"The Green Book"
 
Unless specifically cited herein, the Official Williamsport Little League Rules will apply.
 
The Little League Baseball rulebook includes two sections, known as Regulations and Playing Rules.This is the book published each season by Little League International with all rules and regulations specifying all aspects of an official Little League. The methods of establishing teams, the layout of baseball fields, and the equipment used by players, and the conduct of the game is listed.
 
The book is always green, and is called "The Green Book" by managers and umpires.
 
Each manager is provided a copy of the official rulebook ("Green Book") prior to the start of the season.
 
Important Rules
 
Mandatory Player Rule (MPR)
 
Each player on a roster must get up to bat at least once in a Little League game and must play defense in the field for at least 6 consecutive outs. This mandatory play regulation does not apply for Junior, Senior and Big League Baseball, but is strictly enforced at the lower levels, with any manager in violation of the rule subject to a suspension.  
 
A game that is shortened for any reason (including time) the team and the manager will not be punished for not having a player play mandatory play requirements.  However, if the board of directors deems the manager did this on purpose, they can issue a punishment.

 

The player(s) will start the next game and fulfill their previous requirements and then must have his/her MPR for this game.

12U Majors & 10U Minors regulation games are a minimum of 4 innings.


LOCAL GROUND RULES
 
The following rules and regulations have been adopted by CFBLL and shall have precedence if in conflict with written Official Williamsport Little League Rules.

v    Home Team of the first game of the day/night is responsible for putting out the bases and chalking the fields.

v    Home Team supplies a scorekeeper. Visitor supplies a scoreboard keeper and pitch counter.

v    Home Team's dugout is First Base side.

v    Home Team of the last game of the day/night is responsible for putting bases back into the equipment shed. 

v    12U Majors & 10U Minors regulation games are a minimum of 4 innings.

  

The umpires at the playing field, which he interprets from the Green Book as well as the following CFBLL Ground Rules, make all decisions concerning game rules. If any questions arise, contact the president of CFBLL.

 

NO MANAGER or COACH SHALL, THROUGH ANY TYPE OF PERSONAL AGREEMENT, CREATE OR MODIFY, FOR USE IN ANY GAME, ANY RULE LISTED BELOW OR PRINTED IN THE OFFICIAL LITTLE LEAGUE RULEBOOK.
 

These rules may be modified or created only by a majority vote of the Board of Directors.


TEE BALL:

 

q       Time – 60 minutes “Game Over”

q       Home Team supplies a scorekeeper. Visitor supplies a scoreboard keeper.

q       Home Team is on 1st base side.

q       1st inning – Both sides bat complete roster regardless of outs or runs scored.

q       2nd Inning – Batting order starts over with normal play resumes with outs called. Three (3) runs or three (3) outs per inning which ever occurs first.

q       Ball is dead when it becomes in control of a defensive player in fair territory of the infield.

q       Base runner(s) return to last base touched when ball is in control of a defensive player in the infield and the umpire calls time out.

q       All players play defense in the field. No player sits out an inning.

q       Maximum coaches per team are five (5):

Þ    DEFENSE - two (2) coaches in the outfield; one (1) coach in the infield; two (2) coaches in dugout.

Þ    OFFENSE – one (1) coach helping batter; two (2) baseline coaches; two (2) offensive coaches in dugout.



COACH PITCH:

 

q       Time – 1 hour 15 minutes (finish inning or “Game Over” after 1 hour 25 minutes.)

q       Home Team supplies a scorekeeper. Visitor supplies a scoreboard keeper.

q       Home Team is on 1st base side.

q       OFFENSE:

Þ    Pitches – Five (5) from a coach from inside of the pitcher’s circle.

Þ    Batter gets 3 swinging strikes; Third (3rd) strike foul, batter will continue until hits the ball into fair play or strikes out.

Þ    NO called strikes when batter does not swing.

Þ    Coach pitcher must leave the fair play area after batter has hit the ball and remain off until instructed to return by the umpire.

Þ    Base runner(s) return to last base touched when ball is in control of a defensive player in the pitcher’s mound circle and the umpire calls time out.

Þ    Four (4) runs or three (3) outs per inning which ever comes first.

Þ    No base on balls or hit by pitch is granted.

q       DEFENSE:

Þ    Team is allowed ten (10) players on the field.

Þ    Play stops when the ball is under control of a defensive player inside of the pitcher’s mound (dirt area). Both feet must be in the circle.

q       Maximum coaches per team are four (4):

Þ    OFFENSE: two (2) base line coaches; one (1) controls dugout; one (1) coach pitcher.

Þ    DEFENSE: one (1) coach behind catcher to speed up the return of the ball after a pitched ball and catcher miss. Coach must clear away from behind the catcher if ball is put into play. Coach may not return until instructed by the umpire.



