Tier Jr High in Volleyball, Basketball and Soccer ~ PASSED

For junior high volleyball and basketball and soccer leagues:

 

Have a seeding tournament or round robin at the beginning of the season to determine tiers of competition for league play. Within the league, move away from competition based on school size to competition based on performance.

 

Rationale:

Gives an opportunity to see team competition level and to put teams into right level of competition based on performance. Stronger teams play up and weaker teams play down.

 

Challenges for this idea: 

A. Booking refs at a particular venue may be challenging.

B. This is a move to competing with teams at similar skill level rather than competition based on school size. Banner would be decided on Tier rather than school size. Zone berth could be decided by league playoffs or league/zone challenge.

3.      Past-Presidents - shall retain office for two year following the term of office as president or until the position is taken by his successor.

4.      Treasurer – must be a member school staff member who shall retain office for a two year term.

5.      Sports Coordinator. The Sports Coordinator shall retain office for a 1 year term. An honorarium for services shall be established by the Executive prior to the Fall meeting.

6.         Any three members shall constitute a quorum.

Rationale:

With the increase in our leagues day to day demand.  The workload needs to be off loaded from the President.  Removal of the past president is needed as future presidents may not be around as they will retire from teaching and will be unable to fulfill their duties of past president.

 

With the new structure communication needs to go as followed for any issues.  AD to commissioner, commissioner to respective VP, VP to President.  This will ensure everyone is in the loop regarding an issues that may arise. 


 

Membership - PASSED

 MEMBERSHIP

1. Membership in the CISAA shall be open to any Calgary Independent school within the Calgary boundaries as established by the CISAA in1998. If a member school moves outside the City of Calgary limits, they must apply to retain their membership within the CISAA.

 

An Independent school is defined as any private school that does not receive the same provincial funding per student as public board schools..

 

2. Any member wishing to withdraw from membership may do so upon a notice in writing to the Executive of the CISAA.  If any member is in arrears of the annual fees for any year, such a member shall be automatically suspended and thereafter be entitled to no membership privileges until reinstated.

 

3. Upon a 75% majority vote of membership at a general meeting, or emergency meeting by Executive at any time during the year, any member school (or associate member school) can be expelled from the CISAA for any cause which the membership may deem reasonable.

 

4. Associate membership may be granted on a yearly basisSchools that do not meet the CISAA membership requirements may propose, in writing, an associate  membership per division (Jr and/or Sr). The associate membership entitles the school to involvement in all CISAA activities with the following exceptions:

 

associate member schools will not have voting privileges on CISAA membership.  Associate members can still vote on NOMs and league matters.

 

 Acceptance of associate membership (division specific) will be granted upon a majority vote of the CISAA membership.

 

5. Former CISAAmember schools can be exempt from the annual application for associate membership, upon agreement by the CISAA membership.

 

6. All members, including Associate Members in *good standing for 5 or more years with the CISAA will be exempt from the annual application for associate membership and become FULL members upon agreement by the CISAA.   This effectively means that these schools will have full privileges, including voting on all matters as well as the ability to hold executive positions.

 

 

 

Rationale:

 

It seems illogical to put limits on Independent schools in good standing –  being independent” changes from year to year as boards and admin of independent schools dabble in “public funding” for purposes outside of the athletic realm.  More to the point, many of these schools who find themselves defined as “NOT INDEPENDENT” do more for the CISAA from year to year than many of the truly independent schools.  It would weaken the league to limit to scope of these AD’s.   This is outside of the Athletic Directors hands, and it seems unnecessary to limit their positive impact on the league ad this may in fact weaken the league and executive as a whole.

Sportsmanship

Notice of Motion

Policy Section A – Code of Ethics, Part 1

Current - All sanctioned competitions must be conducted with a high standard of courtesy, fair play and sportsmanship. All those involved share a responsibility.

