2009 FRB LOCAL RULES
1. RULES IN USE.
The league uses National Babe Ruth and Cal Ripken playing Rules for the majority of rule interpretations. Local Rules take precedence where indicated. All Players must be age eligible, "Playing Up" is prohibited.
2. GAME TIME LIMITS:
• Games must start on time. Start times take precedence over Pre-game practices.
• We will use a 15 minute forfeit time for all games. The clock starts at the official starting time or 15 minutes from the end of the preceding game.
• Teams can start and play with 7 players.
• No inning can start after 9:45PM no matter what the circumstances.
• No game can continue past 10:30PM no matter what the circumstances.
• In the event of a tie at 10:30, the game will conclude as a tie.
• No inning can start 1 hour and 45 minutes after the start of the game if there is a following game. In the event there is no game following, no inning can start 2 hours after the game has started.
• If the umpire is late to the game, up to 15 minutes will be added to the start time and subsequent time frames to ensure the game is played and the teams are not penalized for the umpire’s tardiness.
3. WEATHER ISSUES:
• The Plate Umpire or BMOD will decide when to start or stop a game for weather purposes.
• Games can not be delayed for more than 30 minutes due to weather issues. In the case of lightning, the game will be stopped immediately and players taken off the field. There is a 15 min hold time requirement from the last visible lighting strike.
• If a game is suspended due to weather, normal suspension rules will apply. If the game has reached the official stage, the game will be called and counted. If it is not official yet, the game will be rescheduled based on field availability. If official and tied, the game will conclude as a tie.
• Pitching counts in the week for any suspended or called game.
4. PITCHING RULES
Pitching Week: Sunday to Saturday
• Seniors: No more than 7 innings per week . No more than 4 innings per game
• Majors / Minors: No more than 6 innings per week. No more than 2 innings per game.
• Pitchers (unlike field players) may not re-enter as a pitcher once removed.
• No curve balls are allowed in Majors, Minors or Rookies.
• No Balks will be called, Warnings will be issued in Majors/Senior leagues
Rest Rules:
• Seniors: 2 days rest for 4 or more innings. 1 day rest for 3 or less innings
• Majors / Minors: 1 day rest for 2 or less innings
• One pitch in any inning counts as an inning pitched
• Pitching in Suspended games or un-official games counts in the pitching week
5. PLAYING RULES (At all levels):
Batting Order:
• Every player on hand will make up the batting order for that game
• Batting order will remain unchanged throughout the game
• If there is an injury, or a player leaves the game, the spot will be skipped without an out each time the spot comes up. If the player returns to the order, he will be inserted back into the original spot. For each subsequent player that is injured and unable to bat, or leaves the game, that players spot will be considered an out each time that spot is skipped.
• A player arriving after the start of the game will be inserted at the end of the line-up.
• When more than 9 players attend a game, no player should sit twice until every player has sat once.
• Any player that sits to start a game, must start the next game in the field.
Defense:
• Free defensive substitution at all positions
• Each player must play at least 4 innings in the field if 12 players are on each team. (unless less due to game being called)
• Pitchers must pitch consecutive innings, once removed, they can not re-enter as a pitcher.
6. LEADING/STEALING:
• Majors/Seniors: Leading & Stealing from game 1, no restrictions.
Minors: Stealing from game 1, once ball reaches batter. No stealing home. Only can advance home if forced on a walk, hit batter, catcher interference or batted ball. Runners can not advance home on an overthrow on a steal attempt from any base.
7. RUN RULES:
Minors:
• 5 run rule will be in effect. Once the 5th run has scored in any inning, the inning will be over.
• After 5 complete innings, if any team is ahead by more than 5 runs, the game will be called.
Majors:
• 7 run rule will be in effect. Once the 7th run has scored in any inning, the inning will be over. The exception is the 6th inning where the 7 run rule is waived.
• If a team is leading by 10 or more runs after the bottom of the 4th, the losing team will get their at bat in the fifth. If after the at bat, the losing team is still behind by 10 or more runs, the game will be called.
• If a team is leading by 10 or more runs after the bottom of the 4th, the losing team will get their at bat in the fifth. If after the at bat, the losing team is still behind by 10 or more runs, the game will be called.
8. PROTESTS
There are no protests. The umpires call is final.
9. TRIPS TO THE MOUND
• Pitcher will come to the baseline to meet Coach and Catcher.
There will be no “mound” meetings.
• A coach is allowed 2 trips in the same inning to the same pitcher. Must change the pitcher on the second trip in the same inning.
• A coach is allowed a total of 3 trips in the same inning to all pitchers to speed up play.
• A trip is charged at any time the game is delayed by the coach talking with the pitcher either directly or through the catcher. Umpire Judgment prevails.
• Only the catcher, pitcher and coach are allowed in foul line conferences.
10. EQUIPMENT
• Minors/Majors: No big barrel bats are allowed
• Seniors: Bats are limited to -3 ounces
11. OTHER LOCAL RULES:
• Only the head-coach can “discuss” calls with the umpires for clarification. Asst coaches are not to “discuss” calls. Under no circumstances will ball and strike calls be discussed.
• The coach is responsible for his team and the conduct of the fans and parents consistent with the Code of Conduct.
• A game is official after 4 complete innings or if home team is leading after 3 ½ innings.
• A game is official if it is called after reaching official status due to weather or curfew.
• No non coaching parents or siblings are allowed in the dugout or on the field.
IF A RULE IS NOT COVERED BY THE LOCAL RULES, THEN OFFICIAL CAL RIPKEN/BABE RUTH RULES WILL APPLY.
