Fall 2012 GYBA 8u Rules

Nations Baseball (www.nations-baseball.com) and the ORMLB (www.mlb.com) govern all rules of play except as noted below. Modifications/exceptions are:

1. Nations Baseball Guidelines and Regulations sections II – VIII do not apply to league play. Section IX.A may vary by league age, level and specific field of play. Sections IX.J & IX.K, section X and section XII- do not apply to league play. Section XI – Add: “The GYBA ‘No Tolerance Policy’ remains in effect at all times.” Section XIII.B – change “tournament director” to “the GYBA Board”.

2. Games are 1:15 min in length or a maximum of six (6) innings. Each half inning shall consist of five (5) runs or three (3) outs, which ever occurs first. Games may end in a tie. Mathematical elimination and run rules apply: 15/3; 10/4 and 8/5. (Local and NB Rule IX.F.8; F.9; C.12; C.13)

3. Teams must bat the entire roster. A regulation team is nine (9) players. Defense may consist of 10 players. The pitcher and a catcher positions are required. Catchers must wear full catcher’s gear, including a protective cup. The extra player position must be an outfielder and may not assume an infield position prior to the ball being hit. A player arriving late can be inserted at any time and at the bottom of the line-up. A team may start with eight (8) players but will not take an out for a missing ninth (9th) position. 4. A coach/batboy 18 years of age or younger must wear a double eared helmet. (NB Rule IX.9.B.2)

5. Only two (2) defensive coaches are allowed outside the dugout. Coaches must remain on the “porch” and within arms reach of the dugout. No electronic devices, buckets or chairs allowed on the field of play. (Local)

6. Only three (3) coaches are permitted outside the dugout on offense - a first base, third base and batter’s coach. The batter’s coach must remain on the ‘porch’ during play and may assist in retrieving bats or directing players after play has concluded. (Local)

7. The adult pitcher is a “machine”. He may not assist, direct or otherwise give verbal directions to his players or directions through the base coaches. An adult pitcher deemed to be coaching and violating this provision will be first warned and if he continues will then be removed as pitcher and cannot return as the pitcher during that game. The adult pitcher must throw from the pitcher’s plate (40’ distance) and may take one step forward to complete the pitch. The adult pitcher coach must vacate his position on the mound so as not to obstruct any play or player. (NB Rule IX.F.18)

8. The batter will receive five (5) pitches or three (3) swinging strikes. If the batter fouls the 5th pitch he will continue his at-bat until he either, takes the last pitch, strikes out swinging or puts the ball into play. (NB Rule IX.F.8)

9. The Player-pitcher must keep one foot inside the pitcher’s circle and not more than parallel with the pitcher’s plate until after the ball is hit. (NB Rule IX.F.7)

10. The runners may continue to advance until the umpire determines the lead runner has hesitated and calls “Time”. Umpires will be encouraged to call ‘Time’ as soon as all three of the following occur:
a. The lead runner stops attempting to advance.
b. The ball is in the possession of a fielder in the infield.
c. No defensive play is imminent.
d. Time does not have to be called by the defense for the purpose of this rule.

11. For the purposes of section IX.F.4 & IX.F.5, all infield players must stay back a safe distance from the batter as determined by the umpire. The 30’ arc will not be drawn as outlined in the Nations Baseball rules.

12. Safety Base: Defensive players making a play at first base must touch the white base only to earn an out. If a defensive player touches the orange base, the umpire may call ‘Obstruction’ (for T-ball: the ball is dead, no runners may advance and the runner is ‘safe’). The batter-runner should run through the orange base. If the batter-runner touches the white base AND collides with a defensive player, the umpire may call ‘Interference’ (the ball is dead, no runners may advance and the batter runner is ‘out’). If there is no play at first base, the runner may “round” the base (touching the white portion) as is considered standard for game play.
