Welcome to Tanque Verde Soccer Club(TVSC) serves Tucson's Northeast and East communities. We offer both Recreational/In-House and Competitive/Citywide leagues. Mission Statement
Provide a fun, safe and positive soccer environment for all players registered in the Tanque Verde Soccer Club (TVSC).
Recreational Soccer
TVSC offers Recreational Soccer providing a soccer experience played under “In-house” (all games at Emily Gray Junior High School) or “Citywide” (games played at locations throughout Tucson). The focus for children in our Recreational Soccer program is to establish and improve basic soccer skills, build self-esteem and learn good sportsmanship.
TVSC’s recreational soccer teams are non-competitive teams that are formed based on age and not skill level. This part of TVSC primarily focuses on children through the U10 level playing a schedule under “In-house”. However, recreational soccer teams can also be formed for children at the U11 and above age level playing a “Citywide” schedule. The U11 and above teams are run by the Citywide/Competitive Committee of TVSC.
Competitive Soccer
For soccer players age U11 and above, players are encouraged to go through tryouts in May prior to the upcoming soccer season starting in August. From tryouts, competitive soccer players are chosen and teams are formed based on a player’s level of soccer skills as determined by the TVSC competitive coaching staff. These teams are then “flighted” based on the overall team skill level. Games are primarily played under a city-wide game schedule with some travel outside Tucson. This part of TVSC is run by the Citywide/Competitive Committee which falls under the TVSC Board.
Citywide/Competitive Committee
Citywide/Competitive Committee: The goal of this committee is to promote and sustain a soccer program for all U11 and above Recreational and Competitive teams that fall under TVSC. The Citywide/Competitive Committee’s mission is to provide a soccer
environment for these age groups and skill levels that promotes fair play, soccer skill development and dedication to the team concept of working together towards one common goal – SUCCESS.

Bylaws of Pima County Junior Soccer League
As adopted by the TVSC
ARTICLE I
PURPOSE AND AFFILIATION
Section 1. The Pima County Junior Soccer League (hereinafter referred to as the 'League' or 'PCJSL') is a nonprofit corporation organized under the laws of the State of Arizona to develop, promote and administer the game of soccer with the League among players under nineteen (19) years of age without regard to race, religion, creed, sex, national origin or economic status.
Section 2. The League shall be a member of and affiliated with and subject to the Constitution, Bylaws, and Rules and Regulations of the Arizona Youth Soccer Association (hereinafter referred to as 'AYSA') and national and international federations or associations with which AYSA is affiliated.
ARTICLE II MEMBERSHIP
Section 1. Membership. A. The league shall have exclusive authority to accept or reject members and shall establish such rules and regulations as are necessary from time to time for accepting applications for membership. Any club or team desiring to become a member of the league shall submit application therefore in the form approved and provided by the league. Once the membership application of such team or club is accepted by the League, such team or club shall agree to be bound by the Articles of Incorporation, these Bylaws and any and all duly adopted rules and regulations of the League.
B. All members shall be required to make themselves familiar with these Bylaws and the Rules and Regulations of the League. In any matter of proceeding, a claim of ignorance of these Bylaws and any Rules and Regulations of the League shall not excuse such member's obligation hereunder.
C. Insurance. All players registered with the League shall be provided with a medical insurance program specified by the League and/or AYSA. All officers, directors and officials of teams which are members of the League shall be provided insurance insuring against liability for acts committed while acting within the scope of their duties for the League. The Registration/Insurance Commissioner shall prescribe rules and regulations for reporting of injuries and potential claims in accordance with the terms of the policies and rules and regulations of AYSA governing such matters.
D. There shall be two (2) classes of membership in the League, voting and nonvoting, neither of which shall be evidenced by a certificate.
E. Voting Members (1) Each member of the BOD shall be entitled to 1 vote
(2) Each club in good standing shall have votes in proportion to the number of registered players (according to AYSA records and not the clubs) as follows:
7-200 players- 1 vote
201-400 players- 2 votes
401-600 players-3 votes
601-800 players-4 votes
801-1000 players-5 votes
1001 and above-6 votes
(3) The club vote shall be cast bythe club president or their designee
F. Non-Voting Members (1) Anyone affiliated with the league, a club, or a team not included within Section 1E shall be deemed a non-voting member
Section 2. Voting. Each member of the League, classified as a voting member subject to the provisions of paragraph D of Section 1 above., shall have one (1) vote. At all meetings of members, all questions shall be decided by a vote of the majority of members in the League present in person and entitled to vote at such meeting, except as otherwise provided in these Bylaws, the Articles of Incorporation of the League or under applicable law. The provisions of Section 1 (E) and (F) shall apply only to the Annual general meeting or any special meetings that may be called. Voting at monthly meetings is governed pursuant to Article III, Section 8.
Section 3. Proxies. Proxies shall be permitted subject to the following conditions: A. One person may carry the vote for one club or BOD member only
B. Any person entitled to vote under these sections shall not be permitted to give away or exchange their vote in order to accept the proxy vote of another person or club
Section 4. Place of Meeting of Members. Meetings of members of the League shall be held at such suitable place convenient to the members as may be designated by the Board of Directors.
Section 5. Annual Meetings of Members. A meeting of the members of the League shall be held at least annually in June and from time to time as determined and notified by the Board of Directors.
At such meeting there shall be elected, by ballot of a majority of the members in the League present and entitled to vote in person at such meeting, a Board of Directors in accordance with the requirement of Article III of these Bylaws. The members may also transact such other business of the League as may properly come before such meeting.
Section 6. Special Meeting of Members. The Board of Directors shall call for a special meeting of members whenever it determines that an issue affecting the League as a whole and not specifically entrusted to the Board of Directors should be voted upon by all members. The notice of any special meeting shall state the time and place of such meeting and the purpose thereof. No business shall be transacted at a special meeting except as stated in the notice. At any such meeting of members, all matters shall be determined by a majority vote, and all members shall have the right to vote, in person, as set forth herein.
Section 7. Notice of Meeting. The Secretary of the League shall mail a notice of each annual or special meeting, stating the purpose thereof as well as the time and place where it is to be held, to the President of each Region and the President of each club, not less than fifteen (15) days nor more than fifty (50) days prior to such meeting. The mailing of a notice in the manner provided in this section shall be considered notice served and it shall be the responsibility of each club and Region president to notify the other members of their respective clubs and Region entitled to vote at such meeting. When a meeting of members is adjourned to another time or place, notice need not be given of the adjourned meeting if the time and place thereof are announced at the meeting from which the adjournment is taken; provided, however, that, if the adjournment is for more than thirty (30) days, a notice of the adjourned meeting shall be given in accordance with this section. At the adjourned meeting, the members may transact any business which might have been transacted at the original meeting.
Section 8. Order of. Business. The order of business at all meeting of members shall be as follows:
A. Roll Call
B. Reading of minutes of preceding meeting, if any
C:. Reports of officers
D. Reports of Committees
E. Election of directors (if it is an annual meeting)
F. Unfinished business
G. New business.
ARTICLE III BOARD OF DIRECTORS
Section 1. Number and Qualification. The affairs of the League shall be governed by a Board of Directors comprised of not less than three (3) persons, not more than twelve (12) persons, as established from time to time by resolution of the Board of Directors of the League. Nominees to serve need not be members of the League. The President of each Region shall automatically be a voting member of the Board of Directors of the League with the remainder of the directors being elected in accordance with these Bylaws.
Section 2. Power and Duties. The affairs of the League shall be administered by the Board of Directors except at meetings of the members.
