GRYAO-RULES
September 2, 2008-- 1.A players age as of December 1st and fall grade, will determine his/her eligibility for the season.
2.Any player who is going into the 9th grade and/or turns fifteen (15) before the season date (December 1, 2008)is not eligible to play.
3.In the event a player is forced to repeat a grade, he/she will lose a year of eligibility. Parent may appeal decision to the GRYAO Board, if reinstated player will serve week to week Probationary Period where his/her academic progress will be monitored.
4.Exceptions should be brought to the Advisory Board prior to the child * Novice:7,8, & 9 year-olds - No Weight Limit, only on ball carrier
* Juniors:10 & 11 year-olds - No Weight Limit, only on ball carrier
* Seniors:12, 13, & 14 year-olds - No Weight Limit
7.The maximum number of players on a Team shall not exceed twenty eight(28) and the minimum should be no less than fifteen (15). Prior league approval is required to exceed twenty eight(28).
8.Every Player must wear gym, turf, or football shoes. NO metal or replaceable nylon cleats. Every Player will be required to be fully uniformed. Full uniform being Helmet, Shoulder Pads, Padded football pants, and a colored mouth guard. The mouth guard must be attached to the helmet at all times and worn in the mouth while actively participating in live play. A violation of this rule will result in a 5-yard penalty.
9.Teams must have a minimum of 10 days non-contact practice before full contact practice starts (Helmets, mouth pieces, and cleats may be worn during non-contact practices – no shoulder pads or pants). Pre-Season camps and any organized practices prior to the official league start date will not constitute non-contact practices. Any team violating the required practice schedule will incur regular season forfeits.
10.A team may hold organized practices five (5) times any week prior to the season starting. A team may only have three (3) organized practices per week once the Season starts. A practice may not exceed 2.5 hours during the non-contact period. A practice may not exceed two hours during the full-contact period. All scrimmages should be approved by Park Directors, and reported to the Director of Operations (DOO). Any out-of-league scrimmages should be pre-approved by the DOO.
11.There shall be two(2)licensed referees per game for the Novice and Junior level, There will be a minimum of three(3)referees for the Senior level games.
12.The Head Coach is the only coach on the sideline that may approach the referees. Excessive badgering of the referees by coach(s) will result in a 15-yard penalty (first offense). Second offense will result in coach(s) being removed from the sideline and suspension from all park activity pending board review.
13.In the event of a question, the team with the question may call a timeout. The head referee will decide if the team will be charged a timeout.
14.The Head Referee will determine if a game is to be called due to the weather.
15.Each game will have a running clock for everyone to see and goal posts in place.
16.All levels will have four eight-minute quarters and a ten-minute rest at the half. Each team is entitled to three one minute timeouts per half. The clock will stop for Scores, Penalties, Timeouts, Out-of-Bounds, and Injuries. The clock is not stopped for any other reason.
17.In the event of an injury an official timeout will be called. The injured player must remain out of the game for a minimum of three consecutive plays.
18.If during the course of the game a 35-point deficit is acquired, the scoreboard will be cleared and a running clock will ensue.
19.The offense will have thirty (35) seconds after the official spot of the ball to start their play.
20.Extra Points: After a score, a team will be allowed to run or pass in from the 2.5 yard line for one point. If a team elects to go for a two-point conversion; they will have to kick an extra point from the ten-yard line.
21.On Field Goals and Extra Point kicks, there will be no rushing the kicker. The defense may attempt to block the Field Goal by jumping unaided at or behind the line-of-scrimmage. This rule is for All Levels!!!
22.The official balls will be as follows for each level:
2nd - 4th Grades will use Voit 6 or its equivalent
5th - 8th Grades will use Voit 7 or its equivelant
Coaches should obtain prior approval when substituting a different ball.
23.Regulation High School Substitution rules will be in effect except in the case where they conflict with the rocket football rules.
24.One Coach from each team at the Novice levels may remain on the field with their team at all times and may enter the huddle to assist with play-calling and formation sets. Coaches on the field will remain 10-yards behind the deepest player on his side of the ball. One warning will be given; the second offense will result in a five-yard penalty.
25.Coaches at the Junior and Senior LevelsGrade, may only be on the filed during timeouts and injuries.
26.On the Novice Level, punts will originate five-yards behind the line of scrimmage. There is no rushing the punter. The punter may not advance the ball, once a punt is declared. The punting team may not rush down field until the ball is punted.
27.On the Junior Level, punts will originate ten-yards behind the line of scrimmage. There is no rushing the punter. The punter may not advance the ball, once a punt is declared. The punting team may not rush down field until the ball is punted.
28.On the Senior Level High School rules are in effect. You may rush the punter.
29.Spearing is not allowed, period! The infraction will result in a 15-yard penalty; a warning will be issued to the team and the player will sit out the next three plays. Second time (in the game), same player, the player is ejected from the game and a 15-yard penalty is charged to the team.
30.During the second (2nd) quarter of every game, any player considered a starter on offense or defense cannot play. You cannot move your starting receiver to quarterback or any other starter from one position to another. Your Offense and Defense will consist of non-starting players. EVERY PLAYER MUST PLAY at least one series of downs offense, defense or combination of. This combination will result in four (4) plays minimum.
31.Each team at the beginning of the season has the opportunity to qualify for the post-season. The top four teams at each level will advance to the playoffs (semi-finals 1 vs. 4, 2 vs. 3). Winners of semi-final round play in the championships. However a post-season is not gauranteed
