1.            Name -           The organization shall be called the “Berkshire County Youth Football League.”  Any community in BerkshireCounty may join by paying the annual fee established by the Board of Directors and agreeing to abide by these By-Laws.

 

2.            Mission Statement-            The BCYFL’s mission is to teach the basics of clean, fundamental football in a safe atmosphere, for all participants.  The youth participants’ experience and safety will always be the BCYFL’s highest priority.  Cooperation among parents, coaches, teams or administrators will always enhance the experience of each participant. It is our duty as Administrators, Coaches, Parents, Fans to promote the physical and mental well-being of each participant while striving to make each individual a better football player and more importantly, a better person.  To achieve its mission, the BCYFL will provide a supervised program under the Rules and Regulations as set forth by these By-Laws. The BCYFL shall operate exclusively as a non-profit educational organization providing a supervised program of competitive football.

 

3.            Board of Directors -           The Board of Directors (the “Board”) shall oversee the League and promote the mission statement.

3.1.     If possible, each elected position will be held by a different Community’s member.  The Community Delegate Alternate should attend Board meetings and participate in any discussion, but shall be entitled to vote only if the Community Delegate is not present.  In the event that neither the Community Delegate nor Community Delegate Alternate cannot attend a meeting, a Community may have a temporary Delegate attend Board Meetings and vote on behalf of that Community.  There shall be no limit on the number of terms an officer may serve.

     

3.2.  The Board is responsible for administrating all activities pertaining to the operation of the BCYFL, including but not be limited to player registration, season scheduling, enforcement of rules and regulations, and maintenance of the BCYFL operating procedures.  Funds of the BCYFL shall be spent only with the approval of the Board.  All checks shall require the signature of the Commissioner and the Treasurer.


The Board of Directors shall meet at least monthly from May to November and more frequently and by telephone conference at the discretion of the Commissioner.  Actions by the Board of Directors shall be by simple majority vote of the present voting members. Attendance at these meetings will normally be limited to the community delegates and board members however, if the need arises, a request can be made to the boardto conduct an open session in order to discuss a specific topic with a boarder audience.

 

4.            Team Registration Procedure Teams shall be registered to play as follows:

 

4.1.  All participating communities shall organize their own programs and teams and shall establish their own fees and registration procedures, provided that no player shall be precluded from playing on the basis of financial need.

 

4.2.  No player shall change from one team to another team after the Jamboree.

 

4.3.  All participating communities are required to submit at time of registration a signed acknowledgment form accepting the responsibility to abide by the Rules and Regulations in these By-Laws.

 

4.4.  The entrance fee to the BCYFL is $150.00 per community payable on registration day, but may be waived by the Commissioner.

 

4.5.  Insurance is compulsory for all teams and proof of it shall be presented on registration day.  Insurance coverage must be in effect as of the first day of practice.

 

4.6.  All Board Members, Coaches and Assistant Coaches shall agree to be bound by the Coaches Code of Conduct adopted by the Board.Each Head Coach, Assistant Coaches and other mandated volunteers shall submit to a CORI checkwhich will be completed by the Board with the results being provided back to the delegates of the corresponding community programs. It will be the responsibility of each community to take the appropriate action based on the CORI results to assure the safety of their players. CORI check applications shall be completed by August 1st, for returning volunteers and prior to participating for new volunteers.

 

4.7.  The BCYFL is a certified member of the USA Football Heads Up Program. This requires the following from each of our community members:

n  All Coaches are required to successfully complete the USA Football Level I Certification Course

n  Each Community Program is required to have a USA Football certified “Player Safety Coach”

n  Each PSC is responsible to conduct Heads Up Football Safety Clinics for their coaches, parents, and players.

n  Each community is required to obtain appropriate General Liability insurance per the USA Football Terms &Conditions.

 

4.8.  An individual playing in BCYFL cannot play or practice with any other organized football team or league. Violation of this rule will result in suspension from BCYFLplay for the remainder of the season.  Scrimmages against other leagues and programs are permitted.

 

4.9.  There is to be no charging of admission at any of the games.

 

4.10.      There shall be no try outs or practice before the second Monday in August or a date determined by the board.

 

4.11.      After the first day of school, practice sessions will not exceed six hours weekly and any weekday practice session shall not exceed two hours.

