WCAA Baseball & Softball Refund Policy:

 

WCAA Refund Policy - there will be a $30.00 administrative refund fee for all refunds requested before registration ends. Any refund requested after the registration ends there will be a $50.00 administrative refund fee. No refunds are issued once the player's uniform has been ordered.



WCAA Baseball & Softball General Information:



The WCAA Baseball & Softball year begins with the fall season in September and ends with the conclusion of the spring season in May.

 

Fall is an instructional season, designed to give interested players an opportunity to play baseball from early September through early November.  Players have the chance
to practice new skills, and also try new positions.

 

The goal is to better prepare them for the more competitive spring season.

 

Spring is an instructional with a player participation requirement, but competitive wherein and official score and standings are recorded.

 

Uniforms: 

WCAA Baseball provides for all youth division a complete uniform For Spring, hats, jerseys, pants and socks to the players and a replica Minor League (For Fall) only Jersey and hats.

 

 WCAA Softball: 
Depends on the popular style at the time.

 

League Age:

For Baseball is the age of a player prior to May 1st of the current baseball year. 

 

For Softball is the age of a player prior to January 1st of the current softball year.

Spring 2013 Rules
 

T-Ball Rules

I. ANY RULE NOT COVERED IN THIS GUIDE, REFER TO DIXIE YOUTH RULE GUIDE AND
OR THE REGULAR BASEBALL RULE GUIDE

II. EQUIPMENT
(A) Bat should not be longer that 27 inches in length and no more than 2 1/4 inch barrel. A team with any batter using an illegal bat shall be given one warning; next batter will be called out.

(B) All players are required to wear a helmet with an approved face guard

(C) The batting tee must have a flat surface not to exceed 17 inches in width; it must be placed touching home plate when the batter is a bat.

III. GAME LIMITS
(A) All games are 90 minutes – (Saturday Only) no new inning should start after 90 minutes have expired

(B) Weekday games are 90 minutes long (Drop Dead Rule in Effect - no new inning should start after 90 minutes have expired)

IV. THE GAME - DEFENSE, OFFENSE, & BATTER
(A) Ten players on defense; four (4) outfielders must remain beyond the outfield line outfielders are not allowed to tag out a runner or base. They must throw the ball.

(B) All players must player one inning in the outfield. By the 3rd inning

(C) All players must play one inning in the INFIELD.

(D) No player shall sit on the bench for consecutive innings.

(E) Any infielder can call time out once he/she is on the pitching circle.

(F) Pitcher, when fielding a ball in the pitching circle, must throw the ball to make an out; no running to tag a player or a base.

(G) An overthrown ball to first and/or third bases, in foul territory, crosses the arc is a dead ball and all base runners are awarded one base - it is the umpire's discretion on a playable ball.

(H) An overthrown ball to the pitcher is defined as a ball crossing the pitcher's area on a fly or ground and continues to foul territory. It is the umpire's discretion to call dead ball and award one base.

(I) No infield fly rule.

(J) Minimum of 8 players required to play a game.

(K) The Offense will be made up of the entire team roster.

(L) All batters will bat per inning.

(M) The offensive team must notify the umpire when the last batter comes to bat and the umpire shall notify the defensive team.

(N) When the ball is dead and play is stopped, the runner should be awarded the closest base depending
on which side of the halfway line they were on at the play's end.

(O) No throwing the bat; one (1) warning then it’s an automatic OUT.

(P) No headfirst slide, this will result in an automatic OUT.
 

(Q)  There will be NO SCORE on T-Ball Games.

V. COACHES

(A) 4 Coaches per team

(B) DUGOUT - Only players, Coaches, and one team Parent are allowed in the dugout during the game.
NO parents or siblings are allowed in the dugout during a game, other than the Specified team parent.

VI. WCAA Official
If a Manager, Coach, Player, Parent or Fan is ejected by a WCAA Official He or she must leave the playing field immediately and the grounds of the park/facility. In addition to the Ejection from the game, the Manager, Coach, Player, Parent and/or fan will receive the following suspension and Penalties:

Suspension for one or up to 3 games; additional suspensions and/or penalties can come from the WCAA Board of Directors.


A-Ball Division Rules

I. ANY RULE NOT COVERED IN THIS GUIDE, CHECK WITH THE DIXIE YOUTH RULE GUIDE AND
OR THE REGULAR BASEBALL RULE GUIDE

II. EQUIPMENT

(N) The offensive team must notify the umpire when the tenth (10) batter comes to bat and the umpire shall notify the defensive team.

(O) When the ball is dead and play is stopped, the runner should be awarded the closest base depending on which side of the halfway line they were on at the play's end.

(P) No throwing the bat; one (1) warning then it’s an automatic OUT.

(Q) No headfirst slides, this is an automatic OUT.

(R) If a ball hits a coach or an umpire, it is a dead ball hit.

