Indoor Soccer Rules
A. The game will be played 5 vs. 5 with no goalie.
B. Goal size will be 4 feet by 6 feet.
C. Substitutions can be made on the fly with teammates tagging in at midcourt.
D. Each player shall play a minimum of 50% of the game.
E. Footwear will either be tennis or basketball shoes. Shin guards are mandatory, no jewelry is to be worn.
F. Two eighteen (18) minute halves, with a three minute halftime will constitute a game. The referee will be timekeeper for all games. The score will not be kept.
G. There will be a goal box(area), ten feet wide by six feet long, directly in front of the goal. There is no ball contact through or in the goal box. If the ball comes to rest in the goal box, a goal kick is awarded regardless of who touched the ball last. Any part of the ball or player’s body on the line is considered in the goal box and is an extension of such. If a defender touches the ball in the goal box, a goal is awarded to the offensive team. If an offensive player touches the ball within the goal box, a goal kick is awarded to the defensive team. If the referee determines the offensive team is waiting for the ball as it goes through the box, the referee shall blow it dead and award a goal kick to the defensive team.
H. Any ball kicked higher than the red line around the gym wall, or if the kicked ball is over the court and the referee determines that it is higher than the red line it will be considered out and an indirect kick will be awarded to the team that did not touch it last.
I. Goals can only be scored from the offensive side of halfcourt.
J. There will be no off-sides.
K. In all dead ball situations, including kickoffs, defending players must stand at least five yards away from the ball. If the defensive player’s goal area is closer than five yards, the ball shall be placed five yards from the goal area in line with the place of the penalty.
L. There is no throw-ins, kick-ins will take the place of throw-ins.
M. All dead ball kicks are indirect with the exception of corner & penalty kicks.
N. Goal kicks may be taken from any point on the baseline.
O. Kickoffs are indirect and may be taken in any direction.
P. A penalty kick shall be awarded if, in the referee’s opinion, a scoring opportunity was nullified by an infraction. It is a direct kick taken from the center of the midfield line, with all players behind the mid-field line and the player kicking the ball. This is a dead-ball kick, if a goal is not scored the defense obtains possession with a goal kick.
Q. Deliberate handling of the ball that denies the opposing team a goal or an obvious goal-scoring opportunity will result in the following- a penalty kick will be awarded- the player committing the foul may be sent off and shown a red card.
R. Two yellow cards in one game result in suspension from the game and following game. One red card will result in suspension from the game and following game. If a player or coach is suspended a second time, they will be expelled from the league.
S. Any intentional pushing or shoving, especially within three feet of the wall or net, may result in a yellow or red card depending on the severity.
Instances that may occur, not specified within these rules, shall be left to the discretion of the referee or supervisor.

U5 Rules

Youth Soccer Rules for U5 yr. olds
1. The FIFA soccer rulebook, not in conflict with the rules on this page, will govern play
2. Can’t turn 5 before 10/15 and must be 3 by 12/31 present year for fall and previous year for spring
3. Field size: Approx. 20 yds. x 25 yds. Goal size: 4 ft. x 6ft.
4. Ball size: 3
5. No. of players: 3 vs. 3 without a goalkeeper
6. Time: 4 six minute periods with 2 minutes between period
7. One coach for each team will be on the field during play. The coaches on the field must help officiate the game.
8. On any dead ball the defending team must be at least 5 yards from the ball.
9. Home team will be listed first on the game schedule.
10. Home team will provide a timekeeper.
11. Home team starts the game and the visiting team chooses defending goal. Defending goal stays the same throughout the game, but there will be alternating starts for each period.
12. No off sides
13. Kick in instead of throw ins
Skills taught: Dribbling, Shooting, Not to use hands, Defense, & Shoot only at one goal and defend the other.

U7 Rules

Youth Soccer Rules for U7
1. The FIFA soccer rulebook, not in conflict with the rules on this page, will govern play.
2. Players cannot turn 7 before October 15 of current year for fall season and previous year for the spring season
3. Field size: Approx. 30yds. x 40yds approx. Goal size: 9ft. x 6ft.
4. Ball size: 4
5. No. of players: 5 vs. 5 with a goalkeeper.
6. Time: 4 eight minute quarters with 3 minutes between period
7. There will be one official for the game
8. Home team starts the game and the visiting team chooses defending goal. Defending goal does not change during and there will be alternating starts for each period.
9. No offside
10. Regular throw ins
11. No slide tackling
Skills taught: Do not touch the ball with your hands, Dribbling, Throw ins, Defense, & Only shoot at one goal and defend the other.

