Policand Procedure

 

Article 1

 

Section 1: NAME

The Cluba non-profit 501.c.3 organization shall be known as the North Roanoke Recreation ClubInc. hereafter called the NRRCThe colors of this club shall be goldgreenblack and white.

Section 2: Mission Statement

The North Roanoke Recreation Club is dedicated to "Giving Youth Athletes the Opportunity" to develop their skills and to utilize sports as a vehicle for developing self-esteem, disciplineand confidencewhile exhibiting good sportsmanship.

   Section 3: Our Guiding Principals

Our Mission is supported by the following guiding principles:

 

1.    Provide quality coaching focused around the athlete'development in skills, self-esteemdisciplineand confidence.

2.    Provide an atmosphere which fosters development, competition, and

learning how to win and lose in a way that encourages positive sportsmanship.

3.    Partner with Roanoke County Parks and Recreation and our North County

Schools (BurlingtonGlenn Cove and Mountain View Elementary Schools) providing quality facilities that support our recreatioprograms, as well as the programs of our schools, where our participants may aspire to be young athletes .

4.      Partner with ouNortCounty Middle and High School athletiprograms to

integrate these programstheir spiritand their philosophy into our youth athletic programs to foster a high degree of community within our North Roanoke athletic programs.

5.    Foster an environment which helps our athletes understand as Vince

Lombardi saidthat "Winning is not everything but making the effort to win is."

 

 Section 1 Fees

Article 4

 

Fees:      There will be a registrationfee per child, per sportThe fee will be announced at the beginning of each sport. Fee payment may be made using online credit card or check/money order by mail.  All returned check fees will be $35.00.

Before any child can participate, the family must be in good standing with the club as a whole.  All boys and girls interested in playing any sport must register for each sport each year.

No child will be issued a uniform until they are registered and the registration fee is paid. No child will be issued a uniform if he/she has a uniform from another sport that has not been returned to the club or any outstanding fee has not been paid. No player can be on two rosters/teams of the same sport concurrently within the clubThe result of such an action will be forfeiture of the teams' prior games and the player will be removed from both rosters.

Note: Instructional leagues (i.e. Fall ball and spring soccer) do not count as being on  two rosters.

Section 2 Funds

Funds All funds collected using the name of the club shall be transacted through the treasury of the club. All invoices will be turned into the Treasurer foprompt payment. All checks are required to have signatures of both President and Treasurer.

 

Section 1 Executive Board

Article 5

Executive Board: The business and property of NRRC shall be managed and controlled by NRRC's Executive Board. The number of Board members shall not be less than one or more than five. The Executive Board consists of The PresidentVice President; Athletic DirectorTreasurerand Recording Secretary.

Term of Office: All Board members need be a resident of the Commonwealth of Virginia. Each Executive Board member shall hold office for a minimum term of one year, and shall remain in office until his/her successor shall have been chosen and qualified in his/her stead.

In the case of death or resignation of any Executive Board member or any vacancy in the office occurring from any causethe remaining Board members may elect the successor to hold office for the unexpired portion of the term until the election or qualification of his successor..

Power of the Executive Board: The Executive Board shall have the power to door cause to be doneall acts and things within the corporate powers of the corporationnot required by the laws of the Commonwealth of Virginia or by these bylaws to be done by the members. The Executive Board may dismiss any coach,

 

not attend at the time and place appointedthose who do attend might adjourn from time to time until the business of the meeting is completed.

 

 Article 6

Section 1 Officers President:

The President shall preside at all meetings of the membersExecutive Board and of

the Board of Directorsshall sign and execute all notescontractschecks and other papers which the Board of Directors expressly authorize him to sign for or on behalf of NRRC and have custody of all deedscontracts and other valuable papers of the corporation; and shall perform such other duties and have such further authority as the Board of Directors from time-to-time prescribe.

Vice President:

The Vice President shall perform the duties of the President during the absence of or the disability of the President or when his office is vacant. He shall assist the Ways and Means Director in the functions of that officeThe Vice President shall perform such other duties as the Board of Directors may from time-to-time prescribe.