 

4.12.      All players must maintain a satisfactory academic standing in school.

 

4.13.      All players must have at least two weeks of contact fully equipped, before playing his or her first game.

 

4.14.      Adult supervision is to be provided at each practice.

 

4.15.      The equipment used by the players in the BCYFL must meet national safety standards.  Each community participating in the BCYFL will be required to provide proof at registration day that their equipment is recertified on an annual or bi-annual basis.

 

5.    Player Eligibility Players shall be eligible as follows:

 

 

5.1.             Flag Division:Each community shall set their own requirements for flag football.  If a community does not have a flag program, players from other communities may participate in nearby flag programs.  Flag is intended for ages 5 - 7.

5.2.  Pee-Wee Division:

5.2.1.Minimum age is 6 years old as of August 31.

5.2.2.Maximum age is 9 years old as of August 31.

5.2.3.Minimum weight is 50 lbs.

5.2.4.Maximum weight is 105 lbs, with an in season growth allowance of 1 lbs per weigh in.

5.2.5.No Maximum weight for Restricted Player (defined below),

5.2.6.Players shall be required to re-weigh only if with in 5 lbs of the maximum weight

 

5.3.  Junior Division:

5.3.1.Minimum age is 10 years old as of August 31.

5.3.2.Maximum age is 11 years old as of August 31.

5.3.3.Minimum weight is 55 lbs.

5.3.4.Maximum weight is 125 lbs with an in season growth allowance of 1 lbs per weigh in.

5.3.5.No Maximum weight for Restricted Player (defined below)

5.3.6.Players shall be required to re-weigh only if with in10lbs of the maximum weight.

5.3.7.The league will allow 12 year olds who will not turn 13 in the calendar yearto play in the junior division if they are 85 lbs or less. Re-weigh-ins will be required. In general, communities should discourage 12 yr old players from playing in the junior division as it limits their years at the Senior Division where they gain more knowledge of the game at a higher level.

 

 

5.4.  Senior Division:

5.4.1.Minimum age is 12 years old as of August 31.

5.4.2.Maximum age is 13 years old as of August 31.

5.4.3.If a Player is entering 8th Grade, and is 14 years old and will not turn 15 in the calendar year, the player will be eligible, but 14 year olds 130 lbs and over shall be Restricted Players.

5.4.4.If a Player is entering 9th Grade, and is 13 years old as of August 31, the player will be eligible, and will be governed by the same weight limits as other 13 year olds.

5.4.5.Minimum weight is 60 lbs.

5.4.6.Maximum weight is 150 lbs with an in season growth allowance of 1 lbs per weigh in.

5.4.7.No Maximum weight for Restricted Player (defined below).

5.4.8.Players shall be required to re-weigh only if with in 10 lbs of the maximum weight.

 

 

5.5.  Players can elect to “play up” a division if their skill level permits and Restricted Players shall be encouraged to play up if they are 9 years old  (play up to Juniors) or 11years (play up to Seniors) and capable of playing at the upper level.   An individual Community may require a player in its program to play up, but the Board may not overrule a Community’s decision to require or not require any particular player to play up.  A player that elects to “move up” may move back down to the lower division (but then must not move back up).

 

5.6.  RESTRICTED PLAYERS:

 

5.6.1.Players exceeding weight limit will be allowed to play, but will be shown on the team roster as a “Restricted Player”.

5.6.2.Restricted Players shall wear a helmet sticker designated by the Commissionerand must play in an interior line offensive or defensive position.  No more than 3 Restricted Players per team may be on the field at any time.  Prior to a game, a head coach may contact the opposing team’s head coach to discuss increasing the number of restricted players for the upcoming game. If both teams agree to a number greater than 3, they need to inform the officials for the game of the agreed upon changes.The increased number will be allowed for that game only.

 

5.6.3.Before the start of every game, Coaches shall meet with their restricted players and the officials to: (a) confirm that the Restricted Player has a visible helmet sticker; and (b) confirm the Restricted Player’s jersey number.

 

5.6.4. A Restricted Player cannot carry the ball, advance a fumble or intercepted pass, or play on kick off or kick return teams.  A Restricted Player may kick an extra point or field goal and may play their line positions during punts or PAT attempts (but may not advance the ball).  On a punt, a Restricted Player may not cross the line of scrimmage until the ball is kicked.

