CBSA Tournament Rules

CBSA Spring/Summer Tourney Rules: 

 

    • Required Liability Waiver:  All tournament teams/managers must check-in at tourney central at least 1-hour before the start time of their first tournament game.  Every team/manager must complete the CBSA Liability Waiver Form and turn it in at initial check-inTeams or players cannot start their first tourney game unless this waiver is completed and turned-in prior to their first game.  Click here for waiver.
    • CBSA Softball Tournament Rules:  Softball tourney rules are different than the baseball rules.  Teams participating in CBSA Softball tournaments still need to complete the CBSA Liability Waiver and turn it in 1-hour prior to their first game.  For softball rules, please reference www.cbsasports.com and click on the Softball and then Coaches Corner links. ASA sanctioned softball tourneys will follow ASA rules.
    • Roster Rules:  All teams must turn in an official liability waiver/roster form to the tourney coordinator 1-hour before their first tourney game.  Failure to turn in a roster on time can result in a forfeit of the team's first game.  Once a roster is turned in, the team's roster is frozen and no player can be added to the roster for that tournament.  In the event of emergency player injury, a team can petition the tourney coordinator for a roster add only if the injury results in the team having less than 8 players.  Any petitions for roster adds must be made to the tourney coordinator at least 2-hours before the team's next game and are not guaranteed.  It is the Manager's responsibility to have his players' birth certificates in the case of any question regarding the age of his players. If questioned, failure to produce birth certificates will result in a forfeit. The CBSA age eligibility is May 1st.
    • Roster Game Rules:  For CBSA-Run tournaments teams must bat the roster and will have free defensive substitutions. 
    • Tournament Rainouts and Cancellations:  Teams that play 2-games in a 3-game format tourney will not receive a refund if rainouts or tournament cancellations occur after that team has played 2-games.  If a 3-game format tournament is rained-out or cancelled prior to the conclusion of that tournament, teams that played only 1-game will receive a 50% refund of their registration cost for that tournament minus a $35 administration processing fee.   If a 3-game format tournament is rained-out prior to the conclusion of that tournament, teams that played 0-games will receive a refund of their registration cost for that tournament.  Any CBSA-Run tournament that is cancelled by CBSA not involving weather or due to a tournament not reaching the minimum number of teams, those teams will receive a full refund of their registration cost for that tournament or they can decide to apply those funds to a future tournament (upon manager's agreement).  For 4-game format tournaments and rain-out situations, same rules apply except for 3 games played before rainout will not receive any refund and 2-games played will receive 50% refund and 1-game played will receive 75% refund minus $35 administration fee.  Teams that cancel registration or withdraw from a tourney 21-days prior to the first date of the start that tourney will not receive refunds for their registration costs.
    • Pregame Warm-Ups:  Portable pitching mounds on the game fields cannot be used for warming pitchers at any time. No metal spikes at any time on portable pitching mounds.  All fields except C2 have portable pitching mounds. Teams cannot do FULL infield or outfield pregame warm-up on the game field.  For pre-game warm-up, teams should share the field and split the infield and outfield respective to their dugout side.  Ground balls should be hit from foul territory from behind 1B and from foul territory behind 3B with players fielding the ground balls past 2B.  Please do not remove the batting cage nets or L-screens located in the cages or the soft-toss nets located by the game fields.   

  • Tournament Game Time Limits, Innings & Mercy Rules:  All CBSA-Run tournament games are as follows:

    ·         Ages 9U and up will be 6 innings and will have 1 hour & 40 minute time limit. No new inning will start after 1 hour & 40 minutes.  Championship Games will have a 2 hour time limit. Championship Games will have one extra inning of regular baseball and then CBSA Tie-Breaker will apply.

    ·         Ages 7U-8U Machine Pitch age levels will be 6 innings and will have 1 hour & 20 minute time limits. No new inning will start after 1 hour & 20 minutes.  Championship games will be 1 hour & 30 minutes. Championship Games will have one extra inning of regular baseball and then CBSA Tie-Breaker will apply.

    ·         Any game that goes at least 2 ½ (if Home team is winning) or 3 innings (if Visitor team is winning) will be considered an official game. 

    ·         Mercy rules will apply to all ages.  Mercy rules are as follows:

    ·         15 runs after the 3rd inning

    ·         10 runs after the 4th inning

    ·         8 runs after the 5th inning 

    ·         NOTE: Rec tournaments will follow CBSA American rules and the 7 runs per inning limit will apply. PLEASE NOTE, the CBSA tourney coordinator reserves the right to shorten games times if rain occurs during a tourney weekend. 

