Fall 2009 SEASON LOCAL SOFTBALL RULES
ALL PLAY IN EACH DIVISION WILL BE BY THE LITTLE LEAGUE RULE BOOK WITH THESE EXCEPTIONS:
DIVISION BASICS
• No standings will be kept in this division. The scoreboard will not be on.
• Statistics will be kept and the manager should keep a scorebook.
• A little league approved Worth SR11RYS 11” softball will be used for all games.
• Time limit is one hour and thirty minutes from the time of the first pitch. No inning can start after the time limit.
• Innings are: 3 outs or bat the bench, Whichever comes first. No six run rule as this focuses on the score.
• Coaches must deliver pitches from the pitching rubber at 35 feet. The player pitcher must stay in the circle and behind the coach until the ball is hit or crosses the plate.
• One additional parent is required in the dugout per little league rules (Dugout Parent). i.e.: changing catcher equipment, keeping batting order straight.
• 1 Manager and 2 OFFICIAL coaches are allowed on the field. Coaches are part of the field, if the ball hits them it is still alive.
BATTING
• All players placed in batting order (bat the bench).
• Batters may receive five hittable pitches to bat a fair ball. The batter is out after five hittable pitches or three swinging strikes. The coach must call the pitch un-hittable before it reaches the batter. If the player swings on a called ‘bad pitch’ then it is still a strike. The batter can foul an unlimited amount of foul balls.
• Pick up players must bat last in the line up.
FIELDING
• Maximum 11 on defense. 6 players play in the infield and up to 5 players in the grassy section of the outfield.
• All players must play infield a minimum of two innings. This MUST be accomplished in the first four innings. The only exception is if you have 13 or more players. In this case you should have 12 players that have played their 2 innings by the 4th inning and the 13th should have their 2nd inning by the 5th inning.
• No player can play the same position more that twice in a game.
• Outfielders should not run the ball all the way in when a ball is hit to the outfield. They must be taught to correctly throw or relay the ball in.
• No player sits the bench in consecutive innings unless they are injured. No player may sit out for a second inning until all other players have sat out for at least one inning. The players to sit out twice in a game are to be rotated among the entire team and not concentrate on any particular player(s).
BASE RUNNING
• Catcher may have a substitute runner in order to speed up the game.
• The play is over once the pitcher has possession of the ball in the circle, or a reasonable attempt to get the ball in the circle. At this point ALL BASERUNNERS MUST STOPAND RETURN TO THE PRIOR BASE unless they are more than halfway to the next base. (Obviously
excluding running to first base).
• When a play is over then a runner can only advance to the next base (if over half way between bases) when the pitcher has the ball in the circle. If the player is not halfway then they must return to the prior base.
• No stealing of bases is allowed.
IT IS EXPECTED THAT PLAY AND CONDUCT WILL BE SPORTSMANLIKE. NO EXCEPTIONS! This division is about learning the game, improving skills, having fun and providing a positive experience. It is not about winning and losing. At no point should a call or a play be argued on the field. If there is a conflict then this MUST be handled in a calm manner.

DIVISION BASICS
•Time limit is one hour and thirty minutes from the time of the first pitch. No inning can start after the time limit.
•A team must have eight players present at game time for the game to be official. No automatic out when playing with less than nine players. If a team has less than eight players then the team must forfeit. A practice game may be played without an umpire.
•Inning is over after three outs or five runs.
•Two ADULT base coaches are permitted in all divisional play. One ADULT must be in the dugout to assist players. i.e. Changing catcher equipment and keeping the batting order straight.
•Two umpires per field are permitted in this division.
•Game is called after four innings if there is a ten run lead.
•A team may not pick up extra players to get them above nine players. If they can field 9 or more of their own players then the pool player must sit out. NEVER SHOULD A POOL PLAYER PLAY IN THE GAME AND A REGULAR PLAYER BE SITTING ON THE BENCH UNLESS THERE IS AN INJURY.
BATTING

•Pool players must bat last in the batting order.
PITCHING
•Pitchers may pitch only two innings per game.
•A pitcher may be taken off the mound, rest an inning and re-entered as a pitcher.
•The entire game is kid pitch unless four balls are thrown to a batter. (eliminate eff 10/10 )
•All pitches must be thrown from the 35’ pitching rubber.
•If a batter gets four balls then the coach will throw three more pitches. There are no walks in this division. A batter can foul off an unlimited number of balls from the coach. ( eliminate eff 10/10 )
•Pool players can’t pitch.
****Beginning 10/10, there will be no coach relief for the pitcher. 4 balls = walk.
BASE RUNNING
•Catcher may have a substitute runner in order to speed up the game.
•Only one base may be advanced per pitch, regardless of an overthrow. Passed balls, wild pitches, steals… only 1 base per pitch. If an overthrow, there are no further advancements.
•No stealing of bases while the coach is pitching.
FIELDING
•Maximum 10 on defense. 6 players in the infield and 4 in the GRASSY SECTION OF THEOUTFIELD.
•No player sits the bench in consecutive innings unless injured.
•Per Little League rules... two defensive coaches allowed in the outfield. Coaches are part of the field, if the ball hits them it is still alive.

• Time limit is two hours from the time of the first pitch. No inning can start after the time limit. On weeknights no inning can start after 8:45 PM.
• A team must have eight players present at game time for the game to be official. No automatic when playing with less than nine players. If a team has less than eight players then the team must forfeit. A practice game may be played without an umpire.
• Inning is over after three outs or six runs, except the 7th inning, where each team may score unlimited runs. This only applies if the game reaches 7 innings.
• Two ADULT base coaches are permitted in all divisional play. One ADULT may be in the dugout to assist players. i.e. Changing catcher equipment and keeping the batting order straight.
• Two umpires per field are permitted in this division.
• Game is called after five innings if there is a ten run lead.
• A team may not pick up extra players to get them above nine players. If they can field 9 or more of their own players then the pool player must sit out. NEVER SHOULD A POOL PLAYER PLAY IN THE GAME AND A REGULAR PLAYER BE SITTING ON THE BENCH UNLESS THERE IS AN INJURY