U9 YOUTH SOCCER SPECIFIC RULES
PLAYING RULES
A. FIFA rulebook, not in conflict with the rules on the pages, shall govern play.
B. Age groups:
1. U9 cannot turn 9 before October 15 of current year for the fall season and previous year for the spring season.
A player may play up in another age group but not play down.
A. Matches:
1. U9 4 ten minute quarters #4 ball 8v8 7 to start
If a team is unable to field the minimum amount of players the game will be a forfeit.
There will be a one hour time limit from the start of the game.
B. Substitutions rules: ONLY BETWEEN QUARTERS OR 5 MINUTE MARK.
C. Playing time: Each player MUST play a minimum of 50% of the total playing time.
D. Any player may change places with the goalkeeper with the consent of the referee, provided the change is made during stoppage time.
E. All penalties will be indirect kicks except for penalties in the box that by rule are direct kicks and corner kicks.
F. An ejected player MAY be replaced.
G. There will be a one game suspension for a red carded player or coach for the first offense. The second offense will result in suspension for the remainder of the season. Two yellow cards in one game equals a red card. If a yellow card is given the player must leave the field and can come in at the next dead ball. (A player or coach can be suspended on the first offense if the situation is severe enough.)
H. Equipment: Footwear will either be tennis shoes or soft molded soccer shoes. Shin guards are MANDATORY. No jewelry can be worn. Goalkeepers must wear a different color than either team or referees.
I. No slide tackling.
J. There will be no offsides in the U9 age group. Do not abuse this rule.
K. For U9 age groups, a player will be allowed a second throw in if the first is illegal. Only the same player may take the second throw in.
L. Overtime will not be played during regular season. The regular season game will end in a tie. In the tournament one five minute overtime period will be played with a golden goal rule. If tied after this then a shootout. Penalty Kick Shootout Rule: Each team nominates 5 players, in the game at its end, who in succession tries to score against the opponent’s goalkeeper. The goalkeeper starts standing on the goal line. If the score is still tied after all four players have shot, then each team will nominate one different player, still in the game at its end, and each shot will be sudden death. If the score is still tied any player, who has not shot, can shoot. After all players have been used then any player can shoot. No tournament in the spring season.
M. Any unsportsmanlike behavior by a coach, parent, spectator, or player may result in expulsion from the league.