Section 3. Other Duties. In addition to duties imposed by these Bylaws or by resolution of the voting members of the League, the Board of Directors, on behalf of the League, shall have the right to do all acts necessary or appropriate and shall have the right to pay out of League funds all expenses to provide for the following:
A. Enforcement of the laws of the game and rules of the United States Youth Soccer Association, the Arizona Youth Soccer Association and Pima County Junior Soccer League.
B. Granting or denying membership in the League to clubs and teams and establishing requirement for participation and membership in the League.
C. Establishing Regions and the boundaries therefore and promulgating rules and regulations for governing the Regions.
D. Appointing committees and granting to such committees such powers and duties as are necessary to the function of such committees.
E. Hearing and determining grievances; provided, however, that the directors shall have the right to appoint a Grievance Committee for such purpose, in which event the directors shall have the power to promulgate rules and regulation for the handling of all such grievances and carrying out such actions as necessary to enforce decisions of the Board or a Grievance Committee on such grievances.
F. Approving participation by any club and/or team affiliated with the League in any games not part of the regularly scheduled playing season of the League within the jurisdiction of the League or as required by the Arizona Youth Soccer Association.
G. Approving and supervising all referees under the League's jurisdiction, including, but not limited to, referees for preseason, regular season and tournament games.
H. Establishing and obtaining fields for the Regions and clubs.
I. Contracting for all goods, services and insurance, to carryout the business of the League, payment for which is to be made from the common expense fund; provided, however, that the Board of Directors may delegate such authority to such persons or entities as the Board of Directors deems proper.
J. Fixing, determining, levying and collecting assessments to be paid by members toward the gross expenses of the League and, by a majority vote of the Board of Directors, to adjust, decrease or increase the amount of such assessments and to determine the liability of the different classes of members in the League for such assessments. The Board of Directors, or its agents, may establish any reasonable system for collection periodically of assessment. In determining the amount of assessment to be levied from time to time, the Board of Directors shall estimate the common expenses of the League, which expenses shall include, among other things, the cost of affiliation of the League with the Arizona Youth Soccer Association, the creation of a reasonable contingency or other reserve or surplus fund, as well as other costs and expenses relating to the business of the League.
K. Collecting delinquent assessments by means set by the Board of Directors for failure to pay assessments.
L. Establishing a bank account or accounts for the common treasury and for all separate funds as may be deemed advisable by the Board of Directors.
Section 4. Election and Term of Office. Except as otherwise set forth herein, the members of the Board of Directors shall be elected at the regular annual meeting of the League by a plurality vote for a term of two (2) years commencing July 1 and shall hold office until their successors are elected and qualified. The President, Secretary, Treasurer and District II Commissioner shall be elected in odd numbered years. The Vice President and Registrar, shall be elected on even years. Referee, Coaches Commissioner, Field Commissioner, Communications Commissioner and Regional Presidents shall be elected yearly. The person serving as President shall automatically be a member of the Board of Directors in the year immediately succeeding the year of his term and becomes President Ex-Officio. The President Ex-Officio does not have a vote. The Board of Directors shall consist of a President Ex-Officio, President, Vice President, Secretary, Treasurer, Registration/Insurance Commissioner, Coaches Commissioner, Fields Commissioner, Referee Commissioner, Communications Commissioner and the District II Commissioner. Prior to each annual meeting of members of the League, the Board of Directors shall nominate a slate of nominees for the Board of Directors by office. Additionally, four (4) or more voting members entitled to vote for directors may nominate, by signed petition(s), nominees(s) for the Board of Directors, by filing such petition(s), together with the written consent of the nominees(s), with the Secretary of the League. Nominations from the floor will be accepted at the AGM.
Section 5. Vacancies on the Board of Directors of the League caused by any reason other than the removal of a director by vote of the voting members of the League shall be filled by the President subject to a vote of a majority of the remaining directors, even though they constitute less than a quorum, or by a sole remaining director, and each person so elected shall hold office for the unexplored term of his predecessor and until his successor is duly elected and qualified.
Section 6. Removal of Directors. At any regular or special meeting of members of the League, any one or more of the directors of the League may be removed with or without cause by vote of a majority of the members in the League present and entitled to vote at such meeting and, thereupon, a successor shall then and there be elected by the members present and entitled to vote to fill the vacancy thus created. Any director whose removal has been proposed by the members shall be given an opportunity to be heard at such meeting.
Section 7. Organization Meeting. The first meeting of a newly elected Board of Directors shall be held immediately after the members' annual membership meeting at which such directors were elected, and no notice shall be necessary to the newly elected directors in order legally to constitute such meeting, providing a majority of the whole Board shall be present.
Section 8. Regular Meeting. Regular meetings of the Board of Directors may be held at such time and place as shall be determined, from time to time (but at least monthly), by a majority of the directors. No notice need be given for regular meetings of the Board of Directors. Each Club President and each regional president will have one (1) vote during regular monthly meetings. The Club President may designate a representative by written proxy to be presented at the meeting to cast their vote in their absence.
Section 9. Special Meetings. Special meetings of the Board of Directors may be called by the President of the League on five (5) days' notice given to each director by phone or telegraph, which notice shall state the time and place of the
meeting. Special meetings of the Board of Directors shall be called by the President or Secretary in like manner and on like notice on the written request of at least two (2) directors.
Section 10. Board of Directors Quorum. At all meetings of the Board of Directors, a majority of the directors shall constitute a quorum for the transaction of business, and the acts of a majority of the directors present at a meeting at which a quorum is present shall be the acts of the Board of Directors. If, at any meeting of the Board of Directors, there be less than a quorum present, the majority of those present may adjourn the meeting, from time to time. At any such adjourned meeting, any business which might have been transacted at the meeting as originally called may be transacted without further notice.
Section 11. Fidelity Bonds. The Board of Directors may require that all officers and employees of the League handling or responsible for League funds shall furnish adequate fidelity bonds. The premiums on such bonds shall be paid by the League.
Section 12. Signatures. All agreements, checks, drafts, notes or other instruments to be executed by the League shall be signed by such of the officers of the League or by such person or persons as may be authorized by the Board of Directors.
Section 13. Absences. Any officer or Board Member who is absent without excusable cause for three consecutive meetings, or for any reason a total of five (5) meetings on the Boards of Directors , without additional formality, the right to hold his respective office for the unexpired term.
ARTICLE IV
DUTIES OF OFFICERS
Section 1. Designation The officers of the League shall be a President Ex-Officio, President, a Vice President, a Secretary, a Treasurer, a Registration/Insurance Commissioner, a District II Commissioner, a Coaches Commissioner, a Referees Commissioner, a Fields Commissioner, and a Communications Commissioner all of whom shall be elected in accordance with Article III hereof. The same person may hold more than one office simultaneously, except that the same person shall not hold the offices of President and Secretary simultaneously.
Section 2. Duties of Officers. The duties of the officers who comprise the Board of Directors of the League shall be as follows:
A. President Ex-Officio. The President Ex-Officio shall act as advisor to the President and the Board of Directors for a period of one year following his term of office as President.
B. President The President shall be the Chief Executive Office of the League. He shall preside at all meetings of the League and of the Board of Directors. He shall have all of the general powers and duties which are usually vested in the office of the president of a league, including, but not limited to, the power to appoint committees from among the members from time to time as he may, in his discretion, decide is appropriate to assist in the conduct of the affairs of the League.
C. Vice-President. The Vice President shall take the place of the President and perform his duties whenever the President shall be absent or unable to act. The vice- President shall also be in charge of all special events of the League.
