    CLOVER PARKS AND RECREATION DEPARTMENT
    YOUTH SOCCER LEAGUE RULES

    MATCHES AND AGE GROUPS
    A. AGE GROUPS: U6 cannot turn 6 before August 1, 2008 and must be 4 before January 1, 2009
    U8 cannot turn 8 before August 1, 2008
    U10 cannot turn 10 before August 1, 2008
    U13 cannot turn 13 before August 1, 2008
    U15 cannot turn 15 before August 1, 2008
    U17 cannot turn 17 before August 1, 2008
    Fall season is current year and spring is previous year. Player can move up one year.
    B. MATCHES: U6, U8 and U10 will play (4) 8-minute quarters
    U6 will play with #3 balls and U8 will play with #4 balls
    U13 will play (2) 20-minute halves #5 balls
    U15 will play (2) 25-minute halves and U17 will play (2) 30-minute halves #5 ball
    DRAFT
    B. Exemption(s): Carpooling exemptions are not allowed for U10 and above divisions.
    1. Head coach son/daughter
    2. Sibling(s)
    3. Relative that is the reason a coach is coaching (ex. An uncle is coaching for his nephew)
    C. All returning players, from the previous season (fall season), have a choice of going back to their previous assigned team or going through the draft.
    PLAYER EQUIPMENT
    A. A player shall not wear anything that is dangerous to another player. (Ex. Unpadded wrist cast, watches, earrings, etc.).
    B. The goalkeeper shall wear a different color shirt than the other players.
    C. The players may wear shoes with soft, plastic cleats or sneakers. No replaceable football or spikes allowed.
    D. Shin guards are mandatory (may be purchased at any sporting goods store, Wal-Mart, K-mart, etc).
    E. Recreation Dept. will supply several balls. Players may want to purchase their personal practice ball and place his/her name of their ball.
    PRACTICES/GAMES
    C. Games may be played on Monday, Tuesday, Thursday, Friday and Saturday. Makeup games will be made up as soon as possible and could possibly be any day of the week.
    MISCELLANEOUS

    Kate’s Pre Season Skate: Friday August 29th starting at 5pm. Passes will be given out through each team or you can pick them up at the Recreation Dept. after registration is over on August 12th. Each pass will get the players and their family and friend into the rink for free.


    FEES
    A. The registration fee is $40 per player and it covers the players’ jersey, socks, officials, equipment, field usage and any maintenance. The fee does not include shorts, shoes, shin guards, trophies, or a banquet.

    Game time: 4x10 min. quarters (U10 boys and girls)
    2x20 min. halves (U13 boys and girls)
    2x35 min. halves (U15 boys and girls)

    Start of Play: The referee shall call opposing teams to the center of field:
    • Check for shin guards (Must be worn beneath socks)
    • Jerseys tucked in to shorts
    • Encourage fair play
    • Flip coin – kickoff & sides (home team calls coin toss)

    Off-sides rule will be enforced for all age groups listed above. The official off-sides rule is listed on the last page of the by-laws.

    Other rules of play

    • There is no grace period for the start of games. Games will start on time. If a team does not have enough players present for the start of the game, the referees will call a forfeit. If both teams don’t have enough to play, it will be a double forfeit (both teams receive a loss.)
    Teams may still play for fun until the next two teams arrive for their game. Referees must stay to call the “fun” game if a forfeit has been called.
    • No sliding when another player is within 4 feet of the person sliding; result is stoppage of play and the ball is awarded to the opposing team for an indirect kick.
    • Fouls in the field of play will result in a direct or indirect kick. Please reference this website for occurrences of direct or indirect http://www.fifa.com
    • Fouls in the penalty box will result in a penalty kick except for the following fouls: 1) playing in a dangerous manner, 2) impeding the progress of an opponent, 3) illegal handling of the ball by the goalie or, 4) the goal keeper taking more than 6 seconds to release the ball. These fouls will result in an indirect kick.
    • On a goal kick, only two players from the team that is in possession of the kick may be inside the penalty box area. Ball must clear the penalty box area before it may be played by any other player on the field. If it is touched within the penalty box area, then it will be a re-kick.
    • All casts must be wrapped in a soft padding and inspected by the official before the start of the game to ensure safety to all players before that child will be allowed to play.
    • No earrings of any kind, bracelets, rings, watches, etc will be permitted during games.
    • Coaches must remain on their half of the field, and may not cross over the mid-field line while coaching or the penalty box on their side. No more than three coaches are allowed on the sidelines during the game.
    • Parents must sit on the opposite side of the field from the teams and may not sit along the end lines of the field.
    • Ball which is intentionally passed back to own goalie (by foot or throw in), goalie may not pick up ball with hands; result will be indirect kick for opposing team where the ball was last kicked or threw to the goalie. The goalie may play the ball with their body as if they were a field player if the ball is intentionally passed back to them by their team.
    • If there is an instance where both players are guilty of the foul or an injury occurs, the team that had possession prior to the injury or the foul is awarded a throw-in from the sideline where the event in question occurred. There will be no stoppage time due to an injury added to the end of regulation time. Referees will stay to the time limits listed above.
    • Yellow or red cards may be issued due to a player’s actions. Players that receive a red card will leave the game and will be unable to participate in the following game. (Teams will play a player down for the remainder of the game.)
    • Coaches are to keep their players under their immediate supervision while waiting for the game ahead of them to finish. Do not warm up on the sidelines while another game is in progress.
    • Coaches are to move their team and equipment away from the field of play as soon as possible at the conclusion of their game so that the next teams can get on the field as soon as possible. (Have your team meeting after a game away from the fields, so that the next teams can have the same prep time that yours had.)


