    2007 National Championships Rule Book
    PLEASE BE ADVISED UPDATED AS OF MAY 12, 2007


    Weapons/ FMA Cane/stick weapon

    Competitors will be judged on a decimal point system with a scale of 5.0 to 10.
    Beginners will use 5.0 to 7.0
    Intermediates will use 6.0 to 8.0
    Advanced will use 7.0 to 9.0
    All black belt divisions will use 8.0 to 10.00
    * Ties will be determined by dropping the high and the low score. If there is still a tie after those two scores have been removed than competitors will perform the same form again and judges will determine the winner by a show of hands.

    Criteria
    Competitors will be judged on power, grace, and speed of their performance of their weapons routine. They will also be judged by their ability to handle their weapon properly and in a safe manner. Competitors must stay in the ring while performing their routine. If a competitor runs out of the ring while they are performing, than their score will automatically be deducted by a full point. Competitors may ask permission to go out of the ring before they perform their form. Failure to ask permission will result in the judges act accordingly to the running out of the ring rule.

    Dropping of weapon
    If at any time an underbelt (below blackbelt) competitor drops their weapon they may have one restart.
    If at any time a blackbelt competitor drops a weapon they are automatically disqualified- NO EXCEPTIONS!!!!

    Inspection of Weapons
    At the beginning of every weapons division, judges will be required to inspect the perspective competitors weapons in that divisions. This is a safety precaution to check for potentially dangerous/hazardous weapons. If a judges finds that a weapon is deemed dangerous/hazardous than that competitor will be given 2 minutes to locate another weapon or be subject to disqualification.

    Divisions
    There is only one open division for weapons.

    Forms- ATHLETES HAVE TO CHOOSE ONE CATEGORY NOT BOTH-NO EXCEPTIONS

    Competitors will be judged on a decimal point system with a scale of 5.0 to 10.

They will also be judged by their balance, focus, stances, breathing, eye control, and appropriate vocalizations. Competitors must stay in the ring while performing their routine. Competitors may ask permission to go out of the ring before they perform their form. Failure to ask permission will result in the judges act accordingly to the running out of the ring rule. No music allowed.

    Traditional Forms
    Traditional forms will be judged on traditional techniques.

    Open Forms
    Open forms will be the event for forms that contain acrobatic or gymnastic techniques in them. However, these moves do not automatically mean extra points. The acrobatic or gymnastic techniques must be done with grace and poise.

    Point-Sparring/ Stick Sparring/ Nunchaku Sparring

    Matches will consist of two one minute rounds with a 30 second rest in between. Matches are total accumulation of points.

    SAFETY EQUIPMENT REGULATIONS
    Point Sparring- Competitors must wear foam head/hands/ feet, mouth piece, and males must wear a groin protector.RING STAR shoe are approved for use at all NAFMA events.

    Legal Points
    All children and adults (all ranks) will receive (2) points for a legal kick to the head. Light contact is required for all scoring for children 12 & under no exceptions!!!

    Levels of Contact
    12 and under- light contact only
    13-17- light-medium contact only
    18 an above- medium contact (not Full-Contact)

    Stick Fighting- Sparring (Stick-Fighting)-

    Equipment Requirements-
    · Head gear w/face shield-Mandatory
    · Forearm and wrist guards- Optional-Highly recommended for children
    · Groin Protection-Mandatory
    · (Optional) Shin and Instep guards

    Smack Sticks are are the official sanctioned weapon of NAFMA. These sticks ( which are yellow in color will be provided to the athlete). These are the only sticks that will be allowed in NAFMA competition.

    Point Value:
    · Strikes to the head = 2 points
    · Strikes/thrusting to the body (front & back) = 1 point
    · Strikes to extremities (legs, arms, shoulders, etc)= 1 point
    · Visibly clean disarms = 2 points

    Points will only be awarded for strikes that produce a LOUD AUDIBLE SOUND- no taps will be allowed. Thrusting points to the body will only be awarded when the thrust produces TREMBLING SHOCK or DISPLACEMENT OF THE BODY- OFF LINE OR OFF CENTER. The thrust has to displace the body in order to be a valid strike and be awarded a point. There will be no points given for tapping or tag like hits.