D. Secretary . The Secretary shall keep the minutes of all meetings of the Board of Directors and the minutes of all meetings of the League; he shall have charge of such books and papers as the Board of Directors shall direct; he shall keep and maintain a list of members of the League in cooperation and conjunction with the Registration/Insurance Commissioner. The Secretary shall further perform, in general, all the duties incident to the office of Secretary.
E. Treasurer. The Treasurer shall have responsibility for League funds and securities and shall be responsible for keeping full and accurate accounts of all receipts and disbursements in books belonging to the League. He shall be responsible for the deposit of all monies and other valuable effects in the name, and to the credit, of the League in such depositories as may from time to time be designated by the Board of Directors. The Treasurer shall also have the responsibility for collecting all dues and other assessments from the teams, whether by collection from the Regions or by collection from the individual clubs, as shall be determined from time to time by the Board of Directors.
F. Registration/Insurance Commissioner. The Registration/insurance Commissioner shall be responsible for the proper registration of all players with the League and with the Arizona Youth Soccer Association. In ensuring such proper registration, the Registration/Insurance Commissioner shall work in conjunction with the Regions according to the procedures set forth in the Bylaws or in rules and regulations promulgated by the Board of Directors from time to time. The Registration/Insurance Commissioner shall organize and coordinate all registration of players, including, but not limited to, setting up the times and places at which such registration shall take place and ensuring that adequate notice of the times and places of such registration is disseminated. The Registration/insurance Commissioner shall be responsible for receiving and processing all insurance claims for injuries which are covered by the League insurance in accordance with procedures established from time to time by the Board of Directors. The Registration/insurance Commissioner shall further be responsible for notifying each club through the each club registrar no later than two (2) weeks prior to the commencement of the playing season as to the procedure to be used for reporting injuries and
obtaining insurance coverage. He shall further be responsible for ensuring that all players properly register with the League are properly insured. The Registration/Insurance Commissioner of the League shall further work with each club's registrar in all matters relating to the duties set forth herein.
G. Referees Commissioner. The Referees Commissioner shall be responsible for obtaining the assigning referees for all games coming within the jurisdiction of the League, including, but not limited to, intra-district and tournament games played within the boundaries of Pima County Junior Soccer League. The Referees Commissioner shall further be responsible for organizing and conducting clinics, registration, licensing and training of all referees not licensed and trained by the Arizona Youth Soccer Association and shall coordinate and cooperate with the Arizona Youth Soccer Association in licensing such referees. The Referees Commissioner shall further work in conjunction with the Referees Commissioners of the Regions in carrying out the duties hereunder. The Referees Commissioner shall also be responsible for receiving all grievances lodged against referees, and it shall be the duty of the Referees Commissioner to forward such grievances or protests to the appropriate committee or body for consideration.
H. Coaches Commissioner. The Coaches Commissioner shall be responsible for recruiting, organizing, training and, where appropriate, licensing of coaches for all the teams within the jurisdiction of the League. The Coaches Commissioner shall further be responsible for obtaining a list of coaches from each club prior to the start of the regular playing season and shall maintain a current list of such coaches, as well as a list of persons available end interested in coaching for dissemination to the various clubs affiliated with the League. The Coaches Commissioner shall further work in conjunction with the Coaches Commissioner of the Clubs in carrying out the duties hereunder. The Coaches Commissioner shall recruit, organize and coordinate the U-16 & U-19 soccer program under the jurisdiction of the League. Commissioner shall recruit, organize and coordinate the girls' soccer program under the jurisdiction of the League. The Coaches' Commissioner shall work in conjunction with the other officers of the Board of Directors with regard to the girls' program and shall work in conjunction with the various Regions to promote and improve the girls' soccer program.
I. Fields Commissioner. The Fields Commissioner shall be responsible for establishing and obtaining new fields within the boundaries of the League and for maintaining and improving existing fields within the boundaries of the League. He shall further be responsible for reserving facilities and scheduling practice fields, along with initial field preparation and equipment installation. The Fields Commissioner shall further be responsible for overseeing the maintenance and game field preparation, working in conjunction with the Fields Commissioners of the Clubs.
J. Communications Commissioner . The Communications Commissioner shall be responsible for communications between the league, clubs and members. He shall assist in team flighting and scheduling and in the tracking of game scores and yellow and red cards.
ARTICLE V
INDEMNIFICATION OF OFFICERS AND DIRECTORS
Section 1. Introduction. The League shall indemnify every director or office of the League, the Region and any clubs, even those separately incorporated, and his or her heirs and personal representatives, against all loss, cost and expense, including counsel fees reasonably incurred by him or her in connection with any action, suit or proceeding to which he or she may be party by reason of his or her being or having been a director or officer of the League, except as to matters as to which he or she shall be finally adjudged in such misconduct. In the event of a settlement of any action, suit or proceeding, indemnification shall be provided only in connection with such matters covered by the settlement as to which the League is advised by counsel that the person to be indemnified has not been guilty of willful negligence or intentional misconduct in the performance of his or her duties as such director or officer in relation to the matter involved. The foregoing right shall not be exclusive of other rights to which such director or office may be entitled. All liability, loss, damage, cost and expense incurred or suffered by the League by reason of or arising out of or in connection with the foregoing indemnification provisions shall be treated and handled by the League as common expenses; provided, however, that, if such liability, loss, damage, cost or expense is incurred on behalf of an officer or director of a club or the Region, the club or Region shall reimburse the League for any such liability, loss, damage, cost or expense paid by the League.
ARTICLE Vl AMENDMENTS TO BYLAWS'
Section 1. Amendment. These Bylaws may be amended, altered or repealed a duly constituted meeting of the Board of Directors upon a vote of at least seventy-five percent (75%) of the directors present at such meeting; provided that not less than five (5) days notice of such meeting shall be given and provided further that a copy of any proposed amendment shall be delivered with such notice. These Bylaws may also be amended at the annual meeting of members by majority vote of the members entitled to vote; provided, however, that any amendment proposed by a member shall be submitted in writing to the Board of Directors of the League no less than forty-five (45) days prior to such annual meeting. Any such amendments shall be placed on the agenda for such annual meeting.
ARTICLE VII
NONPROFIT CORPORATION Section 1. Nonprofit League. This League is not organized for profit. No member or other person or persons shall receive or shall be lawfully entitled to receive any pecuniary profit from the operation thereof, and
in no event shall any part of the funds or assets of the League be paid as salary or compensation to, or distributed to, or inure to the benefit of, any member or other person. The foregoing, however, shall neither prevent nor restrict the following:
A. Reasonable compensation may be paid to any member or director acting as an agent or employee of the League for services rendered in effecting one or more of the purposes of the League; and
B. Any member or director may, from time to time, be reimbursed for his actual and reasonable expenses incurred in connection with the administration of the affairs of the League.
Section 2. Funds and Regions or Clubs. The Regions and the clubs which are affiliated with the League may raise funds for their own use, whether by way of assessment or other means; provided, however, that any fund raising activities by any Region or club and by means other than assessment of members must be approved in writing by the Board of Directors of the League prior to the commencement of such fund raising activity. The Region or club raising funds may retain those funds so long as the Board of Directors is provided a full and accurate accounting of all receipts and disbursements by the Regions or clubs: provided, however, that this section shall not apply to any club separately incorporated.
If any club, without regard to whether or not it is separately incorporated, is delinquent in any payment to or assessments of the League, the Board of Directors shall have the right to inspect the books, records and financial affairs of such club upon written request by the Board of Directors.
ARTICLE VIII
FISCAL YEAR
Section 1. The fiscal year of the League shall begin May 1 and end on April 30 of each year.