Adult Rules
BELMONT PARKS & RECREATION
ADULT SOCCER LEAGUE POLICIES
Adult Soccer Leagues follow USSF rules with certain modifications as listed below.
1. Duration of Play: Games consist of two 25 minute halves, running clock, and a 5-minute
half time. No overtimes will be played during regular season games.
2. Start Time: Games will start on time. If a team is does not have 5 players present at the
starting whistle, a 1 goal penalty will be given to the opposing team. Additional 1 goal
penalties will continue every five minutes until the score reaches 3-0, thus giving the
opposing team the forfeit. Play may begin as soon as the short numbered team has 5 eligible
players. The referee fees must be paid in the event of a forfeit.
3. Number of Players: Teams will play with a total of seven players, 6 field players and 1
goalie. A team must have a minimum of 5 players to begin a game – 4 field players and a
goalie. One female player must be on the field at all times or the team must play down one player. A female score will count as 2 points up to 2 goals can count for 2 points per game.
4. Rosters: A minimum of 10 and maximum of 20 players are allowed on the roster. All rosters are frozen as of the first game of the season and players must be on the roster to participate in playoffs. Each player on the roster must sign a liability waiver and complete Name, Address and Home or Work phone number. Players may only be on one team roster. If a player plays on a team that he/she is not rostered on, he/she will be suspended for one game from their regular team, and the team they played for will forfeit that game.
5. Jerseys: Each team’s jerseys MUST be the same color. Teams cannot have some of their players wearing a dark red, and some of their players wearing a dark blue.
6. Equipment: Shin guards are strongly recommended for all adults and are required for any
player under the age of 18. Molded cleats and turf shoes are allowed. Screw-ins and metal
studs (any 6 stud cleats) are NOT permitted. No jewelry allowed. This includes but is not
limited to earrings, necklaces, watches, etc.
Game Rules
1. Start of Play: Kick-Offs, at the start of each half and after a goal, are indirect and may go
forward or backward.
2. Fouls: Any foul, regardless of the infraction will result in an indirect free kick. All free kicks must be taken within five seconds once the ref starts to count down. Opposing players must give ten feet on all free kicks. Fouls inside the penalty area do not result in a penalty kick. They will be place just outside the box then an indirect kick will be awarded.
3. Slide Tackling: Slide tackling is NOT permitted and a slide tackle may result in a card. Any type of lunge that could be dangerous is considered a foul and could also result in a card.
4. Off Sides: There are NO offside or three line rules.
5. Ball Out of Play: If the ball goes out of bounds the restart will be a throw-in.
6. Goalkeepers: Punts and drop kicks are not allowed. The ball must be distributed by a throw
or kick from a dribble. If the goalkeeper punts, a corner kick shall be awarded to the
opposing team. If the ball is passed directly back to the Goalkeeper, the Goalkeeper may use their hands.
7. Substitutions: Substitutions are unlimited and can be made on the fly. Substitutions must occur at mid field.
8. Misconduct: YELLOW cards result in a player being substituted out of the game. The player may return to the game with one YELLOW card. The second YELLOW card in the same game will result in the player being ejected from the game. Two YELLOW cards in one game equal a RED card. RED cards result in a player being ejected from the game and must leave the field. Any player receiving two RED cards during the season will be ejected from the league.
9. Fighting/Profanity: Fighting/Profanity will NOT be tolerated. Any participant, coach, fan, or other person associated with a team that is involved in an altercation with another player, coach, fan, or other person associated with a team where punches or kicks are thrown, will be automatically ejected for the remainder of that season with no refund, and may be permanently banned from the league. If a player comes off the bench to participate in the fight, they will be automatically ejected for the remainder of that season with no refund, and may be permanently banned from the league. Any bench player or coach that comes off of the bench during a fight, regardless of their intentions, will be ejected from that game and face additional suspension. If any team's fans enter the playing surface during a fight, regardless of their intentions, that entire team will be removed from the league immediately with no refund. Any profanity the referee will give a warning. After the warning a YELLOW card will be issued for unsportsmanlike conduct.
10. Taunting: Taunting will NOT be tolerated. Any player that taunts another player will receive an automatic yellow card. A second taunting violation by the same player will result in a red card and a 2 game suspension.
11. Referees: Arguing with the referees will NOT be permitted and will result in a card.
Excessive arguing will be considered fighting and the player will be ejected for the season on
the first offense and no refunds will be given.
12. Forfeits: Any team that forfeits three games will be removed from the league.
13. Alcohol: Drugs and Alcohol are not permitted in the building. Any player suspected of or
found to be under the influence of drugs or alcohol will be immediately ejected from the
facility and a one game suspension will be implemented.
14. Mercy Rule: If one team is winning by 10 goals at any time in the 2nd half, the game will be considered final. Both teams may continue in scrimmage play until the next game starts.
15. Overtime Procedures: (Playoffs ONLY) One Sudden Death 5 minute period will be played. Championship Game-up to 2 5 minute sudden death periods. The first team to score will be the winner. The team that wins the coin toss will choose SIDE or POSSESION to start the overtime period.
• Penalty Kicks - If both teams remain tied at the end of the two five minute periods, the
game will go directly to Penalty kicks. Both teams will designate FIVE (5) shooters.
They will alternate shots on the same goal. A coin toss or (Number guess) will determine
which team shoots first.
• Remaining Tie - If both teams still remain tied after five shooters, then it will go to one
shot each until a goal differential is decided. All players on a team must kick before any
player may kick again. If teams are uneven, all players kick once until the team with
fewer players is at the end, then both may start over at the same time.
1. A win is worth 3 points, a tie is worth 1 point and a loss is worth zero points.
2. A forfeit win is counted as a 3-0 win.
3. Playoff brackets will be available two weeks prior to the end of the season, but of course, the teams would not be in their positions until after the season.
4. Dates and times may not be on the usual day that your league played on in the regular season.
5. The seeding for playoffs will be determined after the completion of the regular season as
follows:
The team with the most points accumulated will get the highest seed, the team with the
second most points accumulated will get the 2nd highest seed, etc. Ties will be broken as
follows:
A. Tie Breakers:
1. Head to head winner gets the higher seed.
2. Goal differential on the head to head games. Maximum 4 goals.
3. The team that allowed the least number of goals will get the higher seed.
4. If the two teams are still tied after the first 4 tiebreakers, a coin flip will determine the higher seed.
Protest Procedures
1. The only protest that will accept is a protest concerning player eligibility. No protests will be accepted concerning officials’ calls.
2. The protest must be made before the start of the game or whenever the player in question shows up for the game.
3. A player may be protested for either not being on the team’s roster, or either playing
under an assumed name.
4. Any player who is protested must provide a valid picture I.D. to prove his identity and must be listed on the official roster. If no identification is provide the player cannot participate in the game.