Concessions Directors  (1 Walrond and 1 Northside]:  The Concessions directors shall be responsible for the operations of all concessions and/or be the liaison between the Board of Directors and any vendors the Board may form a contract. He shall keep the Records of all Transactions and furnish a financial report to the Board. The Concessions directoshalperform such other duties and have such further authority as the Board of Directors may from time-to-time prescribe.

Recording Secretary: The Recording Secretary shall:

1.   keep the minutes of all meetings;  prepare  and  provide  those  minutes  for approval to the Executive Board; keep Roanoke County Parks and Recreation Department advised of all officer changes;

2.  keep all stationary and envelopes

3.   Advise all Board members of meetings.

4.   shall perform such other duties and have such further authority as the Board of Directors may from time-to time prescribe.

Correspondence Secretary: The Correspondence Secretary shall:

1.   keep an updated Coaches and Assistant Coaches list per sport

2.   keep a list of Board Members and their tenure that are due for service awards.

3.    the Rosters turned into the County will be the same Rosters archived on thNRRC Registration siteAll archived Rosters will be considered the official Rosters

 

The Athletic Director shall perform such other duties and have such further authority as the Board of Directors may from time-to-time prescribe.

Equipment Director:

The Equipment Director shall authorize the purchase of equipment/uniforms and necessary items needed for the performance of the teams sponsored by the club.

 

He shall also present itemized budgets for each sport for approval by the Executive Board before the purchases are made.  The Board must approve any additional items needed over and above the budget. Purchase orders or proper verification by the Equipment Director must be used for all purchases.

 

The Equipment Director shall perform such other duties and have such further authority as the Board of Directors may from time-to-time prescribe.

 

No equipment shall be sold under any circumstances without the permission from the Executive Board. The Executive Board will hold any coach or parent found guilty of infraction to this rule responsible for the cost of the equipment as set forth.

 

It will be the responsibility of the coaches to collect all uniforms and equipment and to return the aforementioned to the Equipment Director by a specified date.

 

Ways Means Director:

 

The Sponsorship/Ways & Means Director shall be in charge of all money making projects for the Clubincluding team pictures, and items to be sold as well as other fundraising opportunities to be decided on and approved by the Board.

 

He shall also be in charge of all sponsorshipswhich includes:  renewal; procurement; and thanking the sponsors for their support.  The Sponsorship/Ways & Means Director shall perform such other duties and have such further authority as the Boarof Directors may from time-to-time prescribe.

  

Facilities Director:[1 Walrond & 1 Northside]

The Facilities director shall work with County Parks and Recreation and the County Planning commission regarding any capital improvements made or proposed to facilities used by the club. He shall also represent the club on such projects of capital improvements and oversee such projects where authority and control is granted by the club. The Facilities director shall assist the Athletic and Sport Directors on securing facilities for the preseasonpostseason play which are sponsored or hosted by NRRC, IncThe Facilities Director shall perform such other duties and have such further authority as the Board of Directors may from time-to­ time prescribe.

1.   General Policy

Policy and Procedure

 

1.1  All sports will adhere to Roanoke County Rules first and follow League or other rules as applicable.

1.2  All North Roanoke Teams shall wear only uniforms that have been issued and approved by NRRC, Inc. every attempt should be made by the parents, coaches and commercial sponsors to adhere to this rule.

 

1.3  The number of members on a team will be determined by NRRC except where regulated by existing county rules.

 

1.4  No child shall be dropped from a squad/team by coaches without approval from the Executive Board.

1.5  Redrafting of sports teams is highly recommended unless compelling reason is provided by the Sports Director not to. Approval by the Executive Board will be required.

2.  CONDUCT  AND DISCIPLINARY ACTIONS

Actions and conduct at sporting events sanctioned by North Roanoke Recreation Club is done in accordance with conduct and disciplinary procedures as set forth by Roanoke County Parks, Recreation and Tourism consistent with the prescribed Roanoke County Conduct Policy which is posted on the Roanoke County Web

SiteRoanoke County ParksRecreation and Tourism has overall authority for evaluation and disciplinary actions as it relates to sporting events sanctioned by Roanoke CountyThe North Roanoke Recreation Club may take further action beyond that imposed by Roanoke County should the Executive Board deem such additional action is necessary.