ARTICLE IX
PLAYER REGISTRATION AND ASSIGNMENT
Section 1.Age Limitation. All players participating in League play shall be subject to age limitations prescribed by the Constitution, Bylaws, and/or Rules and Regulations of AYSA and the League.
Section 2. Player Registration. All players must be registered in accordance with this article and in accordance with the regulations of such association with which the League is affiliated in order to participate in the League. Dual rostering will be allowed on an individual basis with the approval of the Registrar/Insurance Commissioner in accordance with the Constitution, Bylaws and/or Rules and Regulations of AYSA and the League. Dual rostered players must select a primary team at the time of registration. The Registration/Insurance Commissioner of the League shall determine the documents necessary to constitute proper registration of any player. The time and place of registration from time to time shall be set in accordance with these By-Laws and rules and regulations established by the Board of Directors of the League. Completed registration forms in the form to be determined and provided by the Board of Directors of the League shall include a consent to medical treatment signed by such player's parents or guardians.
The clubs shall be responsible for obtaining all documents necessary for proper registration of players within its teams. Each club Registration/insurance Commissioner shall transmit all documents required by the League for registration to the League's Registration/Insurance Commissioner who shall take the required steps to register such players with the Arizona Youth Soccer Association.
ARTICLE X REGIONS
The formation, jurisdiction, powers and duties of regions within the League shall be governed by rules and regulations adopted by the Board of Directors from time to time.
ARTICLE Xl DISCIPLINARY AUTHORITY
Section 1. Enforcement of Rules. The Board of Directors of the League shall be responsible for enforcing the rules and regulations of the League, and supervising the conduct of players, coaches, referees, parents and others associated with the League and for hearing and determining all grievances and protests arising within the jurisdiction of the League.
Section 2. Grievance and Protest Committee. Within forty-five (45) days after the annual meeting of the League, the President of the League shall, subject to approval of a majority of the Board of Directors, appoint a Discipline and Rules Committee, consisting of no less than three (3) nor more than nine (9) members, one of whom shall be the Vice President of the League who shall be the Chairman of the Committee. The members of the Committee need not be members of the League. The members of the D & R Committee shall serve for a term of one (1) year and shall serve until their successors are appointed and take office.
Section 3. Duties and Powers. The D & R Committee shall have the following powers and duties:
A. To conduct investigations of all grievances and protests coming to the League.
B. To conduct hearing of all protests and grievances and to take evidence at such hearings.
C To render and enforce decisions on all protests and grievances which have been investigated and heard by the Committee subject to these Bylaws and such rules and regulations as may from time to time be promulgated by the Board of Directors of the League.
D. The Chairman of the Committee may remand any D&R protest or grievance to a full hearing by PCJSL board of Directors as deemed necessary.
Section 4. Authority. All hearings conducted by the D & R Committee shall be tape recorded, and such tape recording shall be preserved in the records of the Committee for a period of no less than one (1) year from the date of such hearing. The Committee shall have the authority to render final decisions on all matters before it, subject to the right of any person, club or team to appeal a decision. All decisions of the D & R Committee shall be in writing and shall state specifically the violations charged, the facts upon which the Committee based its decision, and the decision. A copy of the decision shall be mailed to all parties involved in such protest within two (2) days of the decision of the Committee.
Any protest filed which is based upon a referee's call shall be evaluated by the Committee which shall then determine whether or not a hearing on such protest is to be held. In the event the Committee determines that no hearing shall be held, it shall forward to the Board of Directors of the League and the parties involved in the protest a written decision of such protest. In all other cases, a hearing shall be held by the Committee.
Section 5. Procedure
(a) The Committee shall meet on a regular basis. Any party affected by a D & R procedure shall have the right to at least 5 days notice before any hearing. This right may be waived with the consent of the affected parties.
(b) At any meeting of the D & R Committee, a quorum of 3 members is necessary to conduct any official business, make any findings of fact or impose or review any disciplinary sanction.
(c) Any committee member who misses 3 meetings within a 6 month period shall have their status as a committee member reviewed by the Board of Directors of this league.
Section 6. Protests. All protests of grievances shall be submitted in writing to the Chairman of the Grievance Committee accompanied by a protest fee of $25.00. Such protests shall be postmarked no later than ten (10) days after the action or game being protested occurred and shall be sent by first class mail, postage prepaid. In computing the time for submitting such protest or grievance, the date upon which the action or game occurred shall not be counted.
Section 7. Appeals. Any person, club, team or other member of the League who has been the subject of a disciplinary proceeding may appeal any decision of the D & R Committee. Any person desiring to appeal to the Board of Directors shall do so by written notice to the President of the Board and the chairman of the committee within fifteen (15) days after receipt of the decision of the Committee. A copy of such notice shall also be served upon the Chairman of the Committee. Upon receipt of the notice of appeal, the Chairman of the Committee shall forward to the President of the League the record of the proceedings out of which the appeal arose, together with all other evidence presented to the Committee in the case being appealed. Any further appeals of the case beyond the Board of Directors of the League shall by following the procedures as set forth by AYSA and in accordance with the rules and regulations provided by AYSA and its governing bodies.

The procedure to be followed for appealing beyond the Board of Directors of the League shall be those promulgated by the applicable association to which such appeal is being taken. Section. 8. Rules. The Board of Directors of the League shall, from time to time, promulgate such rules and regulations as are necessary and
appropriate in order to establish and set forth the powers and duties of the D & R Committee and the manner of handling grievances and protests.
ARTICLE Xll MISCELLANEOUS Conduct of Meetings. All meetings of the members of the League and the Board of Directors shall be conducted under ROBERTS RULES OF ORDERS, Newly Revised, unless in conflict with the Articles of
Incorporation for the League, these Bylaws or with the laws of the State of Arizona.

RULES REGULATIONS PIMA COUNTY JUNIOR SOCCER LEAGUE
1. 1.00 MEMBERSHIP AND AFFILIATION (a) PCJSL shall notify all coaches of any PCJSL rules and regulations that would apply to them in the form of a coaches manual at the beginning of a new season. In the event of a coaching change to a team, the Club President shall be responsible for advising any new coach of all PCJSL rules and regulations that apply to coaches.
2. 1.01 Any applicant for membership (Clubs, teams, etc.) shall be subject to the approval of the League Board.
a. Clubs - to be affiliated must submit a club name acceptable to the league, have a list of playing fields with their location, club officers, listing as a minimal acceptable format a President and eligible voting members, and a constitution, if any, and a list of approximate number of teams by proper age groupings. Each club upon being accepted will be assigned to a Region.
1.02 The League Board shall reserve the right to approve, disapprove, or challenge anyClub, Club Member or other representative requesting entrance into the PCJSL.
_.(a) When conditions exist within a club under the jurisdiction of this League that reflect poor management, and/or are not in the best interest of soccer, then the League Board shall have the power to investigate such conditions and make recommendations to correct them. If said recommendations are not adhered to, the League shall have the authority to suspend said Club, or their teams, coaches and club members.
_.(b) If a member club refuses or neglects to fulfill any of its obligations as member or violates any of the provisions of the Constitution, Bylaws or Rules of the PCJSL, or if such member club or their representatives shall commit any acts that contravene or are inconsistent with the principles and standards of good sportsmanship, it may be suspended by the League Board.
_.(c) Bad Standing: Clubs, teams, players, coaches and club members may be placed in 'bad standing'. Bad standing is defined as a temporary suspension of the right to participate in PCJSL or AYSA sanctioned activities. Clubs, players, coaches, teams and club members may be placed in bad standing for, but not limited to, the following: failure to pay registration or referee fees, failure to adhere to a published schedule of league matches, failure to provide adequate referees at home games, failure to have fields properly set up for home games, failure to carry out PCJSL rules, guidelines, punishments and directives. The club president will be notified of the intent and substance of bad standing and the right of the club, team, coach, player or club member to rectify the situation. Prior to the implementation of bad standing a hearing will be held by the League D & R Committee.