 

 

5.6.5.On Offense, no more than 2 Restricted players shall be adjacent. This rule can be suspended if the two teams agree as part of the changes agreed to prior to a game as stated in 5.6.2.  Restricted Players playing guard and tackle may pull.

 

5.6.6.On Defense, Restricted Players must be in a 3 or 4 point stance at the snap of the ball and cannot play head up on an Unrestricted Center, but can play the Center/Guard gap.  If the Center is a Restricted Player, the Defensive Restrictive Player may play head up on the Center.  Defensive tackles may not line up outside the outside shoulder of the offensive tackle. A 5 yard penalty shall be assessed if a Restricted Player violates these rules (i.e. lining up off the line of scrimmage or not in a 3 or 4 point stance).

 

5.6.7.There shall be 3 official weigh in dates:  one before the first game, the second after the 4th game and the 3rd the week before the first Junior and Senior Playoff Games.The Commissioner may allow players an additional weigh-in, however they will be at his discretion and availability and therefore are discouraged. A Restricted Player may become an unrestricted player, if the player meets the required weight (including the in season growth allowance) at the second weigh in.  No Restricted Player shall be allowed to become an unrestricted player after the second weigh in.  A Restricted Player who initially weighs in at 10 lbs or more above the required weight shall be a Restricted Player for the entire season.  (For example, aPee-Wee who starts the season at 108 as a Restricted Player and who is weighted in at 104 at the 2nd weigh in would no longer be a Restricted Player, but a Senior who weighs in at 175 may not become an unrestricted player)(the Board does not promote rapid weight loss to “make weight”).  Players shall be required to re-weigh only if with in 5 lbs of the maximum weight for Pee-Wees and 10 lbs of the maximum weight forJuniors and Seniors. An unrestricted player who is required to re-weigh and who does not re-weigh shall become a Restricted Player for all games following the re-weigh in. New players may be weighed in and added to a team’s roster at any time.  A Coach or Assistant Coach must attend the 2nd and 3rd weigh in to ensure that the Player does not miss the reweigh in date.

 

 

5.6.8.Officials and the Commissioner shall have the authority to remove a Restricted Player from a game if that particular player’s ability and size poses an undue risk of injury to other players.

 

5.6.9.All Coaches shall be responsible to ensure that the use of Unrestricted Players does not result in a one team’s ability to dominate a game.  Pee Wee Coaches should make a conscious effort to be certain that Restricted Players are matched up against Restricted Players to the greatest extent possible.

 

5.6.10.   Any Restricted Player caught violating the Restricted Player rule, will be ejected from the game. The Head Coach may also be subject to sanctions approved by the Board. (We discussed deleting this rule but I think we need to have something other than the 5 yard penalty if some of these rules are violated.)

 

5.6.11.   The goal and intent of the Restricted Player rules is to allow all community members to play whenever possible, but to recognize the need for safety and the desire to promote competitive games.

 

5.6.12.   If the Board finds that the any Coach has consistently used the participation of Restricted Players to gain an unfair advantage in a game and has “run up” the score in multiple games, the Board may take disciplinary action against that Coach, up to and including suspending the Coach.

 

6.            Player Registration Procedures –

 

6.1.  All individuals who desire to participate as coaches and players in the BCYFL are required Register between August 1st and August 31st.  Registration can be completed by mail so long as each community submits all of its mailed in registrations at one time.  There will also be in person registrations scheduled.  The time and place of in-person registration will be established by the Board on a year to year basis. The in person Registration Day may be different dates for each Community, but all players shall be given a final opportunity to register and be weighed on the date of the jamboree.

 

6.2.  Prior August 31st, each player shall present a Player Registration form signed by his or her parent and each community shall submit an unofficial roster listing the players names, dates of birth, age as of August 31st, and unofficial weight.  New players shall provide an original of clear copy of his or birth certificate (an original birth certificate may be required -at the discretion of the Commissioner).Once a player’s birth certificate has been reviewed by the commissioner and the player’s date of birth has been recorded on a official BCYFL roster, the Player does not need to present an original birth certificate again in future years.The communities shall be responsible to conduct a preliminary weigh in which will be attended by the commissioner and shall record the player’s weight on the unofficial roster.  If a player is within 15 lbs of the maximum weight limit, that player shall be required to be officially weighed in at the weigh in times scheduled by the Commissioner.  A representative of each community having players weighed shall be present at each official weigh in.

