teams are tied.
    (b) Head to Head will also be used if three teams are tied, but one team has beaten both teams that are tied in the division. (ex. Team A, Team B, Team C all are 2-1, Team A has beaten both Team B and Team C, lost to Team D, Team A would get the higher ranking based on Head to Head)
    (3) Runs Allowed
    (4) Run Differential
    (5) Runs Scored
    (6) Coin Flip


    2009 14U Lancer Classic Rules
    · Tie Breakers are as follows
    1. Head to Head match up
    2. Fewest Runs Allowed
    3. Run Differential
    4. Coin Flip
    5. Head to Head Matchup is thrown out whenever three or more teams have identical records, unless one team has defeated all other tied teams in the tiebreaker scenario.
    · The Lancer Classic is a Zero Tolerance Tournament for unsportsmanlike behavior by players, fans or coaches.
    · All Bats must be NFHS approved (no more than –3 weight/ length ratio).
    · All Equipment must be NFHS-Approved and deemed safe upon Umpire’s inspection.
    · All games have a 2 hour time limit, used at the umpires discretion. No inning can start after two hours have passed.
    · No Pitcher may pitch more than 14 innings in the entire tournament, and no more than 7 innings in one day.
    · All teams must use an EH, or Extra Hitter, meaning that each team will bat ten players.     · Niagara Wheatfield High School, Niagara University, Sal Maglie Stadium, and Washuta Park are no grill facilities. For team BBQ’s or lunches, please visit one of the many beautiful parks in the Niagara Region.
    · All players must be listed on the official roster.
    · All Players must be in uniform.
    · It is not required for a coach to be in uniform.
    · All coaches must be identified during ground rules. Only the Head Coach shall address the umpire or game officials or the tournament officials or director.
    · There are no minimum playing time requirements in the Lancer Classic.
    · Home/ Away for ALL games will be determined by a coin flip.


    2009 10U Lancer Classic Rules
    (1) Game Play & General Rules
    (a) Both the home and opposing teams Head Coach will meet 5 minutes prior to game time for Ground Rules.
    (b) Game will be six (6) innings in length with no time limits, except for those concerning sunlight.
    (c) Any rule not specifically addressed in the amended rules will automatically be referred to the 2009 Little League Rulebook.
    (d) Any protests or rules in question must be addressed immediately during the game with a Tournament Official
    (e) A ten-run mercy rule is in effect after 3 ½ innings if the home team is winning and every complete inning after that.
    (f) Head-to-Head, least runs allowed, run differential, runs scored, and coin flip will be used as tiebreakers

    (2) Offensive Rules
    (a) All teams will bat all nine players in the field and an EH, which can be freely substituted defensively at any time in the game.
    (b) Teams may choose to bat their entire bench as well. If at any time a player cannot take his at bat for any reason (ejection, injury, sickness, etc), that spot in the lineup will be recorded as an out.
    (c) If a team brings only nine (9) players, the opposing team has the option of batting nine players to negate any advantage.
    (d) If at any time a team bats fewer than nine players, the team must take an out in every slot to the ninth slot in the order.
    (e) A batter will record an out if (1) He swings and misses three pitches, (2) He takes three called strikes, (3) He is forced out at any base, (4) He is tagged out at any base, (5) A ball is caught in foul or fair territory, (6) He throws his bat after a warning is issued.
    (f) Stealing. A team may attempt to steal any number of bases per inning. Player can release from the bag when the ball crosses the plate.

    (3) Defensive Rules
    (a) All teams will use three (3) outfielders for this tournament.
    (b) At no time should an outfielder be positioned in the infield as an overshift.
    (c) Catchers must be in full protective equipment.

    (4) Pitching Rules
    (a) No Pitcher may Pitch more than six (6) innings in any calendar day. A Pitcher may only pitch 12 innings in a tournament.
    (b) No Pitcher may pitch more than three (3) innings in one regulation game. This includes extra inning games as well.
    (c) One Pitch in any inning constitutes one inning pitched.
    (d) A Pitcher who has been removed from the mound may not reenter the game as a pitcher. He may, however, play any other position on the field.
    (e) The Pitchers plant foot must stay in contact with the rubber at all times during a pitch. Any pitch deemed to be illegal by the umpire will be called a “ball”
    (f) Pitchers must wear protective helmets while warming up.
    (g) Pitchers must be dressed in full uniform and may not wear wristbands or undershirts which are not of like color to their uniform.
    (h) Innings pitched must be transcribed on your pitching sheet after each game.
    (i) Intentional walks must be given by the head coach telling the umpire, who will issue the walk with no pitches thrown.

