Rule I ADMINISTRATION
1.1 Meetings
(a) Meetings will be conducted using Roberts Rules of Order as a guiding document.
(b) In cases of tie votes at both Board of Directors and general membership meetings, the Commissioner
(or chairperson if the Commissioner is absent) will have the tie-breaking vote.
(c) In counting the vote an exact count will be recorded at Board meetings, but a yes/no show of hands will
suffice at general membership meetings unless an exact count is requested through a point of order.
(d) Attendance by observers will be allowed at Board of Directors and general membership meetings. They
will not be allowed to participate unless a motion is brought forth specifying that an observer be
allowed to speak. If such a motion is introduced, the presenter will be allowed to speak for five minutes,
followed by the chief opponent for five minutes. A vote will follow immediately.
1.2 Board contact list and League mailing list
(a) Board contact list, a list of all Board members used strictly for League business, will be compiled each
year following the submission of sponsorship fees. It will be the responsibility of each Team to update
changes to their contact information when those changes occur.
(b) League mailing list, a list of all League members used strictly for League business, will be compiled each
year following the season opener.
1.3 Change of Administration
(a) P.O. box and keys.
(1) The box owner should be changed when the owner relinquishes control of their key.
Changes can only be done by the box owner, the one person recognized by the
Post Office, regardless of who has possession of the keys.
(2) The box owner shall be the current Commissioner or Secretary as they are the
designated P.O. box key holders.

1.5 League fees and forms
(a) The secretary shall be the principal recipient of fees and forms. If the secretary is not available
only the commissioner or assistant commissioner is authorized to receive fees and forms.
(b) Player fees and forms must be submitted prior to a player playing. If a player plays in a game
prior to submitting fees and forms they will be declared ineligible and their Team will forfeit
that game. This includes bounced checks - if a player pays by check, plays in a game and
the check bounces - the player will be declared ineligible and the Team will have to forfeit
any games that player played in. In the event of a bounced check, the Team or player will
be required to reimburse the League for any overdraft charges before eligibility is reinstated.
(c) There will be no refunds of player fees for any reason.
(d) Initial Submission Requirements.
(1) $350 Annual team (sponsorship) fee
(2) $25 Annual full-season non-player fee
(3) $65 Annual full-season player fee (previously $45, increased to $65 in 2007)
(e) Mid-season discounts.
(1) $65 Full-season player fee is required prior to last 3 weeks of regular season
(2) $45 Discounted player fee for last 3 weeks of regular season
(3) $45 Discounted player fee for last 2 weeks of regular season

As defined in the Bylaws:
Full Membership will begin with a given year's first day of play or the day paid, whichever is later, and continue until midnight of the day prior to the first day of play of the following season, (except when ended or restricted by disciplinary action). Applications for Full Membership for a given year will not be available after October 31st of that year.
Provisional Membership will be granted for new membership applications paid between November 1st and the day prior to the first day of play of the following season. Provisional Membership entitles a member to all League membership privileges (except when ended or restricted by disciplinary action) and except the following:
(1) Provisional members cannot serve as an Officer or other Board member.
(2) Provisional membership does not count toward the requirement that Officers must come from the previous year's membership.
(3) Provisional memberships expire on the first day of play.
1.6 Schedule of League dates and deadlines
Dates and deadlines all Teams must observe are highlighted in bold print.
(a) 3rd Monday of the month Februrary through September (excluding August)
Regularly scheduled Board meetings (No regularly scheduled Board meeting in August, October, November, December, or January.)
(b) November 1st (preceding year) to the last day of February
(1) The Board shall change League fees (when necessary) for the upcoming season.
(2) If the Board does not act, the fees remain unchanged from the previous season.
(c) NAGAAA winter meeting (usually the first weekend of February)
Applications for nomination to NAGAAA Hall of Fame shall be made at the winter meeting.
(d) January 1st to the last day of February
The Treasurer shall present the initial budget proposal for that year.
(e) The last day of February
Deadline for the Board to approve a budget.
(f) March Executive Board meeting (3rd Monday in March)
Deadline for Team (sponsorship) fee and Team information form.

Rule II TEAMS
2.1 Team structure
(a) A Team will consist of not more than 18 players and not more than 5 non-players as listed on
the official team roster.
(b) All roster members must be paid and registered members of the League.
(c) Non-player members of the League are not required to be on a team roster.
