    Frank Penale Award
    It's the time of year again to vote for the Frank Penale Award. Mike Salada sent an email on Saturday with the link to the Online Voting. If you did not receive the link please email Mike to have him send it to you.

    Umpire Positioning and Responsibilities
    Thom found a document that is a great breakdown of Positioning and Responsibilities of each umpire. This is only 4 pages, and would be perfect to print out and leave in your car to conduct a good pre-game meeting with your partner.

    As we approach the summer season, this is a great time to work on our mechanics. A lot of our newer members will be working the 2man system for the first time. This will be a great thing to have to prepare for the game.

    Part 2 Exams
    I have graded all of the Part 2's. The average score was a 91. If you want your individual score please email me and I will send it to you. If you click on the handout section, I have posted the answers with the rule references. I also put up the top 10 most missed questions along with why the answer is what it is. Please let me know if you have any questions.

    Uniforms
    As we are getting ready for this high school season just a few reminders to keep in mind when it comes to your uniform. Remember our appearance is the first thing they see, so it is important to make a good first impression.

    1.) Hats- we are only to wear the plain Navy hats
    2.) The Red and Light Blue shirts are approved for use in high school. They must have the NYSBUA logo on it, and both umpires must wear the same color.
    3.) When wearing Navy, the only color you can wear under it is RED. ALSO IT IS NOT PERMISSABLE TO WEAR A LONG SLEEVE SHIRT UNDER THE SHORT SLEEVE POLO. If you are cold you need to wear the Jacket, or Lesters sells a long sleeve Navy Polo shirt. Wearing a turtleneck under the short sleeve shirt is not a choice.
    4.) Remember to polish your shoes.

    2008 Meetings- PLEASE NOTE CHANGES
    It's hard to believe that we are ready to start another season of baseball.

    Our remaining meeting schedule is as follows:
    2/10 @ 12pm
    2/28 @ 7pm
    3/16 @ 12pm
    3/19 @ 6:30pm MANDATORY MECHANICS CLINIC
    4/13 @ 12pm Part 2 and Dues are due
    4/24 @ 7pm
    5/15 @ 7pm

    Items For Discussion- ALL MEMBERS PLEASE PRINT
    February 8, 2008 -  --  I added 2 documents to the handouts section. Please print these and have them on hand for upcoming meetings. The first is the 2008 NFHS Rule Interpretations, which has some nice case plays on the new rule changes that we can use for discussion.
    The Second is Ron Gabriel's top plays of the 2007 season. These are actual plays that occured throughout NYS during the season last year.

    Please print both of these and bring them to the meetings, we may use them in one of our upcoming meetings.

    Updated Directory
    The directory is up to date with all changes that have been submitted. If your information changes fill out the member information change form that is located under the forms tab, so that we can update your information so that you are not left out of any information that it issued.

    2008 High School Rule Changes
    The following are the 2008 High School Rules Changes.

    2-22-3: A fielder without possession of the ball is not allowed to deny access to a base. PENALTY- Obstruction.

    3-2-1 rescinds the previous rule that stated a coach or player occupying the coaches' boxes shall remain there upon the batter entering the batter's box until the release of the ball by the pitcher if requested by the opposing coach. Beginning with the 2008 season, one player or coach may occupy each coach's box while his or her team is at bat.

    3-2-4 requires the head coach to be in attendance at the pregame conference if available. If he or she is not present, the head coach will be restricted to the dugout for the remainder of the game unless he or she must attend to a sick or injured player.

    1-1-2, suggests the importance of both the captain and the head coach being in communication with the umpires. Both must be present at the pregame conference, and the head coach is responsible for ensuring that his or her team is in compliance and will adhere to good sportsmanship. The rule also requires the name, shirt number, position and batting order of each starter to be placed on the lineup card. The name and shirt number of each eligible substitute should also be placed on the card, but are not required.

    1-3-6 will require a pitcher's glove to be removed from the game if it includes the colors of white and/or gray and is noticed by the umpire or opposing team.

    10-1-9, it is necessary that umpires dress alike in heather gray slacks and either a navy pullover shirt or a state association-adopted shirt. They are not required to supply a wide variety of shirts beyond what is necessary.