    (5) Sliding Rules
    (a) There will be no head first slides except returning to a base on a pickoff attempt. A runner will automatically be called out in the event of a head first slide.
    (b) It is the responsibility of the runner to AVOID CONTACT on any close play at any base. Players who do not slide into a base on (in the Umpires opinion) a play where a slide would have affected the play, will forfeit the benefit of the doubt to the fielder.
    (c) For the safety of the pitcher covering home, It is assumed that all past ball plays at the plate are close, therefore all players must slide into home base on a past-ball play at the plate.
    (d) Sliding at any base is not mandatory, but rulings will be based on rule 5-B.
    (e) The catcher CAN block the plate, HOWEVER, per LL rules, when a catcher uses any part of his body to block the plate, that body part becomes part of the plate. For Example, if a catcher uses his shin to block the entire plate, a runner who slides into the Catchers shin before the tag has been placed will be called safe since it is assumed that the edge of the plate has been exposed.





    (6) Advancing to Sunday

    (a) All teams will advance to Sunday in Tiers.
    (b) Tie breakers will be as follows.
    1. Record
    2. Head-to-head matchup
    a. If three or more teams have identical records, H2H is disqualified, unless one team has defeated all other teams that are tied.
    3. Runs allowed
    4. Runs Differential
    5. Runs Scored Total

    (7) Parents Coach Spectator Behavior
    (a) All parents, coaches, and spectators are required to behave themselves in an adult-like and sportsman manner.
    (b) Coaches may NOT argue judgment calls. All umpires judgment calls are final. An umpire may ask for help from his/her partner umpire in the case of an obstructed view, however, coaches may NOT ask for an umpire to appeal to a second umpire on a “Bad Call”.
    (c) The Manager of the team is in charge of his entire team, including but not limited to his coaching staff, players, parents and spectators.
    (d) Any player, coach, or spectator ejected from a game is also ejected from the park for the remainder of the tournament. If an ejected party refuses to leave the site, all games will be considered forfeit.
    (e) All protests must be handled immediately by a on-site Tournament Coordinator when dealing with Baseball Rules.

    (8) Pletcher Road Park Ground Rules
    (a) Any ball hit in fair territory over the fence is considered a home run.
    (b) Any ball hit in the field of play that bounces or rolls off the bat either over or under the outfield fence will be a ground rule double.
    (c) Any ball touched by a fielder in fair territory which goes out of play after the fielder has made a play on the ball (IE Overthrow, kicked ball out of play), will result in the runners advancing to the base they were going to plus one base.

    2009 13U Lancer Classic Rules
    · Top Four teams advance to Championship Bracket on Sunday. All other teams are broken up into Tiers based on their Seedings Games’ record.
    · Tie Breakers are as follows
    1. Head to Head match up
    2. Fewest Runs Allowed
    3. Run Differential
    4. Runs Scored
    5. Coin Flip
    · Players, Spectators, and Coaches have a Zero Tolerance Policy for bad behavior.
    · There is no Bat restrictions in this tournament.
    · No inning may begin after 2 hours have expired.
    · No Pitcher may pitch more than four (4) innings in one game.
    · All teams must use an EH, or Extra Hitter, meaning that each team will bat ten players. The EH can be substituted in any field position with no penalty as long as the batting order is not affected. Teams playing with only nine players will NOT be required to take an out in the 10th slot as long as there are only nine players present. Any time a team bats eight (8) players or less, an out must be recorded for the ninth slot and any vacant batting slot.
    · If a team competes with only nine players, the opposing team may choose to bat nine players as well to negate any advantage the team batting nine (9) will have.
    · Teams may also choose to bat their entire lineup and substitute freely. However, if a team chooses that option, if any player in the order cannot take his at bat for ANY reason, that batter will be called out. This applies to ejections, injury, illness or any other reason for a batter to not take his at-bat.
    · Any starter removed from the game may return to the game in the same batting position he left, or in a batting slot that bats after his original spot would have batted. (IE: A player pulled in the second inning cannot move into a position in the lineup that would have him bat before the player who replaced him bats. Ten batting slots must pass before the returning player is eligible to bat). Once a Substitute player is pulled from the game, that player is ineligible to return.
    · A pitcher removed from a game is ineligible to return to the Pitchers mound but may be substituted into any other position as long as the Batting Order is not affected.
    · There will be a mercy rule in effect after 4 complete innings are played.
    · The mercy rule will be called with a 12 run deficit after four innings, and a ten run deficit after five innings.
    · No head first slides, except on plays returning to a base (pickoff)
    · Sliding is not mandated, but it is the runners responsibility to avoid contact on close plays at any base.
    · Any rules not governed by this set of rules will be referred to the 2009 Little League Rulebook


