How to Follow on the Web:

Click "follow" under any profile picture on Twitter.

Helpful hints:

Users with Protected Tweets will have to approve your follow request before you'll receive their Tweets.
Import your contacts from your address book to find friends already using Twitter, or invite friends who aren't on Twitter yet.

How to Follow via SMS/Text Message:

Send a text with the words "follow username" in a message to Twitter to start following someone from your phone.

For example: follow jymminie

How to Follow via Mobile Web (mobile.twitter.com):

If you have a mobile web browser:

go to mobile.twitter.com to follow others
then, navigate to a user's profile and click the 'follow' button, just as you would on the regular website.

In the example below, we navigated to mobile.twitter.com/jymminie to follow @jymminie.