(d) To qualify to play in TCGSL playoff games, a player must be present at a minimum of 50% of
TCGSL regular season games. "Present" is defined as: "Present at the field on the dates
and times your Team is scheduled to play".
2.2 Roster changes
(a) A new player in the League may be added to a roster at anytime with the following restrictions:
(1) The new player must be present for 50% of its Team's TCGSL regular season games to
qualify to play in TCGSL playoff games and to qualify for World Series play.
(2) If the player is added after NAGAAA rosters have been submitted, the player will not be
eligible for World Series play unless an updated roster is sent to NAGAAA prior to the
appropriate NAGAAA deadline. If an updated roster is needed, it is the responsibility
of the Team and player to submit the information to the Commissioner or League
Affiliations Chair so they can forward the information to NAGAAA.
(b) A player may transfer from one Team to another at any time with the following restrictions:
(1) The transfer must be reported to the Secretary and to the coach or manager of both
Teams involved prior to the player beginning play on the new Team.
(2) Player transfers after the start of games on the third week of the regular season must be
approved by the Commissioner or the Assistant Commissioner in the Commissioner's
absence.
(3) A transfer player must be present for 50% of its new Team's TCGSL regular season
games to qualify to play in TCGSL playoff games.
(4) A transfer player will be given credit for all TCGSL regular season games they have
been present for, regardless of Team, when calculating World Series eligibility.
(c) A non-player member of the league may upgrade their membership to full member/player status at any time with the following restrictions:
(1) The non-player member must submit an updated registration form and the applicable membership upgrade fee listed in section 1.5 to a league officer prior to playing in any game.
(2) Upgraded members must meet the same eligibility requirements for league playoff and world series eligibility.
(3) Upgraded players receive credit for games attended as a non-player only if they were properly recorded on the weekly attendance form.
(c) A Team may consider a player a dropout if a player misses 3 consecutive games or 3 games
in a 6 game period.
Rule III SCHEDULE
3.1 Schedule structure
Any individual or Team concern(s) relating to the TCGSL game schedule must be brought to the attention of the
Board prior to the schedule's completion.
3.2 Schedule changes
The game schedule as set by the Board shall be adhered to by all Teams, with the following exceptions:
(a) Schedule changes due to acts of mother nature (i.e. rain) or field accessibility (i.e. road
construction) will be instituted by the Commissioner or by the Assistant Commissioner in
the Commissioner's absence.
(b) The umpire is authorized to call a game in progress when unsafe playing conditions develop
due to darkness, rain, or other causes.
(c) Games that are not considered regulation under ASA rules will be resumed at the exact point
where they were stopped.
Rule IV RULES OF PLAY
League play will be conducted using the ASA Official Rules of Softball for Adult Slow Pitch Men except as revised
under these Rules and Procedures. TCGSL revised ASA rules and points of emphasis:
4.1 DEFINITIONS (ASA Code, Rule 1)
4.2 PLAYING FIELD (ASA Code, Rule 2)
(a) Pitching rubber will be set at 50 ft. per ASA rules for Adult Slow Pitch Men.
(b) Bases will be set at 65 ft. per ASA rules for Adult Slow Pitch Men.
(c) Whenever possible the double base will be used at first base.
When a play is being made on the batter-runner, the defense must use the white portion and
the batter-runner the colored portion. The batter-runner running from home plate to first base must use the orange bag at first to be safe if there is a play at the base, unless doing so would cause a collision. If there is no play attempted by the opposing team, the batter may use either base. If a wild throw pulls the first base player onto the orange bag, the batter-runner may use the white bag to avoid a collision and be safe. Once the batter has reached first base successfully, both the white and orange bags combine to become one large base.
(d) Limits of the playing field (foul and dead-ball territory) will be at the discretion of the umpire.
(e) Unplayable areas within the field of play may be designated by the league or field umpire and declared to both teams during the pre-game conference. Rules of play governing each area shall be explained by the umpire at the pre-game conference.
(f) A ball hitting the ground and then bouncing over or rolling under a fence, going through a damaged fence, or getting entangled in a tree, soccer net, or other obstruction within the field of play shall be treated as a ground-rule-double.
(g) A batted ball striking an obstruction (i.e. tree) in foul territory is a dead ball and is counted as a
foul/strike. A batted ball striking an obstruction (i.e. tree) in fair territory is a dead ball and
does not affect the count.