II.    EQUIPMENT                    
    (A)    The bat should not be less than 25" nor more than 33" in length. ( NO T-Ball Bats)                
        A Team with a batter using an illegal bat shall be given one warning, next batter will be called out.                
                        
    (B)    All players are required to have a helmet with an approved face guard and chin strap.                
                        
    (C)    It is MANDATORY that a Catcher wear a protective cup.                
        All players are recommended to wear a protective cup.                
                        

III. GAME LIMITS


(A) All games are 90 minutes – (Saturday Only) no new inning should start after 90 minutes have expired

(B) Weekday games are 90 minutes long (Drop Dead Rule in Effect - no new inning should start after 90 minutes have expired)                
                        
IV.    PITCHING                    
        NOTE:  The AA Division is a Kid/Coach pitch division - No WALKS  are allowed.                
                      Some game will be machine pitch games.                
                        
    (A)    A kid pitcher will pitches to batter until he has thrown 4 Ball, after the 4th Ball is call a coach come in to pitch                 
        The coach will  pitches until the batter strikes out or put the ball in play. Strikes carry over from Kids, to coach                
        Note:  On machine pitch games the batter will be allowed five (5) pitches or three strikes, if after 5 pitches the batter has not put the ball in play or made an out the batter is considered out.  If the batter fouls the ball on the 5th pitch; the batter is allowed another pitch to put the ball in play, strike out or foul again for another pitch.                
                        
    (B)    ONLY strikes will be called, NO walks are allowed, strikes carry over from the Kid pitch to Coach pitch.                 
        3 strikes, batter is out.                
                        
    (C)    A player can only pitch 6 inning per week. 1 pitch = one inning,                 
        A week starts Monday and ends Sunday.                
    (D)    machine will be set at 40mph                
                        
    (E)    The coach feeding the machine for the offense shall be allowed to check the machine for height and alignment before each half Inning                
        This may be done by throwing no more than three balls to a catcher. No more adjustment is allowed, unless time is requested and given by the umpire                
                        
V.    DEFENSE                    
    (A)    Ten players on defense. Four (4) outfielders must remain beyond the outfield line.                
        Outfielders are not allowed to tag out a runner or base. They have to throw the ball.                
                        
    (B)    All players must play one inning in the INFIELD.

    (F)    Free Substitution on Defense, with the exception of the pitcher. Any player can                 
        enter the game in any defense position as many times as deemed necessary by the manager.                
                        
    (G)    The player pitcher must have one foot inside the pitching circle, and not be any closer to the                
        batter than even with the pitching rubber.                
                        
VI.    OFFENSE                    
    (A)    The offense  will consist of the entire team roster.                
                        
    (B)    Only 5 runs scored per inning.                
                        
    (C)    No stealing.               
                        
    (D)    Fake Bunt are not allowed (the batter positions self to bunt, then swings); this is an automatic out.                
                        
    (E)    No throwing the Bat. 1 warning, then automatic OUT.                
                        
    (F)    No headfirst slide, this is an automatic OUT, unless back to base.                
                        
    (G)    If a ball hits a coach, machine, or an umpire, is a dead ball hit.                
                        
    (H)    10 or 15 Run rule - game is over when a team is ahead by 10 runs after 4 complete innings or 15 runs                 
        after 3 complete innings.                
    (I)    Bunt are allow in both Kid and machine pitch game                 
                        
    (J)    Offense coach will feed machine to his team.                
                        
    (K)    If the ball in a machine pitch is hit near the machine, it is umpires discretion to call dead ball.  If it hits the machine or coach, automatic dead ball.  Forced runners                
        advance one base, batter gets first base.                
                        
    (L)    Machine pitch speed is set at 40mph from 43 feet.  No adjusting the machine on every batter.  Move the batter back in the box if he is too short, up if taller.  Otherwise                
        games will take too long.  We should get almost 6 innings in.                
                        
    (M)     No player shall sit more than one inning in a row.  They all must play the infield for one inning by the 4th inning.  If there are issues, manager must bring to player agent first.                
                        
    (N)    Only defensive coach allowed on field is to stay by dugout at the discretion of the umpire.                
                        
    (O)    Discretion calls are not to be argued with the umpire.  Fair/Foul, Ball/Strike, Out/Safe are the umpires call.  Questions as to rule interpretation can be raised to the player                 
        agent on duty.                
                        
V.    COACHES                    
    (A)    4 Coaches per team                
                        
    (B)     DUGOUT - Only players and Coaches are allowed in the dugout during the game.                
        NO parents or siblings are allowed in the dugout during a game.                
                        
VI.    UMPIRES                    
        Only the Manager may represent or speak for the team with the umpire

AAA-Division Rules

II. EQUIPMENT

(B) All players are required to have a helmet with an approved face guard and chin strap.

II. EQUIPMENT
(A) Big Barrel bat with length not to exceed 33" and a barrel diameter of no more than 2 5/8" plus or minus 1/32 are allowed. A team with a batter using an illegal bat shall be given one warning; next batter will be called out.  Any bats with the Dixie approved symbol are allowed.

(C) Minimum of 8 players required to play game.

(A) The offense will consist of 9 players
Note: All players must complete ONE time at bat.

(B) Fake bunts are not allowed (the batter positions self to bunt, then swings). This is an automatic out.

(C) No throwing the bat; one (1) warning then it’s an automatic OUT.