    • Tournament Seeding:  Teams will be seeded after Pool-Play. 
      • Pool-Play Visitor and Home will be determined by a coin flip. 
      • Bracket-Play Visitor and Home will be determined by the higher seed. The higher seed in each tournament single elimination or championship round game will be declared the Home team for that game. Qualifying teams will be seeded from the highest seed to the lowest seed.  After seeding, qualifying teams will advance to the elimination round or championship round play. Seeding will be based on the following:
      • Wins/Loss record
      • Head-to-Head (void if 3 or more team tied) 
      • Runs Allowed
      • Runs Scored, and then if needed
      • Coin Flip 

  • Tie Tournament Games:  CBSA-Run tournament Pool-Play games can end in a tie and will be recorded as such.  Games that are in single-elimination play and end in a tie at the end of the time limit or after completion of the 6th inning, will have the California Tie-Breaker put in place in the next inning.  Championship Games will have one extra inning of regular baseball and then California Tie-Breaker will apply.
  • Tournament Forfeits Any team that forfeits a pool-play game will NOT qualify or advance to the single elimination or championship round play.
  • Bat Restriction Rules: Players must use bats that comply with USSSA bat rules.  Bats must be either stamped with 1.15 BPF or BBCOR Certified.  No bat drop limits. Umpires will not check bats before games, however they may check a batter's bat during the course of game.  Any violation of the bat rules during a game will result in an out being counted for that batter.  Second violations during the same game will result in the ejection of that player and team's manager.  Any third violation of the bat rules in the same game will result in that team forfeiting that game.  Any protests of the bat rules MUST be done during the game (protest fees apply).  Note:  Effective April 18th certain DeMarini bats have been ruled non-compliant for USSSA play.  These bats are not allowed in CBSA tournaments.
  • Baseball Tournament Pitching Rules/Limits:  CBSA run baseball tourneys will not have pitching restrictions or pitching limitations for innings pitched during a game or over the course of the tourney weekend.  The only pitching restriction is that a player that pitches in a game and is taken out from the pitcher position cannot return back to the pitcher position during that game.
  • Tournament Base/Pitching Distances:  CBSA-based tournaments will follow the CBSA league base and pitching distance rules.   Please see the chart at the bottom of this rules pages labeled "CBSA Base/Pitching Distances".
  • Protest Rules:  All protests require $100 fee with payment being made immediately at the protest.  All protests can only be made to the tourney coordinator and tourney chief umpire.  Protests can only be made for tourney rule violations, not umpire judgement calls.  Protests for violations of pitching and bat rules must be made immediately upon violation of those rules.  Protests for tourney roster violations must be made before or during the game.  If made after the game, they will be nullified. 

7U/8U Machine Pitch Baseball Special Rules:

  • Machine Pitch - No lead offs and baserunners cannot move or advance from 1B, 2B, or 3B until the ball is batted.  No Stealing!
  • Machine Pitch - Runners must stop once the ball is controlled by an infielder anywhere within the base-paths in fair &/or foul territory.  If a runner is more than half-way then they can advance to that next base.  If the runner is less than half-way, then the runner must return to the previous possessed base.   Umpires judgement will determine ruling on half-way status of the runner.
  • Machine Pitch - Play 9 defensive players (3 in the outfield) and hit the roster.  Free defensive substitution
  • Machine Pitch - Ball off the pitching machine is considered fair and live ball.  Applies even if ball hits machine and then bounces into foul territory.  
  • Machine Pitch - Max of 7 runs per inning.
  • Machine Pitch - NO BUNTING is allowed (swinging bunts are okay and do not count as a bunt)
  • Machine Pitch - No infield fly rule
  • Machine Pitch - No dropped 3rd strike
  • Machine Pitch - No coaches can be in the field of play while on defense.  A coach for the defensive team can stand back by the back-stop in foul territory to help the catcher shag baseballs going back to the screen. This coach cannot coach the defense or distract the game.  Coaching the defense should be from the dugout only.
  • Machine Pitch - Tourney umpires will adjust and feed the pitching machine.  The umpire is the only person that should adjust the pitching machine during the game and will try to limit changes at the end of an inning.  Pitching machine speed for tournaments will be an average of 37-40 MPH.

8U Kid Pitch Baseball Special Rules:

  • 8U Kid Pitch - No lead offs and baserunners cannot move or advance from 1B, 2B, or 3B until the ball is hit.  No Stealing of any kind!
  • 8U Kid Pitch - Runners cannot advance on wild pitches or past balls.  The ball must be put in play for runners to advance.
  • 8U Kid Pitch - Play 9 defensive players (3 in the outfield) and hit the roster.  Free defensive substitution
  • 8U Kid Pitch - Max of 7 runs per inning.
  • 8U Kid Pitch - No infield fly rule
  • 8U Kid Pitch - No dropped 3rd strike
  • 8U Kid Pitch - No balks, umpires will provide friendly instruction for correcting balks.

9U Baseball Special Rules:

  • 9U Rules - Runners on 3B cannot advance home on wild pitches, past balls, or on the throw from the catcher back to the pitcher.  A runner on 3B can advance to home or be forced home by a batted ball, any defensive play attempted on any runner at any base, any pick-off attempted on any runner at any base, a bases loaded walk, suicide bunt, &/or dropped 3rd strike.  A runner at 3rd can only advance on a drop 3rd strike if the catcher makes a defensive play (throw) to 1B, 2B or 3B. 
  • 9U Rules - A batter that walks cannot immediately advance to 2B without a pitch being thrown or a defensive play attempted on another runner at a different base.
  • 9U Rules - Leadoffs and steals are permitted (please see exceptions for runners at 3B).
  • 9U Rules - Max of 7 runs per inning.
  • 9U Rules - Infield fly rule in effect.
  • 9U Rules - One balk warning per pitcher and umpires will focus on calling major balk mistakes that are meant to deceive baserunners.