4.3 EQUIPMENT
(a) BATS (ASA Code, Rule 3, Sections 1-2)
Only ASA approved bats will be allowed. Bats must have an approved ASA marking and must not be rusted, dented, or have loose/moving parts (i.e. loose tape or rattle). Bat sleeves may be used in warm-up, but donuts and other weights are not allowed.
(b) SOFTBALLS (ASA Code, Rule 3, Section 3)
ASA approved softballs for Adult Slow Pitch Men will be used: white cover, gold stitch,
12-inch ball with a COR of .44 and under (the ball must be marked ASA 44-95)
(c) GLOVES, MASKS AND OTHER PROTECTIVE GEAR (ASA Code, Rule 3, Sections 4-5)
(d) UNIFORMS (ASA Code, Rule 3, Section 6)
(1) Shoes must be worn by all players. Open shoes (open toed, sandals, etc.) and metal
cleats are not allowed.
(2) Shirts must be worn by all players. Matching or similar shirts, with numbers on the back,
are encouraged but not required.
(3) Players on the same Team may not wear identical numbers. ASA considers 0 and 00 or
3 and 03 identical numbers.
(4) Exposed jewelry, which is judged by the umpire to be dangerous, must be removed
(or covered).
4.4 PLAYERS, COACHES, SUBSTITUTES (ASA Code, Rule 4)
(a) Players
(1) A Team must have 9 players to begin and/or continue a game. Failure to have the
required number of eligible players to start or continue a game will result in a forfeit.
(2) In a forfeit situation and when time allows, Umpires are authorized (with both Team's
approval) to call a 5-inning scrimmage.
(3) Automatic out is waived. (In ASA an out is taken when the missing 10th batter is
scheduled to bat).
(4) In a short player situation, if a 10th player arrives they must be entered in the 10th
position in the batting order. If additional eligible players arrive, they may be used as substitutes, but cannot be added to the batting order as an additional player.
(5) No limit to the number of players allowed in the batting order. (ASA limits are 11 & 12).
(6) No limit to the number of courtesy runners. Courtesy runner must be the most recent player on the lineup who was called out. If no batters have been called out, then the batter on the lineup furthest from batting should be used. The batter must successfully reach first base and time called before the courtesy runner is allowed to enter. The courtesy runner entry must be made before a pitch is thrown to the next batter. (ASA does not allow courtesy runners).
(7) If no legal substitute is available, injured players may be removed from the lineup with umpire approval without penalty as long as at least 9 players remain. The lineup may be compressed to remove this batter. If the player is later able to return to the game, they must reenter in the same position in the lineup.
(b) Substitutes
(1) When all eligible players are in the batting order unlimited fielding substitutions are
allowed during any break in play.
(2) When all eligible players are not being batted unlimited substitutions are allowed, but a
player entering the game who is not in the batting order must replace a player in the
batting order. A player can only hold one batting position during a game. A playerreentering the game, must do so in the same batting position they occupied previously. Substitutions that change the batting order must be announced and acknowledged by the plate umpire and opposing team before play resumes.
(c) Coaches
(1) A head coach, assistant coach or manager is a player or non-player League member
who is listed on the Team's roster, and selected by the Team as its designated
representative on the field.
(2) A base coach is an eligible Team member, head coach or assistant coach. This includes
non-player League members on the Team's roster. A League member who is not on a
given Team's roster may base coach for that Team only with the approval of the
opposing Team and umpire. Intent is that a base coach in this situation would serve in a
teaching or demonstration capacity.
(d) Disqualified or ejected Team member
(1) A Team member who has been ejected from the game is restricted to the bench.
A disqualified player may serve as a base coach. If the act is determined to be flagrant,
the Team member must leave the grounds. Any disqualified or ejected Team member
discovered participating in the game would constitute a forfeit.
(2) Any arguing on the judgment of balls and strikes will constitute a Team warning.
Any repeat offense shall result in the ejection of that Team member.
(e) Ineligible players
(1) An ineligible player is any player not eligible to play under league rules or due to league
disciplinary action.
(2) Any Team that uses an ineligible player during a regular season game will forfeit that game.
(3) Any Team that uses an ineligible player during a league World Series playoff game or during a
league tournament playoff game will forfeit that game and all remaining playoff games.
4.5 THE GAME - Regular Season (ASA Code, Rule 5)
(a) Home Team will be determined by a coin toss. The lower ranked Team will call the coin toss.