(D) No headfirst slide, this is an automatic OUT.

(E) 10 Run rule - game is over when a team is ahead by 10 runs after 5 complete innings.

V. COACHES
(A) 3 Coaches per team

(B) DUGOUT - Only players and Coaches are allowed in the dugout during the game.
NO parents or siblings are allowed in the dugout during a game.

VI. UMPIRES
If a Manager, Coach, Player, Parent or Fan is Ejected by a WCAA Official He or she must leave the playing field immediately and the grounds of the park/facility.  In addition to the Ejection from the game, the Manager, Coach, Player, Parent and/or fan will receive the following suspension and Penalties:

Suspension for one or up to 3 games, additional suspensions and/or penalties can come from the WCAA Board of Directors.
 
1. EJECTIONS - Any coach, player or parent ejected by a game official shall receive an automatic one game suspension.  Two ejections in a season will disqualify the player, coach, or other participant for the rest of the season. This sanction shall not prevent the applicable Sport Committee from taking additional action pursuant to the disciplinary procedures set forth herein.
 
 

 

 

PONIES/BELLES RULES - 2012

I.  ANY RULE NOT COVERED IN THIS LOCAL LEAGUE RULES GUIDE, CHECK WITH 
     THE OFFICIAL DIXIE SOFTBALL RULES GUIDE

II. EQUIPMENT

(A)     The ball should be optic yellow in color and the size should be a 12 inches.

(B)     All Players are required to have a helmet with an approved face mask and chin strap.

(C)     Catchers must wear all protective equipment (provided by WCAA).

(D)     All coaches and players must wear a protective helmet with mask and throat protector when warming up a pitcher on the field of play and practice areas.

(E)      Face guards for fielders/pitchers are recommended
III.  PLAYING FIELD
      (A)Baselines shall be 60 feet in length
      (B)The front part of the pitching plate shall be 40’ from the point of Home plate.
IV. GAME LIMITS
 
          (A)     Complete 6 innings or 1.45 hours in time limit for weekend games whichever comes first. 
         Weeknight games, which start at 7:30pm shall not start a new inning after 9PM and a drop 
         dead time of 9:20PM will be enforced.

(B)     10 Run Rule: game is over when a team is ahead by 10 runs after 4complete innings

V.  PITCHING

(A)     A pitcher shall not pitch more than 8 innings in a week (Monday to the following Sunday night). 

(B)     6 inning limit per game

VI.  DEFENSE

(A)     There will be 9 players on defense with only six (6) in the infield at the point of the ball being released to the batter by the pitcher.  

(B)     All players must play six (6) consecutive outs on defense.

(C)     Each player will play 1 inning in the infield within the first 4 innings

(D)     No player will sit on the bench for consecutive innings.

(E)     Minimum of 9 players required to start the game.

(F)      If a team is short players they may borrow players of equal or less age without penalty as long as the player is registered to play WCAA Softball. The borrowed player shall not be permitted to pitch.

(G)     Defensive inning shall end when three (3) outs are recorded, or following the 10th batter of the inning.

VII. OFFENSE- XPLAY

(A)     The batting order shall consist of the entire team roster and all players listed on roster shall bat in their designated batting order.

(B)     10 batter limit per half inning to help move the game along, when 10th batter steps to the plate, 2 outs will be automatically given to batting team). If 10th batter is walked she will get two bases.

(C)     The base runner may leave the base when the ball leaves the pitchers hand.

(D)     Dropped third strike rule will be in effect. (1st Base unoccupied or 2 outs bases loaded)

(E)     If catcher of record is on base with two outs, a coach has the option of putting in a courtesy runner for the catcher. The courtesy runner will be the player who made the second out of the inning.

(F)     8’ Radius circle Rule- base runners must return to the last occupied base or advance to the next base after a pitch or after the batter completed her turn at bat and the pitcher has the ball while inside the circle.

(G)     Fake bunts are not allowed (the batter positions self to bunt, then swings). This is an automatic OUT.

(H)      No throwing the bat, 1 warning then automatic OUT.

(I)      No headfirst slide, this is an automatic OUT

(J)     If a player is removed from the game for any reason, her spot in the batting order shall be skipped for the remainder of the game without penalty.

VIII. COACHES

(A)     3 coaches per team and 1 team parent (preferably female) to manage the dugout during the game. NO PARENTS OR SIBLINGS ARE ALLOWED IN THE DUGOUT DURING THE GAME.

(B)     Coaches may call 2 timeouts per inning to talk to defensive players. A 3rd timeout called will result in the pitcher having to be removed for the remainder of that inning as pitcher but she may play any other position that inning. She will be allowed to reenter as pitcher in another inning, if she is pulled again then she can not pitch for remainder of game.

IV. UMPIRES
If a Manager, Coach, Player, Parent or Fan is ejected by a WCAA Official, he or she must leave the playing field immediately and the grounds of the park/facility.  In addition to the ejection from the game, the Manager, Coach, Player, Parent and/or fan will receive the follo
wing suspension and Penalties:

(A)     Suspension for 1 or up to 3 games