 

6.3.  Players who are 15 lbs or more less than the weight limit and players who will be designated as Restricted Players do not need to be officially weighed in by the Commissioner; provided however, that any Delegate may after consultation with the Delegate from the player’s community, require any player to be weighed by the Commissioner.  (Any player who is unsure of his or her weight can be officially weighed in order to avoid any question about that player’s weight at a later time).  If a Delegate requires a weigh in of a player who was never been officially weighed, that weigh in shall occur before the next game to be played by the player in question.

6.4.  The purpose of this procedure is to eliminate the need for the Commissioner to officially weigh all 800 players and to permit the Communities to represent player weights on an honor system, while at the same time providing Delegates the opportunity to insist that a particular player be weighed. 

 

6.5.  If a player is found to be overweight when a Community and Head Coach have represented that the player is at least 15 lbs underweight, it will be presumed that that Head Coach and Community intentionally misrepresented the player’s weight in order to play an ineligible player.If a player is permitted to appear on a roster who has intentionally misrepresented his age, eligibility requirements or weight: (a) that player shall be suspended from the BCYFL for a minimum of 8 games; (b) the Head Coach shall be suspended for 8 games; (c) that Team shall be ineligible for any post season play and forfeited all games in which the ineligible player played; and (d) the Community shall be fined $500.00.

 

6.6.  Prior to the first game, each Community shall provide the Jersey Numbers of all players.  All players who have registered and met the eligibility requirements will be considered on the “Official Team Roster” for that community, assuming the number of players on the roster does not exceed 33 for Peewee teams; 35 for Junior teams and 40 for Senior teams. The Board can vote, with an affirmative majority, to permit a community to exceed the maximum number of players on a roster for a given year only.

 

6.7.  Prior to the start of the first game of the season, the Commissioner will post on the BCYFL website copy of the Official Team Rosters. It will be the responsibility of the Delegates and Coaches to have an up to date printed copy of their Roster at each game during the season.

 

7.            Game Day Procedures

 

7.1.  Prior to the start of each game, the coaches of the participating teams are required to exchange Official Team Rosters.  These rosters must accurately account for every player who is properly suited for contact and attending that particular game.  These rosters must be the exact duplicate of the Roster posted on the League’s website with any modifications approved by the Commissioner. 

 

7.2.  The home team for each game is responsible for assuring that a certified and properly equipped Emergency Medical Technician is at each game. If an E.M.T. is not present, the game shall not be played and is considered a forfeit by the home team. Final disposition of the game will be at the discretion of the Board.

 

7.3.  The home team for each game is responsible for assuring that at least one registered Football Official is at each game.  If an official is not present, the game shall be played under protest with the possibility of forfeit by the home team. Non-registered Football Officials may be used for Pee Wee games.  Final disposition of the game will be at the discretion of the Board.

 

7.4.   

If during a game one team goes ahead by 28 or more points, the game is officially over and that team is awarded the win.It is expected that the head coaches will then meet midfield to agree upon how the remaining time in the game will be played (e.g. running time or normal clock rules, 2nd squad versus 2nd squad, controlled scrimmage or normal game operations, etc). For the betterment of the league, it is expected that all coaches work out an agreement that allows as many players as possible to participate in a positive experience regardless of the score.

 

7.5.  The following game rules apply to all three divisions (except as modified for Pee-Wees below). All games are to be played under MIAA rules unless modified by these By-Laws;

 

7.5.1.The Pee-wee division games shall normally start by 11:30a.m.

7.5.2.The Junior Division games shall normally start at 1:00 p.m.

7.5.3.The senior division game shall normally start at 2:30 p.m. or 15 minutes after  theJunior game, whichever is later.

7.5.4.Special starting times for games must be mutually accepted by the teams involved and approved by the Commissioner.

7.5.5.The time for quarters shall be 10 minutes each for the senior division, and 10          minutes each for the junior division.

7.5.6.Each team will be allowed 4 time-outs per half.

7.5.7.The time allowed between halves is 15 minutes.