(b) Run Ahead Rule - 20 runs after three innings or 2½ innings if the Team ahead is the home Team.
15 runs after four innings or 3½ innings if the Team ahead is the home Team.
10 runs after five innings or 4 ½ innings if the Team ahead is the home Team.
(c) Games are scheduled for 60 minutes with no new inning after 55 minutes, except for tie game situations.
(d) 5 minutes scheduled between 1 hour game times. Teams with a prior game are permitted a reasonable amount of time to move to the next field following the end of their game and to prepare their lineup without penalty.
(e) Tie Breaker Rule - if a game is tied after 7 complete innings, or after the completion of a full
inning once time has expired, the game will be determined using the tie breaker rule. Each
half inning will begin with the offensive Team's last batter from the previous inning on
second base. Full innings (3 outs per Team) will be played until the tie is broken.
(f) Dugout Conduct - Coaches, players, substitutes or other bench personnel shall not be outside
the designated bench dugout area except when the rule allows. i.e. do not run out to
congratulate a runner who hits what may be a home run when the ball is still alive and a play
can be made on the runner.
4.6 PITCHING (ASA Code, Rule 6, Pitching Regulations for Slow Pitch)
4.7 BATTING (ASA Code, Rule 7)
(a) A 3-2 count with 1 courtesy foul will be used. (3 balls are a walk. 2 strikes are an out.)
(b) The on-deck batter may leave the on-deck circle to direct runners advancing from third to
home.
(c) The on-deck batter may not interfere with the defensive player's opportunity to make an out.
(d) The on-deck batter is responsible for removing the dropped bat of the previous batter.
This must be done promptly and without interfering with the play of the game.
4.8 BASE RUNNING (ASA Code, Rule 8)

Protests will not be received or considered if they are based solely on a decision involving the accuracy or
judgment on the part of an umpire. (i.e. balls/strikes, fair/foul, safe/out, interference calls, etc.)
There are three types of protests:
(a) Misinterpretation of a playing rule (must be filed before the next pitch)
(b) Illegal player (must be made while they are in the game)
(c) Ineligible player (can be made at any time)

The League will obtain one copy per year of the official ASA rules book for each Team that requests one. Books will be distributed to Teams that request one prior to the start of the season.
Rule V LEAGUE PLAYOFFS
5.1 League Tournament rules
Playoffs will use ASA Rules as revised for League Play with the following additional revisions:
(a) Home Team will be:
(1) The higher seed for regular bracket games, excluding the championship games.
(2) Determined by a coin toss for loser bracket games. Higher seeded Team will call the toss.
(3) The undefeated Team from the winners bracket for the 1st championship game.
(4) Determined by a coin toss for the 2nd if-needed game. Winner of the 1st championship
game will call the toss.
(b) League run ahead and time limit rules do not apply to the last 3 games (plus the if-needed
games) in each division.
5.2 Trophies
(a) Dick Hoffman Cup (The Division 1 trophy)
(1) Awarded to the Division 1 champion in the League Tournament.
(2) Originally a traveling trophy, a new trophy awarded each season since 1998.
(3) 1st, 2nd and 3rd place trophies given since 1999.
(b) Fred Winter Cup (The Division 2 trophy)
(1) Awarded to the Division 2 champion in the League Tournament.
(2) First given in 1992 as a Recreational division traveling trophy, a new trophy awarded
each season since 1998.
(3) 1st, 2nd and 3rd place trophies given since 1999.
(c) Howard Liebhaber Cup (The Division 3 trophy)
(1) Awarded to the Division 3 champion in the League Tournament.
(2) First given in 1994. New traveling trophy purchased in 1997.
(3) 1st, 2nd and 3rd place trophies given since 1999.
(d) Scott Van Ert Cup (The Division 4 trophy)
(1) Awarded to the Division 4 champion in the League Tournament.
(2) First given in 2002.
5.3 Awards
(a) Jim Traetow Award (The Most Valuable Player award)
(1) One awarded to each Team's MVP as selected by the individual Teams.
(2) Given for all-around contribution to the Team during the current season.
(b) Ken Johnson Team Spirit Award
(1) Awarded to the Team with the best spirit as selected by vote of the league umpires.
(2) First given in 1998 to the Cheerios, G-Men
(c) Commissioner Awards (at Commissioner’s discretion)
(1) Awarded to individuals, Teams, or sponsors as selected by the commissioner.
(2) Given for outstanding contributions to the League during the current and/or past seasons.