Proposed – At the end of every volleyball and basketball game at every level, BOTH teams need to go in to Leaguelineup and submit a Sportsmanship ranking for the opposing team.  They will given a score out of 5, for the following four areas:

1) Fans

2) Coaches

3) Athletes

4) Overall Feel in the Gymnasium

 

A score of 5 would be given for the most outstanding showing of sportsmanship, while a score of 1 would be given out if there was a showing of gross unsportsmanship-like behaviour (ie. A coach getting double T’d out of the basketball game for swearing loudly at an official).  There will also be an area to write anecdotal notes regarding the sportsmanship throughout the game, where you could compliment a team, or further describe an incident that lead to a low ranking.

At the end of every season, along with posting the top teams from the league on the website, the top 3 most sportsmanlike schools will also be posted.  As well, those that are in the bottom 3 will be contacted by the CISAA regarding a plan to move forward and not have this occur again.

In addition, if a school is ranked in the bottom 3 for two seasons in a row, they would be put on strict probation.  This would involve contacting that school’s administration, and a formal warning issued to possibly be removed from the league if poor sportsmanship continues into the following year. At that time, the Executive would need to decide what further steps to take.

In order to ensure that schools make this a priority, and that everyone fills in a sportsmanship ranking, scores and updated standings will not include games in which both teams have not filled out their sportsmanship rankings.

Rationale – This past basketball season gave rise to a number of issues.  At least once per week, the Executive received a formal or informal complaint regarding the poor showing of sportsmanship from teams/schools in our league.  The issues ranged from running up the score, to fans threatening coaches, and coaches verbally assaulting officials, score keepers and inappropriate comments from one coach to another.  This is unacceptable in our league, and the Executive would like to take a number of steps to prevent this from being the case in the future.  Having an actual score given to each team after each competition will allow us to more easily follow up with those teams/schools that are most regularly guilty of these infractions.  In addition, our hope is that when sportsmanship ranking becomes a bi-weekly part of your duties as a coach or AD, that it will actually become a focus, and these unfortunate events will decrease in the future.

Sr High Girls Floor Hockey

Proposed: The addition of Sr High Girls Floor Hockey

Rationale: This would be to just continue the success and growth of the sport that has been demonstrated at the Junior High level.  It again could be a one day tournament (rules/structure following along with Junior High for the most part).

 

Time of season is after basketball and before badminton (Middle of March approximately).

 

In the past there have been a few exhibition games happening - but I am proposing a formal sport creation - league/tournament, banner etc.

b)    The competitor must be registered in a minimum of 800 instructional minutes per week for which departmental credits are granted.  Correspondence courses can be included as instructional minutes for students registered at “A” classified schools.

 

c)     The Senior High competitor must be under the age of nineteen years on September 1st of the school year.  The Junior High competitor must be under the age of seventeen years on September 1st of the school year he is enrolled in.

 

d)    It must be the opinion of the principal of the school that it is in the best interest of the competitor, and of the school board as a whole, for him or her to participate.

 

 

e)    Any student who is or has been registered and in attendance at a post-secondary institution shall not be eligible for high school competition.

 

3.             Students shall be eligible for three years competition after registering in Grade 10, following the policies of the ASAA.

 

1.                     In “A” classified schools, Grade 9 students may be registered for participation in basketball and volleyball at the ISAA competition.

 

5.             The Principal of each school shall be responsible for the eligibility of the school’s competitors for any competition.

 

6.                   No competitor may represent his school in the same sport, in junior and senior high Calgary ISAA competitions in one school year.  All games will be defaulted if this occurs.

 

7.                    Only 1J school players can play in the 7/8 league AND the grade 9 league.

 

8.                    1J schools may apply, in writing, to the CISAA executive to request participation of grade 6 students for Jr. High CISAA competition. The request must include and acceptable risk agreement from the child’s parent as well as from the administration of the school. Each case will be examined individually as a special request for the present school year.