1. 2.00 CLUB RESPONSIBILITIES
2. 2.01 Notification. - As an affiliated member of this League, each club shall be given a copy of the Constitution, Bylaws and Rules and Regulations of the PCJSL and this shall be deemed sufficient notice of their liabilities.
2.02 Finances. - Clubs may govern their own finances, but must, except separately incorporated clubs, have written procedures, as approved by the League, since monies, tax-wise, are owned by the League. Annual dues and/or fees shall be immediately payable and due upon notice by the League. Notice may be provided via mail, facsimile, email or whatever means deemed appropriate by the Board of Directors. Clubs delinquent in dues and/or fees may receive disciplinary action.
Per AYSA Rule 30 (a)
'A debt of any member, league, association, club or person which is owed to this Association shall be payable no more than seven (7) calendar days after the date that the sum is declared payable, and in default of payment, the debtor shall be suspended without further action.'
1. 2.03 Fields - Clubs shall provide and maintain all practice and home game fields. All home game fields shall be provided with corner flags (4), goal nets (2), goal posts (2), linesman flags (2), and shall be properly marked, to include a coach's box. All practice fields and scheduling of teams to use these fields shall be performed by the club.
2. 2.04 Registration. - All players, coaches, assistant coaches, trainers, teams, and administrators shall be registered with the Federation at least once each year. Clubs are responsible to insure all players and teams are registered in accordance with rule 4.05.
3. 2.05 Uniforms - Clubs are responsible for providing all registered players with a suitable uniform and shall ensure that the uniform will be worn during all League games unless a team exception has been approved.
4. 2.06 Poaching - The clubs, teams and coaches within Pima County Junior Soccer League shall abide by the AYSA poaching rules as stated. Complaints will be made to AYSA to be heard by the State D&R Committee. Violation of this rule may result in a one (1) year suspension for the guilty party.
5. 2.07 Clubs will be responsible for each of their teams, coaches, players, parents and board members, and will ensure that their actions on or off the field do not bring disrespect upon this League or Youth Sports.
6. 2.08 Clubs will be responsible for the establishment of a meaningful referee training program working in conjunction with the League Referee Commissioner and the Assistant State Referee Administrator (Youth-Pima County) of the United States Soccer Federation. The goal of the program will be that each club be able to have officials qualified to referee the highest age bracket team within the club. At a bare minimum each club must have one qualified center referee for each team registered. Referee qualifications will be subject to review and acceptance by the League Referee Commissioner.
7. 3.00 COACHES RESPONSIBILITIES
8. 3.01 Coaches shall not be on a coaching staff for more than one team without the approval of the League Coaching Commissioner.
9. 3.02 Responsibilities - shall include the following: (a) Attendance or representation at all official coaches' meetings.
_.(b) Complete understanding of PCJSL Constitution, Bylaws and Rules.
_.(c) Notifying all players and parents of all scheduled activities.
_.(d) Organize, arrange and conduct regular weekly team practices.
_.(e) Must maintain accurate records concerning attendance, team activities, medical care, etc. Other suggested records include game statistics, line ups, etc.
_.(f) Must have proof of registration and medical treatment forms, as well as player passes, line ups, etc.
_.(g) Teach the game of soccer and good sportsmanship.
_.(h) Must follow and enforce PCJSL Constitution, Bylaws and Rules
_.(i) Be responsible for care and security of field and equipment during their games and practices.
_.(j) Shall provide constructive supervision, giving each player equal opportunity to learn and enjoy soccer.
_.(k) Conduct all discussions with referees or opposing coaches in a gentlemanly manner and outside the presence of spectators and players.
_.(I) Reserve practice fields through their clubs.
_.(m) Use substitute players with discretion so as not to interrupt the flow of the game.
_.(n) To see that every player play a minimum of fifteen minutes of every game.
_.(o) All coaches of ten year and above age teams must stay in the coach box. If not marked on the field, the coach's box will be three yards back from the touch line and ten yards on both sides of the mid-field line.
_.(p) Any coach found guilty of playing, or attempting to play, an illegal player shall immediately receive a six game suspension. The suspension shall be followed by a six month probation period to begin when the coach has been reinstated. An illegal player shall be defined as any player who the coach does not have a current player pass for and in his/her possession or is not currently registered to that team. The player pass shall indicate the correct team, and be valid for the current season/year. In addition, the player pass must be signed, pictured, laminated, (sealed completely) to be considered as a valid player pass.
1. 4.00 PROPER REGISTRATION FOR PLAYERS AND TEAMS
2. 4.01 Age limit Definition - The age limit as applied to this League shall mean an amateur player who has not attained his or her 19th birthday before the first day of August of the seasonal year in which they apply for registration.
3. 4.02 Attaining Age Limit - Players attaining limiting age for any age group on or after August 1 will be eligible to play for the remainder of the season.
4. 4.03 Age Groups of all clubs and teams, unless otherwise sanctioned by the Board of Directors and AYSA shall divide play. among teams of equal age group as listed below Under 19 years has not reached 19th birthday before August 1 of seasonal year. Under 18 years has not reached 18th birthday before August 1 of seasonal year. Under 17 years has not reached 17th birthday before August 1 of seasonal year. Under 16 years has not reached 16th birthday before August 1 of seasonal year. Under 15 years has not reached 15th birthday before August 1 of seasonal year. Under 14 years has not reached 14th birthday before August 1 of seasonal year. Under 13 years has not reached 13th birthday before August 1 of seasonal year. Under 12 years has not reached 12th birthday before August 1 of seasonal year. Under 11 years has not reached 11th birthday before August 1 of seasonal year. Under 10 years has not reached 10th birthday before August 1 of seasonal year.
Under 8 years has not reached 8th birthday before August 1 of seasonal year. Under 6 years has not reached 6th birthday before August 1 of seasonal year.
1. 4.04 Legal Proof of Age - Proof of age shall consist of a birth certificate or birth registration issued by an appropriate governmental agency, board of health records, passport, alien registration card issued by the United States Government, a certificate issued by the Immigration and Naturalization Service attesting to age, or a Certification of an American Citizen born abroad issued by the governing agency. Hospital, Baptismal or religious certificates will not be
accepted.
2. 4.05 Players may register only for teams within their district (District II). Interdistrict registration shall be approved only by The District II Commissioner. Clubs will register teams with the League and shall be required to prepare and submit to the appropriate League Officer the proper AYSA Team and Player registration forms, and proof of age as per rule 4.04, and pay the appropriate player fee.
3. 4.06 player Registration Fees - The Board of Directors shall annually establish the player registration fee. Clubs are responsible for paying all league and state fees at the time of registration. Any increases in fees to the State or National organization will be automatically passed through to the Clubs.
4. 4.07 Playing up/down. Players who wish to play up more than two soccer years from their appropriate age group must submit the following documentation to the League Registrar for approval prior to being registered to a team; 1) letter from parent or guardian requesting that player play up and acknowledging the potential risks and injuries and 2) letter or email from the coach stating the coach is aware of the player age and accept the player on his/her team. A player may be allowed to play down under special circumstances and with approval of the Board of Directors. The parent/guardian needs to submit a letter to the League Registrar requesting their child play down and the reason why. The letter needs to be accompanied by a signed letter from their physician stating the medical reason that the player should be considered for playing down. A new letter must be submitted every year.