 

7.6.  If a team fails to appear for a scheduled game, they will forfeit the game after a 30 minute wait, unless there is a justified cause and proper notification.  Final decision on the forfeit will be made by the Board.

 

7.7.  In case of rain or increment weather on the day of a scheduled game, the home team will make the decision whether to play or not by 10:00 a.m., and notify the opposing team and the Commissioner. The Commissioner reserves the right to cancel any game.

 

7.8.  Yard lines must be properly marked.  If yard markers are used they must be made of rubber or other soft material.

 

7.9.  If goal posts are available, Points-After and Field Goals are allowed.

 

7.10.      The ball used at the Senior division games must be a Wilson TDY or equivalent “YOUTH” size football.

 

7.11.      The ball used at the Junior division games must be a Wilson TDJ or equivalent “JUNIOR” size football.

 

7.12.      The ball used at the PeeWee division games must be a Wilson K2 or equivalent “PEEWEE” size football.

 

7.13.      If the score of a game is tied at the end of regulation time, the NCAA tiebreaker system implemented by the MIAA will be used except the series will start at the opponent’s 10-yard lines.During the regular season, if after two extra periods the score is still tied, the game will be over and ruled a tie. During play-off games, the tiebreaker system will continue until a winner is declared.  If a team elects not to participate in the tiebreaker, that team will be deemed to have forfeited the game.

 

7.14.      The Home Team is responsible to post the final score (Junior and Senior games only) on the BCYFL website and reporting the score by email to the Comissioner. The team standings in Junior and Senior Divisions will be determined by a point system.  A team will get 2 points for a win, 1 point for a tie, and zero points for a loss. If at the end of the season there are teams at the top of the standings with an equal amount of points, then there shall be co-champions. If a playoff game is schedule, the standings will determine which team plays each other. If there are ties in the standing, then the Head-on-Head results will be used to determine playoff seating.

 

7.15.      The location of the home field for the playoffs will be determined by the standings at the end of the regular season. The team with higher standing will have the home field. In the event of a tie, head to head standing will prevail. If head to head records results in a tie, a flip of a coin will determine the home field.

 

7.16.    If weather or other unforeseen circumstances causes the season to end prior to completing the championship playoffs, the championship will be awarded to the team that had the best record in the regular season and is still active in the playoffs. A tie will result in co-champions. For playoff games, the Commissioner will be responsible for making the determination if a game will be played, re-scheduled, or cancelled.

 

7.17.      SPECIAL RULES FOR PEE-WEE DIVISION

 

7.17.1.   15 minute running quarters (clock stops on change of possession and at ½ time).

7.17.2.   Each team will be allowed 2 time-outs per half (clock stops).

7.17.3.   Games must be completed at 1:00PM for Junior Game start.

7.17.4.   A guideline of one (1) minute in the huddle is encouraged.

7.17.5.   Coaches should be on the field during play.

 

7.17.6.   There is a mandatory must-play rule. The second quarter has been designated for this purpose and each team will assure that all players that are not playing at least 8 minutes in other quarters will play this entire quarter.

 

7.17.7.   Jr. PeeWee Mini-Game / 5th Quarter – If both teams have 25 or more players, the teams may elect to play a “Jr. Pee Wee Mini-Game” or “5th Quarter” consisting of a 20 – 30 minute scrimmage played by the first year players and others who will not play at least 8 minutes in the regular game.  Only second and third string players shall play in the mini game and the scrimmage should be played with an equal amount of time on offence and defense for each team.  The mini game can be played either before or after the regular game at the election of the home team coach.

 

7.17.8.   Play restrictions:

7.17.8.1.         No man on center

7.17.8.2.         No Blitzing unless defense is backed up within its 20 yard line

7.17.8.3.         Only two (2) valid defense. 6 man head-to-head: Or 6 man Gap with only one

man in center Gap.

7.17.8.4.         No punts will be allowed, but the Offensive team may elect to spot the ball on

the opposing team’s 35 yard line.

7.17.8.5.         Instead of Kickoffs the ball will be spotted on the 35 yard line.

7.17.8.6.         Players can use footballs that are one or two sizes smaller than Junior Division

youth size.

7.17.8.7.         Scores may be displayed at the game, but no scores or records will be posted

on the BCYFL website.

