Not Move The Pitching Rubbers

 
From time to time someone takes up the front rubber on a mound and tosses it aside. 
In doing so they are making the next game more difficult to get started.  Also the pegs get ripped out of the holes and make it worthless.  There is a significant cost associated with replacement, and this is money that could go into other improvements on the fields.