    There is absolutely no striking to the groin or pokes to the face.

    EQUIPMENT REGULATIONS
    Sport Nunchaku Sparring-Sparring (Stick-Fighting)-

    Equipment Requirements-
    · Head gear w/face shield
    · Forearm and wrist guards
    · Groin Protection
    · (Optional) Shin and Instep guards

    Century Products are are the official sanctioned weapon of NAFMA. These nunchakus will be provided to the athlete). These are the only sticks that will be allowed in NAFMA competition.

    Point Value:
    · Strikes to the head = 2 points
    · Strikes (front & back) = 1 point
    · Strikes to extremities (legs, arms, shoulders, etc)= 1 point
    · Visibly clean disarms = 2 points

    Points will only be awarded for strikes that produce a LOUD AUDIBLE SOUND- no taps will be allowed. There is no Thrusting for Sport Nunchaku.

    There is absolutely no striking to the groin or pokes to the face.

    Coaching
    Coaches are allowed to coach their athletes during the match but must have a coach’s pass. No coaches will be allowed to coach without a valid pass. No exceptions!!!!!

    Disqualifications and Warnings
    First Infraction of a rule will result in (1) warning
    Second Infraction will result in a loss of (1) point
    Third Infraction will result in automatic Disqualification!!!!

    Intentional Infractions
    Two of the same infraction- ex. Two illegal kicks to the groin will be an automatic disqualification. No exceptions.

    Blood/Injury Time
    There is no automatic disqualification for drawing of blood unless it is in the 12 and under children’s division (all belts). All other divisions will give the competitor who suffers from an injury or the drawing of blood a (2) minute blood/injury time period. The competitor has (2) minutes to stop the bleeding or recover from the injury or else they will be disqualified. This is in efforts to stop those competitors who say they suffer injuries in order to move from round to round. This disqualification rule does not apply to those competitors who suffer injuries from illegal techniques.

    Sweeps
    No sweeps or take-downs will be allowed.

    Sportsmanship
    Good Sportsmanship is mandatory to be displayed at all times by competitors, parents, instructors, and coaches. A violator’s first offense will be subject to a warning and subsequent violations will subject them to dismissal from the venue and possible ban from any future events.

    Point Sparring Legal Target Areas
    Face- Front of face (black belt adults only), side of face, and top of head
    Body- Front and side of body above the belt up to the sleeve of the shoulders below the neck line.


    Makoto-
    Competitor who successfully accumulates the most regsitered strikes on the makoto machine in a one minute period shall be deemed the winner.

    Olympic Style Tae Kwon Do Sparring -
    Rules will follow as two one minute rounds with 30 second break in between. Two point kicks to the head. Standing eight count on knockdowns. Total accumulation of points.

    Demo Team

    Each team can have up to 15 members
    A team is qualified by min (3) members
    Team has a total allotted time of 10 mins
    10 min= set-up-performance-break down
    Points will be deducted for going over the allotted time
    The point scale will be from 7.0-10.0
    Music, weapons, breaking(no glass,fire or concrete) can be used but is not required
    Other props not listed must be approved by the
    Technical Advisory Committee-T.A.C.
    Prior to the event
    Teams can consist of boys,girls,men, and women of all ranks and ages.

    Team Sparring/ Team Stick Sparring

    Junior teams-boys team and girls teams-ages 13-17
    Adult team- men’s team and women’s team ages 18 and up
    These teams are all ranks combined
    Each school can enter as many teams as they like. The same fighter can not be on more than one team. If a fighter gets hurt and can not continue than his/her current points will still be added to the teams overall points but the non-injured fighter will receive one extra point for winning by forfeit/DQ.
    The same point system for individual sparring will stand. Two one minute rounds 30 second break in between/total accumulation of points. 2 minute injury time/blood time. Each fighter’s points will be added together to comprise the teams total score. One point-kicks to the body and legal punches to body and face. Two points will be awarded to controlled kicks to the head. Fighters causing a knockout will be DQ and his/her points will not counted.

    Team Stick Sparring will follow the same rules as individual stick sparring with the exception that the total points are accumulated among the three fighters.