7.17.8.8.         No tie-breakers are allowed.

7.17.8.9.         No Playoffs are allowed.

 

 

7.17.9.   Practice should be kept fun with the focus on learning the basics of football and providing opportunities for all kids to experience the satisfaction of working as a team.

                                                                                                                      

8.0Violation of Rules –If it is determined by a participating Coach that the roster of the opposing team is not in order or does not accurately reflectthe players suited and attending that game, the following steps shall be taken:

 

        8.0.1   Attempt to reconcile with other coach by conducting a one-on-one conference

away from the players and fans. If successful, document agreement on the  

roster and have delegate pursue any issue if needed. Game shall be played.

 

8.0.2  If issue cannot be reconciled, the coach will document his complaint and

forward it to his Delegate for action. Game shall be played under registered 

protest.

 

8.0.3  If at game time, a coach of a participating team does not have available an

Official Team Roster to exchange, the following steps should be taken:  A

temporary roster will be generated to include the full names and jersey

numbers of each player at the game. Game shall be played. The temporary

roster should be forwarded to the commissioner for review and determination

of potential infraction of the rule .

 

8.1         If at any time any member of the Board becomes aware of evidence that leaves him to believe an infraction of the rules has occurred he or she shall notify the Commissioner who will take the following steps:  Discuss and review potential evidence with the Board Member.Determine the validity of the infraction.Report to the Board on his findings and make recommendation to the Board on any action to be taken.The Board will vote on final action.Any member of the Board has the right to approach any player at a game for purpose of confirming proper eligibility.

 

8.2         If the Board determines that a Coach intentionally permitted a Restricted Player to play as a Non-Restricted Player (without a helmet sticker and in violation of the Restricted Player requirements), that Coach shall be suspended for the season and shall resume coaching the following season only of approved by the Board.  If the Board determines that Restricted Player (or the Restricted Player’s parent) intentionally plays as a Non-Restricted Player (without a helmet sticker and in violation of the Restricted Player requirements), that Restricted Player shall be suspended for the season and shall resume playing the following season only of approved by the Board.

 

 

8.3         The following action will be considered appropriate for infractions of the Eligibility Requirements and Procedures:

9.0Coaching Conduct

 

The coaching staffs of each team in the BCYFL have the responsibility to conduct themselves in a manner that generates a positive environment for all participants in the BCYFL. It is considered the responsibility of the individual communities to establish a high standard of conduct for their coaching staffs and formally communicate these expectations to them each season. When accepting the position of a coach within the BCYFL, each individual must agree to conform at a minimum to the following conduct rules:

 

 

9.1The use of obscene language is prohibited while interacting with the players or other BCYFL participants (games and practices)

 

9.2The use of personally abusive language is prohibited while interacting with players or other BCYFL participants, and officials (both at games and practices)

 

9.3It is expected that coaches will refrain from arguments with officials during the game. If there becomes an issue concerning the quality of the officiating, they should be brought to the attention of the commissioner and the president of the Official Association after the game. Initiating and/or participating in prolong heated arguments with game officials, other coaches or parents is considered detrimental to the BCYFL and prohibited.

 

9.4Instructing and/or allowing players to intentionally inflict physical harm to another player is prohibited.

 

9.5The use of alcohol or any tobacco products (including chew) while interacting with the players is prohibited.

 

9.6Verbal interacting that incites unacceptable parent/fan actions is prohibited.

 

9.7Taunting any player during a game is prohibited.

 

9.8It is expected that all coaches will demonstrate sportsmanship at all time while interacting with the players.  Traditional displays of sportsmanship like greeting the opposing coach before and after the game as well as assuring that the participating players “shake hands” after the game are the responsibility of the coach. Serious or chronic displays of un-sportsman-like conduct are prohibited.

 

9.9If a coach has been found by the Board to be in serious violation of any conduct regulation, the following action will be taken;

9.9.1          On the first occurrence, the coach will be on probation for that year. The community represented by the coach will be required to write a letter of apology to their team, the opposing team when appropriate as well as anyone else deemed appropriate by the commissioner.

 

9.9.2            On the second occurrence within a year, the coach will be suspended and not allowed to participate in the BCYFL.

 

 

9.9.3          Based on the severity of the violation the Board reserves the right to take unique action and/or modify the designated action.

