First order of business was the format of the upcoming tournament. There is the potential for 13 teams in the Casanova O-40. The Dreads have requested to return.
The Board voted to re-enter the Dreads if they can register their team by Sunday February 25 and have at least 8 players fully registered two weeks later. If not, other new teams will be allowed to enter the league.

There was some discussion of the O-50 competition. The possibility of a Micro Soccer format was considered. The question was deferred to a meeting to be held in the near future.

The letter written by Mr. Duperly was distributed and received much discussion. The consensus was one of great sympathy for Mr. Duperly.

Certain corrections to the facts of the case were noted as follows:

· The play in question was judged to be a foul by the referee, who showed the offender a yellow card caution.

· The league has implemented disciplinary committees consisting of three Regional Board Members for several seasons based in part on suggestions made by Mr. Duperly. Disciplinary committees have expelled two players for violent conduct.

· If the foul was committed intentionally, as some believe, the individual in question has no place in our league. If the foul was committed unintentionally, the individual in question is so dangerously clumsy; that he has no place in our league either. Mr. Murillo stated that the league should investigate the unnecessary force of the foul. The League Executive Director was charged with establishing a due process hearing to rule upon the incident.

-Other business Players and spectators, most especially children, are not to congregate behind the goalies. The benches should be moved to the touchlines.
-Games must start on time, they certainly shall end on time, and the referee is to signal the start of regular time even though the teams are not ready.
-Player card procedure was discussed and found to be adequate.
-Players should show respect for the referee.
-Teams are responsible to control their spectators.
-The league should be more diligent in enforcing the $20 fine for red cards.
-Members were reminded that the law prohibits consumption of alcohol at Metro Parks.
