About the President (Experience Makes A Difference)

Name: Louis Morales

Family: has two sons, Anthony (age 35) who played for the Razorbacks from 95-00 (6 years) and Austin (age 24)  who graduated from Warren High School (Class of 2015) where he played Varsity Football and for the Razorbacks from 2003-2010 (8 years from Flag Football to the Midget level and is in the Razorbacks Hall of Fame).

Residency: Downey Resident for over 32 years and Downey home owner in the 3rd District for over 27 years. Louis has had the distinction of living in the 1st and 4th Districts in the City of Downey before settling at his current home in the 3rd District. Be weary of non-Downey residents trying to start/head programs using the Downey name and fictitiously claiming to be Downey residents.

Years as President: Entering his twenty fifth (25) consecutive year in 2023. Have served as the president the longest in the history of the Razorbacks 63 year history and currently the longest standing president of any youth program in Downey and one of the longest running youth football presidents in the State of California.

Occupation: Government Service Director for a private firm that provides government consulting services to Cities through-out Southern California with annual budgets in excess of $150 million in the areas Planning/Zoning, Economic Development, Fiscal Policy, Public Safety Budgeting & Analysis, and Public Administration.

Business Owner: Land Use Office of Louis Morales, consultant firm advising cities and government agencies on fiscal policy, economic development, project management, and land use matters.

Education: Bachelor of Science, Urban and Regional Planning, Cal Poly Pomona.
Masters Graduate Course work: Public Administration, Public Policy & Administration, UCLA
Industrial technology, Cal State Long Beach.
Associate in Architecture.

Planning Commission

Downey Planning Commission: Served as a Commissioner representing the residents of District 3 from 2009-2016. Served as Vice Chairman in 2009 and 2012 and as Chairman, 2010 and 2013. I am proud and honored to have represented the residents of District 3, which is the northwest portion of Downey. I believe in our City and its potential. I strongly support our community and our youth and love volunteering my time in Downey and look at my involvement with our youth and local businesses as an investment in our future. Our first class residents deserve a first class City. As your Commissioner I worked towards supporting projects that create quality jobs, promote neighborhood preservation, enhanced infrastructure, maintain and increase the level of public safety (police & Fire) and promote economic development through business retention and attraction. My professional experience as an Urban Planner and Economic Advisor to many Cities in Southern California provide me with the unique ability to do this on a daily basis and in turn serve the residents of Downey with the required and necessary experience. I strongly believe that "Experience Counts" and that "Experience Makes a Difference."

Volunteer Activities/Organizations     

Warren High School: Served as President of the Warren High School Football Boosters 2014-2015 and is currently serving as Past President and program ads Chairman. 

Gangs Out Of Downey (G.O.O.D.): Currently serving as Vice President 2017-2018. Have been a G.O.O.D. board member since 2000 and has served as Vice President and Secretary 3 previous times.

Downey Chamber of Commerce: Member of the Chamber of Commerce since 1999 and had served as Downey Street Faire car show Chairman for three (3) years.

Downey Rotary: Rotary International is world wide organization whose mission is to combat and eradicate polio. Was as a member of Rotary for over 11 years and became a Paul Harris member. 

Downey Elks Lodge: The Elks are an organization committed to raising funds and awareness for crippled children. Was a 10-year member of the Downey Elks Lodge.

Kiwanis Club of Downey: A member of Kiwanis and working with our youth.

Northwest Downey Little League: Had the honor to serve on the board of Directors and served one year with former Mayor and City Councilman Bob Winningham. Both my boys played through this program from age 5 through 13.