 

 

10.0       In Addition to the action stated above, the following BCFOA rules and policy will apply to all BCYFL games:

10.1          The head coach is responsible for the actions for all his assistant coaches. If he or any of his coaching staff display bad sportsmanship, gets confrontational or questions the integrity of any official then the following steps shall be made:
 
·  First offense - throw a flag (15 yd penalty). Call time out. Explain to the head coach, that the next time he or his coaching staff repeats any of the above actions, he shall be ejected from the grounds and he shall serve a one game suspension.
·  Second offense - throw a flag (15 yd penalty). Instruct the head coach that he shall leave the location. If he refuses, the game shall be forfeited immediately.
· The Referee or the program representative, if present at the game, shall notify the B.C.Y.F coordinator of the altercation.

 

10.2       If the head coach receives two suspensions in one year, the BCFOA will no longer officiate any games until that head coach is removed from coaching. 

 

 

10.3       If the head coach serves his one game suspension, the game will be officiated as planned and the head coach will be able to return for the next scheduled game.

 

 

 

11.0              Parents and Fan Conduct - The parents and fans play a very critical role in providing a positive experience for the players.  They need to set the example of how to properly accept success as well as defeat.  It is the responsibility of each community to clearly communicate to the parents the standard of conduct that is expected.  The parents and fans who attend the games of the BCYFL are expected to accept this responsibility and as a minimum abide by the following regulations:

 

11.0.1   The use of obscene language is prohibited while interacting with the

players or other BCYFL participant. The use of personally abusive language is prohibited while interacting with players or other BCYFL participants and officials (both at games  and practices).

 

11.0.2   Encouraging players to intentionally inflict physical harm to anotherplayer is prohibited.

11.0.3   The use of alcohol at any BCYFL game is prohibited.

 

11.0.4   Verbal interacting that incites unacceptable fan or player actions are prohibited.

 

11.0.5   Taunting any player during a game is prohibited

 

11.1    It is expected that parents and fans will, in a calm and controlled fashion, take an active role in encouraging all fans to act responsibly.

 

11.2    If a fan has been found in violation of any conduct regulation, the following action will be taken:

 

11.2.1   Violation recognized by an Official and game is still in progress: Per BCFOA  policy, any parent or fan that becomes abusive, confrontational or questions the integrity of any official, then the following steps shall be made:
 
    · The head coach, who is responsible for sideline control, will be advised by    the officials that he must advise the person that he or she must leave the grounds immediately. If the person refuses to leave the grounds, the game will be forfeited.  The decision of the Official cannot be overruled.

 

 

 

11.2.2   Violation reported to the Commissioner after the game.  Based on the severity of the violation, the commissioner reserves the right to take action when he feels it is appropriate and in the best interest of the BCYFL.  The actions to be considered will be declaring a game forfeited; suspension of all subsequent home games for the offending community; letter of notification/reprimand to the corresponding community leaders (eg. Selectmen,Mayor,youth program organizers); forfeit of corresponding game.  All action by the Commissioner can be overruled by a majority vote of the Board.

 

 

12.0 Concussion Incident Protocol

 

It is critical to the success of this league that we employ a common comprehensive approach to protecting our players from serious injury as it pertains to concussions. It is the responsibility of the coaching staff to be attentive and diligent in observing their players during practice as well as games. Below is a summarized list of symptoms that coaches need to be aware of. Copies of this list should be made available to all coaches and parents:

  • Appears dazed or stunned (such as glassy eyes)
  • Is confused about assignment or position
  • Forgets an instruction or play
  • Is unsure of score or opponent
  • Moves clumsily or poor balance
  • Answers questions slowly
  • Loses consciousness (even briefly)
  • Shows mood, behavior, or personality changes
  • Can’t recall events prior to hit or fall
  • Can’t recall events after hit or fall (give him a test)

 

POTENTIAL CONCUSSION

SYMPTOMS REPORTED BY PLAYER

 

  • Headache or “pressure” in head
  • Nausea or vomiting
  • Balance problems or dizziness
  • Double or blurry vision
  • Sensitivity to light or noise
  • Feeling sluggish, hazy, foggy, or groggy
  • Concentration or memory problems
  • Confusion
  • Does not “feel right” or is “feeling down”