 

9.                   Players from 1J schools may play up from the Grade 7 or 7/8 leagues to the Grade 9 league, when circumstances dictate, to a maximum of 5 games. After a sixth competition (or portion thereof) a player is deemed ineligible for Grade 7 or 7/8 competition.\

 

10.                 Players are eligible to participate in only one CISAA championship competition per sporting season.

                Grade 10 & 11 Students are eligible to compete on JV or SV teams.

 

                Grade 12 students are only eligible to compete on SV teams. 

 

                Students at all CISAA schools are only permitted to be on the roster of 1 school based team per sports season.     Students on “lower level teams” are eligible to be called up when the higher level team is short players to a maximum of two games per season.   If a student is called up a third time, they lose all eligibility at the lower level.   E.g.  a Grade 8 student who is on the roster of a 7/8 team, can only play 2 games for the 8/9 team over the season.  This includes all CISAA competition, tournaments, etc.

Rationale:

Increase in fee is to provide enough revenue to increase pay to Sports Coordinator and keep up with cost of living. Although every organization we deal with has increased fees- (ASAA, Insurance, bookkeeper,) we have done our best not to. We have not increased fee for 8 years. We also realize that the duties of our sport coordinator have changed since inception. That role has been required to do additional work.

Rationale:

As our  schools have changed, grown and joined other school divisions, we are struggling during the Basketball season to schedule all of our league games due to “black out dates”, differing Christmas breaks, mandatory January shut down due to diploma exams, and differing Teacher convention weeks.  Because of all of these scheduling restrictions, our leagues are not able to be constructed in an equitable manner.  For example, teams are playing over half of their league games prior to Christmas Break, while other teams have only 1 or 2.  Teams are playing each other back to back, which is not a fair representation of team strength. 

The goal of any team should be the development of their team in order to peak at playoff time.  With such inequitable schedules, this is not happening as teams are being eliminated prior to March. 

As sportsmanship and team development  is such a major focus within our association, then it seems only fair that our league should be used to develop our teams and all of our players.  By having league games count as seeding games as opposed to elimination games, we could eliminate much of our sportsmanship issues that are currently arising.  Currently, every league game is a do or die situation where point spread is one of our greatest concerns.  A revised playoff structure would change this unhelpful competitive environment.

            d) Attempts should be made to have Div 2 boys and girls matches played at the same location alternating opportunity to play in the first match.

            Playoff Format

a)      4 X  10 minute stop time. 5 Minute break at half.

b)      League placing dictates who is to be the host, providing the higher placing team’s gym is suitable and available.

 

Proposed:

Add subsection e)

League play, that determines playoff positioning, requires a minimum of a double round robin with registered teams.

Rational: With A, AA, and AAA registered schools playing in the same CISAA division, it was extremely difficult to determine a true CISAA champion AND zone representation to ASAA provincials. A single round robin does not allow for teams to adjust and play each other a second time to determine the higher ranked team. Because we only advance the top 4 to playoffs, it is possible that a team may be eliminated from playoffs because they only played an opponent one time. Playing a team twice reduces the chance of advantage of one team over another. Almost all credible leagues give the opportunity for ‘home’ and ‘away’ opportunities for league play. Since the CISAA is a credible association that provides fair league play to win championships and advance to ASAA provincials, we should examine why a single round robin was considered acceptable.

Policies C. General – Duties and Responsibilities of Sport Commissioner,  l)

l) The Commissioning School must provide representatives to attend the championship games (Semi Finals and Finals) in Volleyball, Basketball, Soccer, Team Handball and Rugby to read a CISAA sportsmanship script before the game (s) begin. This will be addressed to the players, coaches, and fans.

Note: when possible a sound system should be provided in large spaces

 

Rationale: The CISAA should be responsible to set the tone for CISAA playoff competition, in regards to sportsmanship. By reading a CISAA sportsmanship script, the commissioner sets a tone for acceptable actions by players, coaches, and fans. By having a CISAA representative at the playoff competition, it also assists host schools in having to deal with unsportsmanlike behaviour.