Rule VI LEAGUE AFFILIATIONS - North American Gay Amateur Athletic Alliance (NAGAAA)
6.1 Administrative duties of the Commissioner and/or League Affiliations Chair
(a) Responsible for attending NAGAAA meetings and reporting on the meetings to the Board.
(b) Official contact person for all communication between the League and NAGAAA.
(c) Responsible for distributing NAGAAA information on a timely basis to the League.
6.2 Player and team ratings
(a) All League Teams must submit team and player ratings to the League.
(b) NAGAAA recognizes TCGSL's territory as the state of Minnesota and 75 miles into neighboring
states. (The territory includes Eau Claire, Wisconsin, but does not include any part of Canada).
TCGSL non-resident players are defined as players who live outside TCGSL's territory and live
within another NAGAAA member's territory. TCGSL player's who live outside TCGSL's territory
and in territory not claimed by another NAGAAA member are considered resident players.
(c) The Commissioner and/or the League Affiliations Chair will be responsible for reviewing
player ratings and revising them where appropriate.
(d) A Team must be notified of any revisions to their player ratings.
(e) Appeals and protests of player ratings must be resolved no later than June 30th.
(f) Final player ratings will be available for review to Board members.
6.3 Fines imposed by League affiliations
(a) The Board will have the final determination in questions regarding responsibility for a fine's payment.
(b) Fines that result from an individual league member's action or inaction.
(1) The individual will be ineligible to participate in any future League activities until that individual
has paid the fine, or reimbursed the League, or until the board restores eligibility.
(2) The individual may pay the fine directly to the league affiliation.
(3) The individual may reimburse the League for payment of the fine.
(4) The Board may waive part or all of the individual's payment responsibility if deemed appropriate.
(c) Fines that result from a Team's action or inaction.
(1) The Team will be ineligible to participate in any future League activities until that Team
has paid the fine, or reimbursed the League, or until the board restores eligibility.
(2) The Team may pay the fine directly to the league affiliation.
(3) The Team may reimburse the League for payment of the fine.
(4) The Board may waive part or all of the Team's payment responsibility if deemed appropriate.
(d) Fines that are not the result of an individual or Team's action or inaction will be paid by the League.
6.4 World Series playoffs
(a) Applications.
(1) Deadline for applications and deposit checks is the day before the opener.
(2) If the deadline passes and the allowed number of berths have not been filled, there will
be no playoffs, except when the only applications are from multiple Teams signing up
in a single division. Any remaining open berth(s) will be filled on a first-come basis.
(3) Sending one Team in each division will always take precedence over sending multiple
Teams in any one division.
(b) Distribution of World Series team berths.
(1) The league is allowed 6 team berths in the NAGAAA B, C, and D divisions with a maximum of 2 team berths in any one division.

(A division berths are not included in this formula as they are currently not counted within the same limitations by NAGAAA.)
(c) Awarding World Series team berths
(1) Teams qualify automatically in a division when the number of Teams bidding for the division
Equals (or is less than) the number of berths available for that division.
(2) When more Teams sign up for a division than the number of berths assigned, berths will
be awarded based on:
a) A single playoff game when two Teams compete for one berth.
b) A playoff round-robin or double-elimination tournament when three or more Teams are competing for a berth(s).
Team(s) winning a berth shall be decided based on the following criteria (in order):
1. Most games won
2. Head to head winning status between two tied teams (Team A and Team B are tied for number of wins, but Team B beat Team A in the playoff – Team B wins berth)
3. Most Total Runs scored during the playoffs
4. Fewest runs allowed during the playoffs
5. Winner of coin toss
Division changes after June 1st will be subject to commissioner approval. Moves will only be allowed if
playoffs to eliminate a Team(s) are unnecessary and if the move doesn't put 4 Teams in one division.
6.5 World Series player participation requirements
(a) To qualify to play in NAGAAA World Series competition, a player must be present at a
minimum of 50% of TCGSL regular season games. "Present" is defined as: "Present at
the field on the dates and times your Team is scheduled to play".
(b) A player whose Team is participating in the NAGAAA World Series may not play in that World
Series competition for any other Team.
(c) Teams may pick up players in accordance with NAGAAA rules provided that they meet TCGSL eligibility requirements through their home team. The pick up players may play in the World Series playoffs provided there is a good-faith commitment to play in the World Series for that team if that team earns a berth.