 

 

 

 

SERIOUS ADDITIONAL SIGNS OF POTENTIAL CONCUSSIONS

 

  • One pupil larger than the other
  • Is drowsy or cannot be awakened
  • A headache that gets worse
  • Weakness, numbness, or decreased coordination
  • Repeated vomiting or nausea
  • Slurred speech
  • Convulsions or seizures
  • Cannot recognize people or places
  • Becomes increasingly confused, restless, or agitated
  • Has unusual behavior
  • Loses consciousness (a brief loss of consciousness should be taken seriously)

 

 

 

If you witness or suspect that a player has experienced a significant bump or blow to the head or the body, the following protocol is REQUIRED to be applied:

 

1.    Remove the player from play. Look for signs and symptoms of a concussion and when in doubt,  sit them out…..

 

2.   If the severity of the blow appeared significant or the player has demonstrated any of the recognized symptoms, the coach needs to take steps to ensure that the player is evaluated by an appropriate health care professional. Do not try to judge the severity of the injury yourself. If a parent/guardian is available, engage them along with the EMT if they are on site, to determine the appropriate method to bring the player to see a Health care professional (parent or Ambulance). Only the health care professional has the means and qualification to assess the severity of concussions. As a coach, you are required to record the following information to assist the health care professionals in assessing the player after the injury:

 

• Cause of the injury and force of the hit or blow to the head or body

• Any loss of consciousness (passed out/knocked out) and if so, for how long

• Any memory loss immediately following the injury

• Any seizures immediately following the injury

• Number of previous concussions (if any)

 

3. If the player does not show any immediate symptoms but it is clear that he did receive a blow to the body/head, the coach is required to inform the player’s parents or guardians about the possible concussion and give them the information on observing Concussion behavior. This fact sheet can help parents monitor the player for sign or symptoms that appear once the player is at home or returns to school.

 

4. Keep the player out of play the day of the injury and until an appropriate health care professional says they are symptom-free and it’s OK to return to play.

 After you remove a player with a suspected concussion from practice or play, the decision about when to return to practice or play is a medical decision. Once official permission to return to play (signed letter) has been granted by a health care professional, the  “Return to Normal Play Protocol” must be followed before a player is allowed to return to full contact activities.

 

 

 

13.0 “Return to Normal Play” Protocol for Concussion Incidents

 

 

Below are five gradual steps that you and the health care professional are required to follow to safely return a player to full competition. Remember, this is a gradual process. These steps should not be completed in one day, but instead over days, weeks, or months:

 

Step 1: Begin with light aerobic exercise only to increase a player’s heart rate. This means about 5 to 10 minutes on an exercise bike, walking, or light jogging. No weight lifting at this point.

 

Step 2: Continue with activities to increase a player’s heart rate with body or head movement. This includes moderate jogging, brief running, moderate-intensity stationary biking, moderate-intensity weight lifting (reduced time and/or reduced weight from the player’s typical routine).

 

Step 3: Add heavy non-contact physical activity, such as sprinting/running, high-intensity stationary biking, regular weight lifting routine, non-contact sport-specific drills (in three planes of movement).

 

Step 4: Player may return to practice and full contact in controlled practice.

 

Step 5: Player may return to football competition.

 

Coaches need to pay careful attention to a player’s symptoms, as well as the player’s thinking and concentration skills at each stage of activity. Any symptoms should be reported to their health care provider. If a player’s symptoms come back or he or she gets new symptoms as he or she becomes more activeat any stage, this is a sign that the player is pushing themself too hard. A player should only move to the next level of activity if he or she does not experience any symptoms at each level. If a player’s symptoms return, he or she should stop these activities and the player’s health care provider should be contacted.After more rest and an okay from his health care provider, the player should return to the first level and he or she should then restart the program gradually. A player CAN NOT return to normal competition until they complete all 5 steps without experiencing any of the concussion related symptoms.

 

 

 

Amendments - These By-Laws shall be amended by a simple majority vote except that any change in the player eligibility requirements must be approved by a 2/3 vote. The Community Delegates from each participating community are entitled to one (1) vote. An approved change will require affirmative votes at two subsequent meetings in order to be enacted. This will allow the individual delegates to bring any proposed change back to their community for any additional consideration before a final vote is taken.