5. 4.08 Loan Players. A player may be loaned to another team for tournament play when allowed by the tournament and proper paperwork is completed. A player loan form must be completed in it’s entirety including loaning and borrowing coach signature. If the tournament is out of district II, the form must have a state official’s signature. The borrowing coach should also obtain a signed medical consent form for the player. Loan players for league play may be allowed as determined by the Board of Directors.
6. 4.09 Multiple Roster Player. A player may roster on two different teams provided that a multiple roster form is completed and registration occurs in the proper sequence as determined by AYSA.
7. 5.00 TEAM FORMATION Teams may be formed by the club in any manner with the exception that under 6 teams will be formed by blind draft with reasonable exceptions for car pools and geographic location.
8. 5.01 Player Roster Limit - U11 through U19 teams shall have no more than eighteen (18) players registered at any given time, nor less than seven (7) players registered at any given time. U6 through U10 teams shall have no more than fourteen (14) players registered at any given time, nor less than five (5) players registered at any given time.
9. 5.02 Professional Status - Any player signing a "letter of intent", a professional contract, or playing with a professional club without the permission of the League Board shall be deemed a professional.
10. 5.03 Adult Status - Any player registering with or playing for any adult club or team without the permission of the League Board, shall be declared ineligible for youth play.
11. 5.04 Flighting - The League, working in conjunction with the Regions and/or Clubs, will flight teams for scheduling using information from team registration. City wide flights may be established in the Under 10 through the Under 19 age levels as deemed appropriate. No team will be flighted if it has rostered fewer players than the number specified for play in its age group. (I.E., teams playing 11v11 must have a minimum of 11 players; teams playing in 8v8 must have a minimum of 8 players, etc.)
1. 6.00 PLAYER TRANSFER; RELEASE AND DELETION
2. 6.01 Any player registered to a team is bound to that team for the entire seasonal year unless he/she requests a transfer. All request for transfer shall be submitted to the League Registrar on the AYSA transfer form. The reason for the transfer must be stated on that form. The player pass must accompany all paper work.
3. 6.02 Subject to the overriding provisions of AYSA or USYSA rule, a team may have an unlimited number of transfers provided that at the time of roster freeze for State Cup play a team is limited to the total number of transferred players per seasonal year as allowed by AYSA (5).
6.03 Deletions A player may be terminated voluntarily by the player or involuntarily as a result of misconduct and or poor attendance. in the final analysis, only the League has the final right to terminate a player involuntarily, and then only after proper notice and hearing. A player could become a candidate for termination if he or she misses three consecutive practice sessions, league games or any combination thereof.
4. 6.04 Drops - Teams may drop an unlimited number of players. When dropping players for ANY reason, the signature of the player and the player's parents are required -- regardless of what is says on the form. Included on the form should be the reason for the drop. The player pass must accompany all paperwork. Should a player have moved out of town and no signature is available the coach should so indicate on the form.
5. 7.00 INSURANCE
6. 7.01 Report of Insurance Claim/Injury - All injuries will be submitted to the League Insurance Commissioner within seven (7) days of the injury, by use of the injury report form supplied by the League. The coach must sign the injury form to validate the injury.
7. 7.02 The appropriate insurance claim forms will be mailed together with claim filing instructions to the player's parents.
8. 8.00 LAWS OF THE GAME
9. 8.01 The rules of play shall be the "Laws of the Game", as published by FIFA and supplemented by the AYSA and this organization. All contests sanctioned by the PCJSL shall abide by the 'Laws of the Game', and the modifications as published by AYSA and PCJSL.

8.03 Player Substitution - Players may be substituted only during a stoppage of the game. The number of substitutions shall be unlimited unless a competition superseding PCJSL and/or AYSA jurisdiction specifically determines otherwise. (a) Substitutions may be made:
_.(1) Prior to a throw in, in your favor.
_.(2) Prior to a goal kick by either team.
_.(3) After a goal by either team.
_.(4) At half time.
_.a. In any case, a substitute may not enter the field of play until he has been given a signal to do so by the referee.
1. 8.04 All players must play a minimum of fifteen minutes in every game.
2. 8.05 Coaches & Players (Team) Box - All coaches and players of U-10 year and above age groups must stay in the team box. If not marked on the field, the team box will be three yards back from the touch line and ten yards on both sides of the mid-field line. Whenever possible, the team box should be clearly marked on both sides of the field.
3. 8.06 Player Safety
_.(a) It is the responsibility of all leagues, clubs, coaches, and administrators with AYSA and PCJSL to ensure the safety, both physically and mentally, of all players. Guidelines that meet certain minimum criteria established by the federation, AYSA and PCJSL in accordance with state and local law concerning physical and sexual abuse will be established and distributed to all. No player shall be allowed to play in any regularly scheduled game with an injury which can be aggravated by playing or which constitutes a danger to others. No player wearing an orthopedic cast shall be permitted to play in any regularly scheduled game. No player shall be permitted to wear anything in a game which could cause or aggravate injury to either the player himself/herself or to any other player.
_.(b) Hair control devices may be worn if made of soft material and not for adornment. Sweatbands may be worn on the head if made of soft terry cloth type material. Bandannas are not authorized because they are considered adornment and knotted devices may be dangerous.
_.(c) No youth player will be allowed to participate in more than two games per day.
_.(d) The referee, unless superseded by the rules of play for that particular match, shall make the final determination as to player safety.
8.07 Coaching From The Sidelines - Giving directions to one's own team on points of strategy and position is pertained provided:
_.(a) No mechanical devices are used.
(b) Each coach, substitute or player, is to remain within the 'coaching area' (ten yards on either
side of the mid-field line). Any coach, and all players and spectators shall remain at least three (3) yards off the touch line. In the refereeÕs discretion, all spectators may be required to be on opposite sides of the field from the coaches and players.
_.(c) No coach, substitute, spectator or player is to make a derogatory remark or gesture to the referee, other players, substitutes or spectators.
_.(d) No coach, substitute, spectator or player is to use foul or abusive language
_.(e) No coach, substitute, spectator or player is to incite in any manner disruptive behavior.
_.(f) No coach, substitute, spectator or player is to be behind the goal area (end lines). They shall remain on one side of the field or on their half of the mid-field line. < (e) The tone of voice is is positive, instructive and encouraging.
1. 8.08 Gambling: Alcoholic Beverages and Intoxicating Substances - Betting or gambling in any form on any game or part thereof, at any place, is forbidden. Any official(s), or player(s) who violate this rule shall be suspended permanently. Any club which permits a violation of this rule on or near its grounds may have its grounds (fields) barred from use. No official, spectator or player may have any alcoholic beverages and/or intoxicating substances during any PCJSL sanctioned match or tournament. Any person who violates this rule shall be summoned before the League Board for disciplinary action.
2. 8.09 Home Team Responsibilities - The home team shall be responsible for the condition of the grounds, proper field equipment (nets, corner flags, etc.) including a game ball and crowd control.
8.01 Uniform Change - Where colors are similar the home team must change to distinct colors for the opponent. 8.11- The following situations are grounds for game forfeiture:
_.(a) Any club or team delaying the start of a scheduled game more than fifteen minuteswithout the authorization of the PCJSL or the AYSA shall forfeit the game to the opponent by a score of 1-0.
_.(b) In the event both teams do not show up for a scheduled game and the referee rules the grounds playable, both teams shall be assessed with a loss.
1. 8.12 Tie Breaking- All regular League sanctioned games that end in a tie will remain a tie. No separate tie breaking or overtime will be played.
