    SMITH COUNTY BASEBALL LEAGUE RULES (SCBL)
    2003

    1. SCBL's entire Board of Directors will be comprised of the President, Vice President and Sec-retary from Bullard, Chapel Hill, Frankston, Troup, and Whitehouse's individual leagues.
    2. End of Girls T-Ball Season & Softball Season - June 26, 2003 End of Boys T-Ball Season & Baseball Season - July 2, 2003
    3. Each hosting town will be responsible for furnishing all umpires. All umpires must be at least sixteen years or older. Should an umpire not be present by the fifteen minute waiting period, the game will either be rescheduled or the hosting town will assign umpires from the stands.
    4. Home plate umpires are required to fill out pitching records and win/loss statements and are responsible for getting them to the hosting town concession. Each Head Coach in participating game is required to sign the Home Plate umpire's records at completion of game. Failure to do so finalizes all information stated on pitching records. Each hosting town will provide information to an assigned individual to keep league standings updated. League standings will be provided to each individual league’s President.
    5. Protest games must be turned in to a SCBL Board Member within twenty-four (24) hours of the game, accompanied by a letter and $100 (CASH or MONEY ORDER as NO PERSONAL CHECKS WILL BE ACCEPTED). If the manager wins the protest, the $100 will be returned, but if the manger loses the protest, the $100 will be forfeited. The coach must notify the Home Plate Umpire of the protest before the next ball is thrown. The President will not accept an illegal protest such as a judgment call. The protest committee will be comprised of a representative from each local league and the Board members of the SCBL. The protest will not be discussed verbally or on the telephone. OFFICIAL SCORE BOOK MUST BE NOTED BY SMITH COUNTY OFFICIAL (HOME PLATE UMPIRE) AT THE TIME OF PROTEST.
    6. There will be no changes in rosters after June 1, 2002. A copy of each player's birth certifi-cate will be kept on record by each individual league.
    7. Early games will begin at 6:00 p.m., unless otherwise noted and must begin no later than fif-teen (15) minutes after the scheduled start time or the team at fault forfeits the game. The home plate umpires' watch will be the official time to determine the start of the game.
    8. A player, coach or parent using profane language can be warned one (1) time at the umpire's discretion. After one (1) warning, if the umpires desires or for unsportsmanlike conduct, the Head Coach and the offender will be ejected from the complex. If either person refuses to leave the complex, that team will forfeit that game.
    9. A player, coach or parent that has been suspended (ejected) from a game on a second offense will receive a two (2) game suspension imposed by the SCBL. The SCBL Board of Directors shall review further penalties. Any penalty imposed shall be for a maximum of two (2) years time. No profanity allowed by any player, coach, parent, fan or anyone else at any sanctioned Texas Teen-age event. NO WARNING! Violator will be ejected from event site. Further disciplinary action regulated by Texas Teen-age and the local league affiliate.
    10. Teams with the same overall win/loss records within the same division at the end of the season will determine the champion in this manner: A. Have one (1) game playoff if time permits. That game will be scheduled by the SCBL. B. The winner of the regular season games between those teams that are tied. C. The best inter-loop record of those teams that are tied. D. A coin flip.
    11. Equipment: Only 100% rubber soles will be worn. All batters, base runners and on-deck bat-ters are required to wear batting helmets. All catchers (except T-Ball) are required to wear pro-tective helmets and masks with throat protectors, even in warm-ups. All male catchers (except T-Ball) are required to wear protective cups.
