2009 LL Rule Changes
October 30, 2008  --   Little League International has issued its rule changes for the 2009 season.  There are several rule changes for the baseball divisions. 

MODIFIED KID PITCH:

 

1st half of season (April 4 – May 2nd)

 

q       OFFENCE:

 

Þ    Hit by player pitch is granted. (Updated 4/5/09)

 

q       Maximum coaches per team are four (4):

Þ    DEFENCE: One (1) coach behind catcher to speed up the return of the ball after a pitched ball and catcher miss. Coach must clear away from behind the catcher if ball is put into play. Coach may not return until instructed by the umpire. One (1) coach in the outfield (not in the infield dirt). (Updated 4/5/09)

 

2nd half of season (May 2nd – June 12th)

 

q        Maximum coaches per team are four (3):

Þ    OFFENCE: Two (2) base line coaches; one (1) coach in dugout.

Þ    DEFENCE:  Coach may not return until instructed by the umpire. The coach in the outfield is NOT ALLOWED. (Updated 4/5/09)
 

Rules: (updated 5/2/09)  

q       3 coaches only

q       1:30 minutes finish the inning.

q       4 runs flat per inning

q       Impossible rule in effect: If a team cannot score enough runs per inning (4) to catch or surpass the winning team the game is over. Example after the 4th inning if one team is up by 9, the game is over.

q       No coaches on field

q       3 outfielders

q       Live ball until runner surrenders

q       No infield fly rule

q       50 Maximum pitches per pitcher



10U Update (5/1/09) 

Pool Player(s)
Rule:

Þ    A team may have a limit of 7 players to start a game. The extra player(s) will be from the opposing team. They are to play in a defensive inning. Cannot pitch and must play in the outfield. For the 1st inning, the player(s) will be from the bottom of the posing team batting order. Beginning of the 2nd inning it will be the player(s) who made the last out.

 

Þ    When the team with fewer players is at bat, the open batting roster will be an automatic out.
