League Rules
2010-2011
All playing and participation rules, unless otherwise herein noted, shall be in accordance with the Official High School Association (Federation). The rules and regulations, which along with the Federation rules shall govern play of inter-center and intramural games as follows:
• Exceptions to the Federation rules are included in the section for each age group.
Playing time:
• Each player must play a quarter of the 1st half and a quarter of the 2nd half. Medical exception: If you have a player who has asthma or any other medical condition, you must let the other coach know before the game.
• If a player arrives late, but within the first quarter, she still must play 2 full quarters. If a player arrives during the 2nd quarter, she must play at least 1 full quarter in the second half of the game. Any player reporting after the completion of the 2 quarters will play only at the discretion of the coach.
Conduct
• Unsportsmanlike conduct by players, coaches, or spectators will not be tolerated and shall result in ejection from the gym.
• Coaches are a role model and representative of the Reisterstown Recreation Council and are expected to demonstrate good sportsmanship at all times around the athletes. Please refrain from the use of alcohol prior to games and practices.
• Please be considerate and respectful to the officials. Only one official will be used for 9/10 games, 2 officials for 11/12 and 13/16 games. Unfortunately there maybe a time when only one official shows-up. Please show your cooperation.
Facilities
• Some schools have Recreation Leaders and others have custodians that are there to assist. Please cooperate with all. AT NO TIME SHOULD FOOD or BEVERAGES (other than water, not including sports drinks) be taken into the gym. Please communicate this to parents and athletes.
• Regular season league and tournament games must be played on the date and time scheduled. The Recreation Council may postpone games due to inclement weather. If the Baltimore County Snow Emergency Plan is in effect or schools have been closed for the day due to inclement weather, then all basketball activities are cancelled.
Game play
• A team may play with only four players.
• Only the head coach can stand during the game. All other coaches must remain on the bench and should not address the referees, but set a good example for the players. (Yes...this is required of High School coaches as well.)
• If a team has a lead of over 15 points, the coach should limit the amount of fast breaks against the losing team, so not to appear to run up the score. (This is a good time to run plays and work to get the girls who do not normally score to score.)
• Each team must supply a person to do either the book of the clock for every game.
• If a player drops out of the program, the coach must contact the age group commissioner immediately.
• The winning coach should call the age group commissioner after each game with results of the game.
• Please remind all parents to watch other siblings during the games and practices. Young children should be supervised at all times. Do not allow children to run around in the hallways.
Standings/Awards/ Tournament
• Awards will be presented for 1st and 2nd place for the tournament. (Clinic will not have a tournament – and awards will be given to all players.) Standings for the regular season will be keep for tournament placement only.
• Ties will be broken by:
o Record of teams regular head to head competition
o Total points scored against each other
o Coaches vote
o Coin flip
• The tournament will be a double elimination tournament.

2010/2011
CLINIC
• The purpose of the Clinic is to teach the fundamentals, encourage interest in the sport and participate in modified games as appropriate.
• A regulation women’s basketball will be used.
• Eight-minute running time quarters, stopped clock only for foul shots and last two minutes of the 2nd and 4th quarters.
• No backcourt defense.
• Each player must play a full quarter of the 1st half and a full quarter of the 2nd half.
• Each player has 6 fouls per game.
• If a player commits 3 fouls in one quarter of the 1st half, then she may be taken out of that quarter and sit out until the 2nd half. She must play an entire quarter in the second half. (Unless she fouls out)
• Five, one-minute time-outs per team per game.
• Bonus on the 7th team foul for each half. (1 and 1 free throws)
• Double bonus on the 10th team foul for each half. (2 free throws)
• NO JEWERLY during the game.
• Possession will be determined by a coin toss.
• Must have 4 players to start the game.
• All travel players MUST play in-house.
• Over-time
o 2 minute stopped clock
• 1 additional time-out per team. (other time-outs may be carried over.)

9/10
• A regulation women’s basketball will be used.
• Eight-minute running time quarters, stopped clock only for foul shots and last two minutes of the 2nd and 4th quarters.
• No backcourt defense except for the last 3 minutes of the 2nd and 4th quarters.
• Each team may be given 2 warnings if violating the backcourt defense rules.
• Slaughter rule – anytime one team is up by 10 points or more, they cannot play backcourt defense. The team that is down in points can play backcourt defense if within the last 3 minutes of the 2nd and 4th quarters.
• Each player must play a full quarter of the 1st half and a full quarter of the 2nd half.
• If a player commits 3 fouls in one quarter of the 1st half, then she may be taken out of that quarter and sit out until the 2nd half. She must play an entire quarter in the second half. (Unless she fouls out)
• Each player has 5 fouls per game.
