YORK COUNTY JUNIOR GIRLS SOFTBALL LEAGUE

BY-LAWS

(Amended January 1, 2009)


Article I. NAME

The name of this organization shall be known as the York County Junior Girls Softball League.



Article II. OBJECTIVES


A. To promote the enjoyment of softball for all eligible girls.

B. To establish uniform softball rules and regulations.

C. To provide proper safeguards in accordance with the spirit of true sportsmanship.

D. To encourage the union of all eligible teams to foster wholesome competition and promotion of the game of softball.



Article III. MEMBERSHIP AND ELIGIBILITY


A. The membership of this league shall not be limited. Upon proper application and qualification, league membership will be available to organizations, teams, and individuals on a voluntary basis who agree to be governed by the articles, rules, and regulations of the league.

1. First year member organizations will serve at least a one year probationary period with no voting rights on league matters.

2. The Board of Directors will vote on accepting any and all organizations into league membership, including the extension of probationary periods if necessary.

B. This league shall be an official sanctioned member of the Amateur Softball Association (ASA), the United States Specialty Sports Association (USSSA), and/or any other softball affiliation which the Board of Directors approves of being sanctioned by.

            1. All teams participating in a league season shall be registered with the sanctioning softball affiliation(s) as approved by the Board of Directors.

            2. Sanctioning with any softball affiliation shall afford member teams the availability;

a. To play in that affiliation’s officially sanctioned championship and invitational tournaments.

b. To receive an official softball rule book, score book, and other materials distributed by the sanctioning softball affiliation.

c. To purchase team or individual player insurance coverage made available through the sanctioning softball affiliation at their current per season cost.

C. Each member organization’s team is required to pay a registration fee as determined by the Board of Directors.

1. This league registration fee is currently set at $30.00 per team per season.

            2. All income collected by the league shall be deposited in a common league treasury which will be used to cover all league expenses, including but not limited to, league secretary fees, playoff and tournament expenses, and any other league operating expenses.

3. All league registration fees must be paid prior to any team’s first scheduled season game.

4. Checks should be made payable to: York County Junior Girls Softball League.

D. Any business, organization, or individual may sponsor the league for a fee and length of time as determined by the Board of Directors.

            1. Sponsorship fees shall be $60 for a three year period, $50 for two years, or $30 for one year.

            2. Payment of sponsorship fees from any business, organization, or individual will entitle same to have their name appear on a league web site sponsorship banner.

 


Article IV. OFFICERS


A. The officers of this league shall be a President, Vice-President, Secretary, and Treasurer.

B. Any individual may hold more than one office except the President.

C. The President shall not be a Representative of a member organization of the league.



Article V. EXECUTIVE BOARD


A. The Executive Board shall be comprised of the President, Vice-President, Secretary, Treasurer and Commissioners.

B. The Executive Board will have the sole authority to amend all playing rules changes.

C. The Executive Board will accept written rule proposals from the Board of Directors at the end of each spring/summer playing season. The Executive Board will meet privately at the end of the year to determine the merit of proposed rules changes and may, at their discretion, adopt or reject any league rule proposal.



Article VI. BOARD OF DIRECTORS


A. The Board of Directors shall consist of one Representative appointed from each organization that is in good standing as a member of the league.

B. Each Representative is entitled to one vote on any league matter at all Board of Directors league meetings.

C. The Board of Directors will operate in a basic parliamentary order with simple majority rule of all members present at any league meeting.



Article VII. DUTIES OF OFFICERS


A. The President will announce, convene, and preside at all regular and special league meetings. The President shall appoint a Commissioner to each age group represented by the league. The President shall appoint all committees and chair persons subject to approval by the league membership, enforce the by-laws, rules and regulations of the league which have been adapted by the league membership, sign all contracts when they have been duly authorized, and be the executive member of all committees and subcommittees of the league. The President has the authority to call special meetings of this league upon seven (7) days notice to active members. The President shall have no vote on issues with the exception of the power to cast a vote in order to break ties on any voted matters or by-laws.

B. The Vice-President will perform all duties and exercise all powers of the President in the absence of the President and will assist the President with all affairs concerning the league.

C. The Secretary shall record minutes of all league meetings. Meeting minutes will be electronically mailed to league Representatives before the next regular meeting. The Secretary will keep meeting attendance for the purpose of assessing missed meeting fines.

D. The Treasurer shall keep accurate financial records for the league. The Treasurer shall pay expenses as necessary and will provide detailed financial reports as required.



Article VIII. DUTIES OF DIRECTORS AND COMMISSIONERS


A. Representatives of each member organization of the league are responsible for passing on all information on rules, clarifications, meeting times, important dates, and all other league business to their respective organization’s teams and coaches.

B. Commissioners will serve as the administrators of their respective age groups. They will be the primary contacts between their respective age group coaches and the Executive Board. The Commissioners will be responsible for overseeing and addressing all matters of concern within their respective age group.



Article IX. COMMITTEES


Any necessary committees will be appointed by the President.



Article X. MEETINGS


A. Monthly meetings will be the 3rd Wednesday of each month starting at 7:00 p.m. unless otherwise stated.

B. The president may call special meetings when needed upon seven (7) days notice to members.

C. Meeting minutes will be read, approved, and updated if necessary at the succeeding league meeting.

D. New business will be discussed and voted upon at the next meeting.



Article XI. PENALTIES


A. All Board of Director meetings must be attended by each member organization’s representative or their alternate or a fine of $10.00 per meeting will be enforced. After missing three (3) consecutive meetings, there will be an additional $50.00 fine and the organization will also be suspended from all league activities until all fines are paid. All team fees and fines must be paid by the scheduling meeting in April in order to participate that season.

B. Each member organization’s representative is allowed two excused absences from regularly scheduled league meetings per calendar year, without paying the $10 fine penalty. An excused absence will only be allowed if the organization’s representative contacts any league officer prior to the meeting with a request to be excused from the meeting. Failure to contact a league officer with a request to be excused, or any absence with a request to be excused that results in more than two per calendar year, will result in an illegal absence and the organization will be subject to the $10 fine penalty.

C. Any membership dues, fines, forfeit fees not paid by the April league meeting will result in forfeiture of all games by that members teams until those past due fees are paid.



Article XII. ELECTIONS


A. Nominations and elections for officers will take place at the August Board of Directors meeting.

B. All elected officers will take office on September 1.

C. All officers shall be elected for a one (1) year term.

D. Successive terms of office held by any individual shall be unlimited.



Article XIII. AMENDMENTS


These by-laws may be amended by a majority vote of the members present at any regular or special meeting. The amendments must have been presented in writing at the preceding regular or special meeting of the league's Board of Directors.