MODIFIED KID PITCH:

 

1st half of season (April 4 – May 2nd)

 

q       Time – 1 hour 30 minutes (finish the inning or “Game Over” after 1 hour 40 minutes).

q       Home Team supplies a scorekeeper. Visitor supplies a scoreboard keeper and pitch counter.

q       Home Team uses 1st base dugout.

 

q       OFFENSE:

Þ    Pitches – Six (6) will be delivered (4 from a player pitcher and 2 from coach pitcher). NOTE: The amount of pitches the coach pitcher delivers can vary depending on the strike count on the batter.

Þ    The umpire will call strikes if they are within the strike zone and batter does not swing. Player pitcher can use a 44” pitching distance. Coach pitcher must pitch from the pitcher’s plate.

Þ    Base runner(s) return to last base touched when ball is in control of a defensive player in the pitcher’s mound circle and the umpire calls time out.

Þ    Four (4) runs or three (3) outs per inning which ever comes first.

Þ    Coach pitcher must leave the fair play area after batter has hit the ball and remain off until instructed to return by the umpire.

Þ    No base on balls is granted .
Þ    Hit by player pitch is granted. (updated 4/5/09)

 

q       DEFENSE:

Þ    No restrictions on player pitcher making defensive plays.

Þ    Team is allowed ten (10) players on the field. 

Þ    Play stops when the ball is under control of a defensive player in the pitcher’s mound circle and the umpire calls time out.

Þ    NO infield fly rule.

 

q       Maximum coaches per team are four (4):

Þ    OFFENSE: Two (2) base line coaches; one (1) coach in dugout; one (1) coach pitcher.

Þ    DEFENSE: One (1) coach behind catcher to speed up the return of the ball after a pitched ball and catcher miss. Coach must clear away from behind the catcher if ball is put into play. Coach may not return until instructed by the umpire. One (1) coach in the outfield (not in the infield dirt).

 

2nd half of season (May 2nd – June 12th)

q       Both teams submit a batting order with their team’s pitching affidavit.

 

q       OFFENSE:

Þ    Pitches – NO pitch coaching. Player will pitch normal balls and strikes. The umpire will call strikes if they are within the strike zone and batter does not swing. Player must use the pitching plate. 

Þ    Base on balls or hit by pitch is granted.

Þ    Ten (10) run rule after four (4) innings (3 ½ if home team leads).

   

  q        Maximum coaches per team are four (3): (updated 4/5/09)

Þ    OFFENSE: two (2) base line coaches; one (1) coach in dugout.

Þ    DEFENSE: 9 players. The coach in the outfield is NOT ALLOWED.(updated 4/5/09)

10U MINORS:

 

q       Time – 1 hour 40 minutes; Finish inning.

q       Both teams submit a batting order with their team’s pitching affidavit.

q       Home Team supplies a scorekeeper. Visitor supplies a scoreboard keeper and pitch counter.

q       Home Team uses 1st base dugout.

q       OFFENSE:

Þ    Bat the roster.

Þ    Four (4) runs cumulative inning.

Þ    Ten (10) rules after four (4) innings (3 ½ if home team is ahead.)

q       Maximum coaches – 3 per team.
 

10U Update (5/1/09) 

Rule:

Þ    A team may have a limit of 7 players to start a game. The extra player(s) will be from the opposing team. They are to play in a defensive inning. Cannot pitch and must play in the outfield. For the 1st inning, the player(s) will be from the bottom of the posing team batting order. Beginning of the 2nd inning it will be the player(s) who made the last out.

 

Þ    When the team with fewer players is at bat, the open batting roster will be an automatic out.

 

 

12U MAJORS:

 

q       Time – 1 hour 40 minutes; Finish inning.

q       Both teams submit a batting order with their team’s pitching affidavit.

q       Home Team supplies a scorekeeper. Visitor supplies a scoreboard keeper and pitch counter.

q       Home Team uses 1st base dugout.

q       OFFENSE:

Þ    Bat the lineup with substitutions.

Þ    Open runs with normal ten (10) run rules after four (4) innings (3 ½ if home team is ahead.)

q       Maximum coaches – 3 per team.



CFBLL follows the guidelines for pitching as outlined in Option 2 in the Green Book.

The rest periods required during the 2009 regular season are listed below.

 

Pitchers league age 16 and under must adhere to the following rest requirements:

Þ   If a player pitches 61 or more pitches in a day, four (4) calendar days of rest must be observed.

Þ   If a player pitches 41 - 60 pitches in a day, three (3) calendar days of rest must be observed.

Þ   If a player pitches 21 - 40 pitches in a day, two (2) calendar day of rest must be observed.

Þ   If a player pitches 1-20 pitches in a day, no (0) calendar day of rest is required before pitching again.