    12. Reentry Rule: Reentry shall be allowed as defined here: Any of the nine (9) starting players may be withdrawn from the game by being replaced by legal substitutes and then reenter the game one (1) time only. However, he must be inserted in the same place in the batting order that he oc-cupied at the start of the game. Once a substitute has been removed from the game, he cannot re-turn to the game. In the event a manager has used all of his eligible players and a player is injured, becomes ill or cannot continue, or is ejected or removed from the game by an umpire, the oppos-ing manager shall select a player from the bench to replace the injured, ill or ejected player. The intent of the reentry rule is to enable the manager to play all his players. In the event of an illegal reentry the umpire, official scorer or opposing manager shall replace the offending player with a legal substitute upon the discovery of the infraction. All plays occurring prior to the discovery of the illegal reentry shall be official after the next pitch.
    13. A team may begin any game with eight players. If a team begins a game with eight (8) play-ers, they must finish the game with a minimum of eight (8) players.
    14. Any disciplinary reason for a player not to participate in the game means the player does not suit up in uniform for that game. This must be reported to the home plate umpire before the game and to a SCBL member within forty-eight (48) hours prior to that game.
    15. All players will be required to play three full games during the season. If a coach fails to play all players three full games, the Board will review his coaching status prior to the next season. In addition, all players who show up in uniform must play a minimum of six (6) consecutive outs on defense and have one (1) official at bat in each game based on a regulation six (6) or seven (7) in-ning game according to age division. If the game ends at the end of four (4) innings due to rain out or the ten (10) run rule, the players that did not get in this game must play twelve (12) con-secutive outs and have two (2) official at bats in the next game. A coach found in violation of this rule will be suspended for two (2) consecutive games. A repeat violation will result in a one (1) calendar year suspension from coaching in SCBL. If it is the last game of the season, and a player does not make an appearance or have an official at bat, the game will be forfeited (if it is a full game). If it happens to be a rain shortened game or a shortened game for any other reason, there will be no penalty.
    16. No team will advance to the play-offs on forfeit without the approval of the SCBL Board.
    17. All rainouts or suspended games will be rescheduled within two weeks following the original scheduled games. The two coaches will reach an agreement as to game time, site, and umpires and contact the hosting town’s President. If the two coaches cannot come to an agreement, the hosting town will schedule the game for immediate play. If a team is unable to play at the sched-uled game, the game will end in a forfeit. Games towards the end of the season will be scheduled immediately.
    18. When the seventh (7th) run has scored, or three (3) outs are made, the defensive teams changes to offensive. This rule applies to all divisions.
    19. Each home team is responsible for cleaning trash and debris from their playing field and dug-out. Each visiting team is responsible for cleaning trash and debris from their dugout.
    20. An "UMPIRE IN CHIEF" will be elected each year. The Umpire in Chief's purpose will be to give the umpires for SCBL guidance and organization. The Umpire in Chief will be a part of and have a vote in the protest committee decision.
    21. The President if needed will appoint an All Star committee. This committee must include a member from each local league for the purpose of submitting a plan of work in the organization of the All Star Day activities.
    22. Only one (1) copy of the SCBL's schedule will be given to the local League President. It will be the responsibility of each local league to provide additional schedules to their coaches and board members.
    23. In all age groups, all infielders except the pitcher and catcher must be positioned behind the intersection of lines from halfway between home and first base and halfway between home and third base.
    24. In 4 & 5 T-Ball, 6 & 7 T-Ball, all uniformed players are to be placed on the batting order for the entire game. If a player must be removed from a game due to illness or injury, he/she will be removed from the batting order and cannot return to the game.