    2009 70' 11U Lancer Classic Rules
    (1) Game Play & General Rules
    (a) Both Head Coaches will meet 5 minutes prior to game time for Ground Rules and a coin flip to determine Home/ Away.
    (b) Game will be six (6) innings in length with a two-hour Time limit.
    (c) Any rule not specifically addressed in the amended rules will automatically be referred to the 2009 Little League Rulebook.
    (d) Any protests or rules in question must be addressed immediately during the game with a Tournament Official (Dressed in white or green).
    (e) A 12-10 mercy rule is in effect after 3 complete innings if a team is winning by twelve, and four complete if a team is winning by 10 and every complete inning after that.
    (f) Head-to-Head, least runs allowed, run differential, runs scored, and coin flip will be used as tiebreakers

    (2) Offensive Rules
    (a) All teams will bat ten players only during the course of the game. All teams must use an EH. If only nine players are dressed, the team with nine players will not suffer an out for the 10th slot. (See Rule 2-b)
    (b) If a team only fields nine (9) players, the opposing team has the option of batting nine players in their lineup to negate the one-batter advantage.
    (c) If, at any time for any reason, a team drops below nine (9) batters, an out will be recorded for every batting slot to the ninth spot in the order. A team will not be forced to record an out in the tenth slot, even if the opposing team decides to bat ten against a nine-man team.
    (d) A batter will record an out if (1) He swings and misses three pitches, (2) He takes three called strikes, (3) He is forced out at any base, (4) He is tagged out at any base, (5) A ball is caught in foul or fair territory, (6) He throws his bat after a warning is issued.
    (e) Stealing. A team may attempt to steal any number of bases per inning. Stealing is allowed at all bases. Stealing is “Free Release” Cooperstown Rules, meaning players are allowed to lead off and move from the bag at any time.
    (f) A player removed from the game may reenter the game only once, in his original place in the batting order or into a spot which is lower in the order so the re-entering player does not bat before his original place in the lineup would have batted. Once the re-entering players original spot in the lineup has passed, the batter can enter into any batting slot in the order. A player who did NOT start the game may NOT re-enter after he is removed.

    (3) Pitching Rules
    (a) No Pitcher may Pitch more than six (6) innings in any calendar day. A Pitcher may only pitch 12 innings in a tournament.
    (b) One Pitch in any inning constitutes one inning pitched.
    (c) A Pitcher who has been removed from the mound may not reenter the game as a pitcher. He may, however, play any other position on the field.
    (d) The Pitchers plant foot must stay in contact with the rubber at all times during a pitch. Any pitch deemed to be illegal by the umpire will be called a “ball”.
    (e) Pitchers must wear protective helmets while warming up.
    (f) Pitchers must be dressed in full uniform and may not wear wristbands or undershirts which are not of like color to their uniform.
    (g) Innings pitched must be reported to the tournament director after each game.
    (h) There is no hits batsmen rule.
    (i) There will be one warning given for a balk to the offending team. An out cannot be recorded on a balk for which a warning was issued.

    (4) Tie Breakers
    (a) All teams will advance to Sunday in Tiers determined by the final standings after the seeding rounds (Thurs. – Sat).
    (b) Division Standings will proceed as follows;
    (1) Record
    (2) Head-to-Head standing
    (a) Head to Head will be used when any two teams are tied.
    (b) Head to Head will also be used if three teams are tied, but one team has beaten both teams that are tied in the division. (ex. Team A, Team B, Team C all are 2-1, Team A has beaten both Team B and Team C, lost to Team D, Team A would get the higher ranking based on Head to Head)
    (3) Runs Allowed Total.
    (4) Run Differential
    (5) Runs Scored
    (6) Coin Flip

    (5) Pletcher Road Park Ground Rules
    (a) Any ball hit in fair territory over the fence is considered a home run.
    (b) Any ball hit in the field of play that bounces or rolls off the bat either over or under the outfield fence will be a ground rule double.
    (c) Any ball touched by a fielder in fair territory which goes out of play after the fielder has made a play on the ball (IE Overthrow, kicked ball out of play), will result in the runners advancing to the base they were going to plus one base.
    (d) Any ball hit in the field of play that rolls or bounces over the bike path (Yellow and Red Diamonds) will automatically be called and the runners will advance according to the base they were going to plus one base.
    (e) Any ball that is hit on the fly onto or over the bike path, parking lots, skate park, or any other field obstruction will be considered a home run. (Distance to Bike Path on Yellow: about 240’: Distance to bike path on Red: 205’ down right, 245’ center: Distance to Parking Lot on Yellow/ Red: About 265’.
    (a) Park Benches and trees lining the bike path on Yellow are in play.