    Self-Defense

    All under belts are required to perform up to three techniques.
    ( Single partner)
    All black belts are required to perfrom up to 5 techniques. They may use mutiple partners.
    All partners or Ukee's must report to the ring for check in. If they do not than that partner or Ukee may not participate.
    There should be no live weapons only training safety weapons.
    Competitors will be judged on the same point scale as forms and weapons. They will also be judged on the reality and effectiveness of the techniques.

    Breaking- Wood only

    Under Belts can have up to three stations
    Black belts can have up to 5 stations.

    Competitiors are responsible for where their board flies. They may lose points if deliberate neglect is displayed.

    Board Regulation-
    Competitors under and 6-7 are allowed to use thin or fire cracker wood.
    Competitors 8 and above are required to use wood at least 10 inches by 12 inches big or 12inches by 12 inches. No other sizes will be accepted.

    Board Material will be available for purchase at the tournament. Boards must meet size requirement. Those that are too small or too big will not be allowed.

    Breaking competitors will be judged on the same point criteria as forms and weapons. They will also be judged on the difficulty of their break

    Under belts Color belts will have up to 3 chance to break at a single station. After 3 attempts they must move to the next station or bow out.

    Black belts are only allowed One attempt-no exceptions. If they miss they must move to the next station.

    JUDGES PROCEDURE

    Judges will follow the (3 strike) rule in role call- Once a competitor’s name has been called three times to report to the ring and they fail to do so the will be disqualified.

    SAME SCHOOL/SIBLINGS PAIRING
    (First Round Courtesy)

    In the event that a competitor in the first round has to fight against either their siblings or a school member, judges will be instructed to separate the two competitors and find other opponents for them. The rule becomes null and void after the first round. Once a division reaches the second round, the pairings of fighters will stay at whatever they are. There will be no first round courtesy given again. They will fight who ever they are matched with. If they choose not to follow these instructions the will disqualified (DQ). This is enforced even if the competitor has received a (bye) into the second round. There are no exceptions for the National Championships.

    ARBITRATION-

    THE ARBITRATION PROCEEDURE IS AS FOLLOWS

    AN ARBITRATION CAN BE FILED AFTER ANY EVENT. THE FEE IS $250 (NON REFUNDABLE). APPLICATION AND FEE MUST BE PAID THE DAY OF THE EVENT. THE FORMS WILL BE AVAILABLE AT THE HEAD TABLE OF THE EVENT. THE ABRITRATION HAS TO BE FILED BY A CERTIFIED NAFMA COACH. IT CANNOT BE FILED BY A PARENT OR NON-NAFMA CERTIFIED PARTICIPANT. IF VIDEO IS TO BE PRESENTED IT MUST CONTAIN- ARTICLE #101- FOUR PROPER CAMERA ANGLES. A VIDEO SUBMITION MUST CONTAIN ALL FOUR ANGLES OF VIEW IN ORDER TO BE OVERTURNED. ( SIMILAR TO THE NFL REPLAY PROCEDURE.) THERE MUST BE SUFFCIENT EVIDENCE TO OVERTURN THE MATCH OR DIVISION. ARBITRATION WILL BE CONDUCTED IMMEDIATLEY AFTER THE EVENT.
    IF FOUND TO BE OVERTURNED $150 OF THE $250 FEE WILL BE REFUNDED. THERE IS NO REFUND FOR ARBITRATIONS THAT ARE DENIED.

    APPEALS TO THE ARBITRATION
    APPEALS CAN BE FILED FOR A FEE OF $50. THIS CAN BE FILED WITHIN 30 DAYS OF THE COMPLETED ARBITRATION. A SPECIAL HEARING WILL BE HELD BY THE NAFMA BOARD OF DIRECTORS APPROX 60-90 AFTER SUBMITION. AT THAT TIME ALL FACTS WILL BE REVIEWED AND STATEMENTS WILL BE MADE. A RULING WILL BE DECIDED. IF OVERTURNED A TOTAL OF $200 WILL BE REFUNDED. IF NOT OVERTURNED THERE IS NO REFUND.