The script suggestion, is an exerpt from the ASAA policies, and has been adapted for the CISAA.  See below:

The Calgary Independent Schools Athletic Association would like to welcome players, coaches, and fans to this playoff competition. In an effort to uphold the high expectations of sportsmanship and fair play, please note the following:

 

We ask that the spectators, both students and adults, the players and the coaches demonstrate courtesy and good sportsmanship by positive cheers of encouragement for their team, NOT against the opponents.  This is evidenced by the absence of booing, distracting sounds, and vulgarities. Spectators, players, and coaches must also show proper acceptance of official's judgment. Best of luck in this CISAA playoff competition.

Proposed: If there is money available in the budget Athletic directors can apply for funding to attend conferences and or professional development sessions that will benefit other members of the CISAA.

 

Example: Funding can include sub cost, conference registration, travel, accommodation and or course registration. Athletic directors that receive funding will be responsible for presenting learned materials or resources during fall or spring meetings. Or sending out information to league members. Learning opportunities can include the basketball commissioner attending a session on how to deal with problematic parents and coaches.

CISAA Policies E4. Team Competition and Player participation

a)       In Calgary ISAA, Zone and Provincial competition, a school may elect to enter a team in a given activity in the classification above or below its school classification while still retaining its right to enter teams in other activities in the proper classification of the school.

 

b)       For volleyball, basketball and soccer, JV teams must play in Division 2.

 

c)       In Senior Volleyball, Basketball and Soccer, Schools may choose to enter Tier 1 or Tier 2 competition. JV can only compete in Tier 2.  Each school will be eligible for banners and medals for each Tier.

d)       End of season challenge games or playoffs will be used determine provinicial representation.  Schools will then challenge for their registered Division (1A, 2A, 3A, 4A)

 

 

The CISAA should not be making policy regarding Zone or Provincial competition. Part a) should be revised. Part a) and c) seem to be in direct conflict with each other

 

If E4C has not been changed, then we have not been running our Sr High leagues properly. If the policy has been changed, then it should be updated on the CISAA website. If this policy has been changed, then I would like to submit the following notice of Motion:

 

 

CISAA Policies E4c

 

Present:

 

1A schools who opt into Division 1 can only do so if they opt into 2A, 3A, or 4A at the ASAA level.

 

Proposed: 1A schools that want to have competition and playoff participation for CISAA Tier 1 championships (or Division 1 as the CISAA executive labels) must opt up to 2A, or higher classification, at the ASAA level for that team.

 

Rationale: This was the original policy with the CISAA. The role of the CISAA is to provide fair competition based on the norms of accepted league play. The CISAA should not be playing the role of providing competition that a ‘school’ deems appropriate. The natural provision for fair competition is based on school population as set out by the ASAA. Although the CISAA provides some flexibility for teams that wish to opt down, in exhibition status, allowing teams to opt up in ASAA category but still compete for Zone championships at their designated category is not providing fair competition. On average, larger schools will have a better level of competition. Allowing a 1A school to compete at a 2A level, but also competing for 1A zone representation is an unfair advantage over the other 1A schools. The 2A schools are gaining no benefit from competing against 1A schools in regards to provincial rankings, as these statistics are not considered very highly by the ranking committee members. Any advantage gained for a 2A school playing a 1A school would be specific to the teams involved, and could easily be attained through exhibition games, rather than forced league play. Especially when it forces 2A schools to miss having a double round robin league.

The role of the CISAA should be providing fair competition, not better competition. If a school desires better competition, the ASAA provides numerous tournament opportunities to fill their season schedule.

New Section of CISAA Policies

 

Tier 1 and 2 Basketball – standard procedure and guidelines to use CISAA championships to determine zone representation to ASAA provincials

 

Precursor to CISAA Basketball Policies:

#1 priority is to determine a CISAA champion at each tier.

