RULES FOR CLARENCE TRAVEL LEAGUE 1-12-2006


1. Cut off for all age groups is April 30th.

2. Little league and high school baseball rules apply except as altered in this listing.

3. Metal spikes are permitted in 15 and under division only.

4. The home team is responsible for providing and paying umpires. Fees are determined by the home team in negotiating with their umpires. The home team is also responsible for providing at least two new baseballs for each game.

5. Should scheduled umpires fail to show, the home team should solicit a qualified volunteer from the spectators.

6. All decisions by the umpires, whether scheduled or volunteer are final. There are no protests under any circumstances. Any organization whose umpires are found to consistently favor the home team will not be allowed to compete in future seasons.

7. Unsportsmanlike behavior by any member of a competing organization will not be tolerated. This includes players, coaches, fans, parents, and anyone else in attendance at a league game. If the offending parties affiliation is in doubt, the home team assumes responsibility for said behavior. It is the umpires responsibility to forfeit any game in which behavior is not, in his judgment, of a sportsmanlike nature. He may declare a double forfeit if circumstances warrant such action. No appeal will be allowed. All coaches are asked to reinforce and constantly remind all representatives of their organization of the importance of proper, safe, and non-inflammatory behavior. Games are to be decided by the skills of the players, not by intimidation. If a team insists on cheating through unfair umpires or other means, there is little that can be done about it at the time. Use the situation to teach your players how such circumstances are properly handled, not how to incite verbal confrontations or even physical abuse. Any team that is guilty of physical abuse or extreme verbal abuse may forfeit the rest of their season and any monies paid in league fees.

8. The home team is solely responsible for checking diamond conditions for playability in case of inclement weather, as well as marinating a safe playing field at all times. Under no circumstances should a game be played on a field which poses a hazard to the health, well-being, and safety of the participants. The home team is responsible for notifying the umpires and representative of the opposing team should weather necessitate the cancellation of a game. Please be considerate of travel time in making such decisions, and call in plenty of time for the visitors to notify their players and drivers before they leave.

9. Should weather deteriorate after the visitors have left, the coaches may mutually decide to postpone at the playing site. If they disagree, the umpires, will have final authority on postponement. Once the first pitch is thrown the power of postponement for any reason, including darkness, passes to the umpire.

10. If a game is suspended by the umpires, it will be resumed at the point at which it was stopped. If there is another game scheduled to be played between those two teams, the suspended game should first be completed at the time and site of the next game. If there are no further games scheduled between the two teams, the coaches should decide on a date, time, and site which is mutually acceptable to complete the suspended game.

11. Rain outs should be rescheduled by the teams involved. If it is suspected that a team is delaying to gain an advantage in the standing they will forfeit.

12. A team may play a game with fewer than nine players, but the short handed team must give up outs in their line up. If a team plays with only eight players they will give up an out every time they reach the ninth spot in their batting order. A team may not play without a catcher.

13. Players must slide on close plays unless giving themselves up. There will be no head first slides into home, and any runner who does so shall be declared out without exception, the ball is then declared dead by the umpire. Any player on the field who uses unnecessary physical force may be ejected by the umpire. Fielders are not allowed to fake tags or otherwise unnecessary decoy a runner into an unnecessary slide. Should a runner be injured because of such action by a fielder and be forced to leave the game due to said injury, the umpire shall eject the fielder responsible for the injury.

14. A helmet must be worn by all runners, batters, on-deck hitters, player base coaches, and pitchers warming up between innings.

15. All players should wear a protective cup.

16. All catchers must wear a chest protector, shin guards, mask and throat protector.

17. All ages, with the exception of 15 & under will bat his entire bench, enabling him to freely substitute on defense each inning. The batting order must remain constant for the entire game.

18. Batting options for 15 & under. Each team must notify the umpire and opposing coaches prior to the game which lineup and batting option they are using.

B) A nine man lineup may be used with no extra hitter. The high school once-in, once out reentry rule for starters only is in effect. Any starter who reenters must return to his original spot in the batting order. A substitute once removed cannot reenter.

C) A ten man line up may be used with an extra hitter who is not a designated hitter for another player. The extra hitter is treated like any other position in the line up and may play defense position some innings while another player already in the line up assumes the role of the extra hitter. The high school rule once-in, once-out reentry rule for starters, including the extra hitter is still in effect.

19. Anyone warming up a pitcher between innings must wear a protective mask.