    OFFICIAL RULE BOOKS

    BOYS: T-BALL, MIDGETS, SENIOR MIDGETS, FRESHMAN, SOPHOMORE, AND HI-JUNIORS WILL USE THE OFFICIAL TTAB/TTAS AND NATIONAL LEAGUE OFFICIAL RULE BOOK.

    GIRLS: T-BALL, LADY MIDGETS, FRESHMAN, SOPHOMORE AND JUNIORS USE THE OFFICIAL TTAB/TTAS AND ASA OFFICIAL RULE BOOKS. GIRLS WILL PLAY FAST PITCH.

    ADDITIONAL RULES FOR T-BALL DIVISION

    1. All players who show up to a game in uniform must play in each game. (See penalty in #3 be-low). Ten (10) defensive players are to be on the field unless a team only has nine (9) players in uniform.
    2. All uniformed players are to be placed on the batting order for the entire game. If a player must be removed from a game due to illness or injury, he/she will be removed from the batting order and cannot return to the game.
    3. Defensive starters will remain in the game for two (2) complete innings. ALL SUBSTITUTIONS MUST ENTER THE GAME DEFENSIVELY AT THE START OF THE THIRD (3RD) INNING AND PLAY TWO (2) COMPLETE INNINGS ON DEFENSE. Coaches may use their discretion upon the use of the reentry rule after four (4) complete innings of play. A coach found in violation of this rule will be suspended (cannot enter the ballpark) for two (2) consecutive games. A repeat violation will result in one (1) calendar year suspension from coaching in the SCBL or local league.
    4. There will be no 10 run rule limit in effect. Games will be played until they are completed or the time limit expires (One hour fifteen minutes (1:15))
    5. Catchers are required to wear protective masks while on the field during defense.
    6. The "HOME" team will be responsible for supplying a scorekeeper.

    COMBO PITCH - EIGHT-YEAR-OLD BOYS

    Combo pitch will be used for the season.

    Texas Teenage Baseball/Softball rules will apply except for the following differences:

    1. The pitcher’s plate will be placed 38 feet from home plate.
    2. Time limit is 1 hour 45 minutes.
    3. No pitcher will be permitted to pitch more than three (3) innings a game.
    4. If the player/pitcher throws three (3) strikes, the batter is out; however, after the player/pitcher throws four (4) balls, the coach/pitcher will pitch twice and the batter must either hit the ball or the batter will be out. Exception: If the batter fouls the second pitch from the coach the batter will get another pitch until the batter either hits the ball fair or misses the ball. The bat-ter will receive a maximum of six (6) pitches from the player/pitcher, exception (batter fouls the sixth pitch of a 3&2 count).
    5. While coach/pitcher is pitching, the player/pitcher must be positioned within three (3) feet on either side (not in front) of the coach/pitcher.
    6. Any player/pitcher hitting three (3) batters in a game shall be removed from the mound.
    7. A player/pitcher removed from the mound for any reason, cannot return to the mound as a pitcher during that game.
    8. When a coach/pitcher is pitching, they will pitch to their own batters overhand.
    9. The coach/pitcher must leave field to foul territory when ball is put into play.
    10. If a hit or thrown ball is accidentally caught by the coach/pitcher, the ball should be immedi-ately dropped and the coach/pitcher shall move out of the way of the fielders.
    11. If a coach/pitcher leaves the game, he/she cannot reenter that inning, but may reenter anytime thereafter. No more than two (2) coach/pitchers per half inning, unless second coach/pitcher is injured.
    12. The coach/pitcher is for identifying the position only. While on the field, including in the foul territory, during their offensive half of the inning, the coach/pitcher is not allowed to do any coaching. This includes instructing the batter, base runners, or any other player or coach on either team. Any violation result in the batter being out, and the ball is dead.
    13. There will be no walks.
    14. Batters hit by pitches from the player/pitcher only, will advance to first base.
    15. There is no catcher interference. If the catcher does interfere, the pitch does not count.
    16. Batters can only reach base by hitting the ball into play or being hit by a pitch from the player/pitcher.
    17. If a runner leaves the base before the pitched ball reaches the batter and the batter does not hit the ball, the runner must return to the base he occupied before the pitch was made.
    18. If the batter hits the ball fair, the base runner leaving the base early shall be called out. The ball is live and in play.
    19. The umpire shall call the play dead when a defensive player has control of the ball and pre-vents the lead runner from advancing.
    20. The catcher should throw the ball back to the player/pitcher.
    21. Bunting is not permitted. A full swing must be taken, or the batter shall be called out and the ball is dead.
    22. All infielders except pitcher and catcher must be positioned behind the intersection of lines from halfway between home and first base and halfway between home and third base.
    23. If the ball is thrown out of play, each runner is allowed one base.
    24. The runners can steal one base per pitch, when the player/pitcher is pitching, but not home. The runner cannot leave the base until the ball crosses the plate (see rule 17). If the runner goes beyond the one base he can be put out between bases but not when he is occupying a base unless two players are occupying the same base. Once play has concluded all runners advancing too far will be put back on the right base.


    COMBO PITCH - EIGHT-YEAR-OLD GIRLS

    Combo pitch will be used for the season.