Winner of CISAA Tier 1 boys, Tier 1 girls, Tier 2 boys, and Tier 2 girls playoffs earns the CISAA championship. Winners receive trophy and banner.

 

***It is important to note that a zone will NOT get a wildcard berth, if the zone does not have a second school in the final ranking period (ASAA policy - Item G. Awarding Wildcard Berths, pages 82-83).

 

Situation 1 - CISAA member schools are the only ones desiring a Calgary Zone berth(s) to ASAA provincials.

 

2A - Zone champions(ASAA provincial berths) are determined by the placings following the completion of the CISAA Tier 1 championship. For example, winner of Tier 1 Championship will also be the 2A Calgary zone champion and earn the berth to ASAA provincials for the Calgary zone. The exception to this would be if the top Tier 1 champion is not able to represent the zone at 2A.

For example:

a) a 1A school winning the Tier 1

b) a 2A school winning the Tier 1, but unable to attend provincials, and therefore unable to represent the zone.

c) a 2A school hosting provincials and, by definition, having an automatic berth in ASAA provincials.

 

This would leave the #2 (silver medalist) as the top zone representative. The CISAA playoffs determine the top 2 placings in the Calgary zone for CISAA schools. Since our league plays a double round robin league format and our playoffs are the top 4 teams in a 1vs4, 2vs3 semi final, advancing to finals, this should be sufficient to determine the top zone representative. In most cases, the CISAA championships will provide head to head match ups to determine the top team for the Calgary Zone’s berth.

 

If there is a case where 2 zone berths are available, the CISAA playoffs should supply the head to head match that determines the top 2 spots. In the rare case that the CISAA playoffs do NOT provide a head to head match for the top, or top 2 teams, a challenge match will then be arranged.

 

If there is a possibility for 3 berths, because a Calgary Zone team is hosting, the above applies.

 

Any school that wishes to challenge for an additional berth at provincials MUST be in the ASAA rankings in the last ranking period. This is the same ASAA rule that applies to zones getting a wildcard berth.

This will happen when a 1A or a 2A school from outside the CISAA, but in the Calgary zone, wish to challenge for Calgary Zone representation.

Schools outside of the CISAA must determine the top team through their own system of challenge matches. The winner (top team from outside the CISAA) will then have the option to challenge the top CISAA zone representative to claim the Calgary Zone berth.

 

Additional exceptions:

When the Calgary Zone is awarded 2 berths to the ASAA provincial championships.

Any school that wishes to challenge for an additional berth at provincials MUST be in the ASAA rankings in the last ranking period. This is the same ASAA rule that applies to zones getting a wildcard berth.

Schools outside the CISAA must determine a winner to challenge the CISAA 2nd to top team, to earn the 2nd Calgary Zone ASAA berth.

Rationale:

Because our CISAA league and championship play is not designed to accommodate all Calgary Zone schools wanting a berth at ASAA provincials, we require some guidelines to help all schools. All schools need procedures and guidelines BEFORE the basketball season begins. This provides sufficient time to plan and even appeal before schools are too far into the basketball season. This also assists everyone by having a clear set of guidelines for the numerous variables that the CISAA is not able to address. By removing opinions about zone top teams, from schools and CISAA executive at the end of the season, we can generate a fair plan for all schools.

‘Last minute’ decisions about zone representation is rarely fair to all schools involved.

This is a guideline to include in CISAA policies to assist all schools before a basketball season begins. Schools outside the CISAA, but in the Calgary Zone, are NOT required to follow CISAA policies. However, the CISAA stepping up to document a guideline has more benefits to all schools in the Calgary Zone. This gives all schools a way to address a variety of possible Calgary zone berths to ASAA provincials far enough ahead of time to make plans.

 

Getting a school in the ASAA rankings is as important a requirement as ‘choosing’ to challenge for the Calgary Zone berth(s).