The Executive Board will review each situation on a case by case basis and recommend disciplinary action to the full Board of Directors who shall then vote on recommended action. The action shall then be communicated by and enforced by the Athletic Director.

2.1  Conduct:

1)  Using profanity will not be allowed by any coach, parent, or player while at the playing field;

2)  No team shall be left unsupervised during any practice or league game;

3)  The use of alcohol of any type is prohibited;

4)  Abusive language toward players or officials will not be tolerated;

5)  Coaches are responsible for the conduct of the parents and players on his/her teamIf the coach cannot handle parentsthe head official will forfeit the game to the opposing team.

5.  Trophies and End of Season Festivities

5.1 The club will guarantee that all sports will receive equal trophies based on county decisions. The regular season league champion (based on win/loss records) will receive trophies. If any league consists of two divisions, there will be a playoff and the winner will receive trophies, unless the winner is the regular season champion. When teams are involved in interlocked leagues, the North Roanoke team with the best win/loss record will receive trophies. The league must consist of more than one North Roanoke team.  The Executive Board only, reserves the right to increase the registration fees in any sport to cover the cost of trophies, uniforms, and /or equipment. This means individual team trophies; each child on the team will receive a trophy. No individual merit trophies will be given.                                                                                                 Cheerleaders will receive trophies equal to the team winning trophies. All trophies shall be comparable in size and price for all sports. The Executive Board must approve any additional trophies to given to participants when numbering more than one per sport.

5.2  No trophies or plaques shall be given to players in any sport including cheerleading by any commercial sponsorexcept as duly authorized by the Executive Board. Commercial sponsors who break this rule will forfeit their fees and advertising and will be eliminated from club property and facilities used by the club.

5.3  Small tokens or gifts of appreciation may be given to each team player at their banquet by the coaches/parents. These tokens should not be any larger than ½ the size of first place trophies (which are 12") and /or more extravagant than $15 per player and this cost will not be reimbursed by NRRC.

5.4 NRRC, Inc. will not be responsible to cover the cost of the end of season banqueUparty for any sport.

 

 

 

NRRC DRAFT PROCEDURES

 REVISED THROUGH 1/4/2020 

HEAD COACHES CHILDREN

THE SONS AND DAUGHTERS OF HEAD COACHES WILL NOT BE IN THE DRAFT.  THEY WILL AUTOMATICALLY BE ASSIGNED AS THE LAST SELECTION TO THE TEAM THEIR PARENT COACHES.

WHEN A HEAD COACH DOES NOT HAVE A CHILD ON THE TEAM BUT HAS A RELATIVE (E.G. GRANDSON/DAUGHTER; NIECE/NEPHEW; STEP-SON/DAUGHTER) ON THE TEAM, THAT CHILD WILL BE TREATED AS A PROTECTED PLAYER IN THE DRAFT.

 BROTHER/SISTER RULE

IF TWO OR MORE SIBLINGS ARE ENTERING THE DRAFT AND BOTH ATTEND THE DRAFT, THE ATHLETIC DIRECTOR AND SPORTS DIRECTOR SHALL MAKE A DECISION BASED ON THE EVALUATION OF THE CANDIDATES ABILITY DURING TRYOUTS ON WHAT ROUND OR BONUS ROUND EACH CANDIDATE SHOULD BE DRAFTED.  AS SOON AS THE FIRST IS DRAFTED, THE OTHER (S) SIBLING SHALL ALSO BE TAKEN IN THEIR EVALUATED ROUND.  IF DRAFTED AFTER EVALUATED ROUND, THE SIBLINGS WILL AUTOMATICALLY BE THE NEXT PICK.  IT IS MANDATORY THAT THEY REMAIN ON THE SAME TEAM. IF THERE IS A SIBLING PICK WHERE ONE ATTENDS TRYOUTS AND THE OTHER IS A “NO-SHOW”, BOTH SIBLINGS WILL AUTOMATICALLY BE ADDED TO A POOL FOR RANDOM SELECTION. THE “NO-SHOW” WILL BE SLOTTED INTO A ROUND OF THE DRAFT BASED ON THE CONSENSUS OF THEIR ABILITY. IF NEITHER CHILD SHOWS FOR THE DRAFT, AS SOON AS ONE OF THE SIBLINGS ARE PICKED “OUT OF THE HAT”, THE OTHER SIBLING WILL AUTOMATICALLY BE THE NEXT PICK (WHETHER BONUS OR REGULAR ROUND).

