Tournament Rules - All Tournaments
Oct 28 & 29 Tournament
Specifics:
Registration will be done at the check in table. You will need to have a copy of each players birth certificate in case a team requests to see one. Proof of insurance must be turned in to us at check in along with a Tournament Waiver Form. The waiver form also acts as your tournament roster. No players will be allowed to compete if they are not on your waiver form.
Game Reporting:
All teams must report final scores to the check in table immediately following each game. Unreported scores will result in a forfeit.
Schedules:
All schedules will be posted on our website by the Wednesday before the tournament. Due to last minute changes in the past, we encourage all teams to check the official schedule on Friday night before coming to the tournament. All teams should report at least one hour early for games as we will move games up if earlier games conclude early.
RULES:
Coaches Meeting - None
Teams should come to the site of their first scheduled game to begin play. Arrive 1 hour early. We will move games up if earlier games end early.
SEEDING:
Seeding will be based on:
Two Way Tie Breaker:
1-Record
2-Head to Head - if applicable
3-Fewest Runs allowed-Revert to #2 if two are tied.
4-Most Runs Scored-Revert to #2 if two are tied.
5-Coin Toss
Three Way Tie Breaker:
1-Record
2-Fewest runs allowed in all games will determine highest seed (if one team beat ALL teams involved-they are the top seed)
3-Once highest seed is determined and two teams remain, revert to Two Way Tie Procedure.
Example:
Teams A-B-C have given up 15-10-5 runs respectively. A beat B, B beat C, and C beat A. Team C is the Top Seed based upon fewest runs allowed. Team A would be 2nd Seed based upon head-to-head.
In the event that ALL teams tied did not play each other-fewest runs allowed will be used until we get to head-to-head. It does not matter that team D beat team A and team C beat team A if ALL teams did not play each other.
DETERMINING WINNER:
All tournaments will have a Championship Game, if possible. In the event of cancellation of the tournament due to weather, we will determine a winner and appropriate finishes based on the Tie Breaker procedure. A tournament must have two complete games to be official.
No Shows and Forfeits:
Teams that are no shows for a game will be subject to immediate disqualification from the tournament and will forfeit 100% their entry fees. The team will be reported to state and national sanctioning bodies and tournament directors for additional review and potential penalties.
Teams that are forced to forfeit a game in progress because of too few players to continue or other rules infractions, will be allowed to complete the event but will not be permitted to compete in the championship round.
Sportsmanship Code:
- Promote good sportmanship both on and off the field and to encourage life long friendships. Any player ejected from a game will be suspended for the next game and possibly for the tournament. (Director will have final say on all suspensions)
- Any coach ejected from a game will be removed from the playing area for the remainder of the game and the next game. (Director will have final say on all suspensions)
- Any parent or fan found to be conducting themselves in an unsportsmanlike manner will be asked to leave the immediate playing area and can only watch the game from the outfield area. Depending on the severity of the unsportsmanlike offense, they may be asked to leave the park.
We have undercover police officers at all tournaments.
Tournament Rules:
Unless modified, play in all divisions will be governed by Official Baseball Rules 1.00 - 9.05. On-site tournament director reserves the right to modify rules and game schedules as needed in the best interest of the event.
Regulation Game: 8U/9U Divisions: 6 innings (No leads.)
10U-12U Division: 6 innings (Leads, dropped third strike.)
13U-18U Division: 7 innings (Leads, dropped third strike.)
Time Limit: All age divisions: No new inning may begin after one hour and forty five minutes (1:45). All games must end immediately at the "drop dead" time limit of 2 hours meaning the game is called the moment time expires. If a game is tied at the end of regulation or expiration of the time limit, the last inning with a leader will be the final score. If all innings end in a tie, the game will be scored as a tie. All single elimination games will be played out until we have a clear winner.
Home and Visitors: Home team is determined by coin toss, except in Sunday's Championship brackets, where the format involves seedings. In the case of seedings, the higher seeded team is home.