2. 8.13 Games Played Short - In the event inclement weather or adverse field conditions necessitate calling a game short, if one half of the game is completed that game will be deemed complete and the score will stand. In the event the non-completion of a game resulted from misconduct clearly traceable to one or the other contending teams, its management, or its followers as determined by the League D & R Committee, then the League D & R Committee shall recommend to the League Board the final disposition of the game regardless of time played.
3. 8.14 Nonappearance of Officials - In the event of the nonappearance of the appointed referee, the opposing team coaches may appoint a certified referee, and must agree to this solution. If the game is played, it is considered official. If agreement is not possible, then the matter will be referred to the League Board for action.
4. 8.15 Game Postponement/Cancellation - In case of rain, it is the responsibility of that club to notify visiting teams that the games will not be played. The League Board will, at the earliest possible time, make a decision regarding the playing of matches not held because of rain. This rule
applies only in the case of prolonged rain prior to regularly scheduled games and in no way replaces the rights of the referee concerning playability of fields.
1. 8.16 Score Reporting - All teams, win, lose or draw are responsible for calling the proper officials following the game to notify him of the game result.
2. 8.17 Safety. Equipment - It is mandatory that all players wear some type of shin guard.
3. 8.18 Player Passes- When player passes are furnished by the League, each player or coach must present their passers to the referee prior to the start of each game. The passes must be signed, pictured, laminated (sealed completely) showing the league number and age group, and be valid for the current season/year otherwise that player shall not be allowed to play in that game. The player passes shall be returned to each player, or the coach, at the end of the game. If a player was ejected, his player pass shall be turned over to the proper authorities for disciplinary action. There will be no playing from a roster. Each player MUST have a player pass.
4. 8.19 Player Challenge - Players may be challenged for proof of registration to the playing team and for proof of age.
_.(a) In no case will a player be denied the right to play in any PCJSL game provided that he or she presents a PCJSL player pass indicating registration to the playing team.
_.(b) Proof of registration to the proper team will be accomplished by the PCJSL Registrar.
_.(c) Proof of age will be accomplished as per rule 4.04. Written requests for proof of age will be directed to the League Board of Directors. Proof of age shall be presented within 48 hours to the League Board. Failure to respond to such a request shall result in immediate suspension of the player involved and the forfeiture of all League games in which that
player participated.
8.20 Accountability: Conduct: Ejection-General (a) Each member league, club and team shall be held primarily accountable for the conduct of persons associated with the member league, club or team in any manor whatsoever.
_.(b) During any game sanctioned by or regularly scheduled by AYSA or any of its affiliated member leagues, clubs or teams, a referee may stop the game and eject any spectator from the grounds (field of play and areas surrounding the field or fields near the field upon which the game is played), if in the opinion of the referee, the offender is guilty of violent conduct, serious foul play, or the use of foul or abusive language, or if the con- duct is deemed to be interference by the offender as designated in subdivision (d) of Law V - Referees - Laws of the Game.
_.(c) Coaches and other team officials shall be subject to all rules pertaining to misconduct contained herein, including cautions, ejection's and standard suspensions. Any other individual who may be reasonably construed as being associated with a team, such as relatives and spectators, shall also be subject to the jurisdiction and authority of the Association. Any coach or team official shall be held responsible for the actions of any individual(s) at any match that, in the opinion of the referee, is a supporter of that team.
_.(5) Accountability: Conduct: Ejection- Individual- (a) All red cards shall result in a minimum one (1) game suspension. This suspension is not appealable and may not be protested unless a technical error has been made by the referee (e.g.wrong player carded). All red cards are subject to further disciplinary action by the D & R committee.
_.(b) When a player receives a third yellow card, (exclusive of double yellows), the player will receive a one (1) game suspension. This suspension is not appealable and may not be protested unless a technical error has been made by the referee.
_.(c) Any field player who participates in a fight shall receive a minimum three (3) game suspension and the incident shall automatically be reviewed by the D & R committee.
_.(d) Any substitute who enters the field of play during a fight shall receive a red card to be followed by a minimum one (1) game suspension and the incident shall automatically be reviewed by the D & R committee.
_.a. Any substitute who enters the field of play to participate in a fight shall receive a minimum six (6) game suspension and the incident shall automatically be reviewed by the D & R committee.
_.b. The minimum mandatory penalties may be increased by majority vote. The penalties may only be decreased by a 2/3 vote and in no event below a one (1) game suspension.
_.(6) Accountability: Conduct- Team (a) Any coach, team official, parent or spectator associated with the team or player who violates any of the provisions of these sections subjects the entire team to disciplinary sanctions. Team sanctions may include, but are not limited to, probation, game suspensions, and restrictions on travel and tournament play.
8.3 Under 6/Under 8/ - The following adjustments to the FIFA Rules of Play are in effect:
(a) Field of Play - U6-The field will be approximately 50 yards long and 30 yards wide maximum. The field will be marked with touch lines, goal lines and a halfway line at mid-field. The center circle will have a 6 yard radius and the corner arcs a two (1) yard radius. A goal area will be marked six yards from each goal post and six yards into the field of play. No penalty area is to be used. The goals will be 5 feet high and 15 feet wide.
U8-The field will be approximately 70 yards long and 50 yards wide maximum. The field will be marked with touch lines, goal lines and a halfway line at mid-field. The center circle will have a 6 yard radius and the corner arcs a two (1) yard radius. A goal area will be marked six yards from each goal post and six yards into the field of play. No penalty area is to be used. The goals will be 6 feet high and 12 feet wide.
_.(b) Ball size - Size three (3) U6 and US. Size four (4) U10.
_.(c) Number of players - U6 and U8 maximum number of players on the field at any one time is seven (7), one of whom shall be a goal keeper. The Maximum number of players on the roster should not exceed Fourteen (14). There will be free substitution in accordance with AYSA rules.
_.(d) Player's equipment - Conform to the rules of the game. Players must wear shin guards.
_.(e) Referees - Conform to laws of the game.
_.(f) Linesmen - There are no linemen for U-6 and U-8 games.
_.(g) Duration of the Game - The game is divided into four (4) ten minute quarters for U-6 and four (4) twelve minutes quarters for U-8 with rest periods of two minutes between quarters and 5 minutes in between halves. Each quarter shall begin with a kick off which shall alternate between the teams. Field reversal shall take place after two quarters have been played.
_.(h) The Start of Play - Conform to the laws of the game.
_.(i) Ball in and out of play - Conform to the laws of the game.
_.(k) Off-side - There shall be no off-side.
_.(I) Fouls and Misconduct - All intentional fouls will result in an indirect free kick with opponent 6 yards away. The referee is encouraged to explain all infractions to the offending player.
_.(m) Free kicks - Shall be classified under one heading 'INDIRECT'. A goal may not be scored until the ball has been touched by a second player, not necessarily from the same team.
_.(n) Penalty Kick - NO penalty kicks are to be taken in the game.
_.(o) Throw-in - Conform to the laws of the game, with one re-throw allowed after an explanation.
_.(p) Goal Kick - Conform to the laws of the game.
_.(q) Corner Kick - Conform to the laws of the game.
_.(7) U-10 Playing Guidelines (a) Field of Play- The field will be approximately 70 yards long and 50 yards wide maximum. The field will be marked with touch lines, goal lines, and a halfway line at mid-field. The center circle will have
an 8 yard radius and the corner arc a 2 yard radius. A goal area will be marked 6 yards from each post and 6 yards into the field of play. The penalty area will be 8 yards. The goals will be 7 feet high and 21 feet across.

_.b. Number of Players- The maximum number of players on the field at any one time is 8, one of whom shall be a goalkeeper. The maximum roster shall not exceed 14.

