As each season begins the board is tasked with reviewing each of the rules that Little League International publishes.  In certain areas of the rule book the local league is allowed to declare options to the  rules.  Our governing rule is still the Little League 2012 Rule Book but we also decided to post the options that we as a board decided upon, to avoid any ambiguity.   Some of the rules are general operating rules, and then some of them apply only to specific divisions with Red Rock Little League.
 
Weather:
Teams must show for all scheduled games, regardless of the weather conditions (unless
notified by a league official). Only a league official or the umpire can cancel or postpone a
scheduled game for any reason.

Local League Rules:

All rules will be in accordance with the Little League Rulebook. Local rule explanations and exceptions are:

 

Operating Rules 2013 Season:


*Rule #1:

A) Establishing age divisions as of April 30, 2013

·         Bubba Ball ages 4-6

·         Rookies ages 7-8

·         Minors ages 9-11

·         Majors ages 10-12

·         Juniors ages 13-14

·         Seniors age 15-16

Contingency require approval of the division Commissioner, Player Agent, or President.

 

B) 8 years old can play in Minors division. A written notice from parents with approval is also needed.

C) 9 years old can play in the Majors division with parent, player agent, or presidents’ permission.

D) 14 years old can play in the Seniors division if he/she is playing on a high school baseball team. A waiver must be turned into the district and Little League.

E) A player may play down one age in the Rookies division (9 year old).

*Rule #2:

A) Bubba ball and Rookies can freeze 10 players.

B) All drafting divisions must inform the player agent or president (in writing via e-mail) of their freezes 48 hours prior to the draft).

C) Minor, Majors, Juniors, and Seniors may have a manager’s freeze as dictated by the Little League guidelines.

D) A replacement manager’s freeze will be at board’s approval. Manager freezes stay with the team until they leave or move to the next level.

*Rule #3:

Suspensions are in accordance with the Little League rulebook Rule 4.07 Contingency:

Any player, coach, or manager that is ejected more than once must appear before the board at a regular scheduled board of directors meeting before they may return to their position on the team.

*Rule #4:

Manager and Coach approval

The local league board of directors annually approves managers and coaches.

*Rule #5:

Replacement Players

A) This league chooses to adopt a local league rule prohibiting replacements from the minors to the majors’ league program during the last two (2) weeks of the regular season. (In operating manual)

B) This league adopts a policy that any eligible player from the minor division who is called up to the majors and refuses will be ineligible for the end of the season tournament. All parents of players who are league age 10 -11 will be asked to sign a waiver that states they understand the leagues policy at the league annual sign ups. This waiver will be attached to the player registration form. (Rulebook).

*Rule #6:

Player removal

A player may be suspended from a game for disciplinary reasons with the approval from the division commissioner, president or parent/guardian of said player.

*Rule #7:

10 Run Rule

This league adopts the option not to use the 10-run rule in all divisions, during the regular season play.

 *Rule #8:

This league adopts the rule that there is no new inning after two (2) hours.

 *Rule #9:

This league adopts a rule that in the divisions of Majors, Juniors and Seniors, if a team cannot field nine (9) players this will be grounds for an automatic forfeiture.

Contingency: Interleague rules will overrule this rule.

 *Rule #10:

All-Stars Managers, Coaches, Players

The All-Star Committee made up of BOD members will have full say in the selection of coaches and managers and the process of selection for players.
