The BQFL Rules

Start of Game:

1. All games are 36 minutes....Two 18minute halves.

2. Coin Toss: If you win the toss you can give up possession.There is no deferring for the wind each team switches sides at halftime.In the playoffs the higher seed will call the flip.

3. Ref fee and stat keeping fee will be collected at start of game 3 refs $80.00..2 Refs $70.00..
4. Forfeit Time:A Once the 15 minutes are up, the losing team will pay 160 or 140 dollars , if a team forfeits a game twice in one season, they are out the league.
B. NO MORE COMING TO THE PARK AND PAYING FOR LOSSES IT WILL BE A FORFEIT.

C.IF YOU ARE LATE TO A GAME WE WILL GO 36 MINUTES STRAIGHT AND TEAM THAT IS ON TIME WILL HAVE THE BALL.

D. EVERY TEAM BEFORE STEPPING ON THE FIELD NEEDS TO HAVE THAT 160 PAID.
5. 5 players are needed to start a game. The opposing team has a choice to play regular throw offs or start at the 5 yard line.

6. A player must play in a least half of his team games to be eligible to play in the Playoffs.

7. There are 3time outs per half.Half time will be four minutes. A team cannot call 2 time outs in a row with out a play.(5 yard penalty and charged timeout)

8. There will be a running clock. At the two minute warning of each half,the clock will stop like nfl rules  such as incoplete pass stepping out of bounds and change of possession.

9. After each extra point attempt, the thirty second clock will start, if either team is not ready, a delay of game will be called. This will result in a five yard penalty.

10. At the start of each game, an offensive and defensive captain will be noted. During live play only the captains/coach can dispute a call.

11.30 second clock starts after change possession. The defense has 20 seconds to be set. There after the offense can hike the ball once the ball is set. Also after a time out will be asked if they are set.

12. All offensive players must be out of the huddle and within 5 yards of the line of scrimmage, before they hike the ball, if not, 5yd penalty.

13. Five second count.

14.QB can run after the 5 sec count.

15. If the plain is cross between the hiker and QB, the hiker can not rush the QB. If an offensive player touches the hiker, then the ref will stop counting and the hiker can rush the QB.

16. A catch consist of 2 feet in-bounds. 



Throw Offs:

1. The kickoff team will have only one attempt. If the ball is thrown or bounces though the end zone, then the ball is place on the 5 yard line. If the ball bounces out of bounds before the end zone then the ball is place on the 45 yard line or where the ball went out of bounds. Offense has the choice.Also if throwing team goes offsides ball will go on the 45 or choice of play.if recieving team has too many men ball will go owhere offensive team first touches the ball plus 5 yards back.

2. The ball is only live on kickoffs once it passes mid-field, if an offensive player touches the ball before mid field then the ball is live. If a offensive player touches the ball, the defense can recover and advance the ball. If the ball is recovered by the defense on the offenses side of the 50, play is blown dead and it is defenses ball.

3. When a team punts the ball, the ball is placed where the ball goes out of bounds. There is no live ball during punts. If the receiving teams drop the ball, the play is blown dead, and the ball is spotted at the spot of the drop ball. If the ball bounces backwards and no one touches it and its stays in bounds, the ball is spotted where it stops rolling.

4. Once the offense makes a decision to either go for it, or punt on fourth down, they can only change their decision by calling a time out or on a penalty. On a punt, the throwing team will be allowed to have 2 gunners they must be on opposite sides. once the ball is hiked, then only the snipers can run down field until there is a 5 count or the ball is thrown. The receiving team can attempt to block the snipers all the way down field. The ball must be thrown before the 5 count if not the receiving team receives the ball at the line of scrimmage.

5. ONLY 1 PLAYER FROM The receiving team can call for a fair catch on the kickoff only that receiver can catch the ball. The ball cannot be advanced on a fair catch. If the receiving teams muff the catch, the ball is live until possession is established. Only on kickoffs.ITS A 15YD PENALTY IF ANOTHERR TEAMATE CATCHES THE BALL.

6. If a player muffs the ball on a punt it is spotted where it is dropped.

7. If a player runs out of the end zone, then is tagged in the end zone, then it's a safety.

8. If the throwing team does not respect the fair catch request, then it is a 15 yard penalty.If throwing team doesnt give 3 feet even without fair catch it is a 15 yd penalty

Penalties:
Illegal fair catch. If more then 1 person calls fair catch it is a 15 yard penalty. If the person other then the person who called fair catch catches the ball on a fly play is blown dead upon possession of the ball and a 15 yard penalty.

1. Off side on the offense: A 5 yard penalty will be imposed. Then, the play is considered blown dead and the offensive team will repeat the down.

2. Defensive Off sides: The offense has a choice of taking the play or marking five yards off and repeat the down. The play is not considered blown dead.

3. Defensive Holding: The offense has a choice of taking the play, or 10 yards from the line of scrimmage, replay the down.