    Substitutions

    Players may only be substituted with the consent of the referee. There is no limit to the number of subs that may be subbed at one time. All substitutes must be standing at the midfield line and recognized by the referee before they will be allowed to enter the game.

    Substitutions: 1) Possession of corner kick
    2) Possession of any throw-ins
    3) Prior to goal kick (possession)
    4) After a goal
    5) Referee’s time-out
    6) Injury time-out (to replace the injured player only)

    • If the team that is in possession of a corner kick, throw-in, or goal kick chooses to make a substitution, then the other team will also be allowed to substitute with the permission of the referee.
    • No substitutes will be allowed in the last two minutes of the game.
    • Each player must play a minimum of one half of the game.
    • If a team does not have any substitutes, they may ask for a 2 minute water break per half.
    • Child may play for one team only; no substitutes of players that are not on the team roster.
    • Teams may play with 1 player less than the required number without forfeiting. Opposing team will play down as well. If a team has 2 less than the required number, then a forfeit will be called and the two teams can play for fun. If you know before the game that you will not have enough players present for the game, you must call your coordinator to let them know as soon as possible so that the opposing coach can be notified.
    • If a child arrives late to a game, they can be used as a substitute until the next dead ball (out-of-bounds, goal, end of time period, penalty, etc.) At that time, both teams will increase to the regulation number of players on the field as required by their age group.
    • Cheering is encouraged; unsportsmanlike conduct of coaches, spectators or players will not be tolerated and will result in ejection. Coaches are responsible for their team and parents. Any player, coach or parent being ejected from a game will have to meet with the program coordinator before they are allowed to play or attend again.
    • If a parent or coach refuses to leave the field area due to an ejection, then the referee will call the game until they do so. If after 5 minutes, the parent or coach has not left, then the game will be called and no further play will resume.
    • Officials will monitor teams as they shake hands at the conclusion of the game to insure that proper sportsmanship is being upheld by both teams.


    Tie Game: If a game is tied after regulation time has expired, no additional time will be added to the game to decide a winner. The game will be concluded as a tie. (NOTE) This rule will be modified to determine a winner during tournament play only.

    In tournament play, if the game is tied at conclusion or regular time, there will be a five minute Golden Goal (first team to score, wins) which will begin with the same players on the field at the end of regular time. If no one scores during the five minute Golden Goal period, we will have a shoot-out. The goalie that was in position in the final two minutes of the game will remain as goalie. Each coach will select 5 players from their team that were on the field at the conclusion of the game. These players will alternate penalty kicks against the other team’s goalie until a winner has been determined. Goalies may shoot as part of their teams’ five players. Once all five from each team has taken their shot, if the game I still tied, then a new five will be selected. The original five players from each team may not shoot again, until everyone on their team has had the opportunity to shoot. If after the second group of five has shot, the shoot-outs will go into sudden death, meaning each team will shoot until one team scores and other does not. Their will be a coin toss to determine who will shoot first. All players chosen in each round must be sent to the mid-field line before the shoot-outs begin. They will remain there until that shoot-out has completed. Once the next group of five has been selected, the previous five will return to their sideline while the others shoot.

    Off-sides Rule
    Below is the official ruling on off-sides according to FIFA’s “Laws of the Game”, Law of 11.

    Offside Position: It is not an offense in itself to be in offside position.
    A player is offside if:
    - He/She is nearer to his/her opponents’ goal line than both the ball and the second last opponent
    A player is not offside if:
    - He/She is in his/her own half of the field of play, he/she is level with the second last opponent, or he/she is level with the last two opponents.



    Offense
    A player is an offside position is only penalized if, at the moment the ball touches or is played by one of his team, he is, in the opinion of the referee, involved in active play by:
    - Interfering with play, interfering with an opponent, or gaining an advantage by being in that position.

    No Offense
    There is no offside offense if a player receives the ball directly from:
    - A goal kick, a throw-in, or a corner kick.

    Infringement/Sanctions
    For any offside offense, the referee awards an indirect free kick to the opposing team to be taken from the place where the infringement occurred.