 BONUS PICKS

ANY HEAD COACH WITHOUT A CHILD (OR ANY OTHER PROTECTION) WILL RECEIVE A BONUS PICK IN THE 1ST, 2ND, OR 3RD ROUND, DEPENDING ON THE STATUS OF THE LEAGUE AT THE TIME OF THE DRAFT.

TRADES

IF A NEW COACH HAPPENS TO BE THE PARENT OF A PLAYER ON ANOTHER TEAM IN THAT LEAGUE, THE OLD TEAM WILL BE COMPENSATED FOR THE LOSS OF THE PLAYER (WHO WILL AUTOMATICALLY GO TO HIS/HER PARENT’S TEAM).

1.         BOTH THE SPORT AND ATHLETIC DIRECTORS AGREE ON THE ABILITY LEVEL OF THE COACH’S CHILD MOVING AND EQUATE IT TO A ROUND PICK IN THE DRAFT.

2.         THE TEAM LOSING THE PLAYER WILL THEN RECEIVE A BONUS PICK, AT THE END OF THE AGREED ROUND AS COMPENSATION.

DRAFT

EVERY TEAM WILL HAVE A 1ST ROUND DRAFT PICK EXCEPT IN A CASE WHERE A SPECIAL REQUEST IS GRANTED AND THE SKILL LEVEL PLACES A CHILD.

ONLY PLAYERS ATTENDING A TRYOUT WILL BE DRAFTED TO A TEAM. “NO-SHOWS” WILL BE RANDOMLY SELECTED TO TEAMS THROUGH A DRAWING OF NAMES FROM A POOL. AT ANY POINT IN THE DRAFT, A COACH MAY ELECT TO DRAW A “NO-SHOW” RATHER THAN PICK A PLAYER THAT TRIED OUT. THIS OPTION IS AVAILABLE UNTIL ALL PLAYERS WHO TRIED OUT ARE DRAFTED. AT THAT POINT, IF THERE ARE ANY “NO-SHOWS” YET TO BE ASSIGNED, THE REMAINING COACHES WILL DRAW THEIR NAMES IN THE NORMAL ORDER OF THE DRAFT.

“NO-SHOWS”

OPTIONS ON “NO-SHOWS” IN AGES 11 AND ABOVE WITH THE ATHLETIC AND SPORTS DIRECTORS APPROVAL, THESE PLAYERS CAN BE EVALUATED AND REMOVED FROM THE “NO-SHOW” POOL AND CAN BE EVALUATED AS IF BEING PRESENT AT TRYOUTS.

SPECIAL REQUEST

HEAD COACHES ARE ENTITLED TO (2) REQUESTS.  THESE REQUESTS CAN BE A PARENT REQUEST, A REQUEST FOR AN ASSISTANT COACH OR BOTH.  THE CHILD WHILE BE EVALUATED ON SKILL LEVEL AND THEN WILL BE PLACED IN THAT ROUND OF THE DRAFT FOR THAT HEAD COACH.  AT THE TIME DURING THE DRAFT WHEN SPECIAL REQUEST ARE ENTERTAINED IF THERE ARE ANY OBJECTIONS (ONE) THEN THE REQUEST WILL NOT BE HONORED (WITHOUT DISCUSSION).

DRAFT ORDER

SELECTIONS WILL BE MADE USING THE SNAKE DRAFT PROCEDURES.  FOR INSTANCES EACH TEAM COACH WILL MAKE SELECTION BY THE PREDETERMINED ORDER IN THE FIRST ROUND.  WHEN THE FIRST ROUND IS OVER, THE TEAM THAT PICKED LAST WILL HAVE THE FIRST SELECTION IN THE SECOND ROUND.  AT THAT POINT IT WILL GO BACK AND FORTH.

 

·          ONLY ONE TEAM COACH IS PERMITTED IN THE DRAFT ROOMS WITH THE SPORTS DIRECTOR AND/OR NRRC BOARD MEMBER.