_.k. Fouls and Misconduct- Conform to FIFA
_.l. Free Kicks- Conform to FIFA except that opponents must be 8 yards away when the ball is kicked

1. 9.00 CUP GAMES: TOURNAMENT GAMES; INTERDISTRICT PLAY; ALL STAR GAMES AND INTERNATIONAL GAMES
2. 9.01 The authority for approval and/or operational control, including dates and times of the games that are to be played shall be vested with the League Board. All approved games of this type shall take precedence over all League Games. The authority for approval and/or operational control including dates and times of games that are to be played with non-league teams shall be vested with the Board of Directors of the AYSA.
3. 9.02 The entrance fees and procedures shall be established and/or approved by the League Board and/or Board of Directors of the AYSA. All fees and forms must be submitted to the League Board and/or District II Commissioner of the AYSA on or before the due date and in the manner so specified.
4. 9.03 All games shall be played under the laws of the PCJSL and/or the laws of the AYSA as amended each year or as approved by the tournament sanctioning authority.
5. 9.04 PCJSL affiliated teams must notify the League Board of any involvement in such play and must apply for permission to participate in such play if there is a conflict with regular scheduled games. Failure to do so will result in the team receiving a forfeit for the regular league game.
6. 9.05 Tournament Directors are required to provide the league with fields for games to enable regional games to continue. Regional games will not be suspended for tournament games.
7. 10.00 REFEREES
8. 10.01 The Referee in any PCJSL sanctioned match shall be, whenever possible, a certified USSF referee and will be appointed by the USSF Assistant State Referee Administrator (Youth-Pima County) or his designated assistant.
9. 10.02 Referee fees for City Wide games will be set annually by the League Board of Directors.
10. 10.03 The training, fitness and conduct of all referees assigned to PCJSL sanctioned games shall be the responsibility of the Assistant State Referee Administrator (Youth-Pima County) working in conjunction with the League Referee Commissioner and the Club Referee Coordinator.
11. 10.04 Player passes will be verified as per rule 8.19.
12. 10.05 The referee will make an appropriate report of the game and may be called by the League Board at any time to explain the report.
13. 10.06 The referee's judgment with regard to the physical condition of the field and its acceptance for play, to the actual happenings and occurrences related to the conduct of the games and those prerogatives granted to the referee by the 'Laws of the Game' published by FIFA and amended by the AYSA and the PCJSL for youth play shall not be challenged.
14. 10.07 Any referee allowing an illegal player to participate in a Pima County Junior Soccer League match shall not be allowed to referee in any further matches for a period of six weeks; beginning immediately. an illegal player shall be defined as any player for which the coach does not have a current player pass in his/her possession. The player pass shall indicate that the player is registered by Pima County. Junior Soccer League through Arizona Youth Soccer Association to the correct team, and be valid for the current seasonal year. In addition: the player pass must be signed; pictured and laminated to be considered as a valid player pass.
1 11.00 AMENDMENT; ADDITIONS, CHANGES AND DELETIONS
_.(a) Any voting member of the PCJSL may request that the League Board amend, add, change or delete any rule or regulation.
_.(b) Amendments, additions, changes or deletions must be presented to the League Board in writing.
_.(c) Amendments, additions, changes or deletions may not contravene the AYSA Constitution and Bylaws, Rules and Regulation or the PCJSL Constitution and Bylaws and Rules and Regulations.
_.(d) The League Board of Directors from time to time may issue POLICY LETTERS to the clubs that emphasize or
explain certain portions of the PCJSL Constitution, Bylaws and Rules and Regulations.
1. 12.00 >TRAVEL PROCEDURES
2. 12.01 Teams may not enter tournaments that conflict with the league season without the written permission of their league.
3. 12.02 Complete 'Application to Travel" and “Travel Rosters” must be received by the State Association offices no later than thirty (30) days prior to the event in which a team wishes to participate outside the State of Arizona. 'Applications to Travel' and 'Travel Rosters' must be accompanied by a check in the amount as determined by AYSA and made payable to AYSA. A late charge will be assessed to all papers that do not meet the thirty (30) day requirement. The District II Commissioner or an AYSA board member shall be the only persons authorized to sign these papers granting permission to travel.
4. 12.03 USYSA Player Passes must be carried when playing in a tournament. Teams must carry written medical releases from parents in case emergency medical care is required.
5. 12.04 Canada And Mexico - Teams wishing to travel to Canada and Mexico follow procedures as outlined in Travel Procedures.
6. 12.05 Travel to Foreign Countries {Excluding Canada and Mexico)(a) Ninety (90) days advance notice is required.
_.(b) Teams wishing to travel to countries other than Canada and Mexico must submit applications through proper league and district channels to their State Youth Commissioner at least 90 days in advance. The State Youth Commissioner will forward all copies to the National Youth Chairman, who will notify the National Association in the county or countries to which you are traveling that you are properly affiliated and have permission to travel. A copy of the approved application will be returned to the State Youth Commissioner and also to the traveling team. The permit should be carried with the team while traveling.
_.(c) Travel Forms and Blue Roster Forms (if needed) may be obtained from the State Youth Commissioner District Commissioner or State Registrar.
ROUTINE FOR SECURING PERMISSION TO TRAVEL
It is mandatory for this application to be completed by every team traveling outside the jurisdiction of its home STATE YOUTH ASSOCIATION except for regularly scheduled league play or as part of a UYSA Cup or USYSA 'Select Team' competition.
All copies of this form, together with a stamped envelope addressed to the Tournament Director or Host Organization and to the applying Coach, must be sent to your STATE YOUTH ASSOCIATION TRAVEL AND TOURNAMENT DIRECTOR or other designated officer for approval at !east 30 days prior to playing games in the U.S.A., Mexico or Canada and at least 90 days prior to traveling to a foreign country outside of North America for the purpose of playing games. Travel outside of North America requires the approval of USYSA. Notification of approval or denial will be sent directly to the coach/manager of the team concerned and to the Tournament Director or Housing Organization.
3. For purposes of this application, the following definitions are applicable:
"State Select Team" - The official 'Select Team' of a State Youth Association whose players are chosen on a statewide basis from Club teams.
"League Select Team" - The official 'Select Team' of a League whose players are chosen on a league-wide basis from Club teams.
'Tournament Team' - A travel or competitive team put together for the sole purpose of playing in a tournament other sanctioned competition the roster of which team includes guest players from one or more Club teams.
'Club Team' - A travel or competitive team composed of players who are listed on the team's roster for League play and which does not include guest players.
"Recreational All Star Team" - A team composed of players selected from more than one team which participates in a Recreational, House or Intramural Program for a Club, League or Association.
"Recreational Team" - A team which participates in a Recreational, House or Intramural Program for a Club, League or Association.
A USYSA Roster of all players and team officials with USYSA REGISTRATION NUMBERS must be submitted with each copy of this application along with the appropriate processing fee for each application.
USYSA player passes must be carried by any team traveling outside of the jurisdiction of its own State Youth Association. Teams should also carry written notarized medical consents from parents in case emergency medical care is required.
All traveling shall be under the primary jurisdiction of its own State Youth Association and under the secondary jurisdiction of the Association in who’s territory the games are to be played. The Tanque Verde Soccer Club (TVSC) is a grass-roots club not affiliated with any national organization. Started over 30 years ago, TVSC exists for the benefit of soccer in our community.
The TVSC Board is an all volunteer organization. Additionally, all of our Recreational teams are coached by individuals who volunteer their time and energy for our children. If you are interested in a board position or being a coach, please contact any TVSC Board member.