4. Offensive Pass Interference: 15 yard penalty from line of scrimmage.

5. Defensive Pass Interference: The ball is placed at the spot of the penalty and replay the down.

6. Defensive Chucking After Five Yards: The offense can either take the play or 5 yards, replay the down.

7. Touching or bumping a ref will get you thrown out the league.no excuses.

8. Illegal Tag or Hit: (Use of forearms, tackling, excessive slap tag) 15 yards, this is also a personal penalty. After 2 personals, a player will be ejected.

9. Touching Ref Equipment in anyway will result in a player or players being ejected, a 15 yard penalty and the player or players will be suspended for the next game. A second infraction by the same player of players will result in the player being banned from the league for the rest of the season.

10. If a player is pushed out of bounds, he cannot be the first player to touch the football. It will result in a 5 yard penalty no catch.

11. If the QB throws the ball past the line of scrimmage: The defense can decline or accept the penalty, loss of down, 10 yards. Even if he runs first, stops then throws the ball. The play is not blown dead.

12. If the defense has too many men on the field, the offense has a choice of either taking the play, or 5 yards and repeat of down.

13. If the offense has too many men on the field, the play is blown dead, and 5 yards will be marked off.

14. Only 7 players are allowed to break a huddle. Any infractions will result in a 5 yards penalty.

15. Offensive Blocking In the Back (clipping): 15 yards from the spot of the penalty and the loss of down. Defense can either take the ball or the penalty.

16. Cursing at the ref-personal foul-15 yards.

17. Taunting: A 5 yard penalty, if after a score-marked off during the throw off.

18. Delay of Game: Is 5 yards and replay the down. If the offensive is near the 1st down, the hiker rushes the QB, without being touched, it will result in a 10 yard penalty.

19. If a team calls a time-out without having any, it will result in a 10 yard penalty and a 15 second run off.

20. If a ref blows inadvertent whistle the following will apply:
a. If there is a catch before the whistle is blown, the player will be blown dead from the spot of the receiver at the time of the whistle. Next down will be played.

b. If there is not a catch, deflection, incomplete pass, tip ball, the play is replayed.

c. If there is an interception, the ball is rewarded to the defense and the play is blown dead from the spot of where the defender is at the time of the whistle.

21. Any team brawls will result in both teams being ejected from the league.

22. If a player takes a swing at anyone during the game, the player that threw the first swing, even if they did not connect, will be suspended for 3 games. Any other incident will be a ban of one year.

23. If a player throws a punch and he is not the first one to throw the punch, then that player will be suspended for one game. (Ex: A player defending himself after someone already has thrown a punch).

24. If a player is thrown out of a game twice during the season, they will be ejected for the season.

25. Once a player is thrown out of the game, he must leave the park immediately.

26. If after an altercation or a player is thrown out of the game, that player has three minutes to leave the park. If not, his team will get a loss.

27. If at the end of regulations the score is tied, the game will go into overtime. It will consist of five minutes. Each team will have 1 time out(TIMEOUTS DO NOT CARRY OVER), and there will be a two minute warning.

28. In the playoffs, the game will continue until one team scores.

29. If at the six minute mark, a team is winning by 17 points or more, then the mercy rules takes effect.

30. If a player threatens the ref in any way, that player will be thrown out of the game and suspended for two future games. The ejected player will have three minutes to clear the park. If not, his team will be given a loss. In addition, the player will not be granted access to the park for two weeks. He is suspended. If there is an extended issue, that player's team will be given a forfeit that day.

31. After a team has made their decision on 4th down whether to kick or go for it, they may change their decision after a penalty OR a timeout is called.

32. A team WILL NOT be allowed to change their decision on a extra point NO MATTER WHAT, NOT EVEN IF THERE'S A PENALTY CALLED on the defense OR YOU WANT TO CALL A TIMEOUT YOU WILL NOT BE ALLOWED TO CHANGE YOUR DECISION. If your QUARTERBACK(THE ONLY PERSON WHO IS ABLE TO MAKE THE CHOICE) decides to go for 1OR2, you have to go for 1OR2!

33. At the end of each half -The defense goes offside under 2 minutes there is a 15 yard penalty (This is not a PERSONAL FOUL SO THE OFFENSE HAS THE CHOICE OF ACCEPTING OR DECLINING). Time is put back on the clock, 15 yards is marked off and clock is stopped(ONLY IF THE PENALTY IS ACCEPTED). If the penalty is declined the ref will mark the spot and clock will run. Also with 5 minutes remaining before halftime & end of game the receiving team will have the option of declining a personal foul call only during this time in the game.

34. No more fighting u will get thrown out the league.No more abuse of the referees u will get thrown out the league

35.GAMBLING IS NOT ALLOWED IN THIS LEAGUE IT RUINS THE INTEGRITY OF THE GAME IF YOU SEE IT LKET ME KNOW.

36.All league money is non refundable and needs to be in by 6th week and half is due by week 4.A deposit of 200 is due 1st week of season.

37.Any other rules that we missed will be reviewed by the commissioner and then will be entered into the rule book immediately.

38.when you are thrown out of a game you are thrown out for other divisions also and your suspension will be for all divisions that u play.