1. ‘SPORT COMMISSIONERS’
The conditions of appointment of Sports Commissioners shall be as follows:
∙ Appointments to the roster of sport commissioners shall be ratified by the
general membership.
∙ They shall be appointed from among the school staff members of Calgary
ISAA member schools.
∙ Commissioners shall serve for a period of two seasons of play.
∙ Commissioners shall be selected at the spring meeting for the following
year.
DUTIES AND RESPONSIBILITIES OF SPORT COMMISSIONER
The duties and responsibilities of Commissioners shall include the following:
a) Before the season starts, coordinate a coach’s meeting once a year.
b) Review all policies regarding the sport and make recommendations for change to the general
meeting.
c) Be familiar with new developments in rules, equipment, coaching techniques, etc.
d) Motivating the furthering of their sports through the use of newsletters, talks and other forms of
publicity and promotion.
e) Ensuring that the records are recorded and yearly reports are written and forwarded to
the Sports Coordinator.
f) In competitions where medals are required, commissioners must order medals from the
Calgary ISAA, and engrave with the appropriate sport, division, and year. Commissioners are
responsible to ensure awards are presented at the championships.
g) The Sr. High School commissioner is responsible to organize an AllStar
games for Volleyball
and Basketball during their leagues season of play.


Proposed:
The appointment of the Junior High and Senior High League Sports Commissioner shall be
as follows:

Appointment
of a Junior High and Senior High League Sports Commissioner shall be
voted on by the general membership at the spring meeting alternating years
The Junior High and Senior High League Sports Commissioner will serve in the league for
two years
The Junior High and Senior High League Sports Commissioner will be elected from the
school staff members of Calgary ISAA member schools.
The Junior High and Senior High League Sports Commissioner will hold a position on the
Executive Committee with a honorarium established by the Senior High President, Junior High
VicePresident and Treasurer prior to each electing Spring meeting
The Junior High and Senior High League Sports Commissioner would work in conjunction
with the Sports Coordinator
The distribution of Championship Banners and Medals will be conducted by a staff of the host
school (Jr High and Sr High Sports Commissioner would not be able to be in multiple venues
in one evening)


Rationale:
Currently we have individual sports commissioners for each level (or some
combination of 1J, 2J, 3J/4J and then Tier 1 and Tier 2 and/or JV) and in each sport.
Currently it appears a great majority of the sport commissioner(s)responsibilities are
being performed by the Sports Coordinator and other Executive members (securing
venues, booking officials, handling issues that arise, ordering/distributing
banners/medals, trophy locating, etc)
The sport commissioner will be responsible for all sports at all levels 1
Junior High and 1 Senior High
This could be a step to a more consistent, more structured student athletic program in
all sports in both junior and senior high Each League Sports Commissioner would work in conjunction with the Sports
Coordinator

Rationale:

Updating policy to fall in line with new ASAA policy on implement sizes per category and hurdles .

 

Please make note that our Jr. High implement sizes should be adjusted accordingly. The difficulty with this matter is that the SCZ has not committed to any changes at the Jr. High level (not since Feb. 2014). Although there may be an update soon. Perhaps, from the SCZ Spring meeting.

d) ASAA Handbook used for guidelines for all other rules and regulations

Rationale:

            This amendment to the policy will allow more schools to participate in league play. Due to our smaller populations and abundant athletic opportunities, many schools in our league find it difficult and/or impossible to field a full roster for a rugby 15’s team. Moving to 7’s league will potentially foster improvement and growth for our league.

In Rugby 7’s the games are shorter therefore allowing for more games to be played in a season. 

            In the past 2 years the CISAA has not sent a representative to ASAA Provincials in full 15’s Rugby so the need for our league to run a sanctioned sport is not necessary.

            If a school in the CISAA wants to enter ASAA Provincials they may do so uncontested and following the appropriate protocol imposed by the ASAA.  If two or more schools choose so there may be a challenge match set-up to see who will move forward in obtaining a berth to ASAA Provincials.