Mercy Rule: 8 runs after 5 innings (or 4 1/2 innings if the home team is ahead); 10 runs after 4 innings (or 3 1/2 innings); 15 runs after 3 innings (or 2 1/2 innings).
Pitching Limitations:
No limits will be placed on pitching. Please remember that we are dealing with young arms.
Line-Ups: Choose ONE of the following prior to each game:
1. Bat the lineup: free defensive substitutions
2. Straight nine: Re-entry rule below applies to substitutions.
3. Extra Hitter (EH): Bat 10 players. Unlimited substitutions allowed.
4. Designated hitter (DH): (applies to 13 thru 15U only)Re-entry rule below applies to substitutions.
Re-Entry Rule: A starter who is substituted for may return to his original spot in the batting order once per game. Once a substitute is removed from the batting order he is no longer eligible to return to the game.
Courtesy Runners: Courtesy runners are permitted with two outs for the pitcher and mandatory with 2 outs for the catcher. The courtesy runner must be the last person making an out if batting the lineup and someone not in the batting order if batting 9.
Official Scorer: The home team scorebook is the official scorebook. Home team scorekeeper should confirm score with visiting team scorekeeper after each inning and notify umpire of score only if there is a discrepancy. The home team scorekeeper should report the final score and innings pitched to the site director within 20 minutes after the game.
Pregame Infield: No pregame infield practice is permitted. Teams should use any open space available.
Bats: Restrictions on bat weight to length differential are waived in 9U-14U.
Cleats: No metal cleats for age groups 12U and under.
Head First Slides: No head first slides into a base. Head first slides are allowed returning to a base.
No Must Slide Rule - But a No Maliscious Contact Rule Is In Effect. If the umpire determines there was maliscious contact, the runner will be called out and ejected from the game. No exceptions - automatic ejection.
No team will be allowed to finish a game with 8 players due to an ejection. Teams may finish a game with 8 players due to illness or injury. Game is terminated if an ejection leaves a team with 8 players and the other team wins. If the winning team was trailing, the official game score will be 6 - 0.
When batting the entire lineup and a player is ejected, that batting order position will be an automatic out for the remainder of the game. If batting 9 plus an EH and the team only has 10 players at the game, the ejected players batting position in the order will also be an automatic out. If an injury or illness leaves a team with less players than they started with, no out will be recorded.
Balks - 1 warning each pitcher from 10U up. No balks under 9U and under.
Seeds:
We will be using many different formats during the course of the season. The schedule will show what format we are using for each tournament. If you are in a tournament that Play determines your seed for the following day, please call us at 301-418-2709 after 10 Saturday evening.
Field Dimensions:
9U : 46' mound, 60' bases (No leads)
10U: 46' mound, 65' bases (Leads)
11U and 12U: 50' mound, 70' bases
13U-15U: 60'6" mound, 90' bases
Age Divisions:
We strive to have single age divisions such as 11U, 12U, 13U, 14U. In the event that an age division does not have at least 4 teams, we reserve the right to combine age divisions to make a full field for pool play. Example: 11/12 would play using 12U field dimentons and rules. Awards would still go to the top teams in each age division 11U and up. Example: If we had 6 13U teams but only 3 14U teams, the 14U would be added to the 13U division to make a 13/14 division for pool play only. After playing pool games, the top teams in each age would play each other for their age championship. Each age division will be awarded separately as long as there are at least 2 teams in an age division that can play a championship game.
Our umpires know our rules of play. The umpires decision is final. No exceptions. The safety and well being of the children is our #1 priority. We will not tolerate bad behavior by coaches, parents or fans. Violators will be removed, no refunds will be given. All semi final and final round games will have 2 umpires minimum.
Age Group Cutoff Dates (or put another way, the youngest team a player could play on in Fall 2005/Spring 2006 season which begins August 1, 2005):
11U: Born on or after May. 1, 1997
12U: Born on or after May. 1, 1996
13U: Born on or after May. 1, 1995
14U: Born on or after May. 1, 1994
15U: Born on or after May. 1, 1993
16U: Born on or after May. 1, 1992
17U: Born on or after May. 1, 1991
