| Classification Basics: |
|
One of the many responsibilities of the State Office is the enforcement of USSSA Rule 2.06 with regards to classification and reclassification of teams (i.e.; leveling the playing field) and annually this remains our most difficult task. Additionally, year after year, season after season, the single largest misconception still persists that teams choose their starting classification…nothing could be further from the truth. To facilitate the continued success of the USSSA multi-tiered classification system, teams must play at their performance level, not their convenience level. A team’s starting classification IS NOT determined by the team manager, or by the team’s geographical location or community size, or by what World Series the team wants to attend.
Simply stated, a team’s starting classification is determined by the team’s ability and performance on the field within a classification the previous season. Statistics and data used to judge such performance includes but are not limited to; Power Rating, Overall Record, In Class Record, In Class Winning Percentage, In Class Runs Scored, In Class Runs Allowed, In Class Run Differential and Eligible Player Online Roster Information.
With the above stated, the statistics and data used in the reclassification process are based on a team nucleus remaining intact. Obviously team rosters will change somewhat from year to year requiring the need for the following additional guidelines to also apply: |

A team with six (6) or more players from the same frozen 2011 roster regardless of previous or current TEAM NAME, previous or current MANAGER NAME, previous or current SPONSORS NAME(S) must begin the 2012 season at the starting classification assigned to the 2011 team name. |

| 2. |
Since rosters are not required in the fall (August 1 – December 31) and many teams use this period as a "working tryout" for players, statistics from the fall are not assessed to determine starting classification. |

| 3. |
Because all statistics are relative, the following "Rule of Thumb" shall also apply with an acceptable variance of +/- 10% in any given age division and / or classification: |

The Major classification should consist of the top level teams in the state |
|

| • |
Teams classified as "AAA" are intermediate - 2nd Tier Select Travel Teams. |
|
. |
| • |
Teams classified as "AA" are lower - 3rd Tier Select Travel Teams. |
|

| • |
Teams which are beginning their initial attempt at USSSA play and / or have not yet established a competitive record in the A classification. |

Teams classified as All-Star must come out of a Recreational (restricted roster) League that are selected at the end of the season and must come from a USSSA Sanctioned league..

| Classification Notes: |
| 1. |
Newly formed teams may not begin play in the Single A classification depending on the makeup of their roster. Newly formed teams may start in the Double A classification or above if players on their roster have a proven level of play in the USSSA organization or other organizations. |

| 2. |
Since every team's ability is subjective, the State Office reserves the right pursuant to USSSA Rule 2.06 to reclassify a team up or down at any time which demonstrates a skill level and ability, which in the sole opinion and discretion of the State Office, is over or under qualified for a specific classification of play. |

| 3. |
Teams listed with a 2010 Power Ranking that includes an RR (i.e.; 8 RR) have already undergone a Roster Review and have been reclassified appropriately creating the possible appearance of a discrepancy. | |
