2024 Tournament Rules and Regulations
Rules: Regular Town of Brookhaven league rules apply unless noted.
Tournament Supervision:  A tournament supervisor will be at all facilities. In addition to a supervisor, The Town of Brookhaven will supply an official scorekeeper for each site. The tournament supervisor and the umpires will make determinations on all weather-related issues, field conditions and any other situations related to the playing of the game.
Birth Certificates:  Birth certificates are the responsibility of each individual team. They must be made available, immediately, if the opposing team challenges a player’s age. All issues regarding a player’s age will be addressed and solved immediately at the field. A team violating the age restriction rule will automatically forfeit the game. They will also be forced to forfeit any previous game played.
Rosters: Each team is responsible to have complete rosters submitted to TOB two weeks before the tournament begins. 
Team Insurance: Teams are required to have their own insurance.
Alcohol and Tobacco Products: The use or the presence of alcohol products at any Town of Brookhaven facility is strictly prohibitedIt is in violation of a Town ordinance. The use of tobacco products is prohibited within the playing field/bench area.  Violators will be asked to leave the premises. Vaping is prohibited.
Home/Away Team: In pool play home/away team will be indicated on the schedule. In playoff and championship rounds the higher seeded team will be the home team.
Tie Breakers: In pool play, games that are official (6 or 7 innings/time limit) with a tie score, will be recorded as a tie.
For playoff purposes, the team will advance and/or be seeded based on the following guidelines in the following order:

1-      In pool play, overall record.

2-      If two teams are tied, the head-head matchup will break the tie.

3-      If more than two teams are tied, the team(s) with best record(s) amongst those teams will qualify (advance)- only if teams tied played equal amount of games against each other.

4-     Total runs allowed in pool play.

5-      Run differential between involved teams.

6-      Total runs scored in pool play.

7-   Coin toss if no tie breakers apply.

Umpires: Two umpires will be provided for all games at all age levels, except in 8u, 9u and 10u pool play.
Protests:  Protests are only permitted on the issues involving rules, not on judgment calls.  All protests must be filed by the team manager before the next pitch of that game. This includes protests involving illegal players. The Town of Brookhaven Site Supervisor, in conjunction with the umpires and The Baseball Director will determine the outcome of the protest. No protests may be filed after the teams and/or umpires have left the field following a game.
Lineups:  The use of a designated hitter (DH) is optional. If used, the DH may bat for anyone in the lineup. The lineup may also include extra hitters (EH). Universal batting order is permitted for ages 8-18. Lineup cards are to be given to the official scorer, not later, than 30 minutes before game time.
Uniforms: Jerseys, pants, and caps must be matching to be eligible to warm-up, play, or sit in/on the bench area. Any player not in full matching uniform is ineligible to play and must stay out of the bench area. Registered coaches must be uniformed (including hats) to enter the playing field. Acceptable coach attire includes matching shirts, hats, and athletic pants or shorts. Coaches are not permitted to enter the field wearing casual shorts or sweatpants. Cut-off jeans, bathing suits, flip flops or other similar apparel is not permitted.
Mercy Rule: If one team is ahead by 10 or more runs after 4 innings have been played, provided the home team has batted in the bottom of the inning (if losing) the time limit is waived and the game will be declared official. If a team is ahead by 10 or more runs after the trailing team has had 4 at bats, the game is terminated. In 8u-10u divisions, the teams may continue to play for the allotted two hours if the teams mutually agree. 
If a team is ahead by 15 or more runs after the trailing team has had 3 at bats the game is terminated at that point.
Time Limit: In pool play games, ages 8u-18u, there will be a two-hour time limit.  No inning may start after the time limit. The time limit will be enforced in all games, except in advancement and championship games. The official time will be kept by the official scorer, provided by the Town of Brookhaven. If a game is tied and the two-hour time limit has not been reached, extra innings will be played.
Pitching Restrictions: See pitching rules below.
Bat Restrictions: In ages 8-10, there is 2 ¼ barrel bat restriction. USA BAT is permitted in ages 8u-10u. Ages 11/12 - ALL SIZES OF THE EASTON HYPER FIRE -5 ARE BANNED, otherwise there are no restrictions. Ages 13-JV must be BBCOR. Only wood bats are permitted in the Varsity division. Composite and bamboo bats are prohibited.

The first day of rest begins the day after he pitches in a game. Failure to comply will result in a forfeit.

            TOWN OF BROOKHAVEN BASEBALL/PITCH SMART USA

These are the maximum number of pitches allowed per day in the Town of Brookhaven Baseball Program. Players will be required to rest said number of calendar days when reaching pitch limit (even if on multiple teams). Official pitch counts will be tracked by TOB BASEBALL, unless communicated otherwise. Teams are encouraged to also track their own pitch counts. Teams and TOB BASEBALL will meet at the completion of each game to confirm the pitching lines of all pitchers. Limits apply to specific age division, not player age. However, if a player is playing bove their age, they must adhere to their own age, not the division. Once a pitcher reaches his daily maximum limit, he must be removed from the game. If a pitcher reaches the maximum limit of pitches in a game during a batter’s plate appearance, the pitcher may continue in the

game until such plate appearance or the inning ends (i.e. by a third out made by catching a runner stealing), whichever comes first. That total pitch count (finishing batter/inning) will be counted towards your total pitch count. THIS MAY AFFECT A PITCHER'S REQUIRED DAYS OF REST. The pitcher must adhere to prescribed pitch counts for the remainder of the event. If a pitcher is brought into a game sooner than the mandatory calendar days’ rest, he becomes an ineligible player.

A pitcher is only allowed to pitch in one game per day unless pitcher throws 20/30 (as per age group listed above) or fewer pitches in first game. In that case, pitcher may pitch in 2nd game of  day. Pitch totals for both games combined will require prescribed daily limits and required rest.

A player may not pitch three consecutive days.
