Dear Coaches and Player-Families:
Welcome! To the Nassau Development Program (NDP).
The NDP is a cooperative partnership of the Garden City Centennial, Lynbrook/East Rockaway, Plainedge, Plainview Old Bethpage, Rockville Centre, Valley Stream, and West Hempstead Chiefs soccer clubs.
This program began in the fall of 2010 as a platform for Under 9 (U9) intramural players and expanded in the fall of 2011 to include Under 8 (U8) intramural players. NDP involves controlled games (“friendlies”) within a group of geographically convenient soccer clubs sharing a common focus on proper, age-appropriate match conditions in support of a focus on the development of U8 and U9 players.
Competition is a central element in a player’s development. At the youth level (ages 6-12); however, a competitive environment should not be a result-oriented environment. The differences must be clear. A competitive environment at the youth level encourages decisions from player and coach alike that focus on performance rather than outcome (favoring ball skill and inventiveness as the means to find success within the rules and spirit of the game).
The result is just one indicator of performance and at this age, not the most important one…At the youth level, matches are important as a means to player development (enjoyment, ball skill, insight, and fitness), not as the aim. These competitive situations are a series of tests for kids. In this respect, the usefulness of the game can occur in many different forms. Focus on the process and performance rather than the outcome…
NDP provides a highly flexible and cost effective environment for introducing young players to a competitive environment beyond their intramural programs while ensuring an appropriate focus on development. Each club has the flexibility to organize their NDP teams in a manner that conforms to the club’s philosophy.
NDP games are played as a supplement to intramural games. Roster size is at the discretion of each club. Matches are scheduled based on factors including the availability of fields and the availability of trainers. Over a season, eight weekends of games are scheduled for U9 teams and four weekends of games are scheduled for U8 teams. The suggested format of games is 6v6 for U8 (5 + GK) and 8v8 for U9 but may be adjusted depending on the size of the field and the number of players. In order to meet the needs of both teams, matches may be played on Friday, Saturday, or Sunday. Results of NDP matches will not be recorded and there will not be standings for NDP teams. The focus of the NDP matches is performance without emphasis on the results. Coaches are expected to take necessary steps to keep goal differential within a reasonable margin.
Appropriate behavior by players, coaches, and spectators is expected at all times prior to, during, and following NDP matches. Matches will be officiated by youth referees of the home team’s club. Abuse of the referee by coaches, players, or spectators will not be tolerated. Coaching from the spectator sideline is not helpful to players and not appreciated during NDP matches. Each club has an NDP coordinator. Inappropriate behavior will be referred to the club’s NDP coordinator and handled by the club.
The Garden City Centennial, Lynbrook/East Rockaway, Plainedge, Plainview Old Bethpage, Rockville Centre, Valley Stream, and West Hempstead Chiefs soccer clubs are committed to making participating in the NDP an enjoyable and beneficial experience for the players. NDP U9 Rules - Length of game - (2) 25 minute half's with a 5 minute halftime
- Ball size - #4 supplied by HOME team
- Field & goal size - minimum 40 x 70 yards and goal size 7' x 21'
- Referees
- Home team supplies a certified approved referee
- Referee(s) should be at least 14 years of age
- NDP has a ZERO TOLERANCE POLICY for any type of dissent or abuse (physical or verbal) towards a referee
- Equipment
- All rules MUST be strictly adhered to due to insurance requirements. No exceptions.
- Appropriate equipment must be worn at all times.
- Players may NOT wear anything that, in the opinion of the referee, may cause injury to themselves or to other players.
- All players must wear shin guards that are fully covered by socks.
- Players may not wear jewelry. Taped earrings ARE NOT acceptable. Hard clips or beads may not be worn in the hair.
- No player may play while wearing any type of cast, even if covered.
- Cleats deemed dangerous by the referee may not be allowed.
- Goalie helmets are optional. NDP recommends that uniform shirts be numbered for player identification.
- Players
- Must be registered intramural player with NDP member club program, NO EXCEPTIONS.
- Game play is 7 v 7 or 8 v 8, if agreed by coaches.
- HOME team has the final decision in case teams cannot agree.
- If a team is short of players, teams must play the match (that is, both teams must field the same number of players). The exception is when a player is red-carded and his team has no substitutions.
- A child may only play for one NDP club, though they may belong to other intramural programs.
- Injuries
- When a player gets hurt, the referee must stop the game immediately. The injured player must come off the field. A substitution can be made for the injured player. The injured player may return through a normal substitution. The match restarts with a drop ball at the place where the ball was at time of injury.
- Substitutions
- Substitutions may be made on ANY stoppage of play with the referee's permission.
- If a substitution is being made due to injury, both teams may substitute other players, with the referee's permission.
- Slide Tackling
- Within the spirit of the LOTG. No reckless or egregious challenges.
- Any reckless challenge, substitute for a "coaching moment".
- Fighting
- Is not tolerated, NDP follows ZERO TOLERANCE POLICY.
- Five - goal rule
- NDP vigorously enforces a five-goal differential. Please cooperate. Violations will be reported to both clubs and NDP Coordinator.
- Spectators
- Players & Coaches on same touchline
- All spectators are on opposite touchline
- Coaches are fully responsible for the behavior of their team's spectators.
- Coaches can be red-carded due to offensive behavior by their team's spectators.
- Team Management
- The home team must call the visiting team a minimum of 7 days before to confirm game time and location.
- For bad weather, the home coach must notify the visiting coach and referee at least 2 hours prior to game time.
- NDP will not entertain protests
NDP U8 Rules
