Pre K-Kindergarten Rules

NEW SMYRNA BEACH PARKS & RECREATION DEPARTMENT
And The Southeast Volusie Soccer Club Inc SOCCER RULES
U-6 TRAINING

1. Duration of the match - Four, (7) seven minute quarters with a (2) two minute break between quarters and a (5) five minute break at halftime. The team in control at the quarter break will have control to start the 2nd and 4th quarters.
2. Teams will play with 8 players on the field. If you have less than 8 players at the start of the game, you may play with what players you do have.
3. Equipment - Equipment for each player is a shirt, shorts, socks, and sneakers or soccer shoes that tie. Players must provide and wear shin guards underneath their socks. Shirts must be tucked inside their shorts. Players may only wear shorts issued by the Parks and Rec Dept. Any player not wearing their league issued uniform will not be allowed to play. There will be NO EXCEPTIONS to this rule. No jewelry of any kind will be permitted. The only exception to this rule will be stud earrings that can be taped. Coaches - please check your players prior to game time to make sure every player follows the uniform rule. This will help to keep the games on schedule. Remember IF A PLAYER DOES NOT CONFORM TO THE UNIFORM RULES - THEY WILL NOT BE ALLOWED TO PLAY.
4. Players are only required to attend (3) three practices and/or games per week.
5.. One coach from each team is allowed on the field of play. Coaches are asked to remain outside of the penalty area when on the field.
6. There is no off-sides in this league.
7. Each player is required to play 2 entire full quarters
8. Referee’s Responsibility - The referee will not allow the following:
A. Foul or Abusive language - no matter whom it is directed toward
B. Disrespect of any kind
C. Violent or Rough play of any kind
D. Gum Chewing
E. Slide Tackling of any kind
F. Hanging on the goals or pulling the nets, except to get a ball out.
9. Code of Conduct – Coaches, parents, spectators, and players shall make every effort to conduct themselves in a manner that will reflect good sportsmanship and fair play. All parents have signed and agreed to abide by the Code of Ethics issued by the Parks and Recreation Dept. Willful violation of these concepts will not be tolerated, and will lead to disciplinary action. Any player, coach, or parent ejected from a match will be suspended for a minimum of one game. Two ejections during the season will be cause for expulsion from the league and the Sports Complex. Please remember that the referee has full authority before, during, and after completion of the match of the playing area and surrounding vicinity. Emphasize learning, fun, and sportsmanship.
10. TEAMS MUST LINE-UP AND SHAKE HANDS AFTER EVERY MATCH.
11. PLEASE REMEMBER THAT THIS LEAGUE IS FOR TRAINING PURPOSES AND THAT WE DO NOT KEEP SCORE IN THIS LEAGUE.

12. ALL CALLS MADE BY THE REFEREE ARE BASED ON THE ADVANTAGE/DISADVANTAGE BASIS. ALL DECISIONS MADE BY THE REFEREE ARE FINAL AND NO APPEALS WILL BE ALLOWED.

1st & 2nd Grade Rules

1. Team captains will meet with the referee at mid field for a coin toss. At halftime, teams will alternate possession and switch goals at halftime.

3. Teams will play with 9 on a field. Since this is a non-competitive league, there is no minimum number of players to start a game. All players must participate in at least half the match.
4. One coach from each team will be permitted on the field during the match. The coach must remain 10’ away from the ball at all times.
5. There are NO off-sides and NO penalty kicks.
6. All fouls, such as playing the ball with the hand or arm will result in an INDIRECT FREE KICK. All Indirect Free Kicks will be taken at the closest spot of the infraction outside the Penalty Box. An indirect free kick must be played or touched by a second player of either team before a goal can be scored and opponents must be at least 5 yds from the ball.
7. Corner Kicks – Corner Kicks will be taken when the defense causes the ball to cross the end line. Opponents must be 5 yards from the ball on all corner kicks.
8. Goal Kicks – Goal Kicks will be taken from any point inside the goal area when the offense causes the ball to cross the end line. Opponents must be outside the Penalty Box during a goal kick.
9. Throw-Ins – A second throw-in will be allowed if the player commits a foul on the initial attempt. The coach or referee must explain the infraction. A throw-in is taken along the touch line at the point where the ball went out of play. The thrower shall use both hands with equal force and shall deliver the ball from behind and over the head in one continuous movement. The thrower must face the field of play and as he/she releases the ball, part of each foot must be on the ground either behind or on the touch line.

The team in control at the quarter break will have control to start the 2nd and 4th quarter. Please keep in mind that this is a running clock. Teams will play with 10 on field and may start a game with 8 players. The referee will blow the whistle to start the game, if the players do come on the field, the referee will blow the whistle again and the time will start.

3. Substitution – You may substitute on your throw-in or corner kick. You may substitute on any goal kick or after any goal is scored. Both teams may sub if play stops for an injury.

4. If a team goes ahead by (5) five goals at any point in the match, their players are no longer allowed to shoot in the penalty area of the attacking goal.

5. Players are only required to attend (3) three practices and/or games per week.

6. Equipment – The equipment for each player is a shirt, shorts, socks and sneakers or soccer shoes that tie.
Players must provide and wear shin guards underneath their socks. Shirts must be tucked in their shorts. Players may wear their own shorts provided they are solid black and do not have pockets. Any player that has pockets will not be allowed to play. No jewelry of any kind will be permitted. The only exception to this rule will be stud earrings that can be taped. If a player does not conform to the uniform rule – they will not be allowed to play. Coaches – please check your players prior to game time to make sure every player follows the uniform rule. This will help keep the game on schedule.

7. Referee’s Responsibility – The referee wil not allow the following:
A. Foul or Abusive Language – no matter whom it is directed toward
B. Disrespect of any kind
C. Violent or Rough play of any kind
D. Gum Chewing
E. Slide Tackling of any kind
F. Hanging on the goals or pulling the nets except to get a ball out

8. Code Of Conduct – Coaches, league officials and parents shall make every effort to conduct themselves in a manner that will reflect good sportsmanship and fair play. Willful violation of these concepts will lead to disciplinary action. Any player, coach or parent ejected from a match will be suspended for a minimum of one game. Two ejections during the season will be cause for expulsion from the league and the Sports Complex. Please remember the referee has full authority before, during and after the game once you have entered the playing area and vicinity. Emphasize learning, fun and sportsmanship.

9. TEAMS MUST LINE UP AND SHAKE HANDS AFTER EVERY MATCH.

10. ALL CALLS BY THE REFEREE ARE BASEDON ADVANTAGE/DISADVANTAGE BASIS. ALL CALLS BY THE REFEREE ARE FINAL AND NO APPEALS WILL BE ALLOWED. PLEASE REMEMBER THAT THE REFEREE HAS FULL AUTHORITY BEFORE, DURING AND AFTER THE GAME.
